BISMARCK, N.D. (AP) – The National Weather Service has designated this week as Severe Summer Weather Awareness Week in North Dakota. But conditions are more winterlike in the western part of the state.
Up to five inches of snow is expected in the region before the precipitation changes to rain Monday afternoon. Forecasters are urging motorists to use caution.
Snow also is in the forecast for various parts of the state on Tuesday and Wednesday.
Parts of eastern North Dakota got an inch or more of rain on Sunday. The weather service has posted flood warnings for the Red River, but only minor flooding is expected throughout the valley.
The National Weather Service recorded .91 inches of rain in Jamestown on Sunday.
The CSi Weather computer in downtown Jamestown Sunday recorded a little over an inch of rain. Since midnight Monday to 8-a.m., the weather computer has recorded .19 of an inch, and the weather service in Jamestown has recorded .11 inches.
Jamestown (CSi) Authorities, Friday evening, arrested a 37 year old man and a 17 year old male after an alleged robbery in Jamestown, followed by a pursuit that ended in northern Barnes County.
The pair are accused in the incident where a woman’s purse was stolen, between 5-p.m., and 6-p.m., witnessed by a man, in the parking lot between Perkins Restaurant and First Community Credit Union’s branch office, on Highway 281 South. The woman was then purportedly pushed to the ground by one of the males.
Following the 9-1-1 cal, the pair were followed on I-94 into Barnes County by the North Dakota Highway Patrol, and then north, where they were arrested on suspicion of robbery.
Assisting was the Stutsman County Sheriff’s Office.
The man is being held at the Stutsman County Correctional Center, while the 17 year old is being held in a juvenile facility, as the investigation continues.
Jamestown (CSi) With the Ave Maria Village, Chapel, Hospice Suite, and all-weather garage, completed and in use, there is still about $259,000 to raise, and complete the Capital Campaign. The campaign passed the first goal of $1 million, several months ago, with the additional dollars needed to reach the total goal of $1,325,000.
On Friday’s Wayne Byers Show on CSi Cable 2 Ave Maria Village’s Development Director, Jan Barnes said fundraisers have been planned to help reach the goal.
“Tea Time” will be on May 6, 2014, at 2-p.m., at St. Paul’s Methodist Church in Jamestown, with ticket price at $20.
A Pulled Pork BBQ will be on June 18, 2014, from 11-a.m., to 1:30-p.m. The cost is $5 per basket, and carryouts will be available by calling in advance to 701-952-5677.
Ms. Barnes added that raffle tickets are also being sold for $25 each, with the drawing on July 7, 2014, with prizes donated by local and area businesses and organizations.
She pointed out that on May 13, 2014, Bishop John Folda of the Catholic Diocese of Fargo will preside at a Dedicatory Mass and blessing of the Chapel, at 10-a.m.
That will be followed by an interdenominational servicde of dedication on May 18, 2014 at 1:30 p.m., followed that day by a community open house from 2:30-p.m., to 5-p.m., which will include tours and refreshments, with all events open to the public.

Bismarck (CSi) The National Weather Service has issued the Flood & Weather Outlook, through late July 2014.
With the Flood Outlook, for the James River Basin, the weather Service says
normal to slightly above normal is the general trend for the flood risk, during the period.
The underlying cause for the risk is the still above normal soil moisture, especially at depth.
The risk is greatest in the time period of April to early May 2014, and with time vegetative use of soil moisture will lower the risk to near normal.
Presently only very small amounts of snow remain in well shaded and shelter area.
Forst is steadily coming out of the ground with most areas now having 20-plus inches of unfrozen soil, above the layer of frost.
Soil moisture levels remain about normal at depth even though nominal precipitation and onset of the growing season has lowered soil moisture in the upper several inches.
Rivers and streams are ice-free at this point, and well within their normal range for water levels.
All dams are at or above their full supply level, with the vast majority of their flood control available.
In general, the region has thus far enjoyed a relatively quiet spring.
With the weather outlook through the period the National Weather Service forecast calls for wet and cooler than normal conditions and temperatures, through April 2014.
The one month and three month outlooks, the expectation is for an increase chance for cooler than normal temperatures with an equal chance of below normal, near normal, or above normal precipitation.
Jamestown (CSi) The Buffalo City Tourism Executive Board is preparing for the re-branding rollout.
The event will be held May 9, 2014 from 4-p.m., to 6-p.m., at the Jamestown Arts Center.
The board is also in the process of discussing a request by the State of North Dakota to host a 125th State Celebration in Jamestown this summer.
The state of North Dakota has announced the return of the Scenic Byways and Backways Program.
Tourism officials have released a brochure mapping out the 11 scenic byways and backways throughout the state. Motorcyclists who travel at least five of the 11 byways and backways will receive a special patch.
Buffalo City Tourism Foundation Director, Searle Swedlund says that traveling the scenic byways and backways is “a way to get off the beaten path.”
MINOT, N.D. (AP) – A man who helped a fellow inmate scale a fence to escape from a Rugby jail last summer has been sentenced in federal court.
Christopher Ratteray pleaded guilty in January to assisting escape from the Heart of America Correctional and Treatment Center.
Authorities say Ratteray gave Wesley Brown III a jacket to protect Brown from razor wire on the jail fence. Brown was apprehended within three hours.
U.S. District Judge Daniel Hovland on Friday sentenced Ratteray to serve one year in prison.
Brown has pleaded guilty to possession of firearm and ammunition by a convicted felon and one count of escape from custody. A sentencing date has not been set.
Brown faces a maximum sentence of 15 years in prison.
GRAND FORKS, N.D. (AP) – Police say five men have been arrested in a prostitution sting operation in Grand Forks.
Authorities say the men were arrested on charges of hiring an individual to engage in sexual activity. The misdemeanor charge is punishable by a $1,000 fine and 30 days in jail.
The Grand Forks Police Department says a hotel in the south end of the city assisted authorities during the operation.
The men have not been publicly identified.
WASHINGTON (AP) – North Dakota and federal officials have big hopes for the growth of what are known as unmanned aircraft systems. Experts say the state is well-positioned to take advantage of its attributes. Those include a first-of-its-kind academic program, an established military presence, a financial commitment and favorable airspace conditions.
WILLISTON, N.D. (AP) – A group of Williston residents is calling for the resignation of some members of the city’s park board.
Thirteen residents say the actions of three Williston Park Board members that led to the suspension of Executive Director Darin Krueger aren’t legal and undermine the board’s integrity.
The residents are questioning the actions of commissioners Ken Callahan, Nick Johnson and James Bervig.
Krueger was suspended for five days and placed on a six-month improvement plan without a full, public vote of the board after the April 15 park board meeting.
The suspension came days after the city opened a $76 million recreational center.
A city worker questioning the board’s actions says Krueger’s suspension is a “slap in the face” to those who worked in the project.
BISMARCK, N.D. (AP) – The state Game and Fish Department is continuing to impose camping restrictions this year on some wildlife management areas in western North Dakota and along Lake Sakakawea.
The restrictions the past couple of years are a response to the oil boom in the region and are aimed at ensuring the areas are available for hunters and anglers. Rules are posted at entry points.
Overnight camping is prohibited on the following WMAs: Antelope Creek, Lewis and Clark, Big Oxbow, Ochs Point, Neu’s Point, Overlook, Sullivan and Tobacco Garden in McKenzie County; Van Hook in Mountrail County; and Hofflund and Trenton in Williams County.
Several other wildlife management areas are closed to camping on Tuesdays and Wednesdays but are open to camping Thursday through Monday. A list can be found at http://www.gf.nd.gov

BISMARCK, N.D. (AP) – North Dakota’s Game and Fish Department says the state’s paddlefish snagging season will open Thursday.
The season is scheduled to run through the end of May. State wildlife officials, however, can end the season early to protect the fish population if it appears too many paddlefish will be caught. That has happened several times in recent years.
Snagging is legal in all areas of the Yellowstone River in North Dakota, and in part of the area of the Missouri River between the U.S. Highway 85 bridge and the Montana border.
The Game and Fish Department says Sundays, Mondays and Thursdays during the season are catch-and-release days. Other days are catch-and-keep days.

ST. PAUL, Minn. (AP) – The Minnesota Wild have been less than 75 seconds from a victory on the road twice in five games. The Colorado Avalanche got the tying goal late in regulation before winning in overtime both times. The Wild face elimination with the Avalanche visiting for Game 6 today.

The Golden State blowout of the Clippers came a day after TMZ released an audio recording purportedly of Clippers owner Donald Sterling making racial comments. In the recording the man speaking urges his girlfriend not to bring black friends to Clippers games. The NBA and the Clippers are investigating, including whether the male voice on the recording is in fact Sterling’s.
Before the start of the game the Clippers ran out of the tunnel wearing their warm-up uniforms. They huddled together at center court and tossed their warm-ups to the floor and went through their pregame routine with their red Clippers’ shirts on inside-out to hide the team’s logo.
Magic Johnson weighed in before the game by saying he will never attend a Clippers game again and that commissioner Adam Silver should “come down hard” on Sterling. Johnson says Sterling should not be allowed to own a team.
Michael Jordan says he’s both disgusted and outraged by the comments allegedly made by Sterling. President Barack Obama called the comments “incredibly offensive racist statements.”

DALY CITY, Calif. (AP) – Lydia Ko has earned her third LPGA Tour victory and first as a progession.
The 17-year-old Ko sank a six-foot birdie on the final hole to win the inaugural Swinging Skirts LPGA Classic by one shot over Stacy Lewis. Ko birdied three of her final four holes en route to a 3-under 69 and a 12-under total.
Ko will move up two spots to No. 2 in the next world ranking.
INDYCAR …
BIRMINGHAM, Ala. (AP) – Ryan Hunter-Reay coasted to his second straight victory at Barber Motorsports Park when the rain-shortened IndyCar race finished under caution.
A full-course caution came out for the final seven minutes of the timed race after rookie Mikhail Aleshin lost control and went off the track. That left Hunter-Reay unchallenged, with Andretti Autosport teammate Marco Andretti finishing second.

KIEV, Ukraine (AP) – The mayor of Ukraine’s second-largest city is said to be in surgery after being shot in the back in the volatile southeast. The mayor of Kharkiv was a staunch opponent of the movement that toppled Ukraine’s Moscow-friendly president in February, but he insists he doesn’t support the insurgents or annexation of Ukrainian territory. The pro-Russia insurgency is becoming increasingly ruthless.
MANILA, Philippines (AP) – President Barack Obama is trying to turn up the heat on Russian President Vladimir Putin over Moscow’s actions in Ukraine. Obama says the United States will levy new targeted sanctions today on Russian individuals and companies. Obama says the targets include high-technology exports to Russia’s defense industry. The full list is also expected to include wealthy individuals close to Putin.
VILONIA, Ark. (AP) – Among the ruins from an Arkansas tornado is a new $14 million intermediate school that was set to open this fall. The twister which hit some areas devastated only three years ago, killed at least 16 people. A twister in Oklahoma killed one. In northwest Louisiana, a teenager suffered minor injuries when a tornado touched down early today.
BAGHDAD (AP) – Officials say at least 21 people have been killed across Iraq in attacks aimed at polling places where soldiers and security forces were voting early in parliamentary elections. The rest of the country votes Wednesday. The wave of attacks was an apparent attempt to derail the balloting process and to discourage the rest of the country’s 22 million registered voters from going to polls.
KUALA LUMPUR, Malaysia (AP) – Malaysia says it has detained nine suspected militants plotting against the country as well as targets in other nations. The national police chief says the nine, aged between 25 and 55, were arrested today in several locations near Kuala Lumpur and in northern Kedah state bordering Thailand.
