WATFORD CITY, N.D. (AP) – The National Weather Service says the tornado that touched down at an oil patch worker camp was an EF-2.

Preliminary information suggests the winds reached 120 mph.

The weather service says a second brief tornado possibly occurred in the area based on eyewitness accounts.

The twister touched down about 7:50 p.m. Monday at a worker camp with 15 trailers just south of Watford City, about 50 miles southeast of Williston.

A 15-year-old girl, who was from out of state and visiting an aunt and uncle, was critically injured and is in intensive care at a Minot hospital.  Eight other people were treated at a Watford City hospital for lesser injuries.

The American Red Cross says eight residents spent the night at a shelter and that several families were among those displaced.

WATFORD CITY, N.D. (AP) – Plywood and other debris is scattered across several hundred square feet at the site of a North Dakota tornado that injured nine people, including a 15-year-old girl critically.

Authorities say at least eight trailers were destroyed Monday evening when the twister tore through the camp where oil field workers stay.

An Associated Press reporter on the scene Tuesday says four trailers and a couple of other prefabricated buildings are still standing.

It’s cool and rainy at the site and there’s very little activity.

A heavily damaged truck is flipped over on the highway and several other abandoned vehicles are nearby.

Road signs are flattened and tumbleweeds are pushed up against some electrical wires.

Fewer than a dozen people are on the scene.

BISMARCK (CSi)  Gov. Jack Dalrymple today extends his appreciation to state and local emergency responders who assisted the public following a tornado that struck a housing camp south of Watford City. The tornado reportedly injured nine people, including a 15-year-old girl who was transported to a regional hospital with serious injuries.

“Betsy and I are keeping everyone affected by last night’s tornado in our thoughts and prayers,” Dalrymple said. “State emergency personnel including the Highway Patrol are working closely with local officials to manage the storm response and to provide any needed assistance.”

The tornado struck about 7:45 CDT, destroying about 12 trailers in a housing camp about six miles south of Watford City.  The tornado also damaged several vehicles and downed nearby power lines.  The North Dakota Department of Emergency Services assisted local officials in coordinating the storm response. Highway Patrol troopers also assisted at the scene.  The American Red Cross opened an emergency shelter at the Watford City Civic Center.

BISMARCK ,N.D. (AP) – Tornadoes are rare in a western North Dakota county where a twister ravaged an oil patch worker camp and injured nine people, including a 15-year-old girl.

National Weather Service data show that until Monday, there had been only 14 tornadoes reported in McKenzie County since 1950, with no fatalities.

Meteorologist Ken Simosko says the growing population in western North Dakota due to the oil boom means more tornadoes are reported. He says Monday’s tornado might never have been noticed before the oil boom.

Simosko says the growth of temporary housing also means there is more of a chance for death, injury and destruction from tornadoes.

Monday’s twister hit a small worker camp, with only 15 trailers. County Emergency Manager Jerry Samuelson says some in the county have hundreds of trailers.

FARGO, N.D. (AP) – A North Dakota man has been ordered to embark on a 100-day public campaign about the dangers of texting and driving as part of his sentence in a fatal crash.

A  judge on Tuesday ordered 21-year-old Nicholas Milbrandt to take part on the campaign and serve 30 days in jail.

The Kindred man pleaded guilty to felony negligent homicide in the death of 61-year-old Royce Rodacker in August.

Authorities say Milbrandt was driving at over 90 mph while texting on his cellphone and rear-ended Rodacker as their cars were headed eastbound on Interstate 94.

Prosecutors say Milbrandt will speak to school groups and possibly appear in a television campaign.

Milbrandt’s attorney says his client is willing to do anything to spread the message against texting while driving.

FARGO, N.D. (AP) – Federal authorities say a prominent Jamaican disc jockey has been charged in an ongoing investigation into a lottery scam that has targeted elderly victims in the Dakotas and elsewhere.

Deon-ville O’Hara, also known as ZJ Wah Wa, is among 26 people who have been indicted by a federal grand jury in North Dakota. He is charged with three counts, including conspiracy to commit mail and wire fraud, and money laundering.

O’Hara has yet to appear in court.

Fifteen people were originally indicted a year ago. It listed as victims an 83-year-old North Dakota woman who sent seven checks for nearly $158,000 after she was promised $19 million in winnings, and a South Dakota man who sent a $14,000 cashier’s check after he was promised $3.5 million and a 2012 Mercedes.

 In world and national news…

WASHINGTON – President Barack Obama is announcing plans for winding up the war effort in Afghanistan. He says he’s planning to keep fewer than 10,000 U.S. troops in the country after this year but then draw down those forces by the end of 2016. The plan would fully end the U.S. military effort by the time Obama leaves office.

ABUJA, Nigeria (AP) – Boko Haram (BOH’-koh hah-RAHM’) is suspected of being behind two new attacks in northern Nigeria. Local officials say 54 people were killed.  Meanwhile, Nigeria’s military say it’s located the nearly 300 schoolgirls the Islamic extremists kidnapped last month, but using force to free them would put their lives at risk. Nigeria’s president has reported ruled out swapping detained extremists for the girls.

COLLBRAN, Colo. (AP) – The search for three ranchers missing after a huge mudslide in a remote part of western Colorado has been called off. The Mesa County sheriff says the area remains too unstable to continue searching for the men and another slide is still possible. The three were checking on problems with an irrigation ditch caused by an earlier slide Monday when the second, much larger slide hit.

ANTHONY, N.M. (AP) – A biofuel facility in southern New Mexico has caught fire, prompting an evacuation of an area a half-mile around the plant. Dona Ana County officials have declared a hazardous materials emergency and say a series of small explosions have been heard. A county spokesman says there are about 350 houses in the evacuation area. There’s no word on the cause.

WASHINGTON (AP) – The Supreme Court says a group of protesters cannot bring free-speech claims against two Secret Service agents who were guarding President George W. Bush during a 2004 campaign trip to Oregon. The justices said in a unanimous decision that there is not enough evidence the agents violated the protesters’ First Amendment rights by moving them farther away from the president while allowing pro-Bush demonstrators to stay nearby. The Obama administration said the actions were proper crowd control tactics and the agents should be shielded from liability for on-the-spot decisions about the president’s security.
