Bismarck, ND (KCSi-T.V. News Sept 28, 2012) — The National Weather Service in its, latest Hydrologic Outlook, (Issued Sept 28, 2012)says the overall risk of flooding in the James River and Missouri River basins, tend to be very low, and lower than normal.
Soil moisture is below normal across a wide area, due to high temperatures, and below normal precipitation during the latter half of the summer and early fall.
The area has the ability to withstand a significant rain event without reaching flood stage.
The report cautions, rains can still occur and can produce flash flooding on small streams and typically dry drainages.
The Weather Service says reservoirs are generally within the lower range of normal for this time of year, and high releases from dams are only a very remote possibility.
The Climate Prediction Center, suggests only the very southern portions of North Dakota has an increased probability of above normal temperatures for October with an equal chance of above normal or below normal precipitation.
For October, November and December of 2012, there is an increased probability of above normal temperatures, and an equal chance for above normal, or below normal precipitation.
Jamestown, ND (KCSi-T.V. News) — – Plans are moving ahead for Endless Harvest’s, commercial greenhouse business, planned for Jamestown.
The Hydrosun Hyrdoponics developed plan, contains a nearly 3-acre greenhouse, plus support facilities, living quarters and an educational facility, at an estimated cost of $10 million.

Hydrosun Hydroponics owner, Steve Froehlich says, about 60 percent of the financing has been arranged for Phase One, which is anticipated to raise 4.5 million head of leaf lettuce, annually, about 7 percent of the annual lettuce consumption in North Dakota and Minnesota.
The goal is 36 million heads per year, at a 21.6-acre greenhouse.
The Jamestown/Stutsman Development Corp. authorized a feasibility study in January this year, to determine if a lettuce greenhouse would be profitable.
Also being looked at is the best equipment and practices for operating it.
Hyrdosun is looking at options for a Jamestown location.
The Jamestown educational facility, would be a catalyst to jump start this type of facility all around the U.S.
Jamestown/Stutsman Development Corporation, CEO Conne Ova says potential investors are invited to get more information, through the JSDC office, in Jamestown.
According to consultant, Lance Brower when the controlled environment agriculture business is established, locally produced lettuce would be in grocery stores, in place of lettuce that comes to the area from the west coast.
Jamestown, ND (KCSi-T.V. News ) — Arbor Day 2012 will be celebrated in Jamestown on Wednesday, Oct. 10 with a ceremony at Klaus Park, starting at 3 p.m.
Jamestown has been a Tree City USA city for 32 consecutive years and will be presented its Arbor Day flag commemorating the achievement. To be a Tree City USA, a community must have a Tree Board or Committee, have a Tree Care Ordinance, have an annual budget of at least $2 per capita and hold an Arbor Day observance and proclamation each year.
The City will also receive recognition for a special achievement of the Tree Growth Award for its 13th year.
Mayor Katie Andersen will read the Arbor Day Proclamation and Roy Sheppard, CEO of the Cable Services Inc. and a retiring member of the Mayor’s Shade Tree Advisory Committee a brief Arbor Day address.
Former mayor James Trautman will be recognized with the Johnny Appleseed Award for his extensive planting of trees in Jamestown & Stutsman County.
Three young men will be recognized for their recent tree planting efforts and achievements. Jaden Horsted, planted 400 trees and shrubs on a hillside near the Frontier Village as an Eagle Scout Project, Alex Igl, planted trees to renovate the Buffalo tree planting in Centennial Forest as an Eagle Scout Project, and Ethan Bowman who received state wide recognition for a Marketplace for Kids project in Agriculture Inovation.
Three trees will be planted in recognition for the three young men in Klaus Park where recently there have been significant loss of trees due to Dutch elm disease and flooding.
Punch and cake will provided by Wells Fargo Bank and will be served to those attending the program. Wells Fargo has been a long-time partner with the city in tree plantings and Arbor Day celebrations.
CLEVELAND, N.D. (AP) – Elevators in North Dakota are overflowing
because of an earlier than average harvest.
The soybean harvest is running nearly three weeks ahead of normal.
The Country Grain Cooperative in the town of Cleveland says it
has been the fastest soybean harvest in the last 30 years.
The yard’s elevator was filled in just 15 days, with the 700,000
bushels of soybeans spilling over to additional piles on the
ground.
The co-op won’t dump any more trucks until a train arrives.
Cleveland elevator manager Kevin Knodel says the yields are
better than last year and prices are phenomenal.
Many farmers are now also starting to combine corn.
WALCOTT, N.D. (AP) – Authorities say a rural Walcott home has
been destroyed by fire.
The Richland County Sheriff’s Office says a juvenile called in
the house fire around 12:30 p.m. Saturday.
The sheriff’s office says the blaze started in the garage and
moved to the house.
The juvenile was treated at a nearby hospital for smoke
inhalation.
The State Fire Marshal’s Office is investigating the cause.
DURBIN, N.D. (AP) – A search for a suspect in an injury car
accident ended in a Cass County sugar beet field.
Local and state authorities searched more than three hours
Sunday night for a man seen running from the crash scene on a
county road near Durbin.
County deputies, Highway Patrol troopers and local firefighters used all-terrain vehicles, an airboat and a police dog in the search.
A Cass County deputy eventually spotted the suspect, 20 year old Rudolpho Roddriguex III, of Durban, in the field and arrested him.
He was taken to Essential Hospital in Fargo, by Casselton Ambulance.
The person who was ejected and injured in the rollover crash, 19 year old Michael Foley of Fargo, was flown to Sanford Hospital in Fargo, with undisclosed injuries.
BISMARCK, N.D. (AP) – Officials in North Dakota’s capital city
plan to crack down on panhandlers.
Bismarck City Attorney Charlie Whitman says the city has been getting more complaints about aggressive panhandlers.
He says a proposed ordinance would keep panhandlers away from ATMs, traffic, downtown areas and schools.
Fines for panhandling offenses would range from $50 to $500.
Mayor John Warford says the proposal is modeled after an
ordinance adopted by Fargo. A public hearing is set for Oct. 9.
BISMARCK, N.D. (AP) – A lawmaker says he’s expecting the North
Dakota Legislature to take up the issue of whether workers who are
locked out of their jobs should get unemployment benefits.
The North Dakota Supreme Court is considering whether state law
provides jobless benefits for about 400 locked-out workers at
American Crystal Sugar Co.
Job Service North Dakota says the law doesn’t allow benefits for
the Crystal workers, and they’re appealing that decision.
Democratic Rep. Lee Kaldor represents a number of the workers,
and American Crystal’s Hillsboro sugar beet processing plant is in
his district.
He says the law should be more explicit about whether locked-out
workers should get unemployment payments.
Kaldor says state policy is favoring management by denying
benefits to the sugar workers.
BISMARCK, N.D. (AP) – Applications are being accepted beginning
Monday for a program that helps low-income people pay their heating
bills.
The U.S. Department of Health and Human Services says about
13,700 people received assistance last year under the Low Income
Home Energy Assistance Program.
The so-called LIHEAP program helps eligible families pay for
home heating and home weatherizing.
To qualify, a household can earn up to 60 percent of the state
median income. For a family of three, that equals about $39,000 per
year.
BISMARCK, N.D. (AP) – North Dakota students will be offered
school lunch menus to showcase food that’s produced in the state.
The “Pride of Dakota” event is scheduled for Tuesday.
The Department of Agriculture says more than 130 North Dakota schools
will be serving food produced by farmers and ranchers in the state.
Agriculture Commissioner Doug Goehring (GORE’-ing) says the
special school lunch day will help local economies.
And he says it will educate students about how their food gets to their table.
FARGO, N.D. (AP) – A group of Japanese millers are in Fargo to
visit with North Dakota State University officials about wheat
quality.
Japan is the largest market for U.S. hard red spring wheat,
annually purchasing nearly 55 million bushels.
The country is
considering importing more durum in the future.
The contingent includes officials from three large flour mills
in Japan.
The group is meeting with specialists at NDSU to get an overview
of the quality of this year’s crop and talking to breeders to about
future varieties.

Mike Napoli homered twice and drove in six runs
as the Texas Rangers assured themselves of

NHL-LABOR…
NEW YORK (AP) – The NHL and the players’ association met for a
third straight day and again avoided the troublesome money issues
that are fueling the ongoing lockout.
NHLPA special counsel Steve Fehr says they “did not discuss
core economic issues, as was the plan,” during Sunday’s five-hour
get together with league representatives.
He says they “discussed
health and safety, drug testing, including more discussion of drug
testing, medical care etc. Also a number of things in the CBA legal
area of player movements.”
The drug policy was a key component of talks Friday when the
