Valley City (CSi) The Valley City Commission met in Regular Session Tuesday evening at City Hall. Commissioner Pedersen was present via telephone conference call.

Approval of Consent Agenda items included:

Monthly Reports from the Fire Chief, Building Inspector, Auditor, Municipal Judge and Public Works Accountant.

Monthly Bills for the City and Public Works in the Amount of $3,010,300.49.

Game of Chance permit for Barnes County 4-H Council.

Public Forum: No one appeared to speak.

Ordinances:

Following an explanation of amendments by City Attorney Russell Myhre, the City Commission approved the second and final reading of an Ordinance recodifying the Criminal Ordinance.

New Business:

Approved awarding an asbestos removal bid for $$28,250 for phase two buyouts.

The City Commission approved two Conditional Use Permits for a structure for BEK Communications (Valley View, Granger Hill).

Approved awarding the bid to Freightliner for a Public Works dump truck chassis (2) in the amount of $85,465.66 each. City Administrator Schelkoph, the expenditure is under budget from the Public Works Department, Capital Improvement budget.

Awarded the bid to Northern Truck for a Public Works dump truck body (2) in the amount of $49,580 each.

Awarded the bid for Phase II house demolition buyouts, with landscaping to Six D Construction in the amount of $250,000.

The City Commissioners discussed the mill & overlay project on 5th Avenue NE, 12th St N to city limits and a $5,000 verbal commitment from Paul Diegel. City Administrator Schelkoph said Mayor Werkhoven suggested the Mill and Overlay, and Diegel has agreed to outlay the $5,000.

The Commissioners approved the project.

Approved a Special Alcohol Beverage Event Permit for the Eagles Club at Winter Show Event Center on June 14, 2014, a truck mud run event.

 

Informational:

Commissioners discussed local funding in conjunction with the State Water Commission to pay toward permanent flood protection in Valley City.

Commissioner Nielson said a half percent sales tax would fund the project, at 80 percent state and 20 percent local, at $450,000 annually over 40 years.

She pointed out that in 2017 the half percent city sales tax now in effect for the HAC expires. Any additional sales tax percentage will have to be approved by voters.

She said there will be public meetings in the future to further discuss the progress of the project and funding options.

No action was taken by the City Commission.

 

City Administrator David Schelkoph’s Report:

He said an Ordinance is being developed concerning disposal into the sanitary sewer system.

He pointed out that residents should keep all types of cooking oil, and grease out of the system, and, large items such as diapers are not appropriate for flushing.

City Attorney Myhre is working on language in the Ordinance.

 

Highlights of Updates & Commission Reports:

City Attorney Myhre noted that two more flood buyouts are being worked on.

City Auditor Richter said the buyouts are still under budget.

Fire Chief Retterath passed along a complaint he’s received about the language being used by city employees, and asked the Commission to take note of the complaint.

With fire statistics he pointed out that residents need to be cautions about starting garage fires, noting electrical problems.

Police Chief Thompson said a new radar unit has arrived.

He added a federal grant will be used for amenities, saying the dollars need to be used within a certain period of time.

Mayor Werkhoven said the city continues to work on mitigating Special Assessment costs.

The meeting was shown live on CSi Cable 68 followed by replays.

 

Jamestown (CSi) the North Dakota Highway Patrol reports, an SUV and Semi collision Monday evening about 5:11, on Highway 281 and Highway 13 at Edgely, injured a Wishek woman.

The Freightliner operated by 40 year old Claude Forbes of Ontario was southbound on Highway 281. A Jeep driven by 68 year old Nancy Brandner of Wishek was westbound on Highway 13. Brandner failed to yield after stopping at the intersection and struck the left side of the semi trailer. The Jeep came to rest on the northbound lane. The Forbes vehicle slowed and attempted to avoid the crash by driving onto the west shoulder and came to rest on the southbound lane. Brandner was extricated and airlifted to a Bismarck hospital. Forbes was not injured. Traffic was diverted onto a nearby frontage road until the vehicles were towed from Highway 281.

The crash remains under investigation.

Assisting the NDHP at the scene was Edgeley Ambulance, and then Brandner was airlifted to a Bismarck Hospital.

Also at the scene were: the Lamoure County Sheriff’s Office and Edgely Fire and Rescue.

 

Jamestown (CSi) To go along with the new branding, “Jamestown Tourism,” is the slightly changed name of Buffalo City Tourism.

On Tuesday’s Wayne Byers Show, on CSi Cable 2, Jamestown Tourism Director, Searle Swedlund said the new name along with the new branding “Discover Jamestown, North Dakota,” better reflects the offerings available in the area.

He said tourism still promotes such attractions as The World’s Largest Buffalo, the buffalo herd, Frontier Village, the National Buffalo Museum and other traditional attracts, plus the historical nature of the area.

In addition tourism is extending its efforts to promote the Jamestown area as an outdoor attraction for campers and others, highlighting the Jamestown Reservoir, and outdoor availability’s.

Swedlund also pointed out the Jamestown Area Source Guide is available at the tourism office, outside Frontier Village, and is widely distributed through locations in Jamestown, and being sent to locations in the area.

     BISMARCK, N.D. (AP) – A Mandan man is accused of abusing an infant and beating his girlfriend.
 
29-year-old Dale Miller was charged Monday with felony aggravated assault and felony child neglect or abuse.
 
     South Central District Judge Gail Hagerty set bond for Miller at $5,000 cash.
 
     Court papers say the woman had numerous injuries, including a broken nose, chipped teeth and bruises. The baby had bruises on his head, face, ears and thigh, and he had burns on the inside of his mouth, lips and cheek, which had been caused by a hot liquid.

 

 MINOT, N.D. (AP) – Minot police say officers arrested two Minot men during a burglary in process at a downtown pawn shop.
 
     Police say officers responded to the burglary at about 11 p.m. Monday. Police arrested 18-year-old James Skinner and 19-year-old Clayton Shubert at the scene.
 
     The teens were charged with felony burglary and are being held in the Ward County Jail pending an initial court appearance.

 
  MINOT, N.D. (AP) – Minot police say a 27-year-old man sustained minor injuries after he shot himself in the leg with firearm.
 
     The man told police that he was in the process of cleaning the gun early Monday morning. Police say the man was attempting to disassemble the gun and pulled the trigger, sending a bullet into his leg.
 
     Police say the man was treated at a local hospital. Authorities say they have sent the case to prosecutors for review of possible charges.
 

 

  GRAND FORKS, N.D. (AP) – The Grand Forks City Council has voted to ban selling electronic cigarettes to minors after concerns of underage use have grown.
 
    The Council approved the ordinance Monday night.
 
     City Attorney Howard Swanson says the new ordinance treats electronic cigarettes the same as tobacco products in terms of licensing and sales to minors.
 
     Several other cities in the state have passed or are considering similar ordinances. Swanson says state law already bans using the “e-cigs” in public places.
 
     The new ordinance will take effect July 1.

 

 WILLISTON, N.D. (AP) – The North Dakota Department of Health says a lightning strike destroyed a saltwater disposal site Sunday morning, causing 1,200 barrels of fluid to spill in Williams County.
 
     The Department says the strike caused an explosion, a fire and a release of fluid at the Belle Salt Water Disposal site. The site is approximately 12 miles northwest of Williston.
 
     Approximately 1,200 barrels of saltwater and one or more barrels of residual crude oil were released in the incident. About 995 barrels have been recovered.
 
     The site is owned by Houston-based Oasis Petroleum. The Department says it was completely destroyed.
 
     Saltwater is a byproduct of oil production. It is between 10 and 30 times saltier than seawater.

 

MINOT, N.D. (AP) – Minot residents who have been living in Federal Emergency Management Agency units on their private lots since a 2011 flood devastated their homes have gotten an extension to move the temporary units.
 
The Minot City Council on Monday voted to extend the deadline if the homeowners present a plan for how they intend to finish work on the flooded homes.
 
     FEMA made more than 2,000 mobile homes available to residents displaced by historic flooding in June 2011.
 
     The Souris River flood swamped 4,100 homes and other structures in Minot and Ward County.

WASHINGTON (AP) – House Speaker John Boehner (BAY’-nur) says top members of Congress were briefed more than two years ago about the possibility of exchanging an American soldier held captive by the Taliban for five terror suspects at Guantanamo Bay. He says lawmakers raised serious concerns that were never fully answered about the potential swap involving Bowe Bergdahl (boh BURG’-dahl). Boehner welcomed Bergdahl’s release but said one of the greatest protections for Americans fighting overseas is that the U.S. does not negotiate with terrorists. In this case, however, he said that protection has been compromised.
 
     WARSAW, Poland (AP) – Even as President Barack Obama warns that Russia could face further punishments over its actions in Ukraine, leaders of Britain, France and Germany are preparing to meet with Russian President Vladimir Putin at the end of the week. But those same leaders are boycotting a summit that Putin had been scheduled to host this week. Obama doesn’t plan to hold a formal meeting with Putin when they’re in France to mark the 70th anniversary of the D-Day invasion, but the two leaders are likely to have some interaction.
 
     SAN FRANCISCO (AP) – A social media expert who was the subject of a nationwide manhunt after authorities searched his San Francisco apartment has been charged with one count of possessing an illegal destructive device. Ryan Chamberlain appeared in federal court Tuesday. He was arrested Monday just south of the Golden Gate Bridge. The FBI says authorities discovered materials at his home that could have caused great harm to the public. However, the agency has not specified what those materials were or what, if any, plans Chamberlain had for them.
 
     PITTSBURGH (AP) – A judge is letting the Justice Department continue to intercept information from 350,000 computers worldwide that are known to be infected with a data-stealing virus. Authorities say the virus is being spread by a Russian computer hacker. Justice Department attorneys told the judge today that the affected computers will remain linked to a substitute Internet server provided by the government, until the malicious software can be removed. The server lets the government track the internet addresses of the infected computers, so the owners can be alerted to infections. 
 
     DOVER, Del. (AP) – An interstate highway bridge in Delaware that authorities closed because of concerns over stability won’t reopen anytime soon. State transportation officials say engineers believe the Interstate 495 bridge is stable enough to support itself. But they’re concerned that opening it to traffic could overload the bridge, which has four columns that are tilting. The emergency closure of the bridge created heavier-than-normal traffic conditions today for motorists on Interstate 95, a major East Coast artery.
