ALEXANDER, N.D. (AP) – North Dakota health officials say a pipeline trenching operation near Alexander has caused a spill of about 300 barrels of oil.

Officials say the crude has been recovered and berms have been put in place to contain it in the event of rain.

The state’s Department of Health says the trenching operation damaged a Belle Fourche Pipeline in McKenzie County and caused the spill. Officials say most of the oil was confined to the trench and no water sources were affected.

Members of the McKenzie County Emergency Management office and the health department have been at the scene.

Belle Fourche is a Wyoming-based company that transports crude oil in the Williston Basin in western North Dakota and the Powder River Basin in Wyoming.

WILLISTON, N.D. (AP) – A Fargo woman is the new Miss North Dakota.

Jacky Arness won the crown in Williston over the weekend, beating out 18 other state finalists. First runner-up was Faye Stromberg of West Fargo.

The report from the Pew Charitable Trust says the number of inmates nationwide who maxed out their sentences in prison and were released without supervision grew 119 percent between 1990 and 2012. The unsupervised inmates represented 22 percent of all prisoners released in 2012.

In North Dakota, the figure was about 17 percent.

The Pew Charitable Trust says released inmates with no supervision are 36 percent more likely to reoffend.

The percentage of released inmates who left without supervision in 2012 varied widely among the states, with a high of 64 percent in Florida and a low of 6 percent in Oregon.

North Dakota’s Health Department says a lot of the cases are on the Standing Rock Sioux Reservation, which straddles the two states.

Health officials have attributed the increase in cases to a variety of factors, including drug use and people not practicing safe sex.

In world and national news..

WASHINGTON (AP) – The latest survey by the National Association of Business Economists contains upbeat predictions. The survey of 47 economists from companies, trade associations and academia is forecasting growth will jump to 3.5 percent in the second quarter and remain above 3 percent for the rest of the year, though full-year figures will be lower than expected due to severe weather in the first quarter.
