SPIRITWOOD, N.D. (AP) – Great River Energy is preparing to start up a multimillion-dollar power plant in southeastern North Dakota.

Company spokesman Lyndon Anderson says the plant at Spiritwood will fire up its natural gas boilers in July and coal boilers in August. Production is to begin on November 1, 2014.

Construction of the plant wrapped up in 2010 but startup was delayed due to a drop in demand for electricity in Minnesota. Anderson says demand has since rebounded.

The measure on Tuesday’s primary election ballot calls for extending an existing 1 cent tax that expires in September and adding another half cent, to fund a $57 million events center and other projects.

The new tax would generate an estimated $6 million per year. It would cost a household spending about $500 a month on taxable purchases an additional $2.50 in taxes.

By The Associated Press
The Veterans Affairs Department says no patients scheduling initial medical appointments at Fargo’s VA facility are waiting more than 90 days after their requests.

A nationwide audit found that the North Dakota location was just one of nine VA health care systems with an electronic waiting list that did not extend past 90 days. Data shows that 144 people who enrolled in the Fargo system over the past 10 years have never received an appointment.

The audit of 731 VA hospitals and large outpatient clinics found that the agency’s complicated appointment process created confusion among scheduling clerks and supervisors.

The audit says a 14-day goal for seeing first-time patients was unattainable given the growing demand among veterans for health care and poor planning. The VA has since abandoned that goal.

LAS VEGAS (AP) – Police say a shopper armed with a concealed weapon inside a Las Vegas Wal-Mart confronted an armed man who entered the store with his wife moments after the couple killed two officers in a nearby restaurant.

Assistant Sheriff Kevin McMahill said Monday that 31-year-old Joseph Wilcox of Las Vegas was in the checkout line when he saw Jerad Miller fire a shot and went to confront him.

Miller’s wife, Amanda, pulled out a gun and shot Wilcox in the rib area. He collapsed and died.

McMahill says Wilcox wasn’t able to fire any shots.

Police say the Millers exchanged gunfire with officers inside the Wal-Mart before Amanda Miller shot her husband and then herself.

Las Vegas police say they are looking into whether the two suspects in the shooting deaths of two officers had been at Cliven Bundy’s Nevada ranch during a standoff with federal authorities earlier this year. Assistant Sheriff Kevin McMahill says the two suspects, Jerad Miller and his wife, Amanda, had ideology that was along the lines of “militia and white supremacists.” McMahill says the shootings at a pizza restaurant and Wal-Mart were an “isolated act.”

WASHINGTON (AP) – President Barack Obama says the rising costs of college have left America’s middle class feeling trapped. He says no hard-working youngster in America should be priced out of a higher education. Obama is signing a presidential memorandum he says could help an additional 5 million borrowers. An existing repayment plan lets borrowers pay no more than 10 percent of their monthly income in payments, but is only available for those who started borrowing after October 2007. Obama’s memo expands that program by making it fully retroactive. Obama is also calling on Congress to pass more sweeping legislation that would let college graduates refinance their loans at lower interest rates.
