Bismarck (CSi) The North Dakota State Water Commission has authorized cost-share grants for the first phases of the Valley City and Lisbon permanent flood control projects approved on May 30, 2014.
The State Water Commission says both cities were approved to receive 80% of their eligible project costs in grant funding. The balance of the projects costs are eligible for loans from the State Water Commission.
The State Water Commission will allocate funds appropriated in the 2013-2015 biennium, with the total amount of grant and loan funding approved at $12,540,294 for Valley City and $1,775,000 for the Lisbon.
The Valley City flood protection plan uses a combination of permanent structures, clay levees, concrete flood walls, and removable flood wall closures as protection from future flood waters.
Lisbon’s proposed plan is to install a clay levee through an area on the northwest side of the city.
FARGO, N.D. (AP) – Seventy-three-year-old Fargo Mayor Dennis Walaker took his challenger’s campaign slogan to heart on his way to winning his third term in office.
Walaker collected 56 percent of the vote Tuesday in defeating Brad Wimmer, a city commissioner who ran on a health and wellness platform he called “Fargo Fit.”
The 60-year-old Wimmer, who often wore warm-up clothes on the campaign trail to promote his cause, played tennis Tuesday morning before casting his vote in his workout gear.
The mayor has embarked on a wellness project of his own. The 6-foot-5 Walaker says he has lost 60 pounds this year.
BISMARCK, N.D. (AP) – North Dakota voters have approved a proposed constitutional amendment to set an earlier deadline for initiated measure petitions. Measure 1 changes the date to 120 days before an election, rather than the current 90 days. Secretary of State Al Jaeger pushed for the new deadline to give his office more time to review signature petitions for accuracy and to allow the state Supreme Court an extended period to consider challenges.
In Stutsman County the unofficial results showed 1226 yes votes, 1305 no votes.
BISMARCK, N.D. (AP) – Several local issues have been decided in Tuesday’s primary election. Voters in Morton and Burleigh counties have approved a temporary half-cent sales tax that will finance a new $70 million joint detention center. And residents in Watford City have voted to increase the city’s sales tax to fund a new $57 million events center and other projects in the booming oil patch town.
Voters elect Williston native and city commissioner Howard Klug as next mayor of oil boomtown.
BISMARCK, N.D. (AP) – Two Fargo-area attorneys advanced Tuesday to fill a judgeship in East Central District Court.
Susan Bailey, an administrative law judge, and assistant Cass County state’s attorney Tristan Van de Streek will square off in the general election in November. The winner will replace Wickham Corwin, who did not seek re-election after being accused of harassing a female court reporter.
Bailey and Van de Streek outpolled assistant Cass County prosecutor Constance Cleveland and Fargo attorney Adele Page in Tuesday’s primary election.
Twelve other district judges are running unopposed. And no one filed to oppose Chief Justice Gerald VandeWalle, who is the longest-serving chief justice in state history. He has been a justice since 1978 and became chief justice in 1993.
BISMARCK, N.D. (AP) – Republican incumbents in two North Dakota House races survived primary challenges Tuesday.
Reps. Gary Sukut and Patrick Hatlestad of Williston defeated T.J. Corcoran in District 1. Democrats have not fielded candidates to run against them in November.
In District 19, Reps. Gary Paur and Wayne Trottier defeated Steve Burke. The incumbents will face Democrat Carol Gierszewski in November.
Bruce Eckre, Daniel Rugroden and Cindy Beck vied for the District 25 seats left open by retiring GOP incumbents John Wall and Clark Williams. Eckre and Beck won Tuesday and will face challenges in the general election from Democrats Richard Grosz and Alisa Mitskog.
In Fargo’s District 41, Democrats Pamela Anderson and Sheila Christensen outpolled Lillian Jones to run against GOP Reps. Al Carlson and Bette Grande in November.

DICKINSON, N.D. (AP) – A Bowman woman who pleaded guilty to negligent homicide in the drowning death of her baby in a toilet will not serve prison time if she stays out of trouble.
Judge William Herauf on Tuesday gave 42-year-old Stephanie Lindstrom a one-year suspended sentence. She will be on probation for five years.
Lindstrom initially had faced a murder charge but pleaded guilty to the lesser charge in February. Prosecutors at the time said medical information showed Lindstrom was most likely unconscious when the baby died in July 2013 after Lindstrom gave birth in the bathroom, and it would be difficult to pursue a murder case.
FARGO, N.D. (AP) – A water projects bill signed into law by President Barack Obama includes the proposed $2 billion Red River diversion for Fargo-Moorhead.
Obama signed the bill Tuesday during a White House ceremony. Fargo Mayor Dennis Walaker was on hand.
The 36-mile diversion project would move floodwaters through a channel around Fargo and neighboring Moorhead, Minnesota, a metro area that has faced major flooding in the last several years. The Water Resources Reform and Development Act authorizes construction of the project, but Congress must separately pass legislation to pay for it.
Corps of Engineers St. Paul District Commander Col. Dan Koprowski says the diversion is one of the top priorities for the corps’ Mississippi Valley Division.
WILLISTON, N.D. (AP) – Major violations of the Environmental Protection Agency’s Safe Drinking Water Act more than tripled between 2008 and 2013 in North Dakota.
The state Health Department’s Annual Drinking Water Compliance Report says there were 325 major violations recorded in the state’s public water systems in 2013. Just 98 were registered in 2008.
Health Department environmental scientist LeeAnn Tillotson says the rise is likely the result of new public water systems in the state and high turnover rates among those responsible for water systems.
Between 2008 and 2013 the number of water systems in the state grew from 514 to 654.
Tillotson says that many of the new water systems have appeared in the state’s western oil patch. She says many infractions were monitoring and reporting violations.
WATFORD CITY, N.D. (AP) – A day care operator in Watford City has been granted a $2 million federal loan for an expansion project that will allow the facility to host more than 200 children.
U.S. Sen. Heidi Heitkamp on Tuesday announced the loan meant to ease the area’s day care shortage.
Community leaders in northwest North Dakota have said the state’s oil country doesn’t have enough day cares to host the children of the thousands of workers who have flocked to the region in search of jobs. They say the shortage has forced some parents to quit their jobs.
The Wolf Run Village day care is expected to keep its rates near $4 an hour.
Heitkamp says parents shouldn’t have to decide between getting quality care for their children and going to work.
FORT YATES, N.D. (AP) – A limited number of tickets will be provided to members of the Standing Rock Sioux Reservation who wish to participate in the tribe’s Cannon Ball Flag Day Celebration that will be attended by President Barack Obama.
Obama will pay his first visit as president to Indian Country when he travels to the reservation Friday.
Obama says he wants to hear firsthand about challenges Native Americans face and plans to announce new initiatives during the visit to help grow Indian economies.
The tribe on Tuesday said tickets will be required because of limited space. The venue will be re-opened following the president’s departure.
First Lady Michelle Obama is also expected to attend the celebration.

LOS ANGELES (AP) – Shelly Sterling’s attorney will be in probate court Wednesday to seek an emergency order for a hearing so a judge can confirm her authority to sell the Los Angeles Clippers, according to an individual familiar with the matter. Donald Sterling was suspended for life by NBA commissioner Adam Silver for making racist comments to a girlfriend that were recorded and publicized.

MINNEAPOLIS (AP) – The Minnesota Twins have added their latest local player to the organization. LOS ANGELES (AP) – A probate court judge in Los Angeles refereeing an NBA dispute may have to make a major call. The court has been asked to confirm Shelly Sterling’s authority to sell the Los Angeles Clippers to former Microsoft CEO Steve Ballmer for $2 billion. She contends she is the sole trustee of The Sterling Family Trust, which owns the team and that her husband Donald is suffering from dementia.
NEW BRUNSWICK, New Jersey IAP) – The trucker involved in the crash that killed one person and critically injured comic actor Tracy Morgan is due in court today in New Jersey. Wal-Mart truck driver Kevin Roper faces charges including death by auto and assault by auto. Morgan is said to remain in critical but stable condition.
LOS ANGELES (AP) – It sounds less like science and more like fiction. NASA is getting ready to launch a “flying saucer” into Earth’s atmosphere in a test of technology that could be used to land spacecraft on Mars. Weather permitting — a saucer-shaped vehicle will be launched sent 34 miles into space today. It will slow itself with an inflated tube and deploy a parachute for a water landing.
