BISMARCK, N.D. (AP, CSi) – A storm brought funnel clouds to south central North Dakota, downing power lines and trees.

The National Weather Service issued tornado warnings in north central Stutsman County and southern Foster County late Wednesday evening.

A funnel cloud was reported near Streeter

Other tornado warnings were issued in the LaMoure and Dickey County areas.

In the 24 hours ending at 7-a.m. today, the Jamestown weather station recorded 2.45 inches of rain, most of which fell in a two and a half hour period starting about 9:30-p.m. The CSi weather computer in downtown Jamestown recorded 2.61 inches.  Valley City picked up 1.04 inches including .52 inches since midnight.

The heavy rain was accompanied by numerous training thunderstorms.

Between midnight and 7-a.m. the weather station in Jamestown picked up .22 inches of rain, and downtown Jamestown, with .24. Valley City picked up another .52 inches since midnight.

As of 7-a.m., Thursday, the running total of precipitation at the Jamestown weather station was 4.43 inches.

A flash flood watch was posted for the Jamestown area last evening, that was cancelled overnight, early Thursday.

McIntosh County Sheriff Laurie Spitze says she spotted two funnel clouds Wednesday night and got a picture of one. She says one touched down briefly.

The National Weather Service got reports of winds estimated at 70 mph just northeast of Ashley, in McIntosh County. The report says a pole barn lost its roof and another barn was destroyed.

Wind gusts were estimated at 60 mph near Bismarck, behind a line of thunderstorms.

 Hail was reported at Selfridge, Hettinger, South Heart and Golden Valley.

Meteorologist Tony Merriman says the storm seemed to weaken as it moved north later Wednesday night.

Meanwhile in South Dakota….

WESSINGTON SPRINGS, S.D. (AP) – The National Weather Service says a confirmed tornado has hit a small town in central South Dakota.
 
     Meteorologist Todd Heitkamp says law enforcement in Wessington Springs reported the tornado went right “through the heart of town.” It hit just before 8 p.m.
 
     A spokeswoman for the hospital in town says one patient in good condition is being treated as a result of the tornado.
 
     Heitkamp says homes and businesses have been damaged. 
     Confirmed tornadoes also touched down nearby, outside the towns of Woonsocket and Alpena.
 
     Wessington Springs is about 125 miles northwest of Sioux Falls and has a population of about 1,000.
 
     Gov. Dennis Daugaard tweeted that he deployed 100 South Dakota National Guard soldiers and equipment to Wessington Springs.

 The National Weather Service says the tornado that damaged two residences in Humboldt has been rated as an EF-2.
 
     Meteorologist Todd Heitkamp says the twister was on the ground for 18 minutes Tuesday night and its winds peaked at 125 mph. No injuries were reported.
 
     The weather service says the tornado struck one of the homes just minutes after a family had sought shelter in the basement.  
 
     Heitkamp says a silo and an animal shelter were severely damaged, and a machine shed was destroyed.

 

  BELLE FOURCHE, S.D. (AP) – Authorities in western South Dakota say they are still searching for one of two Colorado women who were in a car that was caught in flood waters Tuesday night.
 
     The car was found around 4 a.m. Wednesday in a ditch on Highway 85 north of Belle Fourche.
 
     Butte County Sheriff Fred Lamphere says 54-year-old Roxanne Bleibaum formerly of Jamestown,was able to walk back to the highway and has been reunited with her family after being treated at a hospital in Belle Fourche. Lamphere says passenger Kristen Lakin has not been found.
 
   Federal, state and county officials are searching for Lakin along and near Battle Creek, about 20 miles north of Belle Fourche.
 
     South Dakota Game, Fish and Parks has a plane searching the area. The search was halted at nightfall and resumed Thursday morning.

 In Minnesota, Wednesday…

 MINNEAPOLIS (AP) – Torrential downpours have caused flash flooding across the Twin Cities area.
 
     The National Weather Service issued multiple flash flood warnings as 2 to 4 inches of rain fell on the metro area, with more waves of heavy precipitation on the way. One of the warnings was for south Minneapolis, where Minnehaha Creek rose nearly a foot overnight and has overflowed its banks in some places.
 
     Authorities in Lakeville say a lightning strike hit gas meters and started fires that damaged three homes in the same block.
 
     At one point early Thursday there was about a foot of water over Highway 77 near the Mall of America in Bloomington.
 
     South of the metro area, Highway 169 was under water for a time in the Belle Plaine area.

 

Jamestown (CSi) The Jamestown/Stutsman Development Corporation (JSDC) Executive Committee has set June 25, 2014 from 11-a.m. to 1-p.m., at the Center for Economic Development to meet with lenders.

On Wednesday’s Wayne Byers Show on CSi Cable 2, JSDC Business Development Coordinator, DeAnn Brunner said, a recommendation will be made to the JSDC Board of Directors concerning participating in the Bank of North Dakota Flex Pace Affordable Housing program.

A meeting with developers is expected to be set up later.

The program may provide an interest rate buy down up to a maximum of $500,000, helping finance affordable multi-family housing units.

The affordable housing project must be located in North Dakota.

A maximum of $25,000 interest buy down is available for each unit committed to affordable housing. The program can be used with other state and federal government affordable housing programs. The BND Flex Pace Affordable Housing program is in effect until June 30, 2015.

The Bank of North Dakota’s website lists criteria for eligibility.

The JSDC has approved a Flex PACE interest buy down for Marvel Homes, to assist in construction of an office for the business, at I-94 and the Highway 281 by-pass area.

The business will be securing a $270,000 loan from First Community Credit Union with a 20-year amortization and interest rate of 5 percent being bought down to 1 percent.

The total buy down amount for the community share is $43,000. The $43,000 will be an 80/20 split between Stutsman County and the city of Jamestown. The county’s share would be $34,400, and the city’s share would be $8,600 because the office would be located in the county. The recommendation for approval goes to the Jamestown City Council and Stutsman County Commission for review.

Jamestown (CSi) The 18th Annual Stutsman County Relay for Life will be held June 21 & 22, 2014 at University of Jamestown’s Taylor Stadium track, from 6-p.m., to 5-a.m.

On Wednesday’s Wayne Byers Show on CSi Cable 2, Relay for Life spokesperson, Pam Phillips said this is the first time the event will be on Saturday/Sunday, and this year returns to the stadium location.

She said the theme this year is “Super Heroes,” and will include a Super Heroes Costume Competition at 8-p.m., on Saturday…open to adults and children. The winner will be determined by the amount of money collected, donated to Relay for Life.

She pointed out, this year’s Honorary Co-Chairs are cancer survivors Judy Hager, and Ruby Duciaome (de-sewm).

She added that Luminaries will be set up on Saturday from 8-a.m., to 9-a.m., at the UJ track, with volunteers welcome to help, and camps will start setting up at noon on Saturday.

She pointed out that golf carts will be available to bring individuals to the track from the parking lot.

Opening Ceremonies will begin on Saturday the 21st at 6-p.m., with the Knight of Columbus Color Guard, the Jamestown Drum and Bugle Corps, and the Jamestown High School Jazz Ensemble will also entertain, followed by the Survivors and Caregivers Victory Lap, and then the Introduction of Teams, and the start of Team Laps.

The Luminary Ceremony starts at 9:30-p.m., with the presentation of the names.

The Fight Back Ceremony is at 11:30-p.m., and the Sunrise Service and Final Lap occurs at 5-a.m., and participants are welcome to stay and help with clean up at 5:30-a.m.

Other activities will include: a bounce house, bingo, a scavenger hunt, relay races, and activities all night, in addition to the Relay Store, located on the field, a Silent Auction, Vendors, and teams selling food and mementos.

She said that proceeds raised after costs, will go to Relay for Life.

Valley City (CSi) The summer solstice is June 21st, and an event will be held Medicine Wheel park at 205 Winter Show Road Southeast in Valley City.

Joe Stickler will be at the Medicine Wheel from 1 to 2 p.m., conducting a tour of the park and give an explanation of the two solar calendars. Of particular interest will be the alignment of the Solar Meridian calendar showing local apparent noon at 1:32 p.m. if it is sunny.

The nearby 38-foot utility pole and rock alignment serves as a reminder of another ancient method of tracking of the seasons. This type of calendar uses a beam of sunlight or the length of the shadow cast by an object when the sun is directly south at local apparent noon (as the sun crosses the meridian or mid-point in the sky). At this moment the shadow points directly north. With minor adjustments this type of device can be used as a sundial to monitor the hours in a day.

Evidence suggests that the Anasazi, the ancestral Pueblo Indians of the southwestern United States, used the interplay of a beam of sunlight and rock art to monitor the seasons in a similar fashion. Many European churches employed the beam of sunlight technique for calendar construction. In the 13th century the Chinese astronomer Guo Shoujing used the shadow method to determine the length of the year to the nearest minute. Early pioneers in this area noted local apparent noon with the saying, “When the horse walks on the shadow of its belly, it’s dinner time!”

Also at 2 p.m. Saturday, the Valley City State University Planetarium will hold a free show in room 309 of the VCSU Rhoades Science Center. The 40 minute program, “It’s About Time,” takes a lighthearted look at the various ways time has been calculated since early people first began observing the sun, moon and constellations. There is no charge for these events, a donation box is available.

Jamestown (CSi) The Jamestown Fire Department Volunteer Firefighters invites the public to the “5th Annual Pancake Breakfast” July 5th, 2014, from 7-a.m., to noon, at the main fire station.

City Fire Chief Jim Reuther says the breakfast is a great way to meet the firefighter’s that serve the community, and look at the equipment that the community has help us obtain.

 MINOT, N.D. (AP) – A JetBlue spokeswoman says a pilot who made an unscheduled landing yesterday in Minot did so out of precaution. The pilot detected an “electrical odor” onboard the flight that had 126 passengers and was going from Boston to Seattle. Maintenance technicians were called on to assess the aircraft.

 

 BISMARCK, N.D. (AP) – Gov. Jack Dalrymple says he called on more than 150 officials to test and review the state’s emergency preparedness base on an oil train disaster in the state.
 
     Dalrymple participated in the four-hour exercise which required officials to respond to derailments and explosions of crude oil train cars in Bismarck and in Fargo.
 
     In both emergency simulations, local officials detailed their emergency response while federal and state officials outlined their support roles.
 
     Dalrymple and the state Department of Emergency Services have held similar exercises to test responses to tornadoes, floods and other train derailments. 

 

 BISMARCK, N.D. (AP) – The North Dakota University System is finalizing its legislative budget request that will ask the state for a 12.5 percent increase in funding over the next two years.
 
     A large part of the $85 million budget request expected to be approved next week comes from the implementation of a new higher education funding model. The funding system was approved in last year’s legislative session.
 
     The state’s higher education system has also included in its request more than $17 million that will allow it to keep up with basic operating costs and inflation.
 
     The Legislature in 2013 authorized a 12 percent increase.
 
     The university system says its portion of the state budget has decreased since 2001, when its share was about 21 percent. It went down to 13 percent in 2013.

 

 BISMARCK, N.D. (AP) – The North Dakota Health Department says a pipeline leaked about 250 barrels of saltwater into a creek in northwest North Dakota.
 
     Health officials say the leak was reported on Wednesday near Mohall, in Bottineau County. Officials say soil and water in the West Cutbank Creek were impacted by the spill.
 
     The pipeline is owned by Fort Worth, Texas-based Enduro Operating LLC.
 
     Health officials say cleanup by the company is underway.
 

 

WILLISTON, N.D. (AP) – An oil services company and its subsidiary are facing nearly $30 million in fines for a crew camp violating zoning regulations in North Dakota’s oil patch.
 
  Western Petroleum LLC and its parent company Pilot Logistics are facing fines for violations at a remote crew encampment.
 
     A conditional use permit for the site was approved for 40 trailers and seven modular units in 2011. But the permits were never renewed.
 
     A recent county compliance inspection found 30 RVs, hookups for 10 more RVs, seven mobile homes and two houses on the premises. Each structure is to be fined $1,000 per day it was in violation of regulations.
 
     Pilot representatives say the fines are egregious.

 

 CAVALIER, N.D. (AP) – A rare car that belonged to a prominent North Dakota businessman and philanthropist who donated his land for a popular state park is coming home.
 
     The 1925 Case Model X Suburban Coupe was owned by G.B. Gunlogson, who grew up near Cavalier. It was bought at an auction after a fund-raising effort sponsored by Icelandic State Park and the Pembina County Historical Museum, groups that Gunlogson supported.
 
     Gunlogson’s parents immigrated to North Dakota from Iceland. He left the state at a young age and became sales manager of the motor car division at Case, the Wisconsin company known for its farm equipment.
 
     The car will be displayed at the museum and used for special occasions at the park, including the 50th anniversary celebration this year.

 

 BISMARCK, N.D. (AP) – North Dakota is getting about $7 million for affordable housing projects in the state. The money from the U.S. Department of Housing and Urban Development will go to programs that support low-income housing, rental assistance and emergency homeless shelters. Senator John Hoeven says “the funds address a vital infrastructure need” in the state.

     Spain bombs out at World Cup
 
     RIO DE JANEIRO (AP) – Defending champion Spain, the dominant global soccer power for the past six years, was eliminated from World Cup contention today with a 2-0 loss to Chile. Spain’s second loss, after a 5-1 rout by the Netherlands, ended any hope of advancing. Chile and the Netherlands will both advance, regardless of who wins the game between them.
 
     The Netherlands had to battle from behind against the World Cup’s lowest-ranked team before pulling out a 3-2 win over Australia.
 
     Spain won the European Championships in 2008 and 2012, in addition to the 2010 World Cup.

     OMAHA, Neb. (AP) – C.J. Hinojosa (hihn-oh-HOH’-sah) homered for the only run and Texas eliminated UC Irvine 1-0 in the only game on the College World Series schedule.  The Longhorns stay alive and the Anteaters go home. Chad Hollingsworth stymied UC Irvine, holding the Anteaters to four hits in his eight and a-third innings. Travis Duke finished up for the combined shutout.
 
     The Anteaters opened the tournament with a 3-1 win over the Longhorns in the double-elimination event, but lost to Vanderbilt in their second game. Texas now moves on to play Vandy on Friday.

 EDEN PRAIRIE, Minn. (AP) – The Minnesota Vikings brought back veteran Matt Cassel back to be the bridge to their future quarterback. Retaining Cassel on a two-year contract has allowed the Vikings the opportunity to be patient with their latest project. But coach Mike Zimmer made clear this week that the starter won’t be determined until training camp.

 

 WASHINGTON (AP) – The U.S. Patent Office has ruled the Washington Redskins nickname is “disparaging of Native Americans” and that the team’s federal trademarks for the name must be canceled.
 
     The ruling comes after a campaign to change the name has gained momentum over the past year.
 
     The decision by the Trademark Trial and Appeal Board is similar to one it issued in 1999. That ruling was overturned in 2003 in large part on a technicality because the courts decided that the plaintiffs were too old.
 
     The new case was launched in 2006 by a younger group of Native Americans. A hearing was held in March 2013.
 
     Just like last time, the Redskins can retain their trademark protection during a planned appeal.

 

In world and national news…

 BAGHDAD (AP) – A witness says black banners are flying from watchtowers at Iraq’s largest refinery, suggesting that Sunni militants may have won the day in their attack on the facility. The militants have seized vast territories across the country’s north. A top Iraqi security official, however, says government forces still hold the refinery. Washington is mulling its options for responding.
 
     UNDATED (AP) – The price of gasoline in the U.S. is falling victim to the conflict in Iraq. The national average price of $3.67 per gallon is the highest price for this time of year since 2008, the year gasoline hit its all-time high. The good news is that gasoline is not likely to spike above $4 as it did 6 years ago. Or even cross $3.90, as in 2011 and 2012. Experts say the price won’t hit apocalyptic numbers
 
     BEIRUT (AP) – An international rights group is accusing Kurdish forces in northeastern Syria of abuses. The report from Human Rights Watch says abuses by Kurdish authorities ruling three enclaves include arbitrary arrests of political opponents, and failure to address abductions and unresolved killings. Kurds are the largest ethnic minority in Syria.
 
     CAIRO (AP) – An Egyptian security official says ousted President Hosni Mubarak will need surgery after breaking his leg. The incident happened at a Cairo military hospital, where Mubarak is serving a three-year prison sentence in a corruption case. The official says the 86-year-old Mubarak slipped in the bathroom and broke the upper part of his thigh bone today.
 
     BERLIN (AP) – A German cave researcher is back above ground after a grueling two week of rescue efforts. The man suffered a head injury more than 3,000 feet underground and had to be slowly hauled by hand through a narrow winding passage. Germany’s mountain rescue service says Johann Westhauser is receiving emergency medical care outside the cave.
