BISMARCK, N.D. (KCSi-T.V. News) — North Dakota Insurance Commissioner Adam Hamm reminds North Dakotans the annual enrollment period for Medicare Part D prescription drug coverage, Oct. 15 through Dec. 7, 2012 is coming up.

Hamm says, “We want to make sure all Medicare beneficiaries know this is the time to compare Part D drug plans. Beneficiaries used to have until the end of the year, but for the second year in a row, the enrollment period ends Dec. 7, 2012. It’s very important to review your plan before that date.”

Jamestown area residents are invited to attend a free enrollment event 9 a.m.–4 p.m. Thursday, Oct. 18, 2012, at the James River Senior Center, 502 10th Ave. SE, Jamestown.

The Insurance Department’s State Health Insurance Counseling Program (SHIC) staff is traveling to seven cities around the state during the annual enrollment period, offering free assistance in switching or enrolling in a Medicare prescription drug plan.

If you will be attending an event and have been given a yellow drug retrieval card, please bring it to the event for expedited service.

Consumers also need to bring a list of their medications, including dosages and frequency.

Eligible North Dakotans who are unable to attend an annual enrollment event have two other options:

  • Call 2-1-1 by Nov. 21, 2012 from anywhere in North Dakota. Have your medication information ready. The top three plan choices will be mailed to beneficiaries.
  • Visit

www.medicare.govand enter your information in the Plan Finder tool. On the homepage, click the yellow button labeled “find health and drug plans.”

Ham says, “It’s important to review your drug plan every year.

FARGO, N.D. (AP) – Ten North Dakota State University football
players charged in a petition fraud case have pleaded guilty to a
misdemeanor election offense and will serve no jail time if they

November ballot, including one aimed at making marijuana use legal
for sick people.

The 10 players were ordered to complete 50 hours of community
service and pay $325 in fees.

cautioning ranchers to make sure their livestock is vaccinated

Anthrax bacteria spores lie dormant in the ground and become
active under extreme weather conditions such as flooding or
drought. North Dakota usually has a few anthrax cases every year.

An outbreak in 2005 killed more than 500 cows and other animals.
Keller says an effective anthrax vaccine is readily available
through licensed veterinarians.

WATFORD CITY, N.D. (AP) – The Watford City Council has decided
to allow unlimited off-sale liquor licenses in the booming community in the western North Dakota oil patch.
“Off-sale” refers to liquor that is sold to be consumed off
the premises.

Watford City has had only one off-sale license for nearly 60 years, because city ordinance allows only one per 3,000 residents.

The city is growing quickly because of the oil boom.

The official 2010 census is 1,740 people, but the city estimates the actual number is more than 5,000.
The Watford City Community Benefit Association had held the lone
off-sale license and used the proceeds from its liquor store for
community projects.

Spokesman Steve Stenehjem (STEHN’-juhm) says he’s disappointed with the council’s decision.

tweeting looking for more.

In world and national news…

WASHINGTON (AP) – Months before the attack on the U.S. consulate
in Libya that killed the American ambassador and three others,
small teams of U.S. special operations forces had arrived at
embassies throughout North Africa to set up a new counterterrorist
network.

That’s according to officials speaking anonymously. They
say the network was too new to stop the attack in Benghazi.
According to the officials, the plan had been approved by the White
House almost a year ago.

HARRISBURG, Pa. (AP) – It looks like voters in Pennsylvania
won’t be required to show a photo ID at the polls next month.

A judge is blocking that requirement from taking effect. The judge
said he wasn’t convinced that every voter would be able to get a
valid ID.

The requirement had been supported by Republicans, who
said they were fighting voter fraud. Democrats said it was a move
to help Republican candidates.

DENVER (AP) – An Obama campaign spokeswoman says a new statement
by Mitt Romney on immigration “raises more questions than it
answers.”

Romney, in an interview with the Denver Post, said he
would honor temporary work permits for young illegal immigrants
that were granted by the Obama administration.

The Obama campaign says Romney’s latest statement doesn’t make clear whether he would repeal Obama’s policy, and whether he would deport those who have received a deferment when the two years are up.

HENDERSON, Nev. (AP) – President Barack Obama and his wife won’t
have much time to celebrate their 20th wedding anniversary on Wednesday.

The president will be facing Republican Mitt Romney Wednesday  night in Denver in the first of three debates.

Obama says he and his wife have planned a belated anniversary celebration for Saturday.

WASHINGTON (AP) – Education Secretary Arne (AHR’-nee) Duncan is
calling for printed textbooks to become obsolete within the next
few years.

Duncan says the U.S. is falling behind other nations
that are aggressively moving from print to digital for educational
materials.

He says a small number of American school districts are
moving in that direction, but that the country must move faster.
