MINOT, N.D. (AP) – A 43-year-old Minot man is hospitalized following an early-morning house fire.

Authorities were called shortly before 6 a.m. Monday. Police reported heavy smoke coming from the back of the residence when firefighters arrived.

The man’s name and condition were not released. The cause of the fire is under investigation.

FARGO, N.D. (AP) – The fire department in Fargo says a truck getting off Interstate-94 and moving into Fargo spilled about 100 gallons of diesel.

The spill happened at the intersection of I-94 and 25th Street South.

Firefighters used sand, floor dry and absorbent booms to pick up and contain the small pools of fuel that formed on the street, boulevard and below a storm sewer discharge.

Authorities say the spill was caused by an eastbound truck turning from an I-94 off ramp onto 25th Street. The truck turned wide over the boulevard puncturing the right side fuel tank and drove away leaving the trail of fuel.

Authorities say law enforcement is investigating to determine who is responsible for the spill.

BISMARCK, N.D. (AP) – The North Dakota University System is expected to approve its biennial budget request this week that will ask the state for a 12.5 percent increase in funding over the next two years.

A large part of the $764 million base budget request expected to be approved next week comes from the implementation of a new higher education funding model.

The new model was approved in last year’s legislative session and the formula it uses calls for $49 million more in operating funding. The model funds schools based on the number of credits completed, rather than relying on past payments and student enrollments.

The system also wants to make several improvements at the state’s campuses, like providing around-the-clock security and system-wide mental health support for students, including after-hour crisis intervention.

BISMARCK, N.D. (AP) – Investments are being made across rural North Dakota to increase and improve access to health care.

The Bismarck Tribune reports the U.S. Department of Agriculture alone has invested more than $178 million in 42 projects since 2009.

The investments have gone to hospitals in areas where the facilities are the only medical care available for miles around.

Hospitals in the western part of the state have seen their number of patients soar thanks to the boom in oil country. Some hospitals there have sought grants, loans and even donations from oil corporations to address the demand.

Tioga Medical Center, for example, received an $8 million loan to build a new 15,000-square-foot clinic slated to be finished in 2015. The hospital’s patients quadrupled since 2010.

MINOT, N.D. (AP) – An environmental study on a pipeline that would bring Missouri River water to northwestern North Dakota recommends an alternative that would move the project forward.

The Northwest Area Water Project, or NAWS, is designed to bring water to a 10-county area, including Minot.

A federal judge had ordered the project to be put on hold in 2010 until the environmental study was completed, in order to address complaints by Manitoba over the transfer of aquatic species from the Missouri River to the Sours River basin, which extends into Canada.

The  environmental study recommends a $207 million project that would pre-treat the water before piping it to the Minot water treatment plant.

North Dakota Sen. John Hoeven calls the recommendation a “big step forward.”

THEODORE ROOSEVELT NATIONAL PARK, N.D. (AP) – Oil drilling in North Dakota is drawing ever closer to Theodore Roosevelt National Park in the Badlands, where the man who would become the nation’s 26th president sought solace after his wife and mother both died unexpectedly in 1884.

Today, the vistas that soothed Roosevelt’s grief and helped instill his zeal for conservation now include oil rigs and flares used to burn off natural gas.

Oil development is strictly forbidden within the park itself, but park officials worry that the flares, lights and noise from drilling just beyond the protected area are sullying the natural spaces cherished by Roosevelt as a bespectacled young man in his mid-20s.

Nick Lund of the Washington-based National Parks Conservation Association says things that happen outside the park affect the experience of visiting.

MANDAN, N.D. (AP) – More than 100 bikers are riding across North Dakota to raise funds for the Bismarck Cancer Center.

The bikers last  weekend brought traffic on the strip in Mandan to a halt as the group gathered as part of one of its stops across the state.

The group’s trip Saturday covered 150 miles. They stopped in New Salem, Washburn and Wilton.

The crowd then gathered for the 2nd Annual Harleywood Night bike run at the Mandan Roughrider bike club.

The station reports Mike Markwed started this event in honor of his wife who is a cancer survivor. Markwed said his wife has been cancer-free for 4.5 years.

The event last year raised more than $7,000, and organizers expect to double that amount this year.

FARGO, N.D. (AP) – North Dakota’s Special Olympics team is taking home 25 medals after a week of competition at the USA Games in New Jersey.

The  team won 10 gold, 4 silver and 11 bronze medals.

Some of the athletes set personal best records throughout the week.

About 3,500 athletes are descended on New Jersey for the games, along with 10,000 volunteers and 1,000 coaches.

The Special Olympics traces its history to the 1960s and has mostly been a state-level staple in the U.S. The 2014 USA Games are the third nationwide competition, following previous U.S. games hosted by Iowa in 2006 and Nebraska in 2010.

BISMARCK, N.D. (AP) – An experimental antlerless deer archery season will open this fall on the North Dakota Corrections Department land south of Bismarck.

Officials say interested hunters must apply for an access permit from the agency’s website.  The deadline for applying is July 1 at 4 p.m.

Only 25 access permits will be issued.

A maximum of 75 antlerless deer licenses will be available from the state Game and Fish Department. Each access permit holder can purchase up to three antlerless white-tailed deer licenses.

In world and national news…

BRUSSELS (AP) – A dozen Syrian ministers will soon see assets they hold in the European Union frozen and be banned from travel to the 28 nation block. The European Union says it will level the sanctions because of the ministers’ responsibility “for serious human rights violations.” The targeting of Cabinet ministers appears to reflect the increasing frustration with the political stalemate in Syria.

BEIRUT (AP) – An activist group says at least 10 government troops died when Israeli aircraft targeted Syrian military facilities in retaliation for a cross-border attack that killed an Israeli civilian. The Britain-based Syrian Observatory for Human Rights says the Israeli strikes hit seven different targets, destroying two tanks, two artillery batteries and the headquarters of Syria’s 90th brigade.

BAGHDAD (AP) – Secretary of State John Kerry’s mission to Baghdad today isn’t expected to bring any immediate results. He’s meeting with Iraqi leaders in the Shiite-led government to urge them to give more power to political opponents before a Sunni insurgency seizes more control across the country and sweeps away hopes for lasting peace. Iraqi officials have long listened to – but ultimately ignored – U.S. advice.

SEOUL, South Korea (AP) – A South Korean soldier who allegedly killed five comrades and wounded several others is in custody today, but the military hasn’t said what set him off. The man fled into the forest where he holed up with a rifle for two days before shooting himself as pursuers closed in.

LONDON (AP) – A former British intelligence chief says security agencies will not be able to keep track of the hundreds of young Britons returning to the country after fighting with militants in Syria and Iraq. Richard Barrett, a former head of counterterrorism at the MI6 intelligence agency, tells the BBC that keeping track would be impossible. British officials have estimated that between 400 and 500 Britons have traveled to Syria to fight, and some may have crossed into Iraq.
