BISMARCK, N.D. (AP) – A fire that destroyed a vacant house in Bismarck over the weekend has been deemed suspicious.
Firefighters were called to the scene about 4:30 a.m. Saturday – several hours after police responded to a complaint about a party at the house.
No one was hurt in the fire, but the house was destroyed. Police say it appears that the blaze was deliberately set.
BISMARCK, N.D. (AP) – State transportation officials say floodwaters have receded from the northbound lanes of U.S. Highway 83 in central North Dakota.
Heavy rains over the weekend swamped the highway near Coleharbor. The Transportation Department says there is still water in the southbound lanes, slowing traffic.
Highway 83 is a major north-south artery in North Dakota.
Water also remains on sections of state Highway 256 south of Antler, in north central North Dakota. Traffic is allowed, with reduced speeds.
WILLISTON, N.D. (AP) – Williston police say a man upset with neighbors setting off fireworks responded by firing a shotgun, injuring two people.
Authorities responded to the scene Friday night. Officers say David Bartz told them he had fired his 20-gauge shotgun into the air because he was “fed up” with his neighbors shooting off fireworks.
Authorities say two people were injured by shotgun pellets. Bartz allegedly told law officers that the victims were “a bunch of sissies” and deserved what they got.
Bartz is charged with three counts of felony terrorizing, two counts of aggravated assault, three counts of reckless endangerment and discharging a firearm within city limits. It was not immediately clear if he had an attorney. A listed telephone number for him could not immediately be found.
CLEVELAND (AP) – Minneapolis-based U.S. Bank National Association has agreed to pay $200 million to settle allegations that it failed to check on the credit-worthiness of thousands of applicants when it issued government-insured mortgage loans between 2006 and 2011.
The U.S. attorney’s office for northern Ohio announced the settlement Monday.
A statement of facts included with the settlement agreement said the bank also failed to properly audit its portfolio of insured loans to gauge its performance. The statement said the bank instead mixed those loans with noninsured loans in its report to the U.S. Department of Housing and Urban Development.
A company spokeswoman says in a statement that the bank cooperated with authorities and did not admit to wrongdoing.

In world and national news…
JERUSALEM (AP) – Israeli officials are considering how to respond to the discovery of the bodies of three missing Israeli teenagers in the West Bank. Their bodies were found near a village not far from the spot where they were abducted just over two weeks ago. The three — including a 16-year-old with dual Israeli-American citizenship — had been hitchhiking home near the West Bank city of Hebron. The abductions led to Israel’s largest ground operation in the West Bank in nearly a decade, and raised fears of renewed fighting with Hamas.
WASHINGTON (AP) – The Obama administration is going to have to find another way to make sure that women have health care coverage that includes contraceptives. The Supreme Court Monday said some corporations can opt out of that requirement in the new health care law, if they are owned by a small group of people with religious objections to providing the coverage. Among the justices in the majority today was Chief Justice John Roberts — who, two years ago, cast the pivotal vote to save the health care law. Monday, he sided with the four justices who would have struck down the entire law.
WASHINGTON (AP) – There won’t be a vote on immigration legislation in the House this year. According to a senior White House official, that’s what House Speaker John Boehner (BAY’-nur) has told President Barack Obama. The official says Obama will take steps on his own to change immigration policies through executive actions. According to the official, Obama will deal with the surge of unaccompanied children coming across the border by refocusing immigration enforcement.
WASHINGTON (AP) – The man in charge of compensating victims of crashes in small GM cars is prepared to pay out billions of dollars — to those who can prove that the cars’ faulty ignition switches caused the crash. Kenneth Feinberg, one of the country’s top compensation experts, outlined the details of the plan today in Washington. He says GM has placed no limit on the total amount he can pay to injured people, or to relatives of those who were killed. And even though he’s being paid by GM, he says he alone — and not the company — will decide how much money each person can get.
TORONTO (AP) – The mayor of Toronto is back at work. Rob Ford was smiling — and looking thinner — as he returned to his office Monday after a two-month stay in rehab. He announced in April that he was seeking treatment for alcohol addiction — after a video surfaced that apparently showed him smoking crack cocaine. He hasn’t abandoned his effort to seek a second term in October.
