Valley City (CSi) Valley City is becoming known as a place where the honor system is alive and well.

At The Vault cafe, customers are able to pay for their purchases with cash, check or credit card.   An overhead camera keeps an eye on the business that has no employees.

To take note of that, Wednesday, a community photo shoot took place in front of The Vault coffee shop, on Central Avenue, with about 200 individuals participating.

The Valley City Area Chamber of Commerce organized the photo shoot and gathering, and city officials blocked off a portion of Central Avenue for a short time, as people held up their coffee mugs for the overhead photograph.

The Vault owners,  David & Kimberly Brekke, say  the people of Valley City  make the honor system possible. They hope this positive publicity about the self-service cafe will lead to future economic development an bring additional people to Valley City

A Youtube video has attracted worldwide media attention about the Valley City business.

Bismarck (CSi) North Dakota State Veterinarian, Susan Keller says anthrax was confirmed in a Barnes County beef cow recently, the first reported case this year.

She says, “Producers should consult with their veterinarians to make sure the vaccination schedule for their animals is up to date.”

Effective anthrax vaccines are available, but it takes about a week for immunity to be established, and vaccines must be administered annually. Producers should also monitor their herds for unexpected deaths and report them to veterinarians.

Anthrax is caused by the bacteria Bacillus anthracis. The bacterial spores can lie dormant in the ground for decades and become active under ideal conditions, such as heavy rainfall, flooding and drought. Animals are exposed to the disease when they graze or consume forage or water contaminated with the spores.

Anthrax has been most frequently reported in northeast, southeast and south central North Dakota, but it has been found in almost every part of the state.

Keller adds, “With the precipitation we have had, conditions are right for the disease to occur.” Barnes County has had anthrax cases before — one in 2010, 17 in 2005, one between 2001 and 2004 and four between 1989 and 1999. Stutsman County saw five anthrax cases in 2005 and one in 2000.

Carrington (CSi) The North Dakota Secretary of State’s office has requested the Foster County vote canvassing board to reconvene after the office, and the Bureau of Criminal Investigation finished an investigation into possible illegalities in the June 10,2014, primary election results.

Foster County State’s Attorney Paul Murphy says the canvassing board had accepted two absentee ballots that may not have been legal, and may have affected the outcome of the Foster County Commission race for nominations to the November 2014 General Election.

The letter from Secretary of State Al Jaeger alleges that two voters submitted absentee ballots, and subsequently the election board found that neither ballot application contained the voters signatures.

For votes on an absentee ballot to count, the board must compare ballot signatures and application signatures

If the signatures on the ballot applications are missing, the ballots were properly rejected by the Election Board and sent to the Canvassing Board for final determination

If rejected the two ballots will not be counted.

Six candidates ran for nomination to two seats on the three member Foster County Commission, with the top four going on to the November, General Election.

The extra ballots moved County Commissioner Paul Staley from a possible recount, with a close race between the fourth and fifth candidates on the ballot.
