Jamestown (CSi) Petitions are being circulated in Jamestown to place a library quarter cent sales tax on the November 4, 2014 election ballot.

To get the issue on the ballot, library supporters need to gather at least 1,452 valid signatures on a petition and turn it in 60 days before November 4th.

If approved by voters, by a simple majority, taxpayers would pay for about $7 million of the total projected cost of the renovation of the Alfred Dickey Public Library, at $9 million, with the balance coming from donations.

The sales tax will cost the average family in Stutsman County $33.75 per year, and raise a total of around $700,000 per year for 10 years, or longer.

Those signing the petitions need to be qualified voters in Stutsman County,living in the county for 30 days, and are citizens and will be 18 years old by the date of the election.

Jamestown (CSi) The Jamestown/Stutsman Development Corporation (JSDC) Monday, approved spending up to $99,000 for the first phase of a water study of the Jamestown Aquifer.

JSDC CEO Connie Ova says the complete study of the capacity of the aquifer is projected to cost between $500,000 and $700,000.

The project goes to the Jamestown City Council and Stutsman County Commission for final approval at their August meetings.

The study would determine the effect of removing water from the aquifer beneath the James River and replacing it with treated waste water in the James River.

Ms. Ova says that the JSDC has approximately 700 acres available for development in Spiritwood, with it likely that some future developments would require large quantities of industrial water.

In other business, the JSDC Board of Directors has approved the 2015 budget, including a 5 percent salary increase for JSDC staff and an overall 5 percent increase for expenditures.

The board also referred debate on participation in the Flex Pace Affordable Housing Program to its executive committee.

The Flex Pace Affordable Housing Program provides an interest buy down for each new housing unit dedicated to affordable housing. The Bank of North Dakota offers $25,000 for each affordable unit which is matched by about $10,300 in local community funds.

 

FARGO, N.D. (AP) – The owner of a former youth chemical dependency center in Jamestown has agreed to settle a civil suit over allegations of misconduct among staff members, one of whom allegedly had sex with residents and encouraged them to use drugs and alcohol, according to court documents.

Recently unsealed court documents show that the complaint was filed six years ago on behalf of 11 minors against Fargo-based Drake Counseling Center Inc. and Charles Drake. The suit says the center “absolutely failed in its duty to the children involved.”

No criminal charges were filed in the case and the Drake Counseling Center license is in good standing with the state. Drake now runs a similar adolescent treatment center near Detroit Lakes.

Drake and his lawyer didn’t respond to requests for comment.

 

Valley City (CSi) On Saturday the North Dakota Winter Show Event Center was evacuated for about a half hour as the Valley City Fire Department call, of a smoke odor from a fluorescent light fixture ballast in the office.

Valley City Fire Chief Gary Retterath says fixture was quickly repaired.

At the time of the call, people and animals were inside the North Dakota Winter Show Event Center during the Barnes County 4-H Achievement Days.

 

Valley City (CSi) The NDDOT reminds motorists that construction work on the Interstate 94 business loop east in Valley City will begin on Wednesday, July 16, 2014 east of the city limits to I-94. Crews will be making asphalt improvements and constructing turning lanes, lighting and guardrails on the I-94 business loop in Valley City. Motorists should be advised of reduced speed limits, width restrictions and temporary lane closures.

Wolski Plaza Road will be realigned/reconstructed as part of this project. The realignment will provide safer access to the I-94 business loop.

During construction:

  • Motorists should expect delays
  • Speeds will be reduced to 45 mph in construction zone
  • Flaggers and pilot car will be present to lead motorists through temporary lane closures
  • A 12-foot width restriction will be in place

The project is expected to be completed in late-September.

Valley City (CSi) The Thundering Saint will hold the 6th Annual Debbie Gabel Memorial Cancer Ride/Event, on Saturday July 26, 2014.

All net proceeds will benefit Hospice of the Red River Valley.

Registration for the motorcycle ride begins at 9-a.m., at Boomer’s Corner Keg in Valley City.

The ride is $20 per rider, and $10 per passenger.

The bike blessing will take place at 11:50-.m., with kickstands up at noon.

Riders will return to the same location by approximately 5:30-p.m.

After the ride, food will be served at Boomer’s, followed by a street dance, featuring “8th Hour,” and a raffle.

The raffle drawing will take place at 11:45-p.m. One registered participant rider will win $500. Additional raffle prizes include a Broilmaster grill, Thomsen 30 06 rifle, Napoleon patio flame, $300 meat bundle and Alpen binoculars.

BISMARCK, N.D. (AP) – Blue Cross Blue Shield of North Dakota has hired a new president and chief executive officer after the company’s previous chief was canned following nearly $80 million in financial losses.

The company announced Monday that Chief Operating Officer and Valley City Native, Tim Huckle will serve as president and CEO. Huckle had been serving as the interim chief since May, when Paul von Ebers was fired.

Board chair Ann McConn says in a statement that the 13-member board unanimously voted to hire Huckle, who has logged 29 years with the state’s dominate insurer.

Huckle also served as interim CEO and president in 2009 after former CEO Mike Unhjem was fired amid criticism over an expensive Caribbean retreat for the insurer’s employees.

 

Jamestown (CSi) The North Dakota Highway Patrol reports a two vehicle accident on Monday about 11:40-a.m., at the intersection of Highway 200 and Highway 281 at Carrington, injured a 38 year old Minot woman.

The report says the 2002 Buick Le Sabre was operated by 43 year old Shelley Jones, of Island Lake, Illinois.

The report says her vehicle failed to stop at a stop sign at the intersection of Highway 281 and struck a southbound 2010 Toyota Camry operated by 38 year old Michelle Rexin of Minot

The Toyota rotated onto the northbound lane and into a 2000 Volvo semi that was stopped to turn west onto highway 200.

The Volvo was driven by Volodymyr Kotsiuba from Portland, Oregon. Zhanna Perepechkina, also from Portland, was a passenger in the Volvo. Both occupants were wearing seat belts and were not injured.

Both car drivers were wearing seatbelts.

Jones was charged with DUI. Rexin was taken to Carrington Heath Center for treatment of injuries.

The crash remains under investigation.

Assisting the Highway Patrol at the scene were the Carrington Police Department, Foster County Sheriff’s Office, Carrington Fire and Rescue, and New Rockford Fire and Rescue.

 

 MINOT, N.D. (AP) – Authorities say a woman drowned in a boating accident on Powers Lake in northwest North Dakota.
 
     41-year-old Carmen Skalicky died when a boat capsized in high winds on the lake.
 
     Skalicky was one of four people in the boat when it overturned. Skalicky was trapped under the boat.
 
     Cude says Skalicky was underwater for more than 40 minutes before being pulled out, and she could not be revived.

 

 TOWNER, N.D. (AP) – The North Dakota Highway Patrol says a 30-year-old man was killed when he was accidentally run over while he was working under the trailer of a semi.
 
     The accident happened Monday afternoon in the parking lot of the Towner County Medical Center.
 
     The patrol says the driver of the semi was unaware that the man was under trailer.
 
     The victim was dead at the scene. His name has not been released.
 
     The accident remains under investigation.

 

 BISMARCK, N.D. (AP) – Authorities say a 37-year-old man has been charged in a stabbing at a Bismarck motel.
 
     Ryan Jacobs appeared Monday in South Central District Court. He is charged with one count of aggravated assault, one count of unlawful entry into a vehicle, and one count of terrorizing, all three of which are Class C felonies.
 
     Police responded to a call at 6:30 Saturday morning of a man pounding on doors at the Budget Inn and allegedly breaking into vehicles.
 
     Jacobs is accused of stabbing a man who confronted him in the parking lot. Police say they subdued Jacobs with a Taser after he refused to drop the knife.
 
     Jacobs also is charged with ingesting a controlled substance, a Class A misdemeanor.

 

 BISMARCK, N.D. (AP) – North Dakota Attorney General Wayne Stenehjem says the state Industrial Commission violated open records laws when it failed to provide meeting minutes in a timely fashion.
 
     Stenehjem sits on the commission along with Gov. Jack Dalrymple and Agriculture Commissioner Doug Goehring. The group manages various business ventures for the state.
 
     The request for nearly five years of meeting minutes came from a campaign volunteer for Democrat Ryan Taylor, who’s running against Goehring for ag commissioner.
 
     The request was submitted on March 5. The executive director of the commission sent the minutes in stages and ultimately completed the task by April 28.
 
     Stenehjem says the request required more than 2,500 of pages to be reviewed for confidential information, but that did not justify the nearly two-month delay in finishing the job.

 

 BISMARCK, N.D. (AP) – Attorney General Wayne Stenehjem is slated to release a report on North Dakota’s crime statistics.
 
     The report is slated to be issued Tuesday and will provide statistics for a number of crimes, including murder, aggravated assault and rape that occurred in 2013. It includes burglary, car thefts and other types of property crimes.
 
     A 2012 report showed that crime was up in nearly every category and the number of violent crimes rose 7.2 percent.
 

 BISMARCK, N.D. (AP) – The National Sunflower Association says a common sunflower disease has been found in fields across the Dakotas after a wet planting season.
 
     The group says downy mildew was been found in about two-thirds of fields surveyed over the last two weeks in North Dakota and South Dakota. About 70 fields were surveyed. Only 8 fields surveyed had had more than 5 percent of their crop infected.
 
     Infected plants will often die and if they survive they will not yield. The group says yield loss doesn’t usually occur unless downy mildew occurs in large patches of a field.
 
     Downy mildew is caused by a pathogen that lives for many years in soil. When it rains after planting, the pathogen produces spores that infect roots and cause a systematic infection.

 

 BISMARCK, N.D. (AP) – North Dakota oil drillers produced an average of about 1.04 million barrels of oil a day in May. The state mineral resources department says production was up from about 1 million barrels a day in April. The North Dakota oil patch saw a record 10,892 producing wells in May, up from 10,665 wells in April.
 

 
     BISMARCK, N.D. (AP) – North Dakota regulators have approved a $7.9 million pipeline that will supply crude for a diesel refinery under construction near Dickinson. The Public Service Commission unanimously approved a 20-mile pipeline project proposed by Casper, Wyoming-based Belle Fourche Pipeline. The pipeline would pass through parts of Billings, Dunn and Stark counties.

 

 BISMARCK, N.D. (AP) – The director of the State Historical Society of North Dakota has announced his retirement.
 
     Merl Paaverud (PAH’-vur-ood) told the 12-member State Historical Society board last week of his plans to retire on Nov. 14.
 
     Paaverud was appointed director in 2001.
 
     Paaverud says  his departure will come after the official grand opening of the renovated Heritage Center on the state Capitol grounds.
 
     The $51.7 million, 97,000-square-foot expansion is to be ready for the Nov. 2 grand opening to mark North Dakota’s 125th anniversary.

Jamestown (CSi) The Jamestown Shrine Clowns will take on local fire fighters in the charity baseball game, on Wednesday July 16, 2014 at Jack Brown Stadium, starting at 6:30-p.m.

All proceeds raised from the event will benefit children to be transported to the Shriners Hospital in Minneapolis.

Admission is $5.00 for adults, with free kids admission.

There will be inflatables, hot dogs, pop and snow cones.

The Shrine Clowns  consist of over 50 members of the local Shriners El Zagal Jamestown branch.

 MINNEAPOLIS (AP) – Oakland’s Yoenis Cespedes (yoh-EHN’-ehs SEHS’-peh-dehs) became the first repeat winner of the All-Star home run derby in 15 years. He powered his way past Cincinnati’s Todd Frazier by a whopping 9-1 in the final round Monday night. Ken Griffey Jr. took the title in 1998 and 1999.
 
     MINNEAPOLIS (AP) – The choice for the final spot on the National League home run derby squad was easy for captain Troy Tulowitzki. Justin Morneau had the chance to go back to his baseball home in Minnesota. Morneau missed out on the NL All-Star team despite a renaissance season with 13 homers, 60 RBIs and a .312 batting average in his first 89 games for the Rockies.
 
     MINNEAPOLIS (AP) – Adam Wainwright of the St. Louis Cardinals will open for the National League at tonight’s All-Star Game. NL manager Mike Matheny of the Cardinals chose the ace of his own staff. Wainwright is 12-4 with a 1.83 ERA and three complete games in 19 starts. It will be the 11th All-Star start by a Cardinals pitcher.

     MINNEAPOLIS (AP) – Minnesota Lynx forward Maya Moore has been named the WNBA’s Western Conference Player of the Week for the second time this season. Moore started the week with a game-high 30 points as the Lynx rallied for an 83-72 win over Los Angeles. She helped Minnesota defeat Tulsa on Thursday.

     PLANCHER-LES-MINES, France (AP) – Two-time champion Alberto Contador (KAHN’-tuh-dohr) has dropped out of the Tour de France after crashing during a high speed mountain descent in stage 10. The 31-year-old Spaniard suffered a fractured shin in the spill.
 
     The winner of the stage was Italy’s Vincenzo Nibali, who regained the overall race lead.

CHICAGO (AP)- – The Chicago Bulls have made two trades to clear salary-cap space, setting the stage for the addition of free-agent center Pau Gasol (pow gah-SOHL’).

First, the Bulls sent forward Anthony Randolph, two second-round draft picks and cash considerations to Orlando for the rights to Milovan Rakovic. Randolph was acquired in a draft-night trade with Denver that gave the Bulls the rights to high-scoring Creighton forward Doug McDermott.

Chicago also traded forward Greg Smith to Dallas on Monday for the rights to Tadija Dragicevic.

The pair of moves helps make room for Gasol, who announced over the weekend that he planned to join the Bulls.

  NASHVILLE, Tenn. (AP) – Authorities say the truck-stop company owned by Cleveland Browns owner Jimmy Haslam and his brother, Tennessee Governor Bill Haslam, has agreed to pay $92 million in fines for cheating customers out of promised rebates and discounts. According to the U.S. Attorney’s Office for the Eastern District of Tennessee, Pilot Flying J has accepted responsibility for the criminal conduct of its employees, 10 of whom have pleaded guilty to participating in the scheme.
 
     Jimmy Haslam has said he was unaware of the scheme. His brother, Governor Bill Haslam is not involved in Pilot’s day-to-day operations.

 

In world and national news…

 KABUL, Afghanistan (AP) – An Afghan general says a suicide car bomber killed at least 89 people today when he detonated his explosives-packed vehicle near a crowded market and a mosque in eastern Afghanistan’s Paktika province. More than 40 people were wounded. Gen. Mohammad Zahir Azimi, the Defense Ministry spokesman, says the military is providing helicopters and ambulances. No one immediately claimed responsibility for the attack.
 
     VIENNA (AP) – Secretary of State John Kerry says he’s headed back to Washington today for consultations about extending the nuclear talks between Iran and world powers. Kerry says there’s some progress in the talks but also “very real gaps” that will require a lot of work to overcome.
 
     GAZA CITY, Gaza Strip (AP) – Israel says it did not launch an air strike on Gaza today. The reported strike followed the mid-morning start of an Egyptian-proposed de-escalation period, which Israel accepted and the militant Hamas rejected. A Hamas police spokesman says the strike hit an apartment building in northern Gaza. Gaza militants have fired at least 35 rockets at Israel today.

 
     WASHINGTON (AP) – Federal Reserve Chairwoman Janet Yellen appears today before the Senate banking Committee with a positive assessment of the labor market. She’s likely to get requests to provide more information on just how the central bank intends to react to the good news. Yellen appears tomorrow before the House Financial Services Committee.
 
     LONDON (AP) – Britain has had an unexpected jolt of inflation. Figures from the Office for National Statistics show consumer prices rose by an annual rate of 1.9 percent in June, just below the Bank of England’s target of 2 percent. That raised expectations that the Bank may start raising interest rates soon, possibly by the end of this year.
