FAIRMOUNT, N.D. (AP) – Residents of the small southeastern North
Dakota community of Fairmount are rattled after a high school boy
brought a gun to class and shot himself.
Mayor Jon Nelk calls it “a tragic day” that will shake up the
town of 370 people for a long time.
Principal Jay Townsend says the boy survived what officials
believe was a suicide attempt Thursday morning. He says the boy did
not threaten anyone else.
The freshman boy was taken to a hospital in Breckenridge, Minn.
Townsend says the boy was coherent. The hospital refused to release
information on his condition.
Townsend says the K-12 school has about 110 students. The school
was put into lockdown for about an hour after the incident, then
students were allowed to leave with their parents.
WEST FARGO, N.D. (AP) – A West Fargo man has pleaded guilty to
his 14th drunken driving charge and been sent to prison.
Sixty-year-old Kevin Tegtmeier was sentenced to four years
behind bars, a year less than the maximum possible term requested
by prosecutors. Assistant Cass County State’s Attorney Cherie Clark
says Tegtmeier “just doesn’t get it.”
Defense Attorney Nicholas Thornton says prison time won’t
address problems Tegtmeier has such as chemical dependency and
post-traumatic stress disorder from his service in the Vietnam War.
The Forum newspaper reports that Tegtmeier was arrested July 13
with a blood-alcohol level more than three times the legal limit
for driving. Judge Wade Webb told Tegtmeier he was a danger to the
community.
LISBON, N.D. (AP) – Authorities have seized eleven horses from a
southeastern North Dakota farmer accused of not taking care of
them.
The Ransom County Sheriff’s Office says the horses are
malnourished and are now being cared for by volunteers in the
Bismarck area. Prosecutors are considering charges against owner
Robert Dick.
The Lisbon farmer says that some of his horses were
skinny because of the hot summer but that allegations that his
animals are unhealthy are “total garbage.” He says he wants
people to mind their own business.
Dick was allowed to keep four horses.
BISMARCK, N.D. (AP) – The chairman of the Three Affiliated
Tribes says construction should start next spring on a $400 million
oil refinery.
It would be the first one built in the United States in more
than 30 years.
Tribal chairman Tex Hall says the tribe is financing the project
with a bond sale. He’s not expecting any problem selling the bonds
to investors.
The U.S. Interior Department has agreed to put the refinery land
into trust for the tribe’s benefit. Hall says that was the last big
step before the refinery can be built.
He says it will process about 20,000 barrels of oil each day and
make gasoline, diesel fuel, jet fuel and naptha.
Hall says it’s the biggest economic project in the history of
the Three Affiliated Tribes.
BISMARCK, N.D. (AP) – Attorney General Wayne Stenehjem says
North Dakota law isn’t keeping up with what he calls an
“epidemic” of synthetic drug use.
Stenehjem says the problem is the drugs have changing chemical
makeups, and some aren’t covered by the state’s laws against using
and selling illegal drugs.
He outlined plans for dealing with the problem at a legislative
committee hearing Thursday.
Stenehjem says a bill’s being drafted to make substances illegal
if they have a “core chemical” that’s common to synthetic
marijuana and hallucinogens.
He says another approach is to outlaw the sale of any substance
when the seller knows the customer is going to use it to get high.
Synthetic drugs are often marketed as bath salts or incense.
Users often smoke them, and Stenehjem says bad reactions are
common.
FARGO, N.D. (AP) – North Dakota’s corn and soybean crops are
expected to be record size.
The Agriculture Department in its latest forecast pegs the North
Dakota corn crop at 390 million bushels, up 16 percent from
September and up 80 percent from last year.
Soybean production is forecast at 160 million bushels – up 25 percent over the month and up 42 percent over the year.
Flooding in 2011 hurt many North Dakota crops, leading to
sizable increases this year.
The state’s dry edible bean crop also is expected to be a record, and sunflower and canola production both are forecast to be up more than 60 percent from last year.

BISMARCK, N.D. (AP) – The relocation of an NBA Development
League team from the North Dakota capital of Bismarck to the
California city of Santa Cruz is official.
D-League officials on Wednesday announced the move that has been
in the works for months. The Dakota Wizards will be renamed the
Santa Cruz Warriors and will play in an arena under construction.
The Wizards played 17 seasons in Bismarck, winning four
championships in three different leagues. The team joined the
D-League beginning with the 2006-07 season and won the league title
that year.
The NBA’s Golden State Warriors bought the Wizards last year.
Golden State is based about 70 miles north of Santa Cruz in
Oakland, Calif.

FORT WORTH, Texas (AP) – American Airlines says it will cut
passenger-carrying capacity by 1 percent in the first half of
November as it tries to recover from widespread delays and a spike
in cancellations.
The airline says the pullback will give it more time to return to normal operations without affecting holiday travel.
Delays and cancellations soared in September.
American blamed on a work slowdown by some pilots. The pilots’ union denies
it.
