Breaking News…

Spiritwood (CSi) Cenex Harvest States (CHS) announced Friday that it is moving forward with the construction of a nitrogen fertilizer plant at Spiritwood.

The plant has been in planning and development for two years, but was put on hold in April this year, because of escalating costs.

The announcement came from the CHS Board of Directors giving the plant its final approval onThursday.

The plant is the largest investment in CHS history with its project costs currently estimated at about $3 billion. The plant will also be the largest construction project in North Dakota history.

CHS president and chief executive officer, Carl Casale (cuh-SAL’-ee) says, “CHS is proceeding today as the plant’s sole investor, However, because our owners’ interests are at the heart of what we do, we will always pursue ownership of strategic assets and partnerships that will help us continually add value to their businesses.”

Plant construction may begin this fall, depending on the weather. Groundbreaking ceremonies have not been scheduled.

It would use natural gas from North Dakota’s oil patch to make anhydrous ammonia fertilizer.

North Dakota’s natural gas production has been rising along with its oil output, leaving state officials and regulators scrambling to find ways to process and sell the fuel. The proposed factory will be a major customer for natural gas.

CHS is a farmer-owned cooperative based in Inver Grove Heights, Minn.

The plant is expected to employ 160-180 Full Time Employees

The CHS fertilizer plant at Spiritwood, N.D., will employ state-of-the-art

safety and operational technologies – including features that will help

reduce emissions – and will be a leader in process efficiency.

The plant will:

• Operate continuously 24 hours a day, 365 days a year

• Produce three types of fertilizers: anhydrous ammonia, urea and urea

ammonia nitrate (UAN)

• Produce diesel exhaust fluid (DEF), used by the automotive industry

as an additive to reduce NOx emissions

• CHS is committed to world class safety in both construction and

operation of the plant. It will also follow the OSHA Voluntary

Protection Program, which recognizes excellence in worker

protection and safety.

The plant will produce more than 2,400 metric tons of anhydrous

ammonia daily, which will be further processed into urea and UAN;

DEF is a byproduct of the production process. To produce this volume,

the plant will require an estimated 88,000 MMBTU/day of natural gas,

approximately 40 megawatt hours of electricity and 2,400-2,700

gallons/minute of water.

CHS has a long history of serving North Dakota agriculture. Based in

Minnesota, CHS currently has more than 1,300 employees in North

Dakota. We serve customers through N.D. agronomy, energy and

convenience store locations and we have a leading sunflower operation

based at Grandin, N.D.

Jamestown (CSi) An Open House at the 1883 Stutsman County Courthouse is set for Saturday September 13, 2014 from 1-3-p.m.

The event is an officially sanctioned North Dakota 125th Anniversary event.

During the days of Dakota Territory, meetings were held in the courthouse in preparation for statehood.

During the Open House, there will be tours, including rooms open for viewing in the 1883 courthouse. There will be individuals stationed in each room, to welcome guests.

The building is considered a superb, and rare example in the upper midwest, of the Gothic-Revival style of architecture. The interior is outstanding for its stamped metal ornamentation that dates to 1905.

Restoration efforts have stabilized the exterior of the courthouse, and the State Historical Society is currently installing a new mechanical system. This is the first of many projects that will eventually lead to the courthouse becoming a state historic site open for tours.

HILLSBORO, N.D. (AP) – Traill County authorities say a 20-year-old North Dakota woman killed an elderly Minnesota woman after she rear-end an SUV at 85 mph while browsing Facebook on her cellphone.

Abby Sletten of Hatton was charged in court this week with negligent homicide in the death of 89-year-old Phyllis Gordon of Ada, Minnesota, in May.

Highway patrol says a search of Sletten’s cellphone determined she was looking at pictures on her Facebook application at the time. There was no evidence that she tried to break before the crash.

Gordon was a front-seat passenger in the SUV and died at the scene. Her granddaughter and great-granddaughter were also in the SUV but survived their injuries.

Sletten told an officer she had no recollection of the crash. It wasn’t immediately clear if she has an attorney.

BISMARCK, N.D. (AP) – Misdemeanor theft charges are pending against a Dickinson couple who allegedly stole a 7-week-old puppy from an animal shelter in Mandan.

The mixed-breed dog was taken from the Central Dakota Humane Society last week.

Shelter officials say a man and woman allegedly took the puppy from the shelter and drove away. A worker at the shelter recorded the vehicle’s license plate number.

Morton County Sheriff Dave Shipman says the puppy was found Saturday at the residence of the couple alleged to have stolen him.

WILLISTON, N.D. (AP) – Authorities say two Williams County Sheriff Department cruisers suffered “significant” damage after colliding during a domestic violence call.

Two  deputies were involved in the Saturday crash, and neither driver was injured.

Det. Caleb Fry says the vehicles were traveling in the same direction when the lead car moved to make a U-turn into the opposite lane. The deputy of the following vehicle crashed into it.

Fry says neither deputy was reprimanded for the crash. He says “it’s just one of those things that happens.”

BISMARCK, N.D. (AP) – Republican North Dakota Tax Commissioner Ryan Rauschenberger announced Thursday that he will take a temporary unpaid leave of absence to seek treatment for alcohol addiction.

On Wednesday, Rauschenberger announced that he had been receiving treatment for an alcohol problem. He also said he loaned his vehicle to someone he met in treatment and the vehicle was involved in an accident.

Fargo attorney Jason Astrup, a Democrat running against Rauschenberger for tax commissioner in November, says he hopes his opponent will get the help he needs.

Astrup says many people have friends and loved ones who struggle with addiction. He says it’s not appropriate to pass judgment on Rauschenberger.

FARGO, N.D. (AP) – Fifteen members of the North Dakota Army National Guard’s 231st Brigade Support Battalion Logistical Support Element are preparing for a yearlong deployment.

The soldiers will travel overseas to provide logistical support to U.S. Central Command units, including the management of supply, maintenance, transportation and cargo movement activities. They have completed a number of pre-certification trainings and tests to prepare for the mission.

The soldiers, all of whom belong to the unit headquarter in Fargo, are from five North Dakota and Minnesota cities.

An official send-off ceremony is set to be held in Fargo on Sunday afternoon. Gov. Jack Dalrymple and Maj. Gen. David Sprynczynatyk, North Dakota adjutant general, will speak at the event.

FARGO, N.D. (AP) – North Dakota Gov. Jack Dalrymple told a federal board that manages railroad service issues that he considers the delay in grain shipments an emergency situation.

Dalrymple was among dozens of state officials from North Dakota, South Dakota and Minnesota who testified Thursday in Fargo in front of the National Surface Transportation Board. Many crops in the three states are at near-record levels and producers say the backlog is costing them millions of dollars.

Dalrymple says the board can provide an oversight role to ensure a balance between the agriculture and energy sectors and the larger and smaller shipments. He says the board also has the ability to arrange additional equipment and service.

The governor read the board a letter from a Wilton elevator whose rail service was 525 cars behind.

WILLISTON, N.D. (AP) – Thirty post offices in North Dakota’s oil country that were scheduled to have their workdays reduced will maintain their hours of operation.

The U.S. Postal Service this week formally agreed to not disrupt service at the 30 locations in the growing region.

Officials in North Dakota have been pushing the Postal Service for months to improve service in the western part of the state, which is bustling with oil activity.

U.S. Sen. Heidi Heitkamp has launched an initiative aimed at improving the state’s postal woes. Heitkamp says she’ll be closely monitoring that the Postal Service doesn’t reverse its latest decision.

U.S. Sen. John Hoeven earlier this year announced that the Postal Service will grant pay increases and bonuses to recruit and retain mail carriers in that region of the state.

BISMARCK, N.D. (AP) – North Dakota’s Agriculture Commissioner says more combiners are needed to help bring in the state’s harvest this year. Doug Goehring says the state’s Harvest Hotline has a long list of farmers who need combining services but few looking for work. Goehring says the number of farmers on the list looking for work is more than three times the number of harvesters. Farmers can call the free hotline and the department will match them up with someone who needs harvesting help or work. Department employees answer the phones daily from 7 a.m. to 4 p.m.

BISMARCK, N.D. (AP) – North Dakota health authorities say roughly 350 barrels of brine have spilled near Belfield. The North Dakota Department of Health says the saltwater spilled last month as a result of a tank leak at an oil and gas company’s well site. The U.S. Forest Service has responded and health department officials were on their way Thursday.

In sports…

MANKATO, Minn. (AP) – A former Minnesota State, Mankato football player who was gravely injured in a nightclub district attack has led the Mavericks onto the field for the team’s opener.

Isaac Kolstad returned to Mankato for Thursday night’s game against rival St. Cloud State.

Kolstad’s survival was once in question after he was punched and then kicked in the head in May.  But the 24-year-old is out of the hospital and undergoing rehabilitation in the Twin Cities.
