Jamestown (CSi) The Jamestown City Engineer’s Office reports that all residents in the area of the 2nd Ave NE to 2nd Ave NW from 5th St North to 8th St North will experience intermittent water outages starting at approximately 8:00 a.m. today, Monday, September 8, 2014 AND possibly Tuesday, September 9, 2014, until utility repair work is completed.
It is anticipated that the utility repairs will be completed within the two working days.
Spiritwood (CSi) Cenex Harvest States (CHS, Inc.) announced Friday that it is moving forward with the construction of a $3 billion nitrogen fertilizer plant at Spiritwood
The plant has been in planning and development for two years, but was put on hold in April this year, because of escalating costs.
The announcement came from the CHS Board of Directors giving the plant its final approval on Thursday.
The plant is the largest investment in CHS history with its project costs currently estimated at about $3 billion. The plant will also be the largest construction project in North Dakota history.
CHS, Inc., president and chief executive officer, Carl Casale (cuh-SAL’-ee) says, “CHS is proceeding today as the plant’s sole investor, However, because our owners’ interests are at the heart of what we do, we will always pursue ownership of strategic assets and partnerships that will help us continually add value to their businesses.”
Plant construction may begin this fall, depending on the weather, and operating by 2018. Groundbreaking ceremonies have not been scheduled.
It would use natural gas from North Dakota’s oil patch to make anhydrous ammonia fertilizer.

Valley City (CSi) A Public Input Meeting is is for this Monday evening, at 5-p.m., at the Valley City Eagles, concerning the proposed $16 million, 60,00 square foot Health, Wellness and Physical Education Center Wellness Center in Valley City.
The meeting is geared to steer direction and the project’s feasibility, with discussions led by the consulting firm.
The proposed facility would contain three full sized basketball courts, two aquatic center pools, locker rooms along with a walking track, weights and cardio equipment overlooking the gym.
An upcoming October meeting will address.annual maintenance cost figures.
The Valley City Parks and Recreation Department and Valley City State University are advocating the concept of a community focused Wellness Center that would serve people of all ages.
If passed at the at a November 4, 2014 Advisory vote the measurewould extend over 30-years the ½ percent city sales tax that’s prestly being used to finance the construction of the Hi Liner Activity Center.
The second measure will ask voter if they approve extending the existing 1/2 percent city sales tax and use, 83 percent of the money collected to fund construction for permanent flood protection.
Valley Cuty (CSi) The Barnes County Municipal Airport, Saturday, hosted the Wings and Wheels Airshow.

The show honored the memory of local aviators including the late Larry Lindemann, Bob Beyer, Phillip “Flip” Miller and Bob Odegaard.
Jamestown (CSi) Jamestown Regional Medical Center (JRMC) Auxiliary will host the 11th annual Tea for All Seasons at Trinity Lutheran Church on Wednesday, September 10, from 2 to 3:30 pm.
Auxiliary members, Carolyn Exner, and Marlys Perleberg on Friday’s Wayne Byers Show on CSi Cable 2, pointed out that tea, sandwiches and sweets will be served, along with a silent auction and door prizes.
Quilts will also be available provided by local quilters
Tickets are $10.00 per person and can be purchased from any JRMC Auxiliary member, at the JRMC Gift Shoppe or the day of the event.
Proceeds from this year’s event will go to the JRMC Foundation for the greatest need in the hospital.

BISMARCK, N.D. (AP) – North Dakota Attorney General Wayne Stenehjme has barred an advertising company from doing business in North Dakota.
Stenehjem says consumer fraud investigators found that Vladimir Adolphe and company officials engaged in deceptive practices, including sending invoices for advertising services they did not order. The attorney general says the company that did business as GeneralYellowpages.com and Electronic Media Marketing Group Inc. then threatened legal action if a the bill was not paid.
Stenehjem says Adolphe claimed to have recordings of individuals authorizing the services but could not provide investigators with those recordings or any proof that the businesses had ever ordered or received the services.
Adolphe lists addresses in New York and New Jersey.
Authorities say Adolphe and his representatives often targeted churches and nonprofits in North Dakota.
MINOT, N.D. (AP) – A Minot man has pleaded guilty to a federal drug charge.
Daniel Connelly is charged with possession with intent to deliver a controlled substance. It carries a maximum penalty of life in prison.
Authorities say a search of Connelly’s resident in Minot in October 2012 yielded 163 grams of methamphetamine in a storage container. Police also found a loaded rifle next to the container.
Sentencing is scheduled for Dec. 15.
A federal public defender was not immediately available for comment.
FARGO, N.D. (AP) – A send-off was held Sunday for members of a North Dakota National Guard unit based in Fargo. Fifteen members of the North Dakota Army National Guard’s 231st Brigade Support Battalion Logistical Support Element are going on a yearlong deployment.
WASHINGTON (AP) – North Dakota officials are seeking more federal help to fight rising crime in the Bakken oil belt. Senator John Hoeven led a meeting with law enforcement officials in Williston this week to bring attention to the issue. He says that local officials want the FBI and Drug Enforcement Agency to open permanent offices in western North Dakota to fight drug and prostitution rings in the region.
FORT YATES, N.D. (AP) – The chairman of the Standing Rock Sioux Reservation says the tribe is going to have to make some significant budget cuts this year if it wants to reduce a $6 million budget deficit. Chairman Dave Archambault says his proposed budget for 2015 includes cuts in casino-funded positions and political appointees. Archambault also says the budget axes out the tribe’s tourism department completely.

Valley City (CSi) The No. 3 team in the NAIA football poll lived up to its billing Saturday night. Morningside College handed Valley City State its first loss of the season, knocking off the Vikings 56-14 at Shelly Ellig Field in Valley City.
The Mustangs took control early in their season opener, shocking the Vikings with 43 first-half points.
VCSU regrouped in the second half, outscoring Morningside 14-13 over the final 30 minutes of play.
Kurtis Walls found Antoine Griffin from 20 yards out for the Vikings first score early in the third quarter. Backup quarterback Josh Hansana played the fourth quarter for VCSU and rushed for a 10-yard touchdown to make the final score 56-14.
Morningside out-gained the Vikings 596-267 in total yards. The Mustangs had 346 yards on the ground, including 181 yards and three touchdowns from Brandon Wegher in the first half.
The Vikings were led offensively by receiver Antoine Griffin, who caught seven passes for 109 yards and a touchdown. Jake Miller added six catches for 60 yards. Kurtis Walls completed 14 of 23 passes for 117 yards, a touchdown and two interceptions. Josh Hansana completed 6 of 10 passes for 106 yards and rushed for a touchdown.
Valley City State is now 1-1 on the season. The Vikings open conference play Saturday, Sept. 13 with a 6 p.m. road game at Dakota State University.
Jamestown (CSi) Concordia College Saturday racked up 515 yards in a potent offensive attack in a 40-13 win over the Jamestown Jimmies, at Rollie Greeno Field.
Fargo (CSi) As promised by ESPN (Csi 14), With a win Saturday at Weber State, 24-7 by NDSU, the sports network’s “College GameDay” is returning to Fargo for the second consecutive year.
A tweet by show producer, ESPN senior producer Lee Fitting said that if the Bison defeated Weber, it would return the pre-game show to Fargo.
Fitting says when the program was in Fargo last year it was one of the more memorable broadcasts in the program’s history.
Fitting says the program has only broadcast from a Football Championship Subdivision school a handful of times in its history.

GRAND FORKS, N.D. (AP) – Ducks Unlimited wants to buy 160 acres of private land in eastern North Dakota for a wetland restoration project.
The hunting and conservation group has slated a meeting on the sale on Monday and plans to make a recommendation to Gov. Jack Dalrymple.
The parcel is located about five miles southwest of Grand Forks. Supporters say the goal is to mitigate the impact of land associated with a flood-control project.
The number of nonprofit groups allowed to buy land in North Dakota is limited under state law. The law also requires government approval for land purchases, with the governor having the final nod.
State officials say the law was put in place in 1932 to protect the state’s agrarian heritage.

NEW YORK (AP) – Serena Williams has capped her third straight U.S. Open title by downing Caroline Wozniacki (wohz-nee-AK’-ee) 6-2, 6-3.
Williams never dropped more than three games in any of her 14 sets in the tournament. It was quite a turnaround for a player who hadn’t gone past the quarterfinals in this year’s other Grand Slam events.
Williams is the first woman to capture three consecutive Open titles since Chris Evert won four straight in the 70’s. Her sixth Open title gives her 18 Grand Slam singles championships, tying Evert and Martina Navratilova (nah-vrah-tih-LOH’-vuh) for fourth all time. Margaret Court tops the list with 24 majors.
Americans Mike and Bob Bryan defeated Spain’s Marc Lopez and Marcel Granollers 6-3, 6-4 in the men’s doubles final. The Bryans have won five U.S. Open doubles titles and 16 Grand Slam titles overall.
The men’s singles championship will take place Monday.

CHERRY HILLS VILLAGE, Colo. (AP) – Billy Horschel has won the PGA’s BMW Championship by shooting a final round 1-under-69 to finish 14-under-par. Runnerup Bubba Watson was two shots back.
The top 30 finishers in the event are advancing to the Tour Championship next week for a shot at the $10 million bonus.

QUEBEC CITY (AP) – Wes Short Jr. had a fantastic finish to the Champions Tour Quebec Championship. After shooting birdies on 16 and 17, he eagled the par 5 18th hole to finish 15-under par, one shot in front of Scott Dunlap, who also eagled the 18th.
Esteban Toledo (EHS’-teh-bahn toh-LAY’-doh) and Brad Faxon finished tied for third at 11-under.

MONZA, Italy (AP) – Lewis Hamilton of the Mercedes team finished first in the Italian Grand Prix, with teammate Nico (NEE’-koh) Rosberg second. The win was his sixth this season and 28th of his F1 career. The win cut Rosberg’s lead over Hamilton in the driver standings to 22 points. Felipe Massa of the Williams team was third.

ATLANTA (AP) – Less than one month after the Clippers’ sale ended Donald Sterling’s ugly downfall, another NBA team is on the market following a racially-charged disclosure from its owner.
Atlanta Hawks co-owner Bruce Levenson has confirmed that he is selling his controlling interest in the team, thanks in part to an inflammatory email he wrote two years ago. Levenson said he wrote the email in an attempt “to bridge Atlanta’s racial sports divide.” Instead, he offered his divisive comments, including his theory that Hawks black fans kept white fans away.

WASHINGTON (AP) – Harvard Business School alumni responding to a survey are painting a dark portrait of the future for workers. More than 40 percent of the respondents foresee lower pay and benefits as well as fewer full-time jobs. Roughly half favor outsourcing work over hiring staffers. A growing share prefer part-time employees. Nearly half would rather invest in new technology than hire or retain workers. At the same time, it’s becoming harder to find skilled workers.
WASHINGTON (AP) – The post-vacation part of the congressional session is a bit short on time but not on tasks to perform, including approval of a temporary spending measure that avoids a government shutdown like the one last year. With elections in November, Republicans in charge of the House are looking to be drama free as they consider temporary spending. Congress begins its September session today.
CHICAGO (AP) – A raging fire on Chicago’s South Side has killed four children and left more some 50 residents homeless. Two adults are in critical condition. Chicago Fire Department Chief Michael Fox told reporters at the scene that the first firefighters to arrive found “heavy fire blowing” from the building’s windows.
KIEV, Ukraine (AP) – After some nervous periods of shelling and clashes over the weekend, the cease-fire in Ukraine appears to have firmed up again. In a surprise announcement, Ukrainian president Petro Poroshenko plans to travel to troubled eastern Ukraine today. He’ll be in the embattled coastal city of Mariupol (mah-ROO’-pahl), a symbolic show of strength in a strategic government-held area.
LONDON (AP) – Another royal baby is on the way. British royal couple the Duchess of Cambridge and Prince William are expecting their second child. Royal officials say the duchess, the former Kate Middleton, is also being treated for severe morning sickness. The new baby will become fourth in line to the throne, pushing Prince Harry to fifth. Toddler Prince George is third and likely to become Britain’s monarch one day.
