Jamestown (CSi) Jamestown Police is warning Jamestown residents regarding a convicted sex offender living in Jamestown.
39 year old Kevin Jerome Parisien is an American Indian male, 5 feet 9 inches tall, weighing 220 pounds with brown eyes and brown hair.
He has been assigned a high risk assessment by the North Dakota risk level committee of the North Dakota Attorney General’s Office.
Parisien was convicted of sexual abuse of a child involving a seven year old boy with a conviction date of Nov 29, 1994 in U.S. Federal Court, in North Dakota, for an offense he committed in 1990 as a juvenile. Disposition: 1-year, with 5 months probation.
Parisien was convicted in October of 1994 in Ward County District Court of gross sexual imposition involving a 14 year old runaway girl, on approximately six occasions. Disposition was 5 years.
Parisien is currently on probation with North Dakota Parole and Probation.
Parisien is not wanted by police at this time and has served the sentence imposed by the court.
This notification is meant of public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender. Attemps to do so including their families, landlords, or employers will be turned over for prosecution.

Jamestown (CSi) The James River Humane Society in Jamestown is offering a discount on the adoption fee on cats this month and next month.
During the special the fee is $99.
All animals have been examined and given immunizations.
On Friday’s Wayne Byers Show on CSi Cable 2, JRHS President Matt Opsahl added, that a fundraiser for the shelter will be an October 11, 2014 Bake Sale at the Buffalo Mall, when the mall’s Craft Fair is happening.
He also pointed out the Second Annual, Zombie Crawl fundraiser for the Shelter, and Prairie Paws Rescue will be on September 20, 2014 in Jamestown starting at 5:30-p.m., from the Knights of Columbus Hall in Jamestown.

MANDAN, N.D. (AP) – Mandan police say a fire destroyed a mobile home this weekend but no one was injured.
The fire was reported about 15 minutes before midnight on Friday. Mandan Police Sgt. Pat Haug says no one was home when the fire started.
Haug’s department is still investigating the cause of the fire.
He says police are still trying to determine the fate of some of the pet cats that were in the home.
BISMARCK, N.D. (AP) – Problems are mounting for North Dakota farmers as the small grains harvest progresses.
Barley farmers are facing the prospect of malting companies not wanting their grain, and wheat growers face the possibility that grain elevators won’t accept their crops.
A cool, wet summer has led to sprouting and crop disease concerns, and some farmers are worried they won’t even be able to get all of their crops into the bin. Farmers were expecting bumper crops, but Regan farmer Jim McCullough says a lot of it might now go to waste.
BISMARCK, N.D. (AP) – Attorney General Wayne Stenehjem says a county must obtain a court order to authorize the sale of assets from a city that has dissolved.
McKenzie County officials asked Stenehjem for an opinion on the issue. The county acquired control of the city or Rawson when it dissolved in 2002. The county now wants to sell some of the former city’s property.
Stenehjem says in an opinion that state law is too ambiguous at present to conclude that a county can convey title to property it acquired when a city dissolved.
BISMARCK, N.D. (AP) – A public hearing is scheduled to discuss a proposed natural gas pipeline in McKenzie County.
The $6 million project would originate at the Tara Resources Little Missouri plant and connect with ONEOK’s existing Garden Creek pipeline south of Arnegard.
The nearly 11-mile long pipeline will be able to transport about 10,000 barrels a day.
The North Dakota Public Service Commission hearing is scheduled for 9 a.m. Monday at Teddy’s Residential Suites in Watford City.
FARGO, N.D. (AP) – Opponents of a nearly $2 billion Red River flood control project that would mostly benefit North Dakota’s largest city, Fargo, have enlisted the support of two powerful allies.
Minnesota Gov. Mark Dayton and state Rep. Paul Marquart have thrown their lot in with upstream residents who are unhappy with plans for a holding area that would flood farmland and buildings in times of high water.
The two men criticized the project after the Fargo-Moorhead Diversion Authority opted to start construction on a ring dike around towns in the holding area without waiting for an environmental study to be completed.
Authority chairman Darrel Vanyo has sent a letter to Dayton offering to limit construction on the ring dike and delay construction on the diversion channel until the environmental review is done.
GRAND FORKS, N.D. (AP) – A bigger share of county inmates at the Grand Forks County Correctional Center could mean taxpayers are paying more.
The number of county inmates has increased by about 20 percent in recent years. That means there are less federal inmates.
Jail administrator Bret Burkholder says fewer federal inmates means fewer federal contracts to subsidize jail operations. Burkholder says boarding inmates from other jurisdictions generates between $1.5 and $2 million. He says without the revenue more of the cost burden falls to the local taxpayer.
The average daily inmate population during the first half of 2014 has been around 180.
BISMARCK, N.D. (AP) – The U.S. Geological Survey says above-normal precipitation last month led to record-breaking flows at several stream gauges in the southwest North Dakota.
Agency spokesman Steve Robinson says the unusually wet August was most evident at gauges on the Heart, Knife and Green rivers.
There are 140 USGS-operated stations in North Dakota that measure water levels, stream flow, rainfall and water-quality. Most of the USGS stations are real-time sites where data are updated every one to four hours.
The USGS says it shares its data with the National Weather Service for flood forecasts and the U.S. Army Corps of Engineers for flood control management. State and local agencies also use the data for flood response efforts.
BISMARCK, N.D. (AP) – Two representatives from the U.S. attorney’s office in North Dakota have been recognized nationally for their contributions.
Former prosecutor Lynn Jordheim and supervisory paralegal Lou Ann Lee were among 243 employees singled out by Attorney General Eric Holder at the 30th annual director’s awards ceremony in Washington earlier this week.
Jordheim recently retired after 26 years in the U.S. attorney’s office. He has served the last decade as the top assistant in the office. He took over proceedings for the state’s only death penalty case after Alfonso Rodriguez Jr. was sentenced and there was a changeover in U.S. attorneys.
Lee has worked in the federal office for 25 years. She supervises all paralegals in the district.
FARGO, N.D. (AP) – Miss North Dakota Jacky Arness didn’t win the Miss America pageant, but she did earn a big honor.
Arness was chosen by her peers as Miss Congeniality.
Arness is from Fargo. She beat out 18 other finalists at the Miss North Dakota pageant in Williston in June to advance to the national competition.
Miss New York Kira Kazantsev won the Miss America pageant Sunday night in Atlantic City, New Jersey.

MINNEAPOLIS (AP) – Adrian Peterson did not accompany the Minnesota Vikings to the stadium yesterday for the game against the New England Patriots. The star running back is keeping his distance in the wake of child abuse charges that prompted the Vikings to deactivate him for the game. Peterson was indicted on Friday and flew to Houston early Saturday morning to turn himself in.
MINNEAPOLIS (AP) – The Minnesota Vikings have reinstated special teams coach Mike Priefer after a two-game suspension for making anti-gay remarks. Priefer was suspended after former punter Chris Kluwe accused him of making anti-gay remarks at the team’s headquarters during the season. An investigation found that Priefer did make some of the remarks that Kluwe accused him of making.

JOLIET, Ill. (AP) – Brad Keselowski has won the opening race in the Chase for the Sprint Cup championship, a victory that automatically advances him into the second round. As Kyle Larson and Kevin Harvick staged a hold-your-breath, side-by-side race for the lead following a restart with 19 laps remaining, Keselowski charged through the middle to grab control of the race. He easily pulled away from the field while Harvick and Larson had their hands full trying to hold off Jeff Gordon, who finished second.

MADRID (AP) – Kyrie Irving drained all six of his three-pointers and scored 26 points as the U.S. repeated as world champion for the first time by crushing Serbia 129-92 in the Basketball World Cup. EVIAN-LES-BAINS, France (AP) – South Korean teenager Hyo-Joo Kim overcame a one-shot deficit on the final hole to beat Australian veteran Karrie Webb by one shot to win the Evian Championship. Kim becomes the third-youngest major winner at 19 years, two months.
Kim trailed the 39-year-old Webb by one shot heading into the final hole. But she turned the tables with a superb birdie from 12 feet out, and Webb then missed a chance to force a playoff when a difficult attempt for par from the same distance drifted left of the hole.

UNDATED (AP) – South Carolina has made the biggest climb in latest The Associated Press college football poll. The Gamecocks jumped 10 spots to 14th following Saturday’s win over previous No. 6 Georgia. That gives the SEC an unprecedented seven teams in the top 15, although none are ranked in the top two.
Florida State and Oregon still own the top two spots in the poll. Alabama is third, followed by Oklahoma, Auburn, Texas A&M, Baylor, LSU, Notre Dame and Mississippi.
Georgia and Southern California dropped out of the top 10. The Bulldogs are 13th and the Trojans are 17th.

PARIS (AP) – Iraq’s President says efforts to dislodge the Islamic State extremist groups need to combine military and humanitarian initiatives. Speaking at an international conference in Paris, Fouad Massoum is also calling for regular strikes against territory in the hands of the extremists and the elimination of their funding. He says “there can be no sanctuary.”
VIENNA (AP) – Austria is taking action to try to blunt the internal influence of the Islamic State extremist group. New legislation would ban symbols of the Islamic State group and 18 other extremist organizations. The justice and interior ministries also say that dual nationals will lose their Austrian citizenship upon joining any foreign paramilitary organization. The Interior Ministry says that more than 140 people have left Austria to fight for radical Islamic groups.
KAMPALA, Uganda (AP) – A military spokesman says a weekend raid in Uganda rounded up at least half a dozen terror suspects. The raid targeted an al-Shabab cell that was apparently plotting an attack the country. Explosives were seized from the suspects, all of whom are of Somali origin and are currently under interrogation. Officials say there could be more arrests.
PHILADELPHIA (AP) – Authorities in Philadelphia say no suspects have been arrested yet in the shooting death of a pregnant woman as she sat outside a home. The baby, delivered by emergency Caesarean section, also died. Police say the woman was hit when someone opened fire up the block yesterday morning.
BERLIN (AP) – The European Space Agency says the risk is high for the first attempt to land a space vehicle on a comet. The agency says the landing spot has now been chosen, based on its relatively safe terrain for the 220 pound lander from its Rosetta space probe in November. Scientists hope the lander will help them answer many questions about the origins and evolution of objects in the universe.
