 Valley City (CSi) According to a t.v. station report, an Arkansas construction worker has been charged with raping a 15 year-old girl from Cooperstown.

Valley News Live reports that Joseph Chapps of Hardy, Arkansas was staying at a Cooperstown motel in April of this year. The girl was getting a ride with Chapps and two other people to Valley City when the incident happened.

Law enforcement officials have kept the case under wraps until recently.

Griggs County Sheriff Bob Hooks says the reason the case was not publicized was because the crime happened in a different county and the victim was not from the area.

Chapps remains in the Barnes County Jail in Valley City and could face a maximum sentence of life in prison without parole.

 

Jamestown (CSi) The Jamestown Regional Airport Authority has hired a new airport manager.

Samuel Seafeldt, a flight instructor at the University of North Dakota, will start his position after the first week of October.

He lives in Grand Forks with his wife and children. Seafeldt has a Bachelor of Science in aeronautics. He has a commercial pilot license and is a certified flight instructor with 11 years of flying experience.

The authority approved the hiring of Seafeldt, and his salary at $50,000 a year to start. The authority also accepted current airport manager Matt Leitner’s resignation, while praising him for his four years of service.

Leitner’s resignation is effective Septembe 19, 2014, taking a new position managing three airports in Crescent City, California.

Leitner’s last day at Jamestown Regional Airport is this Friday.

The authority is holding a public reception at 2 p.m. Friday in the authority’s meeting room to wish Leitner, well.

 

Jamestown (CSi) The James River Valley Library System Board of Directors has approved the basic floor plans for the possible expansion of Alfred Dickey Library.

The board reserves the right to make changes to the plans if needed.

The floor plans include 11,368 square feet devoted to the adult library, 6,335 square feet devoted to the children’s library and a 787-square-foot young adult section.

The expansion and renovation hinges on voters approval of a quarter-percent sales tax hike to fund the project, on the November 4, 2014 election ballot.

 

Valley City (CSi) Information from the Valley City Area Chamber of Commerce notes that a supply drive is now running through September 19, 2014 for area organizations that provide services that can be life saving for victims of sexual assault and domestic violence.

Local organizations include, SAFE Shelter in Jamestown, and the Abused Persons Outreach Center in Valley City.

Anyone wishing to donate can drop off items at First Community Credit Union located at 115 5th Ave NE. in Valley City

Some suggested items:

  • Paper products, such as paper towels, tissues, toilette paper
  • Gift cards to gas stations or Wal-Mart
  • Basic hygiene items such as body wash, soap, shampoo, toothbrushes, toothpaste, razors, sanitary napkins, deodorant, new underwear and socks
  • Other items such as hair dryers and curling irons
  • Children items such as diapers, new and gently used toys, books, blankets, and school items
  • Used cell phones that have been reset to factory settings

 

Jamestown (CSi) To commemorate the late Dan Wilhelm, the 4th Annual car show at Don Wilhelm, Inc., on Saturday September 20, 2014 will be named the “Dan Wilhelm Memorial Car and Bike Show.”

Dan Wilhelm was a co-owner of Wilhelm Chevrolet Buick GMC

and lost his life to Huntington’s Disease at the age of 55, on November 11, 2012.

All proceeds from the event will go to Huntington’s Disease Society of America.

Several local businesses have donated money toward Huntington’s Disease Society of America.

The event organizer, and Wilhelm’s dealership, Business Manger, Steve “Skovy” Jaskoviak, adds, the James Valley Street Machines started the car and bike show, three years ago, and in the past the car club and Wilhelm Chevrolet Buick GMC divided the cost of the event.

This year, however, Wilhelm Chevrolet Buick GMC is paying a majority of the car and bike show’s costs.

Forty percent of the $10,000 fund raising goal was met earlier this week.

A cure is yet to be found, as Huntington’s disease is an inherited brain disorder that results in the progressive loss of mental faculties and physical control.

An individual who has been diagnosed with Huntington’s disease will eventually die from pneumonia, heart failure or other complications.

The Dan Wilhelm Memorial Car and Bike Show is from 10 a.m. to 2 p.m. Saturday at Wilhelm Chevrolet Buick GMC, on Business Loop West in Jamestown.

Car and motorcycle enthusiasts can attend the event free with participants, entering their vehicles at no charge, Saturday morning, with set up from 8-a.m., to 10-a.m.

During the show children can play on inflatables, burgers and bratwursts will be available for a freewill donation that goes toward the Huntington’s Disease Society of America.

Members of the Huntington’s Disease Society of America Grand Forks chapter will attend the event and give a short seminar on Huntington’s disease.

Also seminars will be held on the 2015 Chevrolet Tahoe and the 2015 Chevrolet Corvette.

Hannaford (CSi) A ribbon cutting ceremony was held Wednesday at the new $24 million Cenex Harvest States rail propane terminal west of Hannaford.

The propane storage capacity will be 1,080,000 gallons as twelve 90,000 gallon tanks are in place. The site will be able to unload six rail cars every 4 and a-half hours with two truck loading bays capable of loading six trucks per hour.

Executive Director of the North Dakota Propane Gas Association Mike Rude says the new terminal will help supply propane to customers especially those affected by the reversal of the Cochin pipeline last year.

Rude says it’s nice to see CHS step up to the plate to meet the demands of farmers and residential customers in the area.

BISMARCK, N.D. (AP) – A felon accused of fraud and terror in the North Dakota oil patch will be transported to Washington state to face federal charges alleging he ordered the killings of a business associate and a former trucking company employee.
 
     An indictment unsealed Wednesday charges James Henrikson with murder for hire in the deaths of Doug Carlile and Kristopher “K.C.” Clarke. Carlile was shot in his kitchen in Spokane, Washington. Clarke’s body has never been found.
 
     Henrikson appeared in court Wednesday in Bismarck and quietly answered the questions of a magistrate judge, who approved a request for the U.S. Marshals Service and the Department of Homeland Security to transport him to Washington.
 
     If convicted, Henrikson could face the death penalty. He’s been jailed in North Dakota since January on illegal weapons charges.

 

 MINOT, N.D. (AP) – Eight people have been arrested in connection with several burglaries that occurred throughout rural Ward County.
 
     Sheriff’s Capt. Robert Barnard says the department has received numerous reports of thefts and burglaries at farmsteads, businesses and homes since May.
 
     Barnard says the arrestees are facing multiple charges including theft of property, drug possession and theft of a motor vehicle.
 
     Deputies have recovered $30,000 in stolen property including guns and vehicles. Drug paraphernalia and over 500 pounds of scrap copper wire have also been seized. 
 
     The Minot residents who were arrested are: 33-year-old James Hollis, 35-year-old Angelique Arnette, 32-year-old Jade Backman, 31-year-old Tracy Gamble, 34-year-old Delwin Irwin Jr., and 30-year-old Bryan Loran.
 
     Twenty-five-year-old Joseph Lindsey and 23-year-old Jacob Rebel, for whom authorities don’t have addresses, have also been arrested.
 
     It’s unclear whether the individuals have attorneys.

 

 DEVILS LAKE, N.D. (AP) – A Devils Lake woman convicted in the drug overdose deaths of two other women two years ago is headed back to prison.
 
     Fifty-one-year-old Patsy Owlboy was sentenced Monday on a felony drug delivery charge.
 
She was sentenced to 3  1/2 years in prison in the latest case, which Ramsey County State’s Attorney Lonnie Olson said involved Owlboy selling prescription pills to an undercover agent.
 
     In the earlier case, Owlboy was convicted of supplying drugs to two women who died in April 2012, and sentenced to 1  1/2 years in prison.

 

    WILLISTON, N.D. (AP) – The leader of an oil-rich North Dakota American Indian nation is accused of using his position to benefit from business partners’ lucrative oil field contracts on the Fort Berthold Indian Reservation. A report into the business dealings of Mandan, Hidatsa and Arikara Nation chairman Tex Hall was presented by Dentons law firm to the tribes’ elected body last month. Hall’s office called the report a sham.

 

 BISMARCK, N.D. (AP) – North Dakota Republicans have unveiled an $800 million one-time spending plan to address immediate problems tied to the oil boom in the western part of the state.
 
     GOP leaders from the state’s oil-producing region say the plan released Wednesday is the result of meetings between lawmakers and local officials.
 
     North Dakota’s newfound oil riches have resulted in unprecedented demands for spending on roads, schools, public works, law enforcement and emergency medical services.
 
     Senate Majority Leader Rich Wardner says the spending plan will be a priority when the Legislature meets in January.
 
     Democratic Senator Connie Triplett of Grand Forks says she believes most lawmakers in her party will back the plan because of the big needs in the oil patch.
 
     North Dakota Republicans wield supermajority control in the Legislature.

 

 FARGO, N.D. (AP) – North Dakota State University has received a $1 million endowment to support scholarships for adult learners who are starting or returning to college.
 
     The Bernard Osher Foundation awarded the money to the university. The funds are meant to be spent on undergraduate students.
 
     The university says the foundation has donated $50,000 each year since 2012 to assist adult learners.
 
     Scholarships ranging from $2,500 to $5,000 have been given to students in several disciplines. NDSU awarded 15 Osher scholarships this academic year. 
 
     The school says the average age of a recipient of an Osher scholarship at NDSU is 34.

 BISMARCK, N.D. (AP) – North Dakota youth can take to the fields in search of deer beginning Friday at noon Central time.
 
     The 9  1/2-day season runs through Sept. 28. It’s for North Dakota hunters ages 11 through 15. Certain restrictions apply.
 
     North Dakota’s main deer season – the gun season – is Nov. 7-23.

 

  BISMARCK, N.D. (AP) – A new wildlife area is set to open on North Dakota land that was once dug up for coal mining.
 
     Falkirk Mining Co. and Great River Energy have donated 729 acres of land near Underwood to the North Dakota Department of Transportation. The Coal Lake Wildlife Management Area will be open to public access for hunting, fishing, trapping and other outdoor activities.
 
     Lt. Gov. Drew Wrigley is scheduled to lead a dedication ceremony Thursday a 2 p.m.

 
     Two other seasons open Saturday – sandhill crane, and youth waterfowl hunting. The early resident waterfowl season opens on Sept. 27.

 BISMARCK, N.D. (AP) – The North Dakota Industrial Commission has approved $5.7 million for 14 projects under the state’s new Outdoor Heritage Fund. 
 
     The Legislature established the fund last year. It will receive up to $15 million annually from oil and gas taxes.  
 
     The panel approved $5.8 million for 17 projects in January and $2.5 million for 17 projects in May.
 
     The goal is to restore land affected by energy production and to develop such things as fish and wildlife habitat and outdoor recreation areas.
 
     The biggest grant awarded Wednesday in the third round was $3 million to the state Game and Fish Department for pheasant habitat. Officials say the money will be used to leverage an additional $34 million in federal funds.

 

BISMARCK, N.D. (AP) – A whopper goldeye caught by a 9-year-old North Dakota boy this summer is still a state record, but a slightly smaller one.

It also might still be a world record.

The state Game and Fish Department has determined that the 4-pound, 12-ounce goldeye that Brayden Selzler caught in Lake Audubon in late July was actually 4 pounds, 3 ounces.

That still breaks the previous state record by 6 ounces. Craig Unser of Mandan had held the record with a goldeye he landed in New Johns Lake in 1998.

Selzler’s 4 pound, 3 ounce goldeye also is still bigger than the recognized overall all-tackle world record of 3-pounds, 13-ounces held by Gary Heuer, of Aberdeen, South Dakota. Selzler plans to apply for world record consideration for his fish.

Kyle Gibson recovered from a rough start to pitch Minnesota to its second straight win over the division leaders. Tigers slugger Miguel Cabrera went 4 for 5 with a pair of doubles but was thrown out after a costly baserunning mistake in the seventh.

 Just a half-game separates the AL Central-leading Detroit Tigers from the Kansas City Royals.

UNDATED (AP) – The Los Angeles Angels are the third major league team to win its division, two nights after becoming the first to wrap up a postseason berth.
 
     C.J. Wilson retired his first 14 batters and combined with two relievers on a one-hitter as the AL West champs blanked the Seattle Mariners 5-0. David Freese (freez) snapped a scoreless tie with an RBI single in the Angels’ five-run seventh before C.J. Cron smacked a three-run homer.
 
     The Mariners fell two games off the AL wild-card pace.

PHOENIX (AP) – Arizona Cardinals running back Jonathan Dwyer has been arrested on aggravated assault charges in connection with two fights at his home in late July involving a 27-year-old woman and an 18-month-old child. The Cardinals say they became aware of the situation on Wednesday and are cooperating with the investigation. Dwyer has been deactivated from all team functions.
 
     UNDATED (AP) – Minnesota Vikings running back Adrian Peterson and Carolina Panthers defensive end Greg Hardy will not play this weekend, and it could be a while before either player sees any game action. The Vikings put Peterson on the exempt-commissioner’s permission list, meaning he is off the active roster again while he deals with his legal affairs stemming child abuse allegations.  Team owner Zygi (ZIH’-gee) Wilf said the team “made a mistake” in bringing back its superstar earlier this week following his indictment on a felony child-abuse charge in Texas.

The Panthers have removed Hardy from the team’s active roster until the Pro Bowl defensive end’s domestic violence case is resolved.

 

     ORCHARD PARK, N.Y. (AP) – Buffalo Sabres owners Terry and Kim Pegula took a step closer to buying the Buffalo Bills after their NFL-record $1.4 billion purchase agreement was unanimously approved by the league’s finance committee.
 
     Three-quarters of the owners will be required to approve the deal in a vote next month.

 

 MLB-UMPIRE SUSPENDED..
 
     NEW YORK (AP) – Umpire Joe West has been suspended for one game without pay for grabbing the jersey of Philadelphia Phillies closer Jonathan Papelbon.
 
     Major League Baseball executive Joe Torre said in a statement says that West “admitted that there was a better way to handle the situation.”
 
     Papelbon was suspended seven games and fined Monday for making a lewd gesture and then bumping West during a loss to Miami on Sunday.
 

 

In world and national news…

WASHINGTON (AP) – The Senate is expected today to approve President Barack Obama’s plan to train and arm Syrian rebels fighting the militant group Islamic State. The House approved the measure yesterday.
 
     SYDNEY (AP) – Australian Police have issued an arrest warrant for a man believed to be Australia’s most senior member of the Islamic State militant group. This, after some 800 federal and state police conducted raids today on about a dozen locations in Sydney and took 15 people into custody. Officials say they thwarted a plot to behead random people in Sydney and videotape it.
 
     LONDON (AP) – British Muslim leaders are pleading for the safety of a British hostage threatened with beheading by Islamic State extremists in Syria. The leaders say in a letter published today that hostage Alan Henning is a humanitarian aid worker who went to Syria to help victims of the civil war. The religious leaders and community organizers ask the Islamic State group to “show him some mercy.” Henning was taken captive in December.
 
     WASHINGTON (AP) – A senior U.S. official says North Korea has been unresponsive to U.S. offers for an envoy to negotiate the release of three detained Americans. This week, North Korea sentenced 24-year-old Matthew Miller of Bakersfield, California, to six years hard labor after being convicted of entering the country illegally to commit espionage.  Robert King, the U.S. special envoy for North Korean human rights issues, says freeing the detainees could provide a diplomatic opening between the nations.
 
     BANGKOK (AP) – Thailand’s military ruler is apologizing for suggesting that foreigners visiting the country’s world-famous beaches would be unsafe wearing bikinis after two British tourists were killed this week. The bodies of the man and woman were found bludgeoned on the scenic resort island of Koh Tao on Monday. Thailand’s tourist industry has been struggling to recover since the army seized power in May.
