Valley City Police reports that Terry Johnson of Sanborn, was the driver of the truck that  struck a pole in front of the AmericInn parking lot around 5:30am Thursday morning.

When police arrived, the pickup’s engine was running and the transmission in gear.  Johnson was  unconscious sitting in the driver’s seat of the truck.

Jamestown (CSi) Jamestown Police reports a 12 and a half percent increase in calls for service over the last three months, compared to the same period a year ago.

Jamestown Police Chief Scott Edinger expects to continue through the end of this year.

He says the police department is not seeing an increase in any specific area, but rather an overall increase in calls.

Edinger says as more construction projects begin in and around Jamestown, he expects calls for service to increase, and to get ready, Jamestown Police will hire two more police officers in 2015

Currently construction is underway at the Menards southwest Jamestown store site, with construction work expected to start at the CHS nitrogen fertilizer plant site near Spiritwood yet this fall.

Edinger adds that a well-managed crew camp near the construction site would help minimize any impact on the Jamestown community.

Jamestown (CSi) The proposed renovation and expansion of the Alfred Dickey Public Library in downtown Jamestown, if approved by a simple majority of voters on November 4, 2014, would help preserve and expand the library.

On Thursday’s Wayne Byers Show on CSi Cable 2, the James River Valley Library System Director, Joe Rector said, the expansion of the library will allow for more children’s programs and services, and include new adult programs.

Also on our show the JRVLS Development Director, Bill Kennedy added that the expansion of the library would include a community room that would accommodate about 60 people for library programs and for community meetings.

Rector said the number one issue is renovation of the existing library and then expansion as the additional structure would allow for more electronic access, and flexibility, and children’s and adult program .

Kennedy added the planning is in Phase One, with floor plans and architectural renderings in place.

If the project is approved by voters Phase Two would entail working drawings, with public input concerning the plans.

If approved by voters, the spring of 2015 would start the demolition of the two buildings north of the Alfred Dickey Public Library, with the spring of 2016 the opening, of the new and expanded library, which may come in two phases, with the grand opening coming when the new facility is completely finished.

Kennedy says the library survey currently has about 160 respondents with about 80 percent having positive views and comments about the project.

The survey is available at the library’s web site

www.jrvls.org and click on the “Take the new library survey here,” button. Or call Bill Kennedy at 701-252-2217.

He added that in a couple of weeks, a postcard mailing will be sent out with the information on the ballot measure (#1) on the local ballot, plus a brief outline of what supporters want the public to know about the benefits of the renovated and expanded library.

FARGO, N.D. (AP) – Fargo police are working to identify suspects in a violent home invasion in a mobile home court. Lieutenant Joel Vettel tells KFGO radio that the suspects broke into the home through a window, vandalized the home and a car outside, tried to set fire to furniture and stabbed a dog around midnight Wednesday.

GRAND FORKS, N.D. (AP) – Fire has damaged the historic Masonic Temple in Grand Forks.

The cause of the blaze early Thursday at the century-old building was not immediately determined. Fire Battalion Chief Mike Sandry says the building that’s listed on the National Register of Historic Places suffered smoke and moderate fire damage.

Sandry says no people were hurt.

BISMARCK, N.D. (AP) – A Milwaukee man accused of bringing women to North Dakota’s oil patch and forcing them into prostitution has pleaded guilty in federal court.

Thirty-two-year-old Levell Durr reached a plea deal with prosecutors that calls for him to spend 21 months in prison, or a little less than two years. Judge Daniel Hovland scheduled sentencing for Jan. 16.

Durr pleaded guilty to a charge of coercion and enticement. He admitted to convincing women to come to North Dakota and to placing ads for their services, though he said he did not force the women.

Durr was arrested in Bismarck in June. He had been living in Minot.

DEVILS LAKE, N.D. (AP) – School officials in Devils Lake are being criticized for showing clips from a movie about a prostitute during an assembly to educate students about the school dress code.

Superintendent Scott Privratsky tells the Devils Lake Daily Journal that the school has received positive feedback as well, and High School Principal Ryan Hanson says he thinks the incident is being blown out of proportion.

Criticism erupted on social media last week after students were shown clips from the movie “Pretty Woman,” which is about a prostitute. English teacher Phyllis Kadrmas says the intent was to give students a visual example of how clothing can influence how people are perceived.

The  school held another assembly Wednesday to clarify that officials only want students to dress appropriately.

FARGO, N.D. (AP) – A North Dakota man has been named acting administrator of the Rural Utilities Service at the Agriculture Department.

Fargo native and Jamestown College graduate, Jasper Schneider has spent the last five years as North Dakota’s director for USDA Rural Development. He previously served as a Democratic state representative and ran unsuccessfully for state insurance commissioner.

The Rural Utilities Service is responsible for supporting and expanding public utilities, including electricity, telephone, high-speed Internet, and water systems.

North Dakota Sen. Heidi Heitkamp says she looks forward to working with Schneider to “promote economic growth in North Dakota and throughout all of rural America.”

FARGO, N.D. (AP) – The North Dakota Board of Higher Education has approved a strategic plan meant to improve graduation and student retention rates, but did not endorse admission standards in the proposal.

The plan includes adjustments to a controversial idea that was furthered by previous North Dakota University System Chancellor Hamid Shirvani before the board bought out his contract in July 2013.

College presidents had complained they didn’t have a voice in the so-called “Pathways to Student Success” proposal, and believed the admission standards would lead to declining enrollments and keep out some students who could earn degrees.

The updated plan that followed six months of study includes new admissions criteria, but the board said at Thursday’s meeting in Fargo it would discuss those in detail at a later date.

FARGO, N.D. (AP) – The North Dakota Board of Higher Education has scheduled a special meeting to set its course after residents vote on the future of the board.

North Dakotans will be asked to decide next month whether to replace the current eight-member, part-time board with the proposed three-member, full-time commission.

University system officials say if the ballot measure passes, the board will have to apply to the Higher Learning Commission for a change in governance. If the initiative fails, the board will begin the process of hiring the next chancellor.

Former Bismarck State College president Larry Skogen has been serving as interim chancellor.

The board, which held its regular monthly meeting Thursday in Fargo, approved the special meeting for Nov. 6 in Bismarck.

BISMARCK, N.D. (AP) – Three community colleges in the Dakotas are getting large grants through a federal effort to boost job training across the country.

In North Dakota, Bismarck State College is getting more than $9.9 million. In South Dakota, Lake Area Technical Institute in Watertown and Mitchell Technical Institute in Mitchell each are getting about $2.5 million.

The money is through a competitive grant program administered by the federal Departments of Labor and Education. The grant winners were announced by the White House. About $450 million was doled out to 270 community colleges nationwide.

FARGO, N.D. (AP) – A former Secret Service agent known for leaping aboard President John F. Kennedy’s limousine after he was shot in Dallas says the agency responsible for the commander in chief’s safety needs to change its attitude.

Former agent says he’s disappointed with the recent security breaches involving the White House and President Barack Obama. Hill is a native of Larimore, North Dakota.

Hill says agents need to “change their attitude, be more observant and pay more attention to detail.”

On Sept. 19, an intruder with a knife climbed a White House fence ran through the front door, made it all the way into the mansion’s storied East Room and near the doors to the Green Room before being apprehended.

Hill says the recent security lapses are “disturbing.”

In sports…

BISMARCK, N.D. (AP) – The head of North Dakota’s Game and Fish Department says the agency still can’t account for 12 guns missing from a hunter education program.

Director Terry Steinwand says the agency has exhausted its investigation. He says the missing guns are entered in a federal database so they’ll be tracked if they ever show up.

The issue of the missing guns surfaced in a June review by the state auditor’s office that criticized the agency’s misuse of public money and its “noncompliance with laws, rules and policies.”

Problems uncovered by auditors included improper payments to employees and more than 100 guns missing from the volunteer hunter education program. Most of the guns were found and Steinwand has said steps are being taken to correct other problems.

MLB PLAYOFFS…
AMERICAN  LEAGUE

BALTIMORE (AP) – The Orioles set a team postseason record for runs while blasting Detroit 12-3 in Game 1 of the American League Division Series in Baltimore. Nelson Cruz and J.J. Hardy homered before the Birds scored eight times off four different pitches in the eighth inning. Cruz finished with three RBIs and was one of five Orioles with two hits.

ANAHEIM, Calif. (AP) – Kansas City has opened its American League Division Series by downing the Los Angeles Angels 3-2 on a solo homer by Mike Moustakas leading off the 11th inning. Royals starter Jason Vargas allowed two runs and three hits before Kansas City’s bullpen tossed one-hit ball over five shutout innings. Chris Iannetta (eye-ah-NET’-uh) and David Freese (freez) homered for the Angels.

       NATIONAL  FOOTBALL  LEAGUE

GREEN BAY, Wis. (AP) – Julius Peppers returned an interception 49 yards for a touchdown as the Green Bay Packers routed the Minnesota Vikings 42-10 last night. Eddie Lacy ran for a season-high 105 yards and two touchdowns. Jordy Nelson hauled in a 66-yard touchdown catch. The Packers’ defense held Minnesota scoreless for three quarters.

COLLEGE FOOTBALL…

EUGENE, Ore. (AP) – Unranked Arizona blew a 10-point lead in the fourth quarter before Terris Jones-Grigsby scored on a one-yard run with 2:54 remaining to give the Wildcats a 31-24 victory over second-ranked Oregon in Eugene. Jones-Grigsby accounted for 210 total yards, netting 115 on 27 carries and making four receptions for 95 yards. Marcus Mariota (mar-ee-OH’-tah) threw for 276 yards and two scores but couldn’t prevent the 4-1 Ducks from losing to Arizona for the second straight year.

MLB. NLDS…

WASHINGTON (AP) – Stephen Strasburg is finally getting to start a postseason game. Nationals manager Matt Williams has announced that Strasburg will start Game 1 of the National League Division Series with San Francisco on Friday. He’ll be opposed by veteran Jake Peavy, a late-season acquisition who has pitched well for the Giants down the stretch.

Strasburg was held out of the 2012 playoffs by the Nats to protect his surgically-repaired right elbow. That move is still being debated by some baseball fans.

The Nationals were 5-2 against the Giants during the regular season.

LOS ANGELES (AP) – Veterans Jason Motte (maht), Mark Ellis and A.J. Pierzynski (peer-ZIN’-skee) have been left off the St. Louis Cardinals’ 25-player roster for the NL Division Series against the Los Angeles Dodgers.

The Dodgers have yet to release their roster, although manager Don Mattingly has confirmed Hyun-Jin Ryu (hyoon-jihn ryoo) will start Game 3 on Monday in St. Louis. It will be the first game Ryu has pitched since coming out early on Sept. 9 because of left shoulder irritation.

 LPGA…

BEIJING (AP) – Top-ranked Stacy Lewis birdied five holes on the back nine to shoot a 7-under 66 in the first round of the Reignwood LPGA Classic. The American, who finished second to Shanshan Feng of China in last year’s inaugural tournament, had seven birdies overall. Lewis will start the second round with a one-stroke lead over Caroline Hedwall of Sweden.

In world and national news…

WASHINGTON (AP) – The Labor Department is about to report September employment data and economists say it was likely a pretty good month. A FactSet survey finds that economists think employers added 215,000 jobs last month and that there’s been no change in the 6.1 percent unemployment rate.

WASHINGTON (AP) – Manufacturing is President Barack Obama’s key word today. Obama is calling attention to industrial gains that have helped restore some higher-wage jobs during the recovery from the Great Recession. Obama plans to visit a steel manufacturer in Princeton, Indiana, today as part of a new fall political campaign push to promote pocketbook policies and to claim credit for economic improvement.

HONG KONG (AP) – Police have been hard-pressed to keep order today as residents of Hong Kong and supporters of the Beijing government try to rid the city of pro-democracy demonstrators. The clashes that broke out today have revived the possibility that the weeklong standoff could turn violent despite an attempt by the city’s leader to defuse the situation by offering talks with the demonstrators.

BEIRUT (AP) – A Syrian Kurdish town along the border with Turkey is under assault from the Islamist State group today. Activists and Kurdish fighters say fierce clashes are underway near Kobani. The Britain-based Syrian Observatory for Human Rights reports intense fighting to the east and southeast of Kobani. A defense official in Syria’s Kurdish region says Kurdish militiamen repelled the latest attack.

LOS ANGELES (AP) – There are new doubts circulating about the security of consumer data kept by lenders, retailers and others. JPMorgan Chase says its computer servers were milked for names, addresses, phone numbers and email addresses by hackers who might have been in the system as early as June. JPMorgan says there’s no evidence that actual account information was stolen.
