Bismarck (CSi) The ND Emergency Management Association recently held their annual membership meeting during the ND Emergency Management Conference in Bismarck.
Stutsman County Emergency Manager Jerry Bergquist received the Distinguished Service Award which is the highest award that the North Dakota Emergency Management Association gives to honor current members.
He was given the award for clearly influencing the field of Emergency Management and the work of the Association in a positive manner.
Other award presented:
Sherry Adams, Southwest District Health Unit, received the Achievement Award for outstanding or significant emergency management contributions that have occurred within the past year.
Mary Senger, Burleigh County Emergency Manager, received the Lifetime Achievement Award which honors and acknowledges the superior achievement of a member’s emergency management career in North Dakota.
Additionally, the following members were elected to serve on the Board:

Valley City (CSi) The CHI Mercy Health radiology department in Valley City.is hosting a number of events during “Breast Cancer Awareness Week.”
The Pink pumpkin decorating contest started Monday.
Drop by decorated Pink pumpkin in the radiology department.
Voting is going on all week for favorite pumpkin.
Tuesday, October 14 is Wear Pink Day.
Wednesday, October 15 a Bake sale will be held in the cafeteria from 11am to 1p.m., with proceeds going toward local counseling group sessions at the hospital.
Thursday, October 16 the radiology department holds a mammography open house from 11a.m. to 2p.m.
Balloons will be released, with the local Girl Scout Troops at 4p.m. to honor survivors and loved ones lost.
Friday, October 17 it’s the closing celebration for Breast Cancer Awareness Week from 2p.m. to 4p.m.
Treats will be offered and the winner of the Pink pumpkin decorating contest will be announced.
Bismarck (CSi) North Dakota Public Service Commission, Chairman, Brian Kalk says a Jamestown construction company is facing $17,000 in fines for violating North Dakota’s “call before you dig” law.
Kalk says there were seven complaints against Northern Excavating.
He says Reservation Telephone Company made the complaints, after service was disrupted in the Ross, North Dakota area. Reservation Telephone says copper and fiber optic lines were cut.
Kalk says typically, PSC staff contact companies that violated the “one call” law and settlements have been reached.
A formal hearing will be held on all those complaints.
FARGO (CSi) On Friday October 10th the North Dakota Highway Patrol conducted a sobriety checkpoint Dickey Count. The checkpoint was held from 7:30 pm to 9:30 pm at the junction of North Dakota State Highways 1 and 11. A total of 63 vehicles drove through the checkpoint. There were no drivers tested for impairment and no arrests were made at the checkpoint.
An alcohol saturation of Dickey, LaMoure and Sargent counties was conducted after the checkpoint, as well as a saturation of the area on Saturday October 11th. During those saturations, the following activity was reported:
1 arrest was made for Driving Under the Influence of Alcohol
1 arrest was made for Minor in Possession of Alcohol
1 arrest was made for Delivering Alcohol to a Minor
4 citations were issued for Open Container of Alcohol in a Motor Vehicle
29 traffic citations were issued
32 traffic warnings were issued
WILLISTON, N.D. (AP) – The number of HIV and AIDS cases in North Dakota has grown dramatically in recent years as workers from across the country have flocked to the state because of its booming economy.
The state Health Department says there were 166 HIV and AIDS patients living in North Dakota in 2007. That number more than doubled to 357 last year.
Health Department HIV/AIDS Program Manager Lindsey VanderBusch says cases are shifting to the state’s western oil patch. She says 35-40 percent of new reported cases occur there. In 2009, only about 10 percent of cases were from the region.
VanderBusch says that even with the increases, North Dakota still has one of the lowest HIV and AIDS prevalence rates in the nation.
GRAND FORKS, N.D. (AP) – Police in Grand Forks continue to search for the suspect in the robbery of a convenience store that happened over weekend.
The suspect is described as a white man, standing 5 foot 10 inches tall and weighing about 180 pounds, between 28 and 35 years old.
Police say the man entered Valley Dairy Big Cigs around 10:25 a.m. Sunday and brandished a black handgun. Authorities say the man left the store with an undisclosed amount of money.
The man was wearing aviator sunglasses, a light gray hooded sweatshirt, gray sweat pants, gray shoes and black gloves when he entered the business.
Authorities are asking that people with information on the incident contact the Grand Forks Police Department.
GRAND FORKS, N.D. (AP) – The Grand Forks County sheriff’s department is warning residents about a phone scam.
Authorities say they at least one county resident received a call from someone identifying himself as “Deputy Bob Allen.” The caller said the resident had two outstanding warrants for failing to show up for jury duty, and the individual was told to purchase a credit card pack. The resident was asked to call back with the credit card numbers to clear the warrants.
Sheriff’s department officials say law enforcement does not accept money of any kind and only a judge can clear a warrant.
WILLISTON, N.D. (AP) – The Occupational Safety and Health Administration is investigating the death of a welder in Williston.
28-year-old Dustin Payne, of Hazel Green, Alabama, worked as a welder for Nabors Completion and Production Services. He was injured in an Oct. 3 explosion and flown to a Minot hospital, and later died.
Williston is the hub of the bustling North Dakota oil patch, which has drawn workers from across the country.
BISMARCK, N.D. (AP) – A company says it plans to build a $4 billion in factory in North Dakota that will convert natural gas liquids into plastic.
Badlands NGL President William Gilliam (GIHL’-ee-uhm), Gov. Jack Dalrymple and Sen. John Hoeven announced the project on Monday at the state Capitol in Bismarck.
Gilliam says the plant would convert ethane from natural gas into polyethylene that’s used to make plastics.
Gilliam says the plant is slated to be running in 2017. He says a site for the project has not been selected.
Dalrymple says the project would be the largest private investment in state history.
Officials say the project will help capture more of the natural gas that currently is being burned off and wasted as a byproduct of the state’s soaring oil production.
WILLISTON, N.D. (AP) – A man accused of forcing women into prostitution in Williston has pleaded not guilty to numerous charges related to human trafficking.
38-year-old Keith Graves appeared in court on Friday, and his defense argued for the case to be dismissed for lack of evidence. Judge Paul Jacobson found probable cause to continue the case but did not immediately set a trial date.
Graves is accused of running a prostitution ring out of area hotels, and raping a woman he was recruiting and forcing her to take drugs.
Graves was one of the main subjects of “The Overnighters,” an award-winning documentary that follows a Lutheran pastor who opened up his Williston church and parking lot to oil workers with nowhere to stay.
CROSBY, N.D. (AP) – State Rep. David Rust has been tabbed to fill the North Dakota Senate seat held by retiring Sen. John Andrist.
Rust is a retired Tioga school superintendent who has served in the House since 2009. The Bismarck Tribune reports that the District 2 Republican committee last week appointed him to take over for the 83-year-old Andrist, a Crosby resident who’s resigning his seat Nov. 30 due to poor health.
Andrist has two years remaining on his term.
The district committee in the coming weeks will be appointing someone to take over Rust’s seat in the House. Two possibilities are Crosby Mayor Bert Anderson and former Stanley Mayor Mike Hynek.

NEW ORLEANS (AP) – A Louisiana waste disposal facility says it will not accept the ashes generated when a Texas Ebola victim’s belongings were incinerated — at least not until state officials agree that it would pose no threat to the public. The company says it doesn’t “want to make an already complicated situation more complicated.” The head of the Centers for Disease Control and Prevention told reporters today incineration and chemical treatment of the infected waste is enough to remove any risk.
DALLAS (AP) – Health officials are calling on the nation’s hospitals to keep an eye out for symptoms of Ebola in any patients who have traveled from the three West African nations that have seen the greatest number of infections. And the head of the Centers for Disease Control and Prevention says he wouldn’t be surprised if another hospital worker who cared for Thomas Duncan becomes ill — because Ebola patients become more contagious as the disease progresses. Duncan died last week in Dallas. A nurse who treated him has now tested positive for Ebola.
FERGUSON, Mo. (AP) – There’s been another protest Monday in Ferguson, Missouri, where clergy members led several hundred people on a march while using a bullhorn to read the names of people killed by police nationwide. They marched to police headquarters in the St. Louis suburb where Michael Brown was fatally shot in August. It’s the third straight day of organized rallies in Ferguson.
MINNEAPOLIS (AP) – Catholic church leaders in Minnesota say they won’t recommend any priests for active ministry if they’ve been credibly accused of sexual abuse of a minor. The pledge is part of child protection protocols called for in today’s settlement of a groundbreaking public nuisance lawsuit against the Archdiocese of St. Paul and Minneapolis and the Diocese of Winona. Church leaders were accused of failing to warn parishioners about an abusive priest.
SAYREVILLE, N.J. (AP) – New Jersey is considered one of the leaders nationwide in anti-bullying legislation. But those measures don’t specifically address sports teams. The town of Sayreville is reeling from the arrests of seven high school football players on charges that they sexually assaulted younger teammates. The governing body of high school sports in the state leaves it up to individual schools to set policies on bullying. But the 17-page policy at the school in Sayreville doesn’t mention the words “athletics,” “sports” or “coaches.”
