Jamestown (CSi) The Jamestown/Stutsman Development Corporation (JSDC) has voted to charge $600 per acre annually as the rent for land thatcould possibly be used as a crew camp for the planned CHS nitrogen fertilizer project.
The Board of Directors decided to raise the rent from the $125 per acre annually, as recommended by the JSDC Executive Committee.
JSDC CEO, Connie Ova says, the land should be valued at industrial land and based the $600 per-acre, per-year rent on 10 percent of the value of the land.
Marketing communications director for CHS, Annette Degnan, has indicated previously that the company is reviewing several proposals for crew camps and said any discussions regarding the location of a crew camp would include local residents and law enforcement.
The proposed crew camp location is on land owned by the JSDC south of the Spiritwood Energy Park Association property and includes, water, sewer and natural gas service.
Jamestown (CSi) The Jamestown Planning Commission has recommended replatting property that could clear the way for an extended-stay hotel.
The property is at the 500 block of 24th Street Southwest, west of Mac’s hardware store.
The approval is on a plat request for Bender’s First Addition. The plat combines property from lot 4 of block 1, Uncle Bob’s Second Addition, and lot 4 of block 1, Dakota Inn addition.
The private party requesting the replat is looking at building a three-story, 46-unit “My Place Hotel,” an extended-stay hotel, that has hotels in Fargo, Bismarck, Dickinson and Williston.
Bismarck (CSi) The ND Emergency Management Association recently held their annual membership meeting during the ND Emergency Management Conference in Bismarck.
Stutsman County Emergency Manager Jerry Bergquist received the Distinguished Service Award which is the highest award that the North Dakota Emergency Management Association gives to honor current members.
He was given the award for clearly influencing the field of Emergency Management and the work of the Association in a positive manner.
Other award presented:
Sherry Adams, Southwest District Health Unit, received the Achievement Award for outstanding or significant emergency management contributions that have occurred within the past year.
Mary Senger, Burleigh County Emergency Manager, received the Lifetime Achievement Award which honors and acknowledges the superior achievement of a member’s emergency management career in North Dakota.

Valley City (CSi) The CHI Mercy Health radiology department in Valley City.is hosting a number of events during “Breast Cancer Awareness Week.”

Bismarck (CSi) North Dakota Public Service Commission, Chairman, Brian Kalk says
a Jamestown construction company is facing $17,000 in fines for violating North Dakota’s “call before you dig” law.
Kalk says there were seven complaints against Northern Excavating.
He says Reservation Telephone Company made the complaints, after service was disrupted in the Ross, North Dakota area. Reservation Telephone says copper and fiber optic lines were cut.
Kalk says typically, PSC staff contact companies that violated the “one call” law and settlements have been reached.
A formal hearing will be held on all those complaints.
FARGO (CSi) On Friday October 10th the North Dakota Highway Patrol conducted a sobriety checkpoint Dickey Count. The checkpoint was held from 7:30 pm to 9:30 pm at the junction of North Dakota State Highways 1 and 11. A total of 63 vehicles drove through the checkpoint. There were no drivers tested for impairment and no arrests were made at the checkpoint.
An alcohol saturation of Dickey, LaMoure and Sargent counties was conducted after the checkpoint, as well as a saturation of the area on Saturday October 11th. During those saturations, the following activity was reported:

1 arrest was made for Delivering Alcohol to a Minor

GRAND FORKS, N.D. (AP) – Police in Grand Forks continue to search for the suspect in the robbery of a convenience store that happened over weekend. The suspect is described as a white man, standing 5 foot 10 inches tall and weighing about 180 pounds, between 28 and 35 years old. Police say the man entered Valley Dairy Big Cigs around 10:25 a.m. Sunday and brandished a black handgun. Authorities say the man left the store with an undisclosed amount of money.
BISMARCK, N.D. (AP) – A company plans to build a $4 billion factory in North Dakota that will convert natural gas liquids into plastic. Badlands NGL President William Gilliam (GIHL’-ee-uhm) says the plant would convert ethane from natural gas into polyethylene that’s used to make plastics. The plant is slated to be running in 2017. A site has not been selected.
MINOT, N.D. (AP) – Minot’s former city attorney has filed a federal lawsuit claiming the city, its attorneys and two credit reporting agencies violated her privacy by not properly protecting her personal credit report.
Colleen Auer is seeking $1,000 in damages for each violation of federal credit law, along with other unspecified damages.
The Bismarck law firm representing Minot says Auer signed an authorization form and her privacy wasn’t violated.
Auer was fired May 2 after only about a month on the job for alleged insubordination. She earlier filed grievances with the state Labor Department and the federal Equal Employment Opportunity Commission for alleged harassment and wrongful termination.
She also has filed a whistleblower complaint alleging she was fired for refusing to follow orders that she believed broke the law.
GRAND FORKS, N.D. (AP) – The Grand Forks County sheriff’s department is warning residents about a phone scam.
Authorities say they at least one county resident received a call from someone identifying himself as “Deputy Bob Allen.” The caller said the resident had two outstanding warrants for failing to show up for jury duty, and the individual was told to purchase a credit card pack. The resident was asked to call back with the credit card numbers to clear the warrants.
Sheriff’s department officials say law enforcement does not accept money of any kind and only a judge can clear a warrant.
SIOUX FALLS, S.D. (AP) – An infectious disease consultant for a regional health system says the infection of a Dallas nurse caring for an Ebola patient was a wake-up call for hospitals to be more prepared.
Dr. Wendall Hoffman says Sanford Health has improved its ability to respond to the virus over the past couple of weeks by asking questions about patient travel and educating staff on personal protective equipment. Training drills are also in the works.
He says if an infected person were to be identified, they would be transferred to a hospital with a higher level of care. But Hoffman says Sanford is gearing up to be able to treat people through the extent of their illness.
Sanford operates clinics and hospitals in South Dakota, North Dakota, Minnesota, Iowa and Nebraska.
GRAND FORKS, N.D. (AP) – A North Dakota mental health treatment center has received a national award for community-based facilities serving young people.
The Performance-based Standards Learning Institute presented an award to the state Department of Human Services’ Ruth Meiers Adolescent Treatment Center on Monday. It was recognized for using data and performance-based standards to improve outcomes for mental illness patients, families and staff.
The institute says the residential treatment center in Grand Forks was selected for its work to improve fairness around discipline issues, and for its sensitivity to the impact of trauma on many of its young clients.
The center became a PbS pilot project in 2012 with support from the state Department of Corrections and Rehabilitation. It aimed to keep young people out of the juvenile correction system by providing better services.
WILLISTON, N.D. (AP) – Former Alaska Gov. Sarah Palin says North Dakota embodies the “drill, baby, drill” mantra more so than anywhere else.
Palin also says her native Alaska and North Dakota also share a kinship based on oil a “pioneering spirit.”
Palin made the remarks at a fundraiser for Williston, North Dakota’s Trinity Christian School at Williston State College Monday night. Event organizers only allowed The Associated Press and other media outlets to watch several minutes of Palin’s speech. The theme of the fundraiser was Christian education and oil.
BISMARCK, N.D. (AP) – The gap in substance abuse services in the Bismarck area will be closed when a 16-bed clinic opens in 2016.
The Heartview Foundation plans to open a facility near Cando that will serve patients with substance abuse and co-occurring mental and physical disorders.
Kurt Snyder is the group’s executive director. Snyder says the state’s growing population and the rise in drug overdose fatalities nationwide have increased the demand for substance abuse services.
Snyder said the previous operator of the facility shot down the clinic following a reduction in benefits for low-intensity residential treatment.
The newspaper reports patients receiving Medicaid benefits will be eligible to seek treatment at the clinic.
Gov. Jack Dalrymple and North Dakota’s congressional delegation are hosting an annual energy conference in Bismarck. The eighth-annual Great Plains and EmPower ND Energy Conference is slated at Bismarck State College on Tuesday. Officials say the conference will feature energy policymakers, researchers, entrepreneurs and industry leaders.

BISMARCK, N.D. (AP) – Game and Fish biologists are studying how the cooler-than-normal summer might have impacted fish spawning and stocking success across North Dakota.
Fisheries management section leader Scott Gangl (GANG’-uhl) says overall, there appears to be average reproduction and stocking success.
Gangl says Lake Sakakawea produced good catches of virtually all young fish. He attributes that to good water levels, abundant spawning habitat and plentiful forage fish.
Devils Lake and Stump Lake reported fair to good numbers of young walleye, while yellow perch reproduction was much lower than the strong reproduction year of 2013.
Gangl says Lake Oahe is starting to show signs of recovery from the 2011 flood, but catch rates of forage fish and young game fish remain low upstream from the Missouri River reservoir.

The Niners sacked Austin Davis five times and clinched the victory on Dontae Johnson’s 20-yard interception return in the final minute. CONROE, Texas (AP) – The hearing on whether to remove the judge in the felony child abuse case against Minnesota Vikings star Adrian Peterson has been pushed back.
Mary Flood, a spokeswoman for Peterson attorney Rusty Hardin, said Tuesday the recusal hearing for Montgomery County District Judge Kelly Case has been rescheduled for Oct. 22. Retired Tarrant County District Judge Jeff Walker will preside.
Peterson is charged with injury to a child for using a wooden switch to discipline his 4-year-old son. A not guilty plea is expected.
Prosecutors want to replace Case, who chided attorneys in the case in a derogatory manner. Once that is settled, a motion to revoke Peterson’s bond for alleged marijuana use will be considered.
Case set a tentative trial date for Dec. 1. Peterson is on paid leave.

PHOENIX (AP) – Chip Hale is the new manager of the Arizona Diamondbacks after three years as Oakland’s bench coach. Hale takes over for Kirk Gibson after the Diamondbacks posted three straight non-winning seasons, including a major league-worst 64-98 mark this year. Hale previous spent 10 years in the Diamondbacks organization.

Florida State announced last week it will use an independent official in the student code of conduct hearing. No hearing date has been set.

SANAA, Yemen (AP) – Yemeni security and military officials say Shiite rebels have launched a new offensive that captured a key port city on the Red Sea and a province south of Sanaa. The same rebels recently overran the capital. The development indicates the rebels may be determined to carve out a mini-state within Yemen, taking advantage of the weakness of the central government and military disarray.
PARIS (AP) – The top U.S. and Russian diplomats are meeting in Paris to talk about Ukraine in an effort to improve relations. There are some causes for optimism despite the difficulties. Most Russian troops appear to have left the scene of the fiercest fighting between government forces and separatist rebels. And Russia’s president meets this week with his Ukrainian counterpart.
LONDON (AP) – A trial has opened in London for a man accused of preparing a terrorist act and possessing bomb-making instructions. Prosecutors say he had the address of former Prime Minister Tony Blair in his car. Prosecutors had sought to have the trial in secret on national security grounds. But a media organization challenge resulted in a judge’s ruling that portions of the trial be in public.
DUBLIN (AP) – It’s a big day for Ireland’s economy — the end of six years of grueling tax hikes and spending cuts. Finance Minister Michael Noonan and Public Expenditure Minister Brendan Howlin are unveiling a 2015 budget expected to contain around 1 billion euros ($1.3 billion) in income tax breaks and spending increases. Austerity had slashed 30 billion euros from the economy.
