Weather News…

BISMARCK, N.D. (AP) – Strong winds are causing problems for
motorists, electrical crews and even buildings in the Dakotas.
     The National Weather Service has posted high wind advisories and
warnings for a second day, with gusts of more than 60 mph in some
areas.
     Scattered power outages have occurred in the two states.

A building under construction in the southwestern North Dakota town of New England collapsed.
Tumbleweeds in Dickinson piled up as high as some buildings.

Hess Corp. shut down some oil rig activity in the region.
     In South Dakota,  wind gusts broke off the top of a 40-foot electrical pole in Fort Pierre, leading to some power outages. Aberdeen trucker Don Neifer says  he decided to get off the road Wednesday afternoon.

 BUCYRUS, N.D. (AP) – More than two dozen people were evacuated
as a wildfire swept through the southwestern North Dakota town of
Bucyrus (byoo-SY’-ruhs).
     No major injuries were reported in the Wednesday fire, but
authorities say there is little left of the town. A shelter was set
up in the nearby town of Hettinger for people left homeless.
     Authorities also had a plan in place to evacuate Hettinger but
firefighters from numerous agencies in North Dakota and South
Dakota got the fire under control late Wednesday despite winds
gusting more than 60 mph.

The cause of the blaze was not immediately determined.
     The fire prompted state transportation officials to temporarily
shut down a portion of U.S. Highway 12 Wednesday night.

 

Stutsman County Emergency Manager Jerry Bergquist says the National Weather Service fire danger index for Stutsman County, changed three times on Wednesday.

At 11:57 a.m., the Weather Service changed Stutsman County’s fire danger index to high, and at 12:28 p.m., it was changed again to low.

Those adjustments came even though the winds were still gusting up to 45 mph.

The Weather Service says, high relative humidities determined factor in this case.

The Stutsman County officials will discuss an issue, that occurred Wednesday, when, miscommunication caused Stutsman County employees inadvertently violating the county’s burning restrictions.

At about 8 a.m., Stutsman County Park Department, Superintendent, Dennis Lorenz, informed the County Dispatch Center that he was going to burn several piles of branches on the Jamestown Reservoir Island, near the water.

The dispatcher took down the information without telling Lorenz the burn ban was in effect.

Bergquist says, it was not the dispatcher’s responsibility to inform Lorenz.

Stutsman County Sheriff’s Deputy, Sgt. Elizabeth Kapp went to the site and told county workers of the burning restrictions.

The workers put out the fire.

No citation, was issued, because the workers informed dispatch of the burn intentions.

 

Valley City, ND (KCSi-T.V. News Oct 16, 2012) — The Valley City Commission met in Special Session Wednesday morning (Oct 17, 2012) at 8-a.m., at City Hall to discuss the Barnes County’s 9-1-1 decision. to take over the 9-1-1 department. All City Commissioners were present, Mary Lee Nielson attended by telephone.

Earlier this week, the Barnes County Commission voted 3-2

to allow 9-11 dispatcher now employed by Valley City to become Barnes County employees, effective January 1, 2013.

The ratio agreement for costs was 1- Barnes County, 2-Valley City, 3 9-1-1 funding.

 

Under the county’s plan Barnes County Emergency Services Director, Kim Franklin is the temporary 9-1-1 Coordinator.

A 9-1-1 Administrator will be added, January 1, 2013.

County Commission President Cindy Schwehr, Rodger Berntson and Eldred Knutson vote in favor of the 9-1-1 employees transfer back to the county. Commissioner’s Jon Froehlich and Phil Leitner voted against the motion.

At Wednesday’s Valley City Commission meeting, City Administrator David Schelhoph said he attended the Barnes County Commission meeting, along with Police Chief Fred Thompson and Lt. McDonald.

 

Schelkoph said they tried to persuade the county to phase in the program over a year, and added that the 9-1-1 department should remain under city control.

 

Schelkoph noted three points to the city’s position.

 

  • the cost for the change will mean more expenses for the city and county.

 

  • Current 9-1-1 staff, could leave due to the change.

 

  • Police Chief Fred Thompson has experience in leading a 9-1-1 department.

 

Mayor Werkhoven said the issue needs to move forward and fears the possibility of the 9-1-1 staff being ‘political pawns.’

 

City Commissioner Magnuson had questions about early morning staffing of 9-1-1.

He said the city has not yet seen any projected county costs, or expenses.

 

Schelkoph said cost will be shared with the city on a 2-1 ratio, and would be an added expense to the city.

 

Police Chief Thompson question why the dispatcher should handle calls that may better be responded to, by police officers, or other proper authorities.

 

Commissioner Pedersen suggested 9-1-1 staff be part of crafting the changes.

 

A dispatcher, and the present 9-1-1- Coordinator, Andrea Suhr said the consensus of the 9-1-1 staff is to stay at the present location, for operations.

She said the policy and procedures manual for 9-1-1 needs updating.

She said the policies are currently under review by the 9-1-1 Department.

She noted 9-1-1  currently is handling 70,000 in administrative calls, alone.

She added the current 9-1-1 staff is taking a “wait and see,” stance as to future developments.

She pointed out, those working 12 hour shifts go without eating, to maintain answering 9-1-1 calls, and so more staffing will be required.

 She said the present equipment is in need of replacement.

Mayor Werkhoven says the police chief is working with 9-1-1 staff on resolving various issues.

Chief Thompson said moving the 9-1-1 dispatch area to the back room will not add to expenses.

 

City Commissioner Pedersen said he prefers the 9-1-1 department be under city oversight.

 

Mayor Werkhoven said the city needs to take an official stance, on the issue, with the city’s thoughts, and the issue is not settled.

 

City Commissioner Magnuson said he wants to see a plan outlined from Barnes County.

 

City Administrator Schelkoph said the two main issues are, planning for transition of 9-1-1 to Barnes County, and the city employee transfer to the county.

 

The Valley City Commission on a 4-1 vote, with Commissioner Nielson voting “no” passed a Resolution, to present to the Barnes County Commission.

The Resolution says the city agrees with the proposed Barnes County Commission cost-share ratio, it requests a timeline for the transfer of city 9-1-1 employees to Barnes County, a plan of action is requested from the county for daily 9-1-1 operations, a county reasoning for the take over of 9-1-1 operations, and, for the county to address cost increases.

Jametown, ND (KCSi-T.V. News) — The community is invited to join together on Sunday, October 21, 2012, at 11:30-a.m., in moment of prayer and special thoughts for 15-year old Anne Dodson of Jamestown.

Anne is the daughter of Chris and Rosalie Dodson.

On Wednesday’s Wayne Byers Show on CSi Cable 2, family friend, Bonnie Laber said, that Anne continues to suffer from a chronic illness, which has escalated and prevented Anne from attending school last year, and so far this school year.

Anne has been able to some extent to be tutored.

She said that Anne is very frail, adding the illness has caused numerous hospital visits on a regular basis.

Anne has had five surgeries, she’s been in nine different facilities in seven states the past year.

She said the medical field is still puzzled about Anne’s illness, adding that the many trips to the emergency room and to many hospitals, along with the sleepless nights and sick days at home have taken a toll on this family.

She said that local pilots have volunteered to provide air transportation for Anne and her family to hospitals.

She said that the moment of prayer request has been added to a number of church bulletins, including in the Fargo Diocese.

Ms. Laber added that she appreciates those who are supporting us and those that have contacted us in their support and participation.

They are: First United Methodist, the State Hospital Chaplaincy ministry, Concordia, Grace Episcopal, St. James Basilica, St. Margaret’s Buchanan and the Fargo Diocesan Office.

She said that she looks forward to hearing from other area churches and groups that will join in this special event.

Also on our show, an organizer of the community prayer, Nellie Degen said she believes this is the first outreach of prayer as a whole, for the Stutsman County community, for a young person.

She added the Parent Awareness and Prevention Center in Jamestown is working with the school district and other entities in the community on their concerns.

 

 

 BISMARCK, N.D. (AP) – A 14-year-old Bismarck boy has been cited
for speeding and reckless driving after crashing into a home in
North Dakota’s capital city.

     Bismarck Police Sergeant Mark Buschena says the boy lost control
on a corner, and the Jeep he was driving crashed into a house and
became wedged into the home’s unoccupied basement.

     Buschena says the boy was taken to a hospital for treatment of
unspecified injuries. He says the house sustained $10,000 in
damage, while the Jeep had $5,000 in damage.

     A state law passed in 2011 requires those younger than 16 to
have a driver’s permit for one year before getting a restricted
driver’s license.

Those who turned 14 before January 1st were
required to have permits for only six months before getting
licenses.

          
     BISMARCK, N.D. (AP) – The state Health Department says six North
Dakota pharmacies or clinics have received products from a
Massachusetts company associated with a national meningitis
outbreak.

     The department has informed facilities in Williston, Fargo and
Grand Forks of new federal recommendations on New England
Compounding Company products.

     Only three lots of medications, none of which were shipped to
North Dakota, were originally implicated in the outbreak. But
additional cases of meningitis reported in other states indicate
other medications may also be causing meningitis.

     The Health Department is endorsing federal recommendations that
health-care providers notify patients who may have received any
injectable or ophthalmic medication from the company, and advise
them to seek care if they develop symptoms of meningitis or joint
infection.

     No meningitis or infections have been reported in North Dakota.

 

 GRAND ISLAND, Neb. (AP) – A West Fargo company is buying three
CaseIH agriculture equipment dealerships in Nebraska. Titan
Machinery officials say the deal for Toner’s Incorporated is
expected to close next month.

 

 CARRINGTON, N.D. (AP) – The U.S. Treasury Department has
provided $3.4 million to a group of 36 North Dakota cities to
support loans to small businesses.

     Every $1 in federal money must be matched with $10 in private
sector investment, which will lead to $34 million in private sector
funding.

     The city of Carrington is the lead community for the group of
cities in central and eastern North Dakota.

     Deputy Assistant Treasury Secretary Don Graves ways the State
Small Business Credit Initiative program will help small businesses
get the money they need to expand and create jobs.
    

 

 BISMARCK, N.D. (AP) – North Dakota’s competitive Senate race is
coming down to ticket-splitters.

     Republican presidential hopeful Mitt Romney is expected to
easily win the state, which is now enjoying a boom in energy
development.

But in the race for retiring Democrat Kent Conrad’s
seat in the U.S. Senate, GOP Congressman Rick Berg is locked in a
bitter battle with the state’s former Democratic attorney general,
Heidi Heitkamp.

     Heitkamp is drawing support from many voters who are certain to
cast their ballots for Romney. Berg is working to persuade voters
to vote a straight Republican ticket.

     The race is potentially critical to GOP hopes of taking back the
Senate. Republicans need a net gain of four seats to win control if
Obama wins re-election, three if Romney wins.

 

BISMARCK, N.D. (AP) – The U.S. Fish and Wildlife Service is
offering a $2,500 reward to try to get information about who shot a
bald eagle in northwest North Dakota.

Witnesses say whoever shot the bird was driving a white pickup. The federally protected animal was injured, but didn’t die.

 

 BISMARCK, N.D. (AP) – A previous owner of McDonald’s restaurants
in North Dakota is about $10,000 richer after selling a 20-year-old
container of McJordan barbecue sauce to a buyer in Chicago.

The sauce was used on McJordan Burgers, named for basketball icon
Michael Jordan. The promotional item was sold in the Chicago and
Minneapolis areas during the 1990s.

 UNDATED (AP) – The St. Louis Cardinals have taken a 2-1 lead in
the NL Championship Series by outlasting the San Francisco Giants
3-1 in a game that was interrupted by a three and a-half hour rain

 Game 4 is tonight at Busch Stadium. Tim Lincecum
(LINZ’-ih-kuhm), who was 10-15 in the regular season, opposes the
Cards’ Adam Wainwright, who was 14-13 during the year.

  New York at Detroit rained out.. The Tigers can clinch a spot in the World Series with a win over the Yankees in the Motor City this afternoon, weather permitting.

     UNDATED (AP) – Derek Jeter will have surgery on his broken left
ankle, and the New York Yankees say the star shortstop could need
four to five months to completely recover.

     The Yankees say that Jeter will be operated on Saturday by Dr.
Robert Anderson in Charlotte, N.C.

 
    WNBA BASKETBALL PLAYOFFS

 MINNEAPOLIS (AP) – Seimone Augustus scored 23 of her 27 points
in the second half to help the Minnesota Lynx surge past the
Indiana Fever 83-71 last night to even the WNBA finals at one game
apiece.

Maya Moore pitched in 23 points and the defending champion
Lynx forced the Fever into 24 turnovers, 15 after halftime in
Minneapolis.

The series now moves to Indiana. Game 3 is on Friday and Game 4 is on Sunday.

 Chicago Cubs broadcaster and former big league manager Bob
Brenly says he won’t return to the team next season.

WGN-AMERICA  and Brenly released a joint statement announcing his departure from the Cubs after eight seasons. Brenly says he’s looking for another TV gig.

 BOSTON (AP) – Eddie Yost, nicknamed “The Walking Man” because
of his penchant for drawing bases on balls during an 18-year major
league career, has died. He was 86. The Boston Red Sox say Yost
died Tuesday morning in Weston, Mass., but did not announce a
cause.
     Yost spent his first 14 seasons with the original Washington
Senators and then played for the Tigers and Angels.

 MINNEAPOLIS (AP) – Minnesota Timberwolves star Kevin Love will
miss the next six to eight weeks after breaking his right hand in a
workout yesterday.

 The team made the announcement after practice, saying Love broke the third and fourth metacarpals on his shooting hand during a morning workout.

The Sacramento Kings exercised the 2013-14 contract options of
center DeMarcus Cousins and guard Jimmer Fredette.

 

 NHL-LABOR
      NEW YORK (AP) – NHL labor negotiations will resume today after
the players’ union reviewed management’s proposal and saw it as
only a small step forward to ending the month-long lockout.

     The NHL made the 50-50 revenue split proposal Tuesday in what it
said was an attempt to preserve a full 82-game schedule. The league
publicly released the plan Wednesday.

     NHL players’ union head Donald Fehr (feer) met with players to
formulate the union’s response. In a letter to players and agents,
he said the management plan would cost his members more than $1.6
billion over six years.
    

NASCAR-EARNHARDT
     CHARLOTTE, N.C. (AP) – Dale Earnhardt Jr.’s sister says NASCAR’s
most popular driver could be back racing next week at Martinsville
Speedway.

Earnhardt will miss his second consecutive race Sunday at
Kansas because of two concussions suffered in a six-week span.

     Kelley Earnhardt Miller wrote in a post on JRNation.com that
Earnhardt is on schedule to test a car early next week. If all goes
well, she says he can race again Oct. 28 at Martinsville.

     
     ARMSTRONG
     UNDATED (AP) – Nike, Anheuser-Busch and 24-Hour Fitness have all
severed ties with famed cyclist Lance Armstrong, following evidence
that he participated in doping and misled the company for more than
a decade.

     Nike said it will continue to support the initiatives of
Livestrong, a cancer nonprofit organization.

     Armstrong has stepped down as chairman of his Livestrong
cancer-fighting charity so it can focus on its mission instead of
its founder’s problems.

DHAKA, Bangladesh (AP) – The family of a Bangladeshi man accused
of trying to bomb the Federal Reserve Building in New York City
says it’s stunned by his arrest.

The FBI arrested Quazi Nafis after he allegedly tried to detonate a fake 1,000-pound car bomb.

 His family says the 21-year-old is a gentle man incapable of such
actions and his father is calling on the Bangladesh government to
intervene to get his son back to his home country.

     
     KABUL, Afghanistan (AP) – President Hamid Karzai (HAH’-mihd
KAHR’-zeye) says Afghanistan is ready to take full responsibility
for security in the country if the U.S.-led coalition decides to
speed up the handover to government forces.

The current plan calls for NATO’s security transition to Afghan forces to be complete by the end of 2014.

     
     WASHINGTON (AP) – One-liners will be on the menu when President
Barack Obama and Mitt Romney appear together at charity gala
tonight in New York City.

They’ll each try their repertoire of jokes at the Alfred E. Smith Memorial Foundation Dinner, an event organized by the Catholic Archdiocese of New York.

It’s been a required stop for politicians since the end of World War II.

     
     PORTLAND, Ore. (AP) – The Boy Scouts of America’s so-called
perversion files will be released today.

These are confidential files the Scouts kept on men they suspected of child sex abuse.

The files cover a 20-year period from 1965 to 1985 and their release
comes after a two-year court battle.

     
     THE HAGUE, Netherlands (AP) – Dutch actress Sylvia Kristel has
died at age 60.

Her agent says the star of the 1970s erotic movie
“Emmanuelle” had been fighting cancer for several years.

Kristel went on to star in several sequels to “Emmanuelle,” as well as in
Hollywood movies including “Private Lessons” in 1981.
