FARGO, N.D. (AP) – The city of Fargo and its police chief are parting ways.

City commissioners announced Monday morning that they have signed a separation agreement with Chief Keith Ternes (TUR’-nuhs), who has held the job for 8  1/2 years. Ternes has been with the department since January 1987.

Ternes says he views the move as early retirement, and says he’s been looking at other options for a while.

The city recently formed a committee to look into complaints over morale within the police department. Ternes says he viewed the review as a good thing for the department.

Commissioners named Deputy Police Chief David Todd to take over the chief’s job on an interim basis.

The Salvation Army and several Williston-area churches organized the program last February, with the help of about three dozen volunteers. A local crew camp provided 10 beds for 50 nights for Project Heat.

In world and national news…

PAHOA, Hawaii (AP) – A small stream of lava is getting close to hitting the first house in a rural town on Hawaii’s Big Island that has been watching the flow for months. Hawaii County Civil Defense officials say the breakout flow was about 5 yards from the home’s garage Monday morning in Pahoa. Officials are bracing for the lava to burn the house. The occupants have already left. The leading edge of the lava has stalled, but lava is breaking away at several spots.

BEIJING (AP) – The release of two Americans by North Korea isn’t going to pave the way for a new round of nuclear talks with the United States. That’s the indication from President Barack Obama, who says the U.S. needs more than “small gestures” before it reopens talks with the North at a high level. He spoke at a summit in China, and said his administration had offered nothing in return for the release of Kenneth Bae and Matthew Miller.

MUSCAT, Oman (AP) – For a second straight day Monday, Secretary of State John Kerry has met with Iran’s foreign minister and a European Union senior adviser in Oman. They’re working against an end-of-the-month deadline for a deal to curb Iran’s nuclear program. And the Obama administration faces another deadline of its own — trying to seal an agreement before skeptical Republicans, who will control Congress next year, are able to scuttle it.

SAN FRANCISCO (AP) – Security researchers say they’ve discovered a vulnerability in Apple’s software. And they say hackers could steal sensitive information from iPhones or iPads by tricking device owners into downloading a malicious app. It can be designed to look like an update for a legitimate app the owner is already using for email, banking or other purposes. Experts are warning users not to install apps that don’t come from the official Apple store.

PHILADELPHIA (AP) – Pennsylvania’s two largest cities are suing the state, as part of an effort to enact tougher local firearms restrictions. They are challenging a new law that was designed to let the National Rifle Association go to court to challenge those local ordinances. The state legislature has resisted new forms of gun control in a state rich with hunting tradition.
