Jamestown (CSi) The James River Valley Library System Board of Directors Wednesday evening, tabled the first post-election discussion of the future of Alfred Dickey Library at its regular meeting Wednesday.

On November 4, 2014 voters defeated the sales tax measure, 4,240 to 3,055.

The board directed Library Director Joe Rector, Assistant Director Jennifer Senger and Bill Kennedy to begin developing a two-fold strategic plan that would, in the short term, look at how to best use the existing space at Alfred Dickey and the Stutsman County libraries, while simultaneously working toward a long-term goal of finding a building to support the growing library system and its needs.

Rector will begin researching consultants who can help redesign the library interior to raise efficient use of space. He will also look into reducing its book collection and weeding out “underperforming” books. Other plans include using space at the Stutsman County Library for adult programming.

Jamestown (CSi) The NDSU Stutsman County Extension Service office is looking to settle in a new location – The former Southeast Jamestown home to the James River Senior/Community Center.

The Extension Service is now located at 116 1/2 1st St. SE, in the Memorial Building, but needs more space.

The Stutsman County Commission has unanimously approved having Stutsman County Auditor/COO Casey Bradley, to start with modifying the building to establish an office and a reception area.

The estimated cost is $20,000 to $30,000 paid from the Extension Service budget.

Bradley says the project and new Extension Service location will not effect the Stutsman County Library, which shares the location.

The county commission sought bids to sell the building, and rejected one bid for $40,000.

WILLISTON, N.D. (AP) – Authorities in North Dakota have arrested a man who they accuse of firing a handgun multiple times in a trailer park in Williston.

23-year-old Robert Mulac is facing initial charges of reckless endangerment and discharge of a firearm within city limits. Williston Police officers located Mulac after receiving five 911 calls.

Officers found Mulac shirtless with a Glock semi-automatic pistol tucked into the back of his pants. Authorities say the gun had five hollow point rounds and a sixth casing was found in the snow.

The station reports Mulac admitted to police that he had shot at a man and fired the gun four or five times.

He is in custody on a $10,000 bond. It’s unclear whether he has an attorney.

BISMARCK, N.D. (AP) – North Dakota Attorney General Wayne Stenehjem says residents across the state are receiving scam recorded messages that appear to come from their own phone number.

Stenehjem says residents who have received the calls are worried that their phones may have been hacked. He says this is just the latest effort by con artists to try to trick people into answering the phone.

The Consumer Protection Division says the robocalls are variations of the credit card interest rate reduction scams that have been circulating in North Dakota.

Parrell Grossman is the division’s director. He is urging residents to not pick up the phone if the caller ID displays their own phone number. He adds residents should never provide or confirm any personal or banking information to an unsolicited call.

The current national average is $2.86 per gallon. It has been below $3 since Nov. 1.

AAA cites falling global oil prices as the primary reason for the drop in the price of gas at the pump. The downward pressure on prices is expected to continue through the Thanksgiving holiday.

BISMARCK, N.D. (AP) – A new federal definition of rape has resulted in a big increase in the number of crimes in North Dakota recorded under that category in 2013.

The old definition considered only sexual assaults on females. Attorney General Eric Holder in 2012 changed the official definition so it was not gender-specific.

The FBI’s annual Uniform Crime Report shows 330 rapes in North Dakota in 2013. Under the old definition, only 230 of the cases would have qualified for that category.

The  43 percent jump in recorded rapes in North Dakota under the new definition is in line with the increase nationally.

SIOUX FALLS, S.D. (AP) – A judge has ordered that a man charged in the killing of the 2-year-old son of Minnesota Vikings running back Adrian Peterson in South Dakota last fall must have no unsupervised contact with children and no contact with the victim’s family.

He was released on a $2 million bond in September and faces charges of second-degree murder, manslaughter and aggravated assault in the October 2013 death of Tyrese Ruffin. His trial has been indefinitely delayed from its planned October start date.

The judge declined a Lincoln County state’s attorney’s request to subject Patterson to GPS monitoring. Patterson signed an extradition hearing waiver to ensure he would be returned to South Dakota if he were captured elsewhere.

FARGO, N.D. (AP) – The former sports director of a Fargo television station has been cleared of a felony aggravated assault charge.

Nelson’s attorney, Charles Sheeley, says a private investigator interviewed other witnesses who were not cited in the police report and they said Nelson had intervened when someone else was getting beat up.

Nelson says he was fired from his job at KVRR-TV Fox after the assault charge was filed. He says he wishes the station had waited for due process to be carried out, but wants to put the incident behind him.

KVRR news director Lezlie Johnson had no comment.

The fine from 2013 was held in anticipation of future cooperation from Lynch.
