JAMESTOWN, N.D. (AP) – Jamestown police say the death of a toddler who drowned in a bathtub appears to be accidental.

Capt. Gary Peterson on Monday identified the child as 1 1/2-year-old Eli Swensrud. He says the boy died Saturday while being cared for by a woman who lived in the home with him and his father.

 The child was being watched by his father’s girlfriend when she stepped out of the room to tend to another child. Police say when she returned, Eli had climbed into the bathtub and was underwater.

Peterson says the boy’s father and mother were not there when he died.

Police are awaiting autopsy results, but Peterson says authorities believe the death to be accidental.

 

Valley City (CSi) Valley City Police is looking for information from the public as a Valley City woman is charged withdisorderly conduct and resisting arrest after an early Sunday morning incident.

Valley City Police reports that officers responded at approximately 2:39 a.m. to 923 4th Avenue, Northwest to a complaint of someone trying to break down a door. Outside the residence, officers found 31 year old Lindsey Thorton whom they believed to be intoxicated.

Police determined Thorton was at the house in a dispute over property with her recently divorced ex-husband.

As officers were speaking with the man, Thorton entered the residence and refused repeated requests to leave.

Officers arrested Thorton t for disorderly conduct and attempted to place her in handcuffs when she resisted arrest and kicked one of the officers.

After handcuffed, she had to be carried to a patrol car for transport to the Barnes County Correctional Center.

The case is still under investigation by the VCPD and anyone with information is asked to contact the department at (701) 845-3110.

Jamestown (CSi) Jamestown Police is warning Jamestown residents regarding a conviced sex offender who is living in the City of Jamestown.

26 year old Matthew Jacob Lee Grahan resides at 517 4th Street Northwest in Jamestown.

He does not have a vehicle.

Graham is a white male, 5-feet 11-inches tall, weighing 172 pounds with blue eyes and brown hair.

He has been assigned a high risk assessment by the North Dakot Risk Level Committee, of the North Dakota Attorney General’s Office.

His offense is listed as indecent exposure, stemming from exposing himself to a five year old male family friend.

He was convicted in April of 2004 in Kidder County Court. Disposition was remanded to the Mesabi Academy treatment facility.

Graham is not wanted by police at this time and has served the sentence imposed by the court.

This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault or intimidate the offender. Attempts to harass, intimidate or threaten these offenders or their families, landlords, or employers will be turned over for prosecution.

Jamestown (CSi) The Jamestown City Water Department is notifying residents of information about the city’s drinking water.

On Monday’s City Matters program on CSi Cable 10 THE REPLAY CHANNEL, Jamestown Mayor Katie Andersen explained that it is NOT an emergency, however the water department is required to inform those with city drinking water that the Environmental Protection agency and the city did not submit required monitoring samples for lead and copper in their water to the state.

The North Dakota Department of Health informed the city it did not submit 30 acceptable samples during a three-year period that ended September 30, 2014. Testing for lead and copper is performed over longer periods of time than tests for bacteria.

State Health Department Environmental Scientist Amy Kinzler, says “All of the levels of (copper and lead) in samples analyzed were below action levels.”

The North Dakota Department of Health required the city to notify residents of the shortfall in samples.

In June, this year water samples taken at Casey’s General Store in Jamestown tested positive for coliform bacteria. City residents were informed by letter of the problem. Later tests indicated the problem had been rectified.

He asked if the other $5,000 is coming from the Jamestown Area Chamber of Commerce. JSDC CEO Connie Ova indicated the Chamber will be 15% of the cost, the percentage of the building they own

Mayor and Council Member Report:

Council Member Kouajian asked if the American Legion could use City Hall for its Oratorical Contest, which was okayed.

He also gave a report on the Dazzle Parade, and Christmas tree lighting at the Civic Center, and the after parade party. He said about 250 people attended the party.

He thanked those who constructed and entered floats.

He pointed out that BNSF will no longer hold trains across First Avenue, starting next year during parades.

Council Member Buchanan thanked the police officers who assisted with the Community Thanksgiving Dinner, at Concordia Lutheran Church.

 

Other Business:

The City Council considered the request from Butler Machinery (dba MidStatesVRS) to install a GPS Receiver on the Jamestown Water Treatment Plant.

A representative from Titan Machinery spoke and asked how the system will work.

A Butler representative said the system will be accessible to the public by subscription, and will support Titan and John Deere usage.

City Administrator Jeff Fuchs said a written agreement will be needed and recommended delaying any action, until questions are answered, including fees, maintenance and any liability issues.

The City Council concurred to ask that the City Attorney review issues contained in an agreement, including fees, and a possible exchange of rental for a subscription before formal approval occurs.

 

Approved a Payment to Joseph P. Larrivee, Architects, P.C., for engineering services on Jamestown Fire Station Re-roofing Project, in the amount of $4,075.34.

Approved the request from the North Dakota Buffalo Foundation for a gaming site authorization at Middles LLC (113 1st Ave South), for the period ending June 30, 2015.

BISMARCK, N.D. (AP) – A woman says she will plead guilty to her role in a drive-by shooting on the Fort Berthold Indian Reservation.
 
     Morgan Williams is accused of driving a vehicle during an Aug. 12 shooting at a residence in Mandaree. Authorities say Williams helped plan the crime and participated in a cover-up by hiding the shotgun, leaving the state and selling the vehicle used during the shooting.
 
     Police say there were people in the residence at the time of the shooting. There were no injuries.
 
     Williams says she will plead guilty to reckless endangerment and terrorizing. She faces a maximum penalty of 10 years in prison.
 
     A public defender for Williams could not be reached for comment.

 
     BISMARCK, N.D. (AP) – Authorities have charged a Bismarck man who they say assaulted a woman and prevented her from calling 911.
 
31-year-old Jimmy Hatcher Jr. was charged Monday with aggravated assault and interfering with an emergency call. He could receive up to five years in prison on each felony charge if convicted.
 
     Bismarck Police Sgt. Mark Buschena says police responded to the assault Sunday. The victim tells police Hatcher attacked her during an argument. She says Hatcher took a phone from her and smashed it when she tried to call 911.
 
     Buschena says Hatcher chocked the woman while covering her mouth. He says witnesses reported hearing her yell for help.
 
     Hatcher is being held in the Burleigh County jail. Online jail records didn’t indicate an attorney.

 

 FARGO, N.D. (AP) – Fargo police say a woman who was allegedly involved in robbing several area businesses told investigators she needed the money to pay for heroin.

30-year-old Stephanie Padilla is facing multiple robbery and motor vehicle theft charges. Police say they’ve liked her to a half-dozen robberies in the Fargo and Moorhead, Minnesota area over the last several weeks.
 
     Police are still looking for Padilla’s alleged accomplice, 37-year-old Arturo Amado-Diaz.
 
     Court documents do not list a lawyer for Padilla.

 

 GRAFTON, N.D. (AP) – Authorities have filed charges against a Grafton man accused of possessing explosive devices.
 
     Sixty-two-year-old Gregory Sevigny faces three felony charges related to the devices and another felony for preventing arrest, related to an hours-long standoff with law officers at his home on Saturday afternoon.
 
     Court documents do not list an attorney for Sevigny. He could face up to 20 years in prison if convicted.

 

 BISMARCK, N.D. (AP) – The North Dakota Highway Patrol says it issued 504 citations during a one-day special enforcement effort.
 
     The event was held throughout the state on Wednesday, the day before Thanksgiving. The patrol says most of the violations were for speeding, followed by seat belt infractions.
 
     Three people were arrested for drunk driving.

 

 BISMARCK, N.D. (AP) – North Dakota lawmakers are preparing for the 2015 Legislature.
 
     Newly elected lawmakers took their ceremonial oaths of office shortly after the Legislature’s three-day organizational session began Monday. Supreme Court Justice Daniel Crothers administered the oaths in the House. Justice Lisa Fair McEvers did the same in the Senate.
 
     One of the session’s primary business items is to give committee assignments to each legislator. But lawmakers also get desk and parking space assignments and receive briefings on legislative procedures.
 
     The organizational session closes Wednesday morning after Gov. Jack Dalrymple delivers his budget recommendations. The North Dakota Legislature’s regular session begins Jan. 6.

 

FARGO, N.D. (AP) – Cold temperatures in the last week brought most crop work to a halt in North Dakota.
 
     The Agriculture Department says in its weekly crop report that the corn harvest was 95 percent complete, ahead of the 91 percent figure at this time a year ago and the 87 percent average over five years. Sunflower harvest was 91 percent complete, ahead of the 86 percent from last year but behind the five-year average of 96 percent.
 
     The report says several inches of snow in the western part of the state have provided good cover for winter wheat, which was rated 67 percent good to excellent.
 
     Pasture and range conditions in the state are rated 65 percent good to excellent. Stock water supplies are rated 93 percent adequate to surplus.

 

 BISMARCK, N.D. (AP) – Thousands of lights are twinkling on a tree at the North Dakota governor’s mansion even after freezing temperatures sent the annual lighting ceremony indoors.
 
     The Tree of Hope was lit outside the residence Monday for the 28th annual holiday celebration. The event is intended to promote mental health awareness and is sponsored by the North Dakota Federation of Families for Children’s Mental Health and Mental Health America of North Dakota.
 
     North Dakota first lady Betsy Dalrymple was scheduled to light the tree at 5 p.m. but a timer did the honors instead after the event was moved into a church because of the weather.
 
     The tree is decked out with roughly 10,000 lights, many of which are sponsored by community members to honor loved ones.

 

 WILLISTON, N.D. (AP) – The North Dakota Public Service Commission is holding a public hearing in Stanley on a proposed oil pipeline conversion
 
     Targa Badlands LLC wants to convert a 31-mile-long gathering pipeline system between New Town and Stanley into a transmission pipeline. The pipeline would have a maximum capacity of about 48,000 barrels per day and transport oil to an Enbridge terminal near Stanley. It would cost about $41 million.
 
     Gathering lines transport oil from wells to collection points. Larger transmission pipelines bring oil to rail or other pipeline networks so it can be transported for sale.
 
     The Public Service Commission permits and regulates pipelines and a number of other businesses in the state.
 
     The hearing will be held at Stanley’s City Hall at 9 a.m. on Dec. 11.

 

 A group working to preserve North Dakota’s official horse is struggling to survive.
 
     The Nokota Horse Conservancy has about $150,000 in annual expenses. The  Linton-based group has only $20,000 in the bank and is struggling to pay land rent, fuel and hay production costs for its 100 horses.
 
     Director Shelly Hauge says the group “is above water, but we’re flailing.” The conservancy has turned to the crowdfunding website www.indiegogo.com to try to raise money.
 
     The conservancy has talked about dissolving, but herd manager Frank Kuntz says he hasn’t given up on his dream of creating a sanctuary for Nokota horses.
 
     The horses come from Theodore Roosevelt National Park. Some believe they are descendants of ponies owned by Plains Indians, while others dispute that.

 MINNEAPOLIS (AP) – The NFL is reminding teams they’re not allowed to use artificial means to keep footballs warmer and softer during games. Fox’s broadcast of the Carolina-Minnesota game on Sunday showed a clip of an unidentified sideline attendant holding two balls in front of heaters. The temperature at kickoff for the game was 12 degrees.
 
     MINNEAPOLIS (AP) – Bud Grant Way is now a formally recognized street in Minneapolis. The sign was posted at a ceremony Monday featuring the former Vikings coach who guided the team to four Super Bowls and Pro Football Hall of Fame member. Grant was joined by dozens of his family members, city officials, Vikings executives and former players.

 SEATTLE (AP) – Nelson Cruz is close to joining a new team after hitting a major league-leading 40 homers for Baltimore last season. Two people with knowledge of the deal tell The Associated Press the Seattle Mariners are on the verge of signing the free-agent slugger. El Caribe in the Dominican Republic first reported the agreement, saying it was worth $57 million over four years.

 COLUMBUS, Ohio (AP) – A neuropathologist will look for signs of traumatic brain injury in Ohio State athlete Kosta Karageorge (KOH’-stah KA’-rah-johrj), who was found dead in a trash bin of an apparent self-inflicted gunshot wound and had a reported history of concussions.
 
     The Franklin County, Ohio, coroner said preliminary results from Monday’s autopsy confirmed that Karageorge died of a gunshot wound, but she hasn’t yet definitively ruled it a suicide. His mother told police her son had had several concussions and a few spells of being extremely confused, and players knew of Karageorge’s history of concussions.

  WASHINGTON (AP) – Homeland Security Secretary Jeh (jay) Johnson says President Barack Obama’s executive actions on immigration amount to “simple common sense.” That’s part of the testimony he’s prepared to give today before the House Homeland Security Committee, even as Republican lawmakers work to find the best way to stop the administration orders that would shield some 4 million immigrants in the U.S. illegally from deportation and offer them work permits.
 
     NAIROBI, Kenya (AP) – Islamic extremists from Somalia have again specifically targeted non-Muslims in a cross-border attack into northern Kenya that killed 36 quarry workers. Kenyan police say the attackers escaped after shooting or beheading the workers. The group al-Shabab, which has been battling for years to establish hard-line Islamic rule in Somalia, claimed responsibility for the killings.
 
     VATICAN CITY (AP) – Modern-day slavery is under attack by religious leaders from a half-dozen faiths including Christians, Hindus, Bhuddists, Jews and Muslims, both Sunni and Shiite. They’ve all signed on to a new Vatican initiative to end human trafficking by 2020 and declared it to be a crime against humanity. Signatories include Pope Francis and the Anglican archbishop of Canterbury, Justin Welby.
 
     MONROVIA, Liberia (AP) – The World Bank is issuing new projections that further slash already lowered estimates of economic activity in the three West African countries hit hardest by Ebola. The bank says the economies of Guinea, Liberia and Sierra Leone have been crippled by the outbreak. The disease has infected nearly 17,000 people, of which about 6,000 have died.
 
     BEIRUT (AP) – Lebanese authorities say a wife and suspected son of the leader of the Islamic State group are in custody and being questioned. A military official says the woman and child were detained about 10 days ago while carrying fake identification cards near Lebanon’s border with Syria. Officials refused to give further details about the woman who is believed to be one of the wives of Abu Bakr al-Baghdadi, the group’s reclusive leader.
