Jamestown (CSi) The Jamestown City Engineer’s Office reminds residents, that starting Tuesday, December 9, 2014, portions of the sidewalk at the SE corner of 2nd Ave SW and 1st St West is closed/restricted to pedestrians during the daytime.

Jamestown (CSi) No injuries reported when scaffolding at the construction site for the Fairfield Inn & Suites hotel located west of the Buffalo Mall in Jamestown collapsed Sunday night.
Construction began this fall on the structure that will include 108 rooms, a pool area and meeting rooms.
Valley City (CSi) The first of two readings of an ordinance to extend the city sales tax to fund the future Wellness, Health and Physical Education Center was unanimously approved by the City Commission December 9, 2014, during a special morning meeting.
Valley City Barnes County Director of Economic Development Jennifer Feist says no more than 17 percent of the one-half cent city sales tax will be used for construction funding approved by Valley City voters on November 4.
Feist says one addition will be added to the ordinance that includes a clause referring to interest of the $3 million dollars that will to be used to fund the facility approved by voter last month. She also says financing is in place to cover a possible $500,000 construction funding gap for the project if it’s needed. Earlier this year the Valley City Barnes County Economic Development Corporation approved of using existing or future sales tax funding revenue for development to cover a potential gap of $500,000 if needed.
A final reading of the ordinance will be on the agenda during a regular city commission meeting on Tuesday, December 16,2014.
A fundraising drive will also start on Tuesday, December 16 to raise another $4 million dollars to close the gap of the nearly $12 million already raised for the $16 million dollar project. (more information on the December 15, 2014 Wayne Byers Show on CSi Cable 2).
The new Wellness, Health and Physical Education Center will be under the control of the Valley City Parks & Recreation Department. Once funding for construction is raised a ground breaking ceremony will be held in sometime in 2015. The facility will be located east of the W.E. Osmon Fieldhouse along 8th Avenue Southwest in Valley City.
Jamestown (CSi) The Jamestown City Planning Commission has approved a request that the City Council develop an ordinance requiring traffic studies on a 6-1 vote with Corey Bayer dissenting.
Bayer said the requirement would add cost and time to future developments.
City Engineer Reed Schwartzkopf said one of the goals of the proposal should be fairness.
SRF Consulting Group, Planner, Stephanie Falkers,said a traffic impact study should put in writing existing traffic and traffic counts in the area of the development, estimate the amount of traffic generated by any planned new development and list the impact of new traffic on the existing street system.
The Planning Commission also reviewed an expansion of the boundaries for the Jamestown Urban Area.
The map defines areas where the human population density is anticipated to increase.
The Planning Commission gave final approval to a new plat combining three existing lots into one at the 700 block at 12th Street Southwest.
Jamestown (CSi) Sanford Clinic in Jamestown, is moving the location of their Walk-In Clinic. Beginning Thursday, December 11, 2014, all walk-in patients will be seen at the Sanford Second Avenue Clinic, in the Jamestown Business Center, 300 2nd Ave NE in Jamestown. Hours for Walk-In Clinic are 8:00 am to 5:00 pm Monday through Friday and 9:00 am to noon on Saturday.
On Monday’s Wayne Byers Show on CSi Cable 2, Sanford Jamestown Clinic Director, John Lillijord said the Sanford Second Avenue Clinic has recently completed a 8000 square foot addition. Further renovations will continue in the near future. In addition to the Walk-In Clinic; Dr. David Muhs and Dr. Sarah Schatz will be moving their practices to the Second Avenue Clinic beginning December 11th. Any patients scheduled to see Dr. Muhs or Dr. Schatz on December 11th or later should report to the Second Avenue Clinic for their appointment.
On Monday December 15th the space occupied by those physicians at the Fifth Avenue Clinic will be renovated for the Audiology Department, which will move there from the Second Avenue Clinic, planned for the end of February.
Long range plans for Sanford include moving all family practice providers to the Second Avenue Clinic as further renovations are completed, planned for this coming summer, estimated for late May or early June. The Physical Therapy Department will remain at the Fifth Avenue Clinic, located at 904 5th Avenue Notheast.
Also as the changes progress the Fifth Avenue Clinic will then have the services of Occupational Therapy, Audiology, Dermatology, Ultrasound, and mamography and radiology.
Lillijord added that Dr. Larry Johnson, who recently retired from his full time practice will return to see Walk-In clinic patients on a part time basis.
He said the Administrative Office will be located in the former Curves location at Jamestown Business Center.
Lillijord stated out that additional physicians have been signed to start practice at Sanford Clinic in Jamestown this coming summer, along with a surgeon, Dr. Chris Maki. More physicians have been signed and will practice at the clinic, over the next few years.
Sanford Clinic in Jamestown will close at noon on Christmas Eve day, and be closed on Christmas Day, and reopen on the 26th. There will be No walk-in clinic on the 27th.
The clinic will be open regular hours on New Year’s Eve day, closed New Year’s day, and reopens on January 2nd. The Walk-In Clinic will be open on January 3rd.
Jamestown (CSi) The Jamestown/Stutsman Development Corporation (JSDC) Board of Directors has approved a modification to a sales agreement between the JSDC and Tim Nill of Nill Construction.
Nill is in the process of purchasing a lot in the I-94 Business Park, east of U.S. Highway 281 and south of Interstate 94. The lot is being sold at a reduced price as a business incentive.
The board approved a Flex Pace interest buy down for Ben Pesek. Pesek is planning on constructing heated shop spaces to lease to other businesses.
The JSDC Board has also approved a 4 percent pay increase for JSDC CEO Connie Ova on a 10-4 vote.
The approved raise increases Ova’s salary to $90,698 per year.
Jamestown Mayor Katie Andersen, Chris Rathjen, Ramone Gumke and Brent Harris voted against the pay increase.
No discussion concerning job performance prior to the vote.
Jamestown (CSi) The Jamestown City Park Board, will work with city officials, including City Forester Doug Wiles on improving the number and health of trees in the city’s parks.
The park board has approved an agreement with the city where Wiles will work with Jamestown Parks and Recreation Department staff to increase the number of trees in the city’s three main parksNickeus, Klaus and McElroy, and improve the overall health of trees in all city parks.
Jamestown Parks and Recreation Department Director Doug Hogan will work with City Administrator Jeff Fuchs on details of the agreement.
Jamestown (CSi) The Jamestown Arts Center will host the annual Wine and Cheese Tasting event, on Saturday January 17, 2015, from 7-p.m., to 9-p.m.

Tickets are $30 per person and area available at the Arts Center, Cork & Barrel, (Arts Center board members starting Dec 17.)
Those attending must be at least 21 years old.
Again this year there will be an international theme, with wines from around the world.

BISMARCK, N.D. (AP) – The North Dakota Highway Patrol says a 45-year-old California man has died in a rollover crash on an icy interstate in western North Dakota.
The Patrol says the crash happened around 6:30 Monday morning on Interstate 94, about six miles east of Dickinson.
Authorities say the man’s vehicle spun out of control, hit a guardrail and overturned on the icy and frost-covered interstate.
The man was taken to a Dickinson hospital where he later died of his injuries.
His name has not been released pending notification of relatives.
MANDAN, N.D. (AP) – Mandan police say a they are searching for a suspect who punched a woman several times in the face in downtown Mandan.
The assault happened at about midnight on Saturday.
Police say the 28-year-old woman was on a sidewalk when an unknown male punched her in the face several times.
Police say the woman suffered a broken nose, and cuts to her lip and above her eye.
ARGUSVILLE, N.D. (AP) – Cass County authorities say they are investigating a shooting in rural Argusville, in eastern North Dakota.
Authorities say deputies responded to a call about the shooting late Sunday afternoon. Officials say deputies located a 38-year-old man who had suffered a gunshot wound.
Authorities did not release the man’s name or the extent of his injury.
The man was taken to a Fargo hospital for treatment.
BISMARCK, N.D. (AP) – Bismarck police are investigating a break-in at a downtown delicatessen.
Police Lt. Steve Scheuer tells the Bismarck Tribune the burglary was reported early Monday morning at Lucky Duck’s Deli and Catering.
Scheuer says the glass front door had been smashed. He says officers are investigating the extent of the damage and what was stolen.
MINOT, N.D. (AP) – A Williston man is on trial for murder conspiracy and other charges in the May 2013 slaying of an area hobby rancher.
Thirty-three-year-old Ryan Stensaker is accused of killing 58-year-old Jack Sjol (shohl). Sjol’s body was found in a garbage dump after his family reported him missing. He had bullet wounds to his head, face and upper left arm.
Authorities haven’t discussed a possible motive in the case, in which half a dozen people were charged with various crimes. Charges against two of the suspects have been dismissed. One suspect was convicted of hindering law enforcement. Two others face upcoming trials on hindering charges.
Stensaker’s trial is being held in Minot. It’s scheduled to run through Dec. 19. He could face life in prison without parole if convicted.
FARGO, N.D. (AP) – A convicted con man who tried to pass himself off as an FBI agent in the North Dakota oil patch says he will plead guilty to an illegal weapons charge.
Steven Goldmann is charged in federal court with six counts, including four counts of impersonating an officer. Investigators say he regularly displayed a gun, holster, mace and badge, and showed up one day at a Williston coffee shop with a passenger who was handcuffed.
The plea agreement calls for Goldmann to plead guilty to possession of a firearm and ammunition by a convicted felon. The remaining five charges would be dropped.
Goldmann had pleaded guilty to a theft of services charge in Tennessee in 2013. He was accused of swindling several Nashville businesses out of tens of thousands of dollars.
BISMARCK, N.D. (AP) – A Mandan man and Mandaree woman have pleaded guilty to misdemeanor charges following a drunken driving incident in a vehicle with a 4-year-old child inside.
26-year-old Samuel Wagon was sentenced Monday to four years suspended probation for misdemeanor charges including driving under the influence with a minor in the vehicle, preventing arrest and possession of marijuana. Thirty-year-old Lacy Wagon was sentenced to nearly six months in jail for misdemeanor contributing to the delinquency of a minor.
Police say they were called to a hit-and-run crash Saturday. They found the pair in the vehicle with a beer can in the cup holder and an open bottle in the front seat. Police say they also found marijuana and drug paraphernalia.
It’s unclear if the child is related to the pair.
MANDAN, N.D. (AP) – A North Dakota family has been reunited with their German shepherd who was missing for two months and found roughly 200 miles away in Minnesota.
The dog named Bentley is back in the Bismarck area after he went missing in Dawson Oct. 9. He is skittish and has acquired health problems including pneumonia and an ear infection. A veterinarian tells his owner, Cindi Leach, he will heal after taking medication.
Leach says she spent part of every day trying to locate Bentley, who is also a service dog to help with depression. A Facebook post eventually connected her with Bryan Deike in Detroit Lakes, Minnesota, who found Bentley and took care of him for about a month.
Leach says she plans to stay in touch with Deike and give him updates on Bentley’s recovery.
BISMARCK, N.D. (AP) – North Dakota’s Industrial Commission is slated to vote on rules that could require oil companies to reduce the volatility of crude before it’s loaded onto rail cars.
The Department of Mineral Resources made a proposal last month that would require companies to remove certain liquids and gasses from oil train shipments, a process some say would make such transport safer.
The three-member Industrial Commission that includes Gov. Jack Dalrymple wanted more time for review and additional time for public comments.
Oil industry officials have said the state already has proper regulations in place.
Bakken crude has been linked to several fiery oil train crashes.
BISMARCK, N.D. (AP) – The federal Labor Department is giving a $9.9 million grant to four North Dakota colleges to support technical programs related to energy, transportation and construction.
The money going to Bismarck State, Williston State, Sitting Bull College and Turtle Mountain Community College is the second award to the Training for Regional Energy in North Dakota Consortium.
The Labor Department provided the initial grant of $14.6 million in 2012. The money is through the Trade Adjustment Assistance Community College and Career Training program. It’s a four-year, $2 billion national federal effort to help train workers and fill in-demand jobs.
Four public universities in South Dakota and North Dakota are listed among the 30 most attractive yet affordable college campuses nationwide.
AffordableSchools.net put the University of South Dakota in Vermillion at No. 5 and Northern State University in Aberdeen at No. 7.
In North Dakota, Minot State University in Minot is ranked 22nd and Mayville State University in Mayville, 23rd.
The site says the list shows that students can attend school on an attractive campus while still staying within budget. Affordable Schools says the 30 universities and colleges offer costs that are below the national average and at the same time deliver visually stunning sights.
BISMARCK, N.D. (AP) – The North Dakota Capitol has more Christmas cheer.
Gov. Jack Dalrymple and first lady Betsy Dalrymple turned on lights that illuminate the 22-foot balsam fir during a ceremony Monday night in the Capitol’s Memorial Hall.
While the 236 Christmas tree ornaments are from North Dakota, the tree came from Wisconsin.
Outside, windows on the north and south side of the Capitol also are lit up with an outline of Christmas trees.
Officials say the Christmas tree window lighting began in the mid-1940s. Each side of the building has 20 red and 24 green shades to create the tree.

MINOT, N.D. (AP) – A Minot State University coach says two members of the wrestling team are doing well after being hospitalized for injuries sustained in a bus crash.
Coach Robin Ersland tells the Minot Daily News the two athletes had concussion-like symptoms after the Saturday accident but were released and doing better by Monday. She says the bus was returning the wrestling team to Minot from a competition when it hit black ice near Dodson, Montana.
The full-sized bus slid into a guardrail on a bridge spanning the Milk River. It bounced to the opposite guardrail and eventually slid backward and into a ditch.
No other vehicles were involved in the accident and the driver wasn’t injured.
The two injured wrestlers were held overnight at a medical facility in Malta, Montana.

MINNEAPOLIS (AP) – Mo Walker scored a career-high 22 points on 9-for-11 shooting to lead Minnesota past North Dakota 92-56 yesterday in the first matchup between the border-state schools in 31 years. Carlos Morris added 14 points, six rebounds and five assists. The Gophers led 43-26 at halftime and didn’t let UND come closer than 13 points after that.

MINNEAPOLIS (AP) – Two former Minnesota Twins have been denied entry again to the Hall of Fame. Tony Oliva and Jim Kaat were among the 10 candidates considered by the 16-member Golden Era committee. Each voter was allowed to choose up to four candidates in a secret ballot. Eight of the committee members were Hall of Fame members. Four were baseball executives. Four were media members.
A person familiar with the negotiations says the closer and the Chicago White Sox have agreed to a four-year contract. Robertson had spent his seven-year big league career with the New York Yankees. He took over from Mariano Rivera as New York’s closer last season and saved 39 games in 44 chances.

PARIS (AP) – The last Frenchman known to be held by al-Qaida’s North African branch since his capture in 2011 is a free man. French President Francois Hollande (frahn-SWAH’ oh-LAWND’) says Serge Lazarevic is in “relatively good health” despite the conditions of his captivity. Al-Qaida in the Islamic Maghreb took numerous Western hostages until France routed the extremists in Mali in 2013. At one point, at least 14 French nationals were held hostage in West Africa.
HONG KONG (AP) – Police have delivered an ultimatum to Hong Kong pro-democracy activists. Police say protesters have until Thursday to leave a sprawling protest camp which has blocked traffic in the Chinese financial hub for more than two months. After that, authorities plan to clear it out. Authorities now have a court order authorizing the removal of barricades, tents and other obstructions.
NEW YORK (AP) – A synagogue spokeswoman says a knife-wielding man was heard repeatedly saying “Kill the Jews” when he burst in and stabbed an Israeli student in the head early this morning. Authorities say police shot and killed the man after he refused to drop the knife. The attack occurred in Brooklyn at the Chabad-Lubavitch Hasidic world headquarters. Authorities say the student is in stable condition.
HOUSTON (AP) – Workers who noticed a strong odor at a Houston apartment complex found the body of a woman inside a refrigerator in an apartment with no power, triggering a search for an 11-month-old boy and his father. Authorities say the father is a person of interest in the woman’s death and that the child may be in danger. Neither has been seen or heard from in a week.
PHILADELPHIA (AP) – Philadelphia has lost a woman firefighter in the line of duty for the first time. Authorities say she died after becoming trapped in the basement of a burning row home in the city’s West Oak Lane neighborhood. Fire Commissioner Derrick Sawyer says she was an 11-year veteran.
