Jamestown (CSi) Jamestown Police is warning the public of a convicted sex offender who has changed addresses in the City of Jamestown.
The report says 40 year old Keith Michael Disbrow, resides at 1010 10th Avenue, Southeast Apt #2.
His vehicle is a 1990 Blue Subaru Legacy, with ND License plate KKP761.
Disbrow is a white male, 6 feet tall, weighing 420 pounds with brown eyes and hair.
He has been assigned a high risk assessment by the North Dakota Risk Level Committee of the North Dakota Attorney General’s Office.
Disbrow’s offense: Sexual Imposition – Over the course of two years, Disbrow molested two girls who were 7-9 years old and 9-11 years old. Force and threats were used to make the victims comply. The conviction date was October 1, 2001, in Pembina County District Court. Disposition was 15 years with 10 years suspended for 10 years.
Disbrow is not wanted by police at this time and is currently serving the sentence imposed by the court. This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender. Attempts to harass, intimidate or threaten these offenders or their families, landlords or employers will be turned over for prosecution.

Disbrow is currently on probation with North Dakota Parole and Probation and has been placed on GPS monitoring.

Valley City (CSi) The first of two readings of an ordinance to extend the city sales tax to fund the future Wellness, Health and Physical Education Center was unanimously approved by the city commission December 9 during a special morning meeting.
Valley City Barnes County Director of Economic Development Jennifer Feist says no more than 17 percent of the one-half cent city sales tax will be used for construction funding approved by Valley City voters on November 4.
Feist says one addition will be added to the ordinance that includes a clause referring to interest of the $3 million dollars that will to be used to fund the facility approved by voter last month. She also says financing is in place to cover a possible $500,000 construction funding gap for the project if it’s needed. Earlier this year the Valley City Barnes County Economic Development Corporation approved of using existing or future sales tax funding revenue for development to cover a potential gap of $500,000 if needed.
A final reading of the ordinance will be on the agenda during a Regular City Commission meeting on Tuesday, December 16, 2014.
A fundraising drive will also start on Tuesday, December 16 to raise another $4 million dollars to close the gap of the nearly $12 million already raised for the $16 million dollar project. (more information on the December 15, 2014 Wayne Byers Show on CSi Cable 2).
The new Wellness, Health and Physical Education Center will be under the control of the Valley City Parks & Recreation Department. Once funding for construction is raised a ground breaking ceremony will be held in sometime in 2015. The facility will be located east of the W.E. Osmon Fieldhouse along 8th Avenue Southwest in Valley City.
Valley City (CSi) A Pledge-a-thon to support the Wellness, Health and Physical Education Center, in Valley City, is set for Tuesday December 16, 2014 from 2-7-p.m., at the Rec Center gymnasium
The Pledge-a-thon provides an opportunity for the public to contribute to the Wellness Center and create excitement for the project.
On that day individuals to call in or stop by to make a pledge to the Wellness Center.
In addition to testimonials from those who have made a contribution, and the Wellness Center’s importance to the community, on hand will be members of the Park Districts, Parks and Rec director, VCSU, Sheyenne Valley Community Foundation, the steering committee, and others. Volunteers will be taking pledges, and there will be snacks and refreshments, bouncy house and prizes for the kids, drawings each hour for those who have pledged, and possibly Santa for a few hours. Jamestown (CSi) Jamestown Regional Medical Center (JRMC) recently sponsored a blood drive for the United Blood Services on December 2, 2014. Out of 36 volunteers that signed up to donate blood, 27 were able to give. Four donors gave blood on the automated 2RBC machine, which collects two units of red blood cells during the donation.
JRMC blood drive coordinator, Michelle Kunrath says, “Thank you to the community and staff for support as we do our part to make sure patients have the blood supply that they need.”
JRMC’s blood drive total contribution was 31 units of blood for United Blood Services.

BISMARCK, N.D. (AP) – The North Dakota Highway Patrol has released the identity of the 45-year-old California man who died in a rollover crash on an icy interstate in western North Dakota.
The Patrol on Tuesday identified the man as Stephen Benson, of Encinitas, California. He crashed around 6:30 a.m. Monday on Interstate 94, about six miles east of Dickinson.
Authorities say Benson’s pickup truck spun out of control, hit a guardrail and overturned on the icy and frost-covered interstate.
Benson was taken to a Dickinson hospital where he later died of his injuries.
MINOT, N.D. (AP) – A Williston man is on trial for murder conspiracy and other charges in the May 2013 slaying of an area hobby rancher.
Thirty-three-year-old Ryan Stensaker is accused of killing 58-year-old Jack Sjol (shohl). Sjol’s body was found in a garbage dump after his family reported him missing. He had bullet wounds to his head, face and upper left arm.
Authorities haven’t discussed a possible motive in the case, in which half a dozen people were charged with various crimes. Charges against two of the suspects have been dismissed. One suspect was convicted of hindering law enforcement. Two others face upcoming trials on hindering charges.
Stensaker’s trial is being held in Minot. It’s scheduled to run through Dec. 19. He could face life in prison without parole if convicted.
BISMARCK, N.D. (AP) – North Dakota’s Industrial Commission is requiring oil companies to reduce the volatility of crude before it’s loaded onto rail cars.
The three-member Industrial Commission that includes Gov. Jack Dalrymple adopted the rules Tuesday. The new rules go into effect in April and will require companies to remove certain liquids and gasses from oil train shipments. It’s a process some say would make such transport safer.
Oil industry officials have said the state already has proper regulations in place. They say regulators are unfairly blaming crude oil when the focus should be directed at railroad safety to ensure trains don’t derail.
Bakken crude has been linked to several fiery oil train crashes in less than two years.
MANDAN, N.D. (AP) – Mandan officials are considering putting a half percent sales tax on the ballot next June to fund a hockey arena with two sheets of ice and a gymnastics program building.
The Park Board has approved bringing the proposal to voters. City commissioners also must agree. They won’t decide until early next year.
City officials are awaiting the outcome of a study to help them decide what facilities are most needed for city operations. Other needs that have been mentioned include a north-side fire hall and a new city hall.
Officials say there is no room to expand the All Seasons Arena hockey facility near Mandan High School, and that the upper level of city hall that is home to Dakota Star Gymnastics has a leaky roof and inadequate drinking water.

WASHINGTON (AP) – Some Senate Republicans are disputing the findings of Tuesday’s report from the Senate Intelligence Committee about the interrogation techniques used by the CIA in secret prisons overseas after the 9/11 attacks. The report says the treatment was harsher than the CIA has told Congress or the public. And it rejects claims that the treatment was instrumental in preventing terror plots and saving American lives. But two leading Republican senators say the interrogation program helped “identify and capture important al-Qaida terrorists.”
NEW YORK (AP) – Britain’s Prince William and his wife, Kate, have left flowers at one of New York’s most somber sites — the National September 11th Memorial and Museum. After paying their respects at one of the two reflecting pools that were built in the footprints of the fallen World Trade Center towers, they entered the underground museum that commemorates the attacks. A museum official says Kate spoke about how moving the memorial was.
WASHINGTON (AP) – Jonathan Gruber is apologizing for being — in his words — “inexcusably arrogant.” He was answering to a House panel Tuesday for saying that “the stupidity of the American voter” helped bring about the passage of the health care law. Gruber, an MIT economist, told lawmakers today that he’d been talking about things that were beyond his expertise. Democrats tried to limit the damage at Tuesday’s hearing, but they acknowledged that Gruber had given Republicans a political gift by making those comments.
PROVIDENCE, R.I. (AP) – A slow-moving storm has been churning through the Northeast Tuesday — bringing wind and rain to coastal areas, wet snow inland and a wintry mix to the New England states. The storm made for a sloppy, slippery morning commute in southern New England. State police responded to dozens of crashes and spinouts caused by icy roads, some involving their own cruisers.
CHARLOTTE, N.C. (AP) – The Carolina Panthers say quarterback Cam Newton is undergoing tests and will spend the night in the hospital. He was involved in a two-vehicle crash today near the team’s stadium in Charlotte. The Panthers say he’s in fair condition.
