Jamestown (CSi) Jamestown Police is warning the public of a convicted sex offender who has changed addresses in the City of Jamestown.

The report says 40 year old Keith Michael Disbrow, resides at 1010 10th Avenue, Southeast Apt #2.

His vehicle is a 1990 Blue Subaru Legacy, with ND License plate KKP761.

Disbrow is a white male, 6 feet tall, weighing 420 pounds with brown eyes and hair.

He has been assigned a high risk assessment by the North Dakota Risk Level Committee of the North Dakota Attorney General’s Office.

Disbrow’s offense: Sexual Imposition – Over the course of two years, Disbrow molested two girls who were 7-9 years old and 9-11 years old. Force and threats were used to make the victims comply. The conviction date was October 1, 2001, in Pembina County District Court. Disposition was 15 years with 10 years suspended for 10 years.

Disbrow is not wanted by police at this time and is currently serving the sentence imposed by the court. This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender. Attempts to harass, intimidate or threaten these offenders or their families, landlords or employers will be turned over for prosecution.

Disbrow is currently on probation with North Dakota Parole and Probation and has been placed on GPS monitoring.

Valley City (CSi) The first of two readings of an ordinance to extend the city sales tax to fund the future Wellness, Health and Physical Education Center was unanimously approved by the city commission December 9 during a special morning meeting.

Valley City Barnes County Director of Economic Development Jennifer Feist says no more than 17 percent of the one-half cent city sales tax will be used for construction funding approved by Valley City voters on November 4.

Feist says one addition will be added to the ordinance that includes a clause referring to interest of the $3 million dollars that will to be used to fund the facility approved by voter last month. She also says financing is in place to cover a possible $500,000 construction funding gap for the project if it’s needed. Earlier this year the Valley City Barnes County Economic Development Corporation approved of using existing or future sales tax funding revenue for development to cover a potential gap of $500,000 if needed.

A final reading of the ordinance will be on the agenda during a Regular City Commission meeting on Tuesday, December 16, 2014.

A fundraising drive will also start on Tuesday, December 16 to raise another $4 million dollars to close the gap of the nearly $12 million already raised for the $16 million dollar project. (more information on the December 15, 2014 Wayne Byers Show on CSi Cable 2).

The new Wellness, Health and Physical Education Center will be under the control of the Valley City Parks & Recreation Department. Once funding for construction is raised a ground breaking ceremony will be held in sometime in 2015. The facility will be located east of the W.E. Osmon Fieldhouse along 8th Avenue Southwest in Valley City.

 

Valley City (CSi) A Pledge-a-thon to support the Wellness, Health and Physical Education Center, in Valley City, is set for Tuesday December 16, 2014 from 2-7-p.m., at the Rec Center gymnasium

The Pledge-a-thon provides an opportunity for the public to contribute to the Wellness Center and create excitement for the project.

On that day individuals to call in or stop by to make a pledge to the Wellness Center.

In addition to testimonials from those who have made a contribution, and the Wellness Center’s importance to the community, on hand will be members of the Park Districts, Parks and Rec director, VCSU, Sheyenne Valley Community Foundation, the steering committee, and others. Volunteers will be taking pledges, and there will be snacks and refreshments, bouncy house and prizes for the kids, drawings each hour for those who have pledged, and possibly Santa for a few hours. Jamestown (CSi) Giving to the local Toys for Tots program is down this year.

More donations are needed for the U.S. Marine Corps Reserve’s Toys for Tots program in Jamestown.

Sheila Ova, Jamestown program coordinator, says through last Saturday she has received about 250 names of children to be included in this year’s toy disbursement.

Toys for Tots drop boxes have been set up in at least 20 businesses around Jamestown.

On December 20 at the Anne Carlsen Center gym, parents or guardians of the children who will be receiving gifts will come and pick out up to $30 worth of toys for each child.

It was pointed out, that a family may only sign up for one program among Toys for Tots, the Salvation Army’s Angel Tree or Cops for Kids.

 

Jamestown (CSi) Plans are moving forward with Stutsman Rural Water District to meet a December 22 deadline to give CHS information for a water treatment plant to provide industrial water for the planned nitrogen fertilizer plant.

The combined water flow would be treated at a plant operated by Stutsman Rural Water located south of Spiritwood, then water would be piped to the CHS nitrogen fertilizer plant. Additional capacity could be used by other industrial water users in the future. About 10 percent of the water going into the plant is waste and not part of the output.

CHS announced it was moving forward with a $3 billion nitrogen fertilizer plant in September. with operation in the first half of 2018.

 

Jamestown (CSi)  Jamestown Regional Medical Center (JRMC) recently sponsored a blood drive for the United Blood Services on December 2, 2014. Out of 36 volunteers that signed up to donate blood, 27 were able to give. Four donors gave blood on the automated 2RBC machine, which collects two units of red blood cells during the donation.

JRMC blood drive coordinator, Michelle Kunrath says, “Thank you to the community and staff for support as we do our part to make sure patients have the blood supply that they need.”

JRMC’s blood drive total contribution was 31 units of blood for United Blood Services.

 ALEXANDER, N.D. (AP) – A three-vehicle crash in the western North Dakota oil patch has killed a Wisconsin man and injured two other people from out of state.
 
     The Highway Patrol says the crash happened shortly after 7 a.m. Tuesday on U.S. Highway 85, about 5 miles north of Alexander.
 
     Authorities say a car driven by a 21-year-old man from Union Grove, Wisconsin, collided with a pickup truck that had turned in front of the car. The car came to rest on the highway and was struck moments later by a large work truck hauling a flatbed trailer loaded with pipe.
 
     The Wisconsin man was taken to a Williston hospital, where he died. The two people in the pickup truck, from Pennsylvania and Arizona, suffered undisclosed injuries. The person in the work truck was not hurt.

 

ARGUSVILLE, N.D. (AP) – Cass County authorities have concluded that a shooting in rural Argusville was accidental.
 
     Deputies responded to a call about the shooting at a home late Sunday afternoon. The sheriff’s office has concluded that the 38-year-old man who was wounded shot himself by accident.
 
     The man was taken to a Fargo hospital. Officials there are not releasing his condition.

 

 BISMARCK, N.D. (AP) – A North Dakota man is charged with criminally negligent homicide in a car crash that killed a 24-year-old Ohio man.
 
23-year-old Jacob Cook of Parshall was charged Tuesday in the November crash that killed his passenger, Joshua Leaverton. A warrant was issued for Cook’s arrest.
 
     The North Dakota Highway Patrol says Cook admitted he had gotten “a little impatient” with the vehicle in front of him on an Interstate 94 on-ramp near Bismarck and attempted to pass it. Authorities say his car spun around and rolled into a ditch. Cook and Leaverton weren’t wearing seatbelts and were ejected. Leaverton was declared dead at an area hospital.
 
     A preliminary breath test showed Cook’s blood alcohol level was below the legal limit.
 
     It wasn’t immediately clear if he has an attorney.

 

  WAHPETON, N.D. (AP) – A teacher and coach in Wahpeton is accused of abusing two elementary school students.
 
     The teacher has been put on administrative leave while authorities investigate. He has not been charged with a crime.
 
     The teacher is accused of pushing two fifth-grade boys against a wall and cussing at them. School district attorney Fred Strege says the district put the teacher on leave immediately following complaints by parents.
 
     School, police and social services officials are investigating. Calls made by The Associated Press to the teacher’s home telephone number were not answered on Wednesday.

 

   BEULAH, N.D. (AP) – Authorities have charged two Beulah siblings who they say assaulted police officers who responded to a bar fight.
 
26-year-old Brittany Godwin was charged Tuesday with two counts of felony simple assault on a peace officer. Thirty-two-year-old Jerry Godwin was charged with the same count as well as misdemeanor disorderly conduct.
 
     Beulah police say they responded to a fight at Alibis bar on Friday. They say the siblings fled the bar to a nearby apartment and Jerry Godwin charged at officers when they tried to detain his sister.
 
     A police report says he punched an officer in the head. Police say Brittany Godwin kicked an officer in the face.
 
     Officers say they used a Taser on both siblings.
 
     It wasn’t immediately available if they have attorneys.

 

 WILLISTON, N.D. (AP) – A man who authorities accuse of stabbing his roommate at a North Dakota hotel is facing various charges including attempted murder.
 
     Joshua Thomas Floyd has also been charged with possession of drug paraphernalia and possession of a controlled substance.  The stabbing at a Williston hotel occurred after the roommates had a fight about money.
 
     A criminal complaint filed in the case shows officers found the victim with cuts on his neck and shoulder. The victim told police the brawl started after the hotel charged him $500 because Floyd was smoking marijuana in the room.
 
     The complaint shows the victim’s cuts required at least 30 stitches. It states police found marijuana in Floyd’s jacket.
 
     Floyd’s attorney didn’t immediately return a call seeking comment.
 
     Records don’t list Floyd’s hometown.

 

 MINOT, N.D. (AP) – A trial has been called off after a Minot man changed his plea to guilty of sexually abusing children.
 
     Christopher Tollin pleaded guilty to the felony counts of child gross sexual imposition on Tuesday at a hearing in Ward County court. Jury selection began Monday but the trial was canceled around 9 a.m. Tuesday.
 
     An assistant state’s attorney declined to comment on why Tollin changed his plea at the last minute. She says sentencing is set for March 2015. Sentencing will be left to the judge because Tollin didn’t make a plea agreement with prosecutors.
 
     She says Tollin’s victims are children but declined to provide details of the case.

 

 BISMARCK, N.D. (AP) – North Dakota’s Industrial Commission has adopted rules  requiring oil companies to reduce the volatility of crude before it’s loaded onto rail cars. The new rules go into effect in April and will require companies to remove certain liquids and gasses from oil train shipments. Oil industry officials have said the state already has proper regulations in place.

 

 BISMARCK, N.D. (AP) – North Dakota’s property tax statements are getting a new look.
 
     Tax commissioner Ryan Rauschenberger says property tax statements used to be different, depending on where you lived. He says the statements are now uniform in all counties across the state.
 
     Rauschenberger says the new property tax statements also are easier to understand.
 
     The statements are being sent out this month.

 

FARGO, N.D. (AP) – The North Dakota Board of Higher Education is looking at ways to add stability to the job of university system chancellor.
 
     The position has been marked by turmoil in the last decade, with one chancellor who resigned and another who was replaced after clashes with some university presidents.
 
     Consultant James McCormick told the board at a special meeting Tuesday in Bismarck that based upon his research, the next leader needs to have a “great relationship” with the presidents in order to be successful.
 
     Bismarck State College President Larry Skogen has served as interim chancellor for the last year. He replaced Hamid Shirvani, whose contract was bought out by the board over criticism of his leadership style.
 
     The board plans to start its search next month.

 

FARGO, N.D. (AP) – Fargo’s newly formed arts and culture commission wants to honor the city’s late mayor as one of its first orders of business.
 
     City commissioners recently approved the formation of the nine-member arts group. It is holding its inaugural meeting next month.
 
     City commissioner Melissa Sobolik says it would be fitting for the group to remember Dennis Walaker with a work of art.
 
     Sobolik says she has received many suggestions.
 
     Walaker, who earlier this year won his bid for a third term in office, died last week after a months-long battle with kidney cancer. He was 73.

 

LINTON, N.D. (AP) – North Dakota first lady Betsy Dalrymple is signing copies of her new book in Linton.
 
     The book is titled, “Building a House, Making a Home: A History of the North Dakota Governor’s Residence.” It was unveiled in October. Dalrymple scheduled a book-signing event today at the Harry L. Petrie Public Library in Linton.
 
     The current Governor’s Residence has stood since 1960. The prairie-style home is the second official residence that has been built for North Dakota’s governors. The original Governor’s Mansion was built in 1884 a few blocks south of the Capitol.

 SAN DIEGO (AP) – New manager Joe Maddon says his Cubs have “won the baseball lottery this year,” making the first big catch among top free-agent pitchers at Major League Baseball’s winter meetings last night.
 
     Jon Lester agreed to a $155 million, six-year contract with Chicago. It contains an option for 2021 that, if it becomes guaranteed, would make the deal worth $170 million over seven seasons.
 
     Lester won two World Series titles with Boston and is a three-time All-Star. The left-hander turns 31 next month.
 
     The signing is part of a major makeover for a team that is trying to end a run of five straight losing seasons and a championship drought that dates to 1908.
 
     Earlier Tuesday, the Cubs acquired All-Star catcher Miguel Montero from Arizona for a pair of minor leaguers. Chicago also has a pending $20 million, two-year deal with right-hander Jason Hammel.

 The Chicago White Sox have picked up a starter and a closer at the winter meetings in San Diego. The White Sox picked up starting pitcher Jeff Samardzija (sah-MAHR’-juh) and reliever Michael Ynoa (ih-NOH’-ah) from Oakland for four prospects after agreeing to a four-year deal with closer David Robertson. . Samardzija was 7-13 with 202 strikeouts and a 2.99 ERA for the Cubs and Athletics last season, and Robertson saved 39 games for the New York Yankees.

Francisco Liriano isn’t going anywhere. A person familiar with the negotiations says the 31-year-old left-hander is staying with the Pittsburgh Pirates, agreeing to a $39 million, three-year contract.

The Los Angeles Angels have acquired catcher and former Twin, Drew Butera from the Los Angeles Dodgers for a player to be named later or cash considerations. Butera batted .188 in 61 games with the Dodgers last season.

 CHARLOTTE, N.C. (AP) – Carolina Panthers quarterback Cam Newton spent last night in a local hospital after being injured in a two-car crash near the team’s stadium early yesterday morning. Newton suffered fractures to his lower back, an injury similar to what Dallas quarterback Tony Romo has been playing through. Spokesman Charlie Dayton said it was unclear if Newton would be able to practice this week or play Sunday against the Buccaneers.

 Rookie Johnny Manziel (man-ZEHL’) will make the first start of his NFL career when the Browns take on the Cincinnati Bengals in Cleveland on Sunday.

 FREETOWN, Sierra Leone (AP) – Sierra Leone’s junior doctors are demanding better care for medical workers who catch Ebola by extending their strike to a second day following several deaths. The doctors are demanding a facility dedicated to the treatment of medical workers. A study finds the rate of lab-confirmed Ebola infections this year has been 100 times higher in medical workers in Sierra Leone than in other adults.
 
     RAMALLAH, West Bank (AP) – Israel’s military says it’s looking into the death of a Palestinian Cabinet member shortly after a West Bank protest today. Witnesses say Israeli troops fired tear gas at him and dozens of Palestinians marchers and that the man was beaten by an Israeli soldier.
 
     KIEV, Ukraine (AP) – Ukraine says that after a significant reduction in attacks on government positions, it will continue to abide by the latest truce with Russian-backed separatists. The cessation in hostilities follows a proposal last week by Ukrainian President Petro Poroshenko to hold a “day of silence” as a bid to revive a largely ignored cease-fire deal. A new round of talks is expected this week.
 
     VATICAN CITY (AP) – Pope Francis is speaking out against modern day slavery and human trafficking. He says governments and legislatures need to enact better laws and policies to protect victims and prosecute those responsible. Francis also urged businesses to ensure their distribution chains are free of slave labor and asked consumers to think twice about who produces the goods they buy.
 
     SAN FRANCISCO (AP) – Wind and rain are on their way to Northern California. The National Weather Service has issued a high wind and flash flood warning for what could be one of the area’s strongest storms in five years. Overall, the heaviest rainfall totals are expected to range from 3- to 5-inches in much of the San Francisco Bay Area and Sacramento.
