Jane Norman introduced the six local authors Bruce Berg, Keith Norman, Bill Kennedy, Laurel Woiwode, Larry Woiwode and Nancy Kuykendall who read from and signed their books. JAMESTOWN, N.D. (AP) – Health officials in North Dakota say they have been receiving complaints about unlicensed tattoo shops that are operating in the state.

Central Valley Health of Jamestown services eight counties, including Stutsman, and licenses businesses that offer tattoo and piercing services. Administrator Robin Iszler tells KOVC-AM that the complaints have come from people who have gotten a tattoo at an unlicensed facility.

Iszler says shops without a license can have sanitary problems.

Iszler says shops offering tattoo services must be able to show a license upon request. Iszler adds customers should report the business immediately if a license is not available.

BISMARCK, N.D. (AP) – Authorities in North Dakota are accusing a couple of keeping two young children locked in a basement bedroom.

27-year-old Eugene Garaas and 24-year-old Melissa Archambault have been charged with child neglect, possession of drug paraphernalia and possession of a controlled substance.

Bismarck Police say officers found the children in the basement when they executed a search warrant at a home. Police say both children were found in dirty diapers and have now been placed in protective custody.

The couple told police they kept the children locked so they wouldn’t get a hold of dangerous items.

Police say officers found methamphetamine pipes in a box inside a closet.

It’s unclear whether Garaas and Archambault have legal representation.

BELFIELD, N.D. (AP) – Stark County State’s Attorney Tom Henning says a man shot by Belfield’s police chief is being treated at a Bismarck hospital for a wound that is not life-threatening.

27-year-old Richard Treff was shot in the leg Wednesday when he allegedly charged Chief Nick Barnhard while pointing a handgun at him.

Treff is from California and has been working in southwestern North Dakota. He is charged with terrorizing and interference with an emergency call. Both are felonies that carry a maximum punishment of five years in prison. Court records do not list an attorney for him.

Barnhard has been put on paid administrative leave while the state Bureau of Criminal Investigation looks into the incident. That is standard procedure.

ALEXANDER, N.D. (AP) – The North Dakota Highway Patrol has released the identity of the Wisconsin man who died in a three-vehicle crash in the state’s oil patch.

The Highway Patrol has identified the man as 21-year-old Bretton Gimse, of Union Grove, Wisconsin. The incident happened shortly after 7 a.m. Tuesday on U.S. Highway 85, about 5 miles north of Alexander.

Authorities say the car driven by Gimse collided with a pickup truck that had turned in front of the car. The car came to rest on the highway and was struck moments later by a large work truck hauling a flatbed trailer loaded with pipe.

Gimse died at a Williston hospital. The two people in the pickup truck, from Pennsylvania and Arizona, suffered undisclosed injuries. The person in the work truck wasn’t hurt.

BISMARCK, N.D. (AP) – The state Health Department is proposing to allow elevated levels of oilfield radioactive waste to be dumped at some North Dakota landfills.

Health officials publicly announced the proposed rules on Friday that would allow certain landfills to accept radioactive waste of up to 50 picocuries per gram. That’s 10 times greater than the current standard.

Environmental Health Chief Dave Glatt (glaht) says the proposed standard is still safe for humans and the environment.

North Dakota generates up to 75 tons of radioactive waste daily, largely from so-called oil filter socks that strain liquids during the oil production process.

State regulators say proposed rules will help track oil field waste, in response to the growing number of illegally tossed filter socks.

WASHINGTON (AP) – Supreme Court Justice Antonin Scalia is joining the debate over the Senate’s torture report. He says it’s hard to rule out the use of extreme measures for getting information if millions of lives are at stake. Scalia tells a Swiss radio network that American and European liberals who say such tactics may never be used are being self-righteous. The 78-year-old justice says he doesn’t “think it’s so clear at all,” especially if interrogators were trying to find a ticking nuclear bomb.

WASHINGTON (AP) – The Senate is on track to approve a massive defense policy bill that endorses President Barack Obama’s growing military campaign, including air strikes, against Islamic State militants. A vote was expected late Friday afternoon on the measure that also authorizes funds for basic military operations. It allows for the training and equipping of moderate Syrian rebels battling the Islamic State, a mandate that lasts for two years. It also would provide $5 billion to train Iraqis to counter the extremists.

ST. LOUIS (AP) – A federal judge is putting some limits on what actions police can take during protests in Missouri. The judge Thursday granted a temporary restraining order on behalf of protesters involved in demonstrations against the August shooting death of 18-year-old Michael Brown by Ferguson police officer Darren Wilson. The ruling applies only to Missouri. The St. Louis Post-Dispatch reports that it requires police to warn crowds of impending use of tear gas and provide “reasonable” time for people to disperse before tear gas is deployed.
