BISMARCK, N.D. (AP) – Bone-chilling cold is blanketing the Dakotas as the workweek begins.

Temperatures early this  Monday dropped well below zero in North Dakota, with wind chills as cold as minus 31 degrees in Minot. The National Weather Service says frostbite to exposed skin can happen within half an hour under those conditions.

Wind chills weren’t quite as bad in South Dakota, but up to 4 inches of snow was expected in the southern part of the state. The weather service says the 1.8 inches of snow that fell in Rapid City on Sunday broke the city’s record for the date of 1.6 inches, set in 1976.

The cold weather was forecast to continue into Tuesday. The weather service posted wind chill advisories for most areas of the two states into Tuesday morning.

BISMARCK, N.D. (AP) – Transportation officials in North Dakota are encouraging residents to keep up to date on road conditions this winter.

The state’s Department of Transportation is urging residents to use one of the many tools available to track travel conditions including the Travel Information Map, the 511 phone line and the NDRoads app for smartphones.

Mark Nelson is deputy director of the state Transportation Department. Nelson says motorists should do their part to reach their destination by buckling seat belts and driving sober.

Officials say that should motorists get stranded, they should stay in their vehicle and run the engine and heater about 10 minutes every hour. They say motorists should turn on their vehicles’ interior light when it’s dark outside and put up a distress flag.

FARGO, N.D. (AP) – Police in Fargo say a man wanted in a sexual assault case involving three North Dakota State University students has turned himself in.

Police say the 39-year-old man from rural Cass County was being held Sunday on suspicion of one count of gross sexual imposition, two counts of attempted sexual imposition, and one count of terrorizing.

Police say the three students were attacked Dec. 20 when a man entered an unlocked door of their ground-floor apartment near campus and ordered them to strip at knifepoint. Police say the man sexually assaulted at least one of the women, and one was injured during a struggle.

Interim Police Chief David Todd says officers interviewed the man Friday, but didn’t have enough evidence to detain him at the time.

BISMARCK, N.D. (AP) – The head of the Legislature’s research arm says the number of bills filed before the start of the session is below average.

Legislative Council Director Jim Smith says there are 279 bills and 13 resolutions filed ahead of the Legislature’s Jan. 6 start.

Smith says the number of pre-filed legislative measures has averaged about 395 since 1981. A total of 254 legislative measures were filed before the start of the 2013 Legislature.

BISMARCK, N.D. (AP) – U.S. Sen. Heidi Heitkamp is encouraging North Dakota businesses and organizations in growing and high-tech industries to apply for federal apprenticeship grants.

The grants are available for apprenticeship programs in industries that the federal government has projected will grow or expand the workforce and are being transformed by technology and innovations.

The apprenticeship programs must be registered with the U.S. Department of Labor before applying for the grants. Eligible applicants include employers, business associations, labor organizations, community colleges, local and state governments and nonprofit organizations.

Heitkamp says apprenticeships are great opportunities for individuals to get hands on experience in high-skilled and high-demand jobs. She says more than 350 apprenticeships are already registered in the state.

The deadline to apply for the grants is April 30.

A new, larger elevator is being installed in the church. A 6,000-square-foot fellowship hall is under construction that will have a commercial kitchen with ample storage, ovens, a large pantry and increased refrigerator and freezer space.

The church was covered in 3 feet of water after the flood three years ago. More than 4,000 homes and other structures were also damaged or destroyed by the flood.

UNDATED (AP) – The NFL playoffs will begin on Saturday, with Arizona visiting Carolina before Pittsburgh takes on Baltimore. Sunday’s games will have Cincinnati at Indianapolis followed by Detroit at Dallas.

Seattle, Green Bay, New England and Denver will begin their playoff schedules at home the following weekend.

FLORHAM PARK, N.J. (AP) – The New York Jets have fired coach Rex Ryan and general manager John Idzik after one of the most disappointing seasons in franchise history.

With the Jets (4-12) failing to make the postseason for the fourth straight season, owner Woody Johnson opted to clean house Monday and start fresh with a new coach and GM.

Ryan was 50-52, including 4-2 in the postseason in his six seasons with the Jets. His first few years were filled with guarantees, bold statements and two consecutive trips to the AFC title game. But in the end, there were not enough wins to back up all the big talk.

Idzik lasted just two seasons after replacing the fired Mike Tannenbaum in 2013. He was heavily criticized this year for questionable personnel decisions in the NFL draft and free agency.

In world and national news…

BARI, Italy (AP) – The Greek coast guard says five people have now been confirmed dead in a fire on board a Greek ferry in the Adriatic, between Albania and Italy. Officials say one man died after becoming trapped on a lifeboat chute and now four more people have been found dead. Of the 478 passengers and crew, 391 people have been rescued so far.

SURABAYA, Indonesia (AP) – Two oil spots and objects floating in the sea. Officials say they’re not sure what’s been spotted by an Indonesian helicopter and an Australian search plane are related to the missing AirAsia plane because it’s just too early to know. But officials say there’s little reason to believe that the plane with 162 people on board met anything but a grim fate after it disappeared from radar Sunday morning over the Java Sea. The pilot was trying to escape rough weather.

MANILA, Philippines (AP) – A strong earthquake has shaken parts of the southern and central Philippines, frightening people but causing no serious damage or injuries. The U.S. Geological Survey says the magnitude-6.1 earthquake struck at a depth of 23 miles. A Philippine government seismologist says the quake was too deep and far from urban areas to cause any damage or injuries. She says aftershocks are expected.

MONROVIA, Liberia (AP) – Authorities in Liberia say there have been dozens of new Ebola cases along the border with Sierra Leone. Today’s announcement by health officials marks a setback for Liberia, which has seen the number of cases stabilize somewhat after having been the hardest hit country in West Africa. Officials blame the flare-up on a number of factors including people going in and out of the country and traditional practices such as the washing of bodies. Nearly 3,400 people have died from Ebola in Liberia over the past year with nearly 8,000 cases.

WASHINGTON (AP) – President Barack Obama says the U.S. is less racially divided than it was when he took office, despite recent protests over police treatment of black people. In an NPR interview, Obama says mistrust between police and minorities isn’t new. He says it’s being talked about more because people are capturing more incidents with their smartphones. Obama says he thinks the issue of race has surfaced in a healthy way.
