Jamestown (CSi) The free Boat and Water Safety course will be held on Tuesday (Dec 30, 2014) with two sessions at 10-a.m., and 1-p.m., at James River Family Fitness in Jamestown.

On Monday’s Wayne Byers Show on CSi Cable 2 Bob Martin with the U.S. Army Corps of Engineers, one of the sponsors, pointed out that both sessions contain the same information, with participants selecting the time that works for them.

He said the classroom instruction includes information on hypothermia, ice safety, and water rescue by the Jamestown Fire Department, and life jacket information, as life jackets are required to be warn for youth 10 years of age and under.

Martin added that two boats will be on the pool’s water, powered by electric trolling motors, to give participants additional instruction, including boating “rules of the road.”

Participants include, the U.S. Army Corps of Engineers, Jamestown Fire Department, James River Family Fitness, and the State Game and Fish Department which will hand out informational books activity bags, and water bottles.

Each session is scheduled to last about and hour and half to two hours.

The instruction is gear for those 5-12 years old, anyone is welcome to attend.

Jamestown (CSi) Jamestown Reservoir and Pipestem Reservoir are at winter freeze-up levels.

On Monday’s Wayne Byers Show on CSi Cable 2 U.S. Army Corps of Engineer’s Pipestem Dam, Manager, Bob Martin said, Pipestem Dam is releasing, and will continue to release through the winter, 5 cfs of water, due to some ground water runoff still coming into the reservoir, from nearby wetlands.

He pointed out the reservoir level continues to creep up, but is not creating any problem.

At Jamestown Reservoir, releases were shut off the first week of December, and the gate is expected to be closed for the balance of the winter.

With frost, Martin said so far the depth is negligible, but that could change with colder weather, and the amount of snow cover.

He added that next week the weather service will begin measuring moisture content in the snow pack, and then every two weeks until the snow cover is gone.

BISMARCK, N.D. (AP) – A spokesman for North Dakota AAA says gasoline prices continue to drop but they still are higher than the national average.

Automobile club spokesman Gene LaDoucer says the statewide average price for regular unleaded gasoline was $2.39 per gallon on Monday.  Jamestown’s on Monday was $2.29 per gallon, for self service regular.  He says the national average was $2.28 per gallon.

LaDoucer says gasoline prices in North Dakota have dropped $1.30 a gallon since late June. He says the last time the statewide average was below the current level was in May 2009.

FARGO, N.D. (AP) – A judge has set bail at $500,000 for a man accused in a sexual assault case involving three North Dakota State University students.
39-year-old Stanley Busche of rural Argusville appeared in court on Monday.

Police say the three students were attacked Dec. 20 when a man entered an unlocked door of their ground-floor apartment near campus and ordered them to strip at knifepoint. Police say the man sexually assaulted at least one of the women, and one was injured during a struggle.

Busche told a judge Monday that he’s not a violent person and he plans to hire his own attorney.

Busche faces charges of gross sexual imposition, attempted sexual imposition and terrorizing.

BISMARCK, N.D. (AP) – Attorney General Wayne Stenehjem (STEHN’-juhm) says Ward County doesn’t have to pay a $2,500 disconnect permit fee to a water district.

Stenehjem says in a written opinion issued Monday that Ward County acquired some properties to restore “green space” following the massive 2011 Souris River flood.

Water and sewer services to the properties were shut off at the curb stop and never reconnected. In October 2011, the water district notified property owners that they had to pay a $14.95 monthly fee, even if they were not in their homes and the water was shut off.

Stenehjem says the county “has no duty to pay” the West River Water District because of a contract it had with the past owners of the properties.

WILLISTON, N.D. (AP) – Authorities say three Mexican nationals are accused of trafficking methamphetamine in western North Dakota.

The  men were arrested following a vehicle crash on Dec. 22 in McKenzie County. The men’s names were not released.

Authorities say the three men fled the vehicle following a crash with a tanker truck. Two of the men were arrested a short time later.

Authorities say during the search, a jug of laundry detergent containing 30 grams of methamphetamine was found, with an estimated street value of $6,000.

The third man was captured Wednesday, when agents of the U.S. Border Patrol notified the McKenzie County sheriff’s office that the man had been captured near Williston following reports of drug sales in the area.

FARGO, N.D. (AP) – The head of the North Dakota State University Development Foundation and Alumni Association is stepping down.

NDSU officials say Doug Mayo expressed interest to leave the group. Officials say executive committees passed a resolution approving a mutually agreed upon separation agreement.

Terms of the agreement were not disclosed.

Mayo took over the foundation last year. He replaced Jim Miller who retired after more than 30 years on the job.

Keith Bjerke (BYUHR’-kee) has been named interim president and CEO of NDSU’s Development Foundation and Alumni Association. Bjerke is a North Dakota State University graduate, and a U.S. Marine Corp veteran.

School officials say Mayo has agreed to stay on through Jan. 31 to help with the transition.

In world and national news…
BARI, Italy (AP) – Passengers are telling of a harrowing day and night on board a burning ferry off the coast of Albania. The fire left at least 10 people dead, and the toll could rise — since the number of people accounted for is lower than the number on the ferry’s manifest. And some of the survivors didn’t appear on that manifest — suggesting that many were illegal migrants trying to reach Italy. Amid the flames and the pelting rain, survivors say passengers fought each other to be the next to be rescued.

LONDON (AP) – Officials at London’s Gatwick Airport say several passengers suffered minor injuries when a Virgin Atlantic jet made an emergency landing there Monday. The plane had taken off from Gatwick, headed for Las Vegas — but it turned back after developing a problem with its landing gear. Gatwick’s only runway was closed for more than three hours.

SURABAYA, Indonesia (AP) — The plane sought permission to climb above threatening clouds. Air traffic control couldn’t say yes immediately — there was no room. Six other airliners were crowding the airspace, forcing AirAsia Flight 8501 to remain at a lower altitude.

Minutes later, the jet carrying 162 people was gone from the radar without ever issuing a distress signal. The plane is believed to have crashed into Indonesia’s Java Sea, but broad aerial surveys on Monday turned up no firm evidence of the missing Airbus A320-200

LONDON (AP) – Scottish authorities say a health care worker who has just returned from Sierra Leone has been diagnosed with Ebola and is being treated in a Glasgow hospital. The only previous case of the often-fatal disease in Britain was William Pooley, a nurse who contracted the disease while treating patients in Sierra Leone. He recovered after treatment in London and returned to West Africa.

BEIJING (AP) – Chinese access to Google’s email service has been blocked. The move comes amid Chinese government efforts to limit or even ban access to Google’s services — which are popular among Chinese who are trying to avoid government monitoring.

PORT WASHINGTON, Wis. (AP) – Actor Dustin Diamond, who played Screech in the 1990s television show “Saved by the Bell,” has appeared in a Wisconsin courtroom on charges that he stabbed a man during a bar fight on Christmas Day. Charges include disorderly conduct and carrying a concealed weapon. After spending the weekend in jail, Diamond posted $10,000 bond before today’s hearing, where his lawyer asked for reduced bail and a jury trial. Diamond told police he accidentally stabbed the man while trying to defend his fiancee.
