BISMARCK, N.D. (AP) – The Dakotas are in the deep freeze, with cold and wind making it feel as cold as 33 degrees below zero.
Wind chill advisories posted by the National Weather Service are in effect for all of both states. Temperatures dropped into the single digits and teens below zero overnight, and wind chill factors are in the minus 20s and even the minus 30s.
Weather service meteorologist Bill Abeling says the cold is nowhere near record-setting. But he says the fact that the arctic air hit after a stretch of mild weather might make it feel even colder than it is.
A warmup is in store for the rest of the week before bitter cold sets in again early next week.
Jamestown (CSi) The free Boat and Water Safety course will be held on Tuesday (Dec 30, 2014) with two sessions at 10-a.m., and 1-p.m., at James River Family Fitness in Jamestown.
On Monday’s Wayne Byers Show on CSi Cable 2 Bob Martin with the U.S. Army Corps of Engineers, one of the sponsors, pointed out that both sessions contain the same information, with participants selecting the time that works for them.
He said the classroom instruction includes information on hypothermia, ice safety, and water rescue by the Jamestown Fire Department, and life jacket information, as life jackets are required to be warn for youth 10 years of age and under.
Martin added that two boats will be on the pool’s water, powered by electric trolling motors, to give participants additional instruction, including boating “rules of the road.”
Participants include, the U.S. Army Corps of Engineers, Jamestown Fire Department, James River Family Fitness, and the State Game and Fish Department which will hand out informational books activity bags, and water bottles.
Each session is scheduled to last about and hour and half to two hours.
The instruction is gear for those 5-12 years old, anyone is welcome to attend.
Jamestown (CSi) Jamestown Reservoir and Pipestem Reservoir are at winter freeze-up levels.
On Monday’s Wayne Byers Show on CSi Cable 2 U.S. Army Corps of Engineer’s Pipestem Dam, Manager, Bob Martin said, Pipestem Dam is releasing, and will continue to release through the winter, 5 cfs of water, due to some ground water runoff still coming into the reservoir, from nearby wetlands.
He pointed out the reservoir level continues to creep up, but is not creating any problem.
At Jamestown Reservoir, releases were shut off the first week of December, and the gate is expected to be closed for the balance of the winter.
With frost, Martin said so far the depth is negligible, but that could change with colder weather, and the amount of snow cover.
He added that next week the weather service will begin measuring moisture content in the snow pack, and then every two weeks until the snow cover is gone.

FARGO, N.D. (AP) – A judge has set bail at $500,000 for a man accused in a sexual assault case involving three North Dakota State University students.
39-year-old Stanley Busche of rural Argusville appeared in court on Monday.
Police say the three students were attacked Dec. 20 when a man entered an unlocked door of their ground-floor apartment near campus and ordered them to strip at knifepoint. Police say the man sexually assaulted at least one of the women, and one was injured during a struggle.
Busche told a judge Monday that he’s not a violent person and he plans to hire his own attorney.
Busche faces charges of gross sexual imposition, attempted sexual imposition and terrorizing.
DICKINSON, N.D. (AP) – A Dickinson man has been charged with attempted murder for stabbing another man in October.
) 23-year-old Brett Hlibichuck has pleaded not guilty to the felony charge.
According to a criminal complaint, the attack happened Oct. 20 in Belfield, and the victim required several hours of surgery on the wounds to his abdomen and neck.
BISMARCK, N.D. (AP) – A Bismarck man accused of assaulting five people in a mobile home has pleaded not guilty to all charges against him.
Fifty-seven-year-old Richard Gourneau Sr. is charged with five counts of aggravated assault, and one count each of simple assault, terrorizing and theft. He could face more than 35 years in prison if convicted.
Authorities allege that Gourneau used a knife and a baseball bat in the Nov. 26 incident that sent five people to the hospital, two of whom were treated in intensive care for head injuries. Police say Gourneau then stole a car and fled. He was arrested after surrendering six days later.
Gourneau’s trial is scheduled to begin April 8.
WILLISTON, N.D. (AP) – Authorities say three Mexican nationals are accused of trafficking methamphetamine in western North Dakota.
The Williston Herald reports the men were arrested following a vehicle crash on Dec. 22 in McKenzie County. The men’s names were not released.
Authorities say the three men fled the vehicle following a crash with a tanker truck. Two of the men were arrested a short time later.
Authorities say during the search, a jug of laundry detergent containing 30 grams of methamphetamine was found, with an estimated street value of $6,000.
The third man was captured Wednesday, when agents of the U.S. Border Patrol notified the McKenzie County sheriff’s office that the man had been captured near Williston following reports of drug sales in the area.
BISMARCK, N.D. (AP) – A spokesman for North Dakota AAA says gasoline prices continue to drop but they still are higher than the national average.
Automobile club spokesman Gene LaDoucer says the statewide average price for regular unleaded gasoline was $2.39 per gallon on Monday. He says the national average was $2.28 per gallon. The Jamestown average for self-service regular gas is $2.29.
LaDoucer says gasoline prices in North Dakota have dropped $1.30 a gallon since late June. He says the last time the statewide average was below the current level was in May 2009.
BISMARCK, N.D. (AP) – Gov. Jack Dalrymple will deliver his third State of the State address to state lawmakers and the public next week.
The event begins Jan. 6 at 1 p.m. in the House chamber of the state Capitol.
Dalrymple spokesman Jeff Zent says the governor will focus on the state’s “achievements, challenges and opportunities.”
Dalrymple gave his first State of the State address in 2011, after serving for a decade as the state’s lieutenant governor.
The governor’s address will be streamed live over the Internet at www.governor.nd.gov .
FARGO, N.D. (AP) – The head of the North Dakota State University Development Foundation and Alumni Association is stepping down.
NDSU officials say Doug Mayo expressed interest to leave the group. Officials say executive committees passed a resolution approving a mutually agreed upon separation agreement.
Terms of the agreement were not disclosed.
Mayo took over the foundation last year. He replaced Jim Miller who retired after more than 30 years on the job.
Keith Bjerke (BYUHR’-kee) has been named interim president and CEO of NDSU’s Development Foundation and Alumni Association. Bjerke is a North Dakota State University graduate, and a U.S. Marine Corp veteran.
School officials say Mayo has agreed to stay on through Jan. 31 to help with the transition.
LINCOLN, N.D. (AP) – The City Council and the mayor in Lincoln are at odds over how to solve problems with excess groundwater in the area, and some residents are getting frustrated.
Some residents have to run a sump pump every day, even well into winter. Jacob Fetzer says his sump pump runs every four minutes.
Three council members want to clean cattails and silt from a drainage area. But Mayor Bob Johnston favors a plan drafted by Burleigh County that would install a drainage system underneath a future road project.
Johnston says the matter will be addressed at next month’s council meeting.

UNDATED (AP) – No. 18 Clemson had no trouble winning its bowl game.
Cole Stoudt threw for three touchdowns and ran for another to lead the Tigers’ 40-6 pounding of Oklahoma in the Russell Athletic Bowl. Stoudt was 26 for 36 for a season-high 319 yards to help Clemson reach double digits in victories for the fourth straight year.
The Sooners had five turnovers, including three interceptions by Trevor Knight.

– Kyle Allen threw for four touchdowns and ran for a fifth to lead Texas A&M past West Virginia 45-37 in the Liberty Bowl. UNDATED (AP) – The New York Jets have dismissed head coach Rex Ryan and general manager John Idzik after the team finished 4-12 to miss the playoffs for the fourth straight year. The Chicago Bears got rid of second-year head coach Marc Trestman and third-year GM Phil Emery following a fourth consecutive season without a postseason berth, And the Atlanta Falcons fired coach Mike Smith, who went 66-46 with the team but was just 10-22 the last two seasons.
ORCHARD PARK, N.Y. (AP) – Quarterback Kyle Orton has informed the Buffalo Bills that he’s retiring after helping the team post its first winning season since 2004. The Bills finished 9-7 this year, with the 32-year-old Orton winning seven of his 12 starts after replacing EJ Manuel. He completed 64 percent of his passes for 3,018 yards, 18 touchdowns and 10 interceptions.
NEW YORK (AP) – The NFL has given Detroit Lions defensive tackle Ndamukong Suh (ehn-DAH’-muh-kahng soo) a one-game suspension for stepping on Packers quarterback Aaron Rodgers’ left leg twice, once with each foot. The incident occurred during the Lions’ loss yesterday at Green Bay and is the latest in a list of 10 punishments handed down to Suh since turning pro in 2010. The decision means Suh will miss the Lions’ playoff game Sunday against Dallas, although he still has time to appeal the suspension.

UNDATED (AP) – Kentucky is the unanimous No. 1 team in The Associated Press men’s basketball poll for the fourth consecutive week, taking all 65 first-place votes after beating previous No. 4 Louisville 68-60 on Saturday.
Duke is second, followed by Virginia, Wisconsin and Louisville. Villanova, Gonzaga, Arizona, Iowa State and Utah round out the top 10.
South Carolina is No. 1 in the women’s poll for the sixth straight week. In fact, the top 10 teams remain the same as second-ranked Connecticut is followed by Texas, Notre Dame and Texas A&M.
HOCKEY-WORLD JUNIOR CHAMPIONSHIP
MONTREAL (AP) – The US is 3-0 in hockey’s World Junior Championship following a 3-0 win over Slovakia.
Sonny Milano broke a scoreless tie late in the second period before Dylan Larkin and John Hayden tallied. Thatcher Demko made 17 saves for the Americans, who take on Canada on Wednesday.

Teenage pitcher wins award
PHILADELPHIA (AP) – The Associated Press has announced its female athlete of the year and the winner is somebody very few people knew of a year ago. In a vote of U.S. editors and news directors Mo’ne (moh-NAY’) Davis was chosen over Mt. St. Joseph freshman Lauren Hill, who played her first college basketball game while battling terminal brain cancer, and three-time winner Serena Williams.
The 13-year old Davis became a media darling this summer when she mowed down batters in the Little League World Series.

PANGKALAN BUN, Indonesia (AP) – Searchers in the Java Sea have recovered several bodies and discovered what appear to be a life jacket and an emergency exit door from an AirAsia jetliner that disappeared with 162 people on board. Part of the plane’s interior, including an oxygen tank, was brought to the nearest town, along with a bright blue plastic suitcase. The flight vanished Sunday, halfway through a two-hour flight between Indonesia and Singapore.
JAKARTA, Indonesia (AP) – Officials say the search for the missing AirAsia jet in the Java Sea differs significantly from the operation in a remote stretch of the Indian Ocean trying to find Malaysia Airlines Flight 370. For one thing, that area of the Indian Ocean is 100 times deeper than the Java Sea. But Java Sea searchers could find themselves hampered in other ways like monsoons, murkiness and trash in the water. The AirAsia search has turned up bodies and debris.
MANILA, Philippines (AP) – At least 31 people are dead as a result of flash floods and landslides triggered by Tropical Storm Jangmi in the eastern and central Philippines. Officials say another seven people are missing. Floods destroyed bridges and highways, sending thousands of residents to evacuation centers.
WASHINGTON (AP) – More police officers were killed by guns this year than in 2013. The annual report released by the National Law Enforcement Officers Memorial Fund finds that 50 officers were killed by guns this year, compared to 32 in 2013. That’s a 56 percent increase. In all, the report says 126 federal, local, tribal and territorial officers were killed in the line of duty, a 24 percent jump.
ATHENS, Greece (AP) – The latest political turmoil in Greece could take an economic toll. The credit rating agency Fitch has warned that it could hurt the country’s sovereign rating, after a snap general election was called for Jan. 25. The agency says it is unclear whether any single party would be able to form a government alone, a stalemate that would “increase the risks to Greece’s creditworthiness.”
