BISMARCK, N.D. (AP) – A few schools in the Dakotas are starting classes late in the aftermath of a storm that created blizzard conditions in many areas.
Residents of the two states also are once again dealing with extreme cold. The National Weather Service has posted advisories for most areas, with wind chills dropping as low as the minus-30s.
The bitter cold has lingered for several days and isn’t going away soon. Weather service meteorologist Pete Speicher (SPY’-kur) says it will be the middle of next week before there’s a significant warmup.
The wind isn’t quite as harsh as it was Thursday, when gusts surpassed 60 mph in western South Dakota. The strong winds blew some semitrailers off Interstate 90. One semi involved in a crash spilled about 500 pounds of french fries.
Valley City (CSi)) Bids will be opened next Tuesday as a Valley City Church that was destroyed by fire in October of 2013, will be re-established with a new structure at a new location.
The Rev. Jolene Knutson-Hanse, pastor at Faith Lutheran Church, said she thinks construction will begin when the ground thaws, with the completion date uncertain at this time.
The new church will be across the street to the east in a mostly vacant lot that includes the old Smith Lumber Company building, which has since moved to a location on the east side of Valley City.
The former church was located at 251 4th Street. Northeast in downtown Valley City
Jamestown (CSi) The Jamestown/Stutsman Development Corporation’s (JSDC) Executive Committee is recommending JSDC turn over the remaining seven lots in the I-94 Business Park to the city of Jamestown and is reviewing real estate policies.
The city would then have the possibility of selling the lots at auction, to a possible developer.
The sales proceeds would be paid back to the Stutsman County and Jamestown economic development funds.
The JSDC has been offering the lots for sale at $1 per square foot.
Lot purhasers are required to build within two years of purchase, and required to pay back a portion of the profits if the lot is sold at a profit within five or seven years, depending on the sales contract.
The properties also have covenants regarding the types of buildings that can be constructed, number of parking spaces and landscaping requirements.
JSDC plans to retain ownership of its industrial lots located at the Spiritwood Energy Park Association site.
FARGO, N.D. (AP) – A Fargo firefighter was taken to a hospital to be evaluated after a crash involving a fire engine.
Firefighters responded to the scene of a traffic crash on Interstate 29 shortly before 7:30 p.m. Thursday. Another vehicle approaching the scene struck the fire engine while it was parked in a position to protect the accident scene from oncoming vehicles.
Officials said the firefighter did not appear to be seriously injured.
Bismarck (CSi) The North Dakota Highway Patrol has restricted the movements of oversized and high-profile loads in areas affected by North Dakota Department of Transportation travel alerts. High winds and blowing snow are reducing visibility throughout much of North Dakota. During inclement weather, operators of high profile vehicles, long-load type vehicles, and permitted over dimensional vehicles need to be aware of and abide with restriction movement laws.
North Dakota law restricts movement for these vehicles when wind or other conditions may cause the vehicle or attachment to swerve, whip, sway or fail to follow in the path of a towing vehicle. Federal regulations require the operation of commercial motor vehicles to be discontinued when weather conditions become dangerous and that they are not resumed until the commercial motor vehicle can be safely operated.

HILLSBORO, N.D. (AP) – A Mayville father has pleaded not guilty to a felony terrorizing charge after he allegedly threatened his 9-year-old son during a drunken dispute with his wife over a game of Yahtzee.
Brian Cutshall was charged Tuesday in Traill County District Court. He pleaded not guilty to the charge Thursday.
Court records show Cutshall’s son called police on Dec. 18 to report that his parents were fighting. The documents say the boy told a responding deputy that his father threatened to kill him if he didn’t call 911. They say the boy told the deputy that his mother was hitting his father when Cutshall threatened him.
The boy was taken into protective custody.
Cutshall is scheduled to return to court at the end of the month. An email seeking comment was sent to his attorney this morning.
BISMARCK, N.D. (AP) – The North Dakota Department of Health says seven people in the state have died from influenza, which is an increase of six since last week.
The department also indicated that 99 people have been hospitalized.
Burleigh County reports the highest number of flu cases, with 638. Cass County is second, with 354.
Statewide, there have been 2,866 cases reported, 957 of them in children 10 years old and younger.
NEW TOWN, N.D. (AP) – North Dakota health officials say they’re doing limited testing for tuberculosis after a case was confirmed in a New Town student.
The state department says people don’t need to be tested unless they’ve been contacted by someone from a health agency.
State Health Department officials announced the infectious case of TB on Wednesday and said they were working with local school and health officials in Mountrail County to provide free testing on Friday to those who might have been exposed.
Health officials say they’ll identify the people who need to be tested.
Tuberculosis is a serious but treatable disease that can be spread through droplets if an infected person coughs or sneezes. The infected person in Mountrail County has been asked to stay home.
BISMARCK, N.D. (AP) – North Dakota’s top oil regulator says low crude prices could create a “crisis” for the state’s already short-handed workforce.
Department of Mineral Resources Director Lynn Helms says low oil prices could “stimulate” economies in other states.
He says slumping crude prices could slow drilling in North Dakota. He says if workers are laid off and leave the state it may tough “to get them back.”
State officials say North Dakota already has about 25,000 more jobs than takers.
BISMARCK, N.D. (AP) – The chairman of the Standing Rock Sioux Tribe has asked North Dakota lawmakers to do more to protect public safety and the environment during the state’s unprecedented oil boom.
Standing Rock Sioux Tribal Chairman Dave Archambault addressed a joint session of the North Dakota House and Senate on Thursday. Archambault says the state’s oil boom has brought people and prosperity to the state but it also has brought problems.
Archambault says communities within North Dakota’s five American Indian reservations have seen “dramatic increases” in violent crimes since the oil boom began.
Archambault says the state, federal and tribal governments also must increase oversight to protect the land and water from oil-related environmental impacts.
BISMARCK, N.D. (AP) – Bismarck, North Dakota-based MDU Resources Group Inc. has promoted Nicole Kivisto as its president and CEO of the corporation’s utility group companies.
That operation includes Montana-Dakota Utilities Co., Great Plains Natural Gas Co., Cascade Natural Gas Corp. and Intermountain Gas Co.
The companies serve more than 1 million electric and natural gas customers in Washington, Oregon, Idaho, Montana, Wyoming, North Dakota, South Dakota and Minnesota.
Kivisto replaces K. Frank Morehouse, who has resigned.
BISMARCK, N.D. (AP) – The University of North Dakota’s Department of Special Collections has an unusual addition – an Atari video game cartridge that once was buried in a New Mexico landfill.
The Centipede game for the Atari 2600 was among hundreds of games recovered at the city landfill in Alamogordo, New Mexico, last spring. A team of documentary filmmakers investigated a decades-old urban legend that centered on Atari secretly dumping “E.T.” game cartridges. The “E.T.” game had the reputation of being the worst game ever.
UND researchers Bill Caraher and Bret Weber took part in the excavation. Caraher bought the game and has donated it to the university. Caraher says the game represents “our very recent past,” and he notes that even the Smithsonian has one of the games from the Atari dig.

Jamestown (CSi) University of Jamestown head men’s football coach Shawn Frank has announced the signing of Andrew Jensen of Gardnerville Nevada who will join the Jimmies in the 2015-2016 season.
Jensen, 6’2″ and 240 pounds, was Regional and Sierra League 1st Team Guard and 1st Team Defensive Tackle. During the previous season, he had 46 tackles and 9 sacks with 89 tackles and 14 sacks during his career.
Coach Frank says of Jensen, “Andrew is a physical player that moves very well. We were enamored with the amount of plays he made at the defensive end position. Andrew plays with a high motor. He has an edge to his game, which is something we take great pride in. He does a great job of playing off blocks and takes great pride in the way he plays. Andrew is an outstanding young man that also understands we want out of our players in the classroom and on the field. We are excited, as a staff, to have Andrew aboard. Andrew comes from the same high school that the recently graduated Garrett Tenney attended..”

OMAHA, Neb. (AP) – Lawrence Alexander scored 18 points, Paul Miller made six consecutive free throws in the last 11 seconds and North Dakota State held off Nebraska-Omaha 75-72 on Thursday.
A.J. Jacobson scored 17 points with eight rebounds and Dexter Werner added 14 points. Miller finished with 10 points and was 8 of 8 from the line overall.
CJ Carter’s jumper with 7:49 left in the first gave Omaha a 24-23 lead, but the Bison closed on an 11-3 run and led 34-27 at halftime.
Marcus Tyus’ 3-pointer, followed by Devin Patterson’s traditional three-point play, put Omaha up 52-48 with 8:28 left. North Dakota State (11-5, 3-0 Summit League) responded with a 13-2 surge, capped by Alexander’s 3-pointer, to lead by seven with 4:18 left and the Bison held off Omaha down the stretch.
Tre’Shawn Thurman and Mike Rostampour led Omaha (7-8, 1-2) with 18 points apiece, and Thurman grabbed eight boards.
GRAND FORKS, N.D. (AP) – Zach Mills scored 17 points and Mikh McKinney added 13, including a short bank shot with one second left to lift Sacramento State to a 63-61 win over North Dakota on Thursday.
Alex Tiffin added 12 points and Dylan Garrity 10 for the Hornets (9-5, 3-0 Big Sky), who won their fourth straight and matched the best start since joining the league in 1996.
Sacramento State led 34-30 at halftime but the margin was never more than five in the second half.
Carson Shanks had 14 points for UND (5-9, 1-2) in just his fourth game after transferring from Utah State. Jaron Nash, who had nine rebounds, and Terrel de Rouen, who missed a desperation heave at the buzzer, both had 11 points.
Nash had a dunk with 1:36 left to put UND up 61-59 but Cody Demps counted for Sacramento State at 1:08. Nash missed a driving runner with 33 seconds remaining.

ST. PAUL, Minn. (AP) – Minnesota Wild left wing Zach Parise has been designated as a non-roster player to give him time to grieve after his father’s death. J.P. Parise died Wednesday of lung cancer. The move allowed the team to recall defenseman Jonathan Blum, goalie John Curry and right wing Jordan Schroeder from the Iowa Wild of the AHL in time for the game.

DENVER (AP) – The U.S. Olympic Committee has chosen Boston to bid for the 2024 Games, selecting the city over Los Angeles, San Francisco and Washington. Boston joins Rome as the only other city that has officially decided to bid, with Germany, France and Hungary also considering bids. The Summer Olympics haven’t been hosted by the United States since the 1996 Atlanta Games.

UNDATED (AP) – A French official says two men holed up with a hostage near a school agreed to negotiations to safely evacuate students, but the terror suspects say they want to die like martyrs. The men are suspected in the attack against the satirical newspaper Charlie Hebdo in Paris that left 12 people dead.
WASHINGTON (AP) – The U.S. denies doing anything to cripple North Korea’s internet service following a hack of Sony Pictures it blames on Pyongyang. While the administration has been coy about the disruption, two senior officials say that it was not a U.S. operation. North Korea’s networks are not considered especially robust since they rely on a single provider, China United Network Communications Group.
PANGKALAN BUN, Indonesia (AP) – An Indonesian official says it’s unclear whether signals picked up in the search area today are pings from the voice and data recorders from AirAsia flight 8501. The head of search operations says no pieces of metal were detected near where the signals originated in the Java Sea. The crash killed all 162 people on board.
GADSDEN, Ala. (AP) – A court appearance is scheduled in Alabama today for a grandmother charged with capital murder in the running death of her 9-year-old granddaughter. The judge will make sure things are on track for Joyce Garrard’s trial to begin as scheduled next month after about three years of waiting. Prosecutors contend Garrard killed Savannah Hardin in early 2012 by making her run for hours as punishment for a lie.
NEW ORLEANS (AP) – A federal appeals court takes up same-sex marriage bans today from three staunchly conservative Southern states. A three-judge panel of the 5th U.S. Circuit Court of Appeals was scheduled to hear arguments from state and opposition attorneys from Texas, Louisiana and Mississippi. The cases represent what could be among the last argued in federal court before the U.S. Supreme Court takes up the issue.
