Jamestown (CSi) The Jamestown/Stutsman Development Corporation’s (JSDC) Executive Committee is recommending JSDC turn over the remaining seven lots in the I-94 Business Park to the city of Jamestown and is reviewing real estate policies.
The city would then have the possibility of selling the lots at auction, to a possible developer.
The sales proceeds would be paid back to the Stutsman County and Jamestown economic development funds.
The JSDC has been offering the lots for sale at $1 per square foot.
Lot purhasers are required to build within two years of purchase, and required to pay back a portion of the profits if the lot is sold at a profit within five or seven years, depending on the sales contract.
The properties also have covenants regarding the types of buildings that can be constructed, number of parking spaces and landscaping requirements.
JSDC plans to retain ownership of its industrial lots located at the Spiritwood Energy Park Association site.
Bismarck (CSi) The State Tax Department reports that in 2014, Jamestown and Stutsman County Taxable Sales and Purchases were off by more than seven percent compared to 2013.
Retail sales for the same periods showed a 1 percent decline.
The decline is the first in third quarter total sales since 2009.
The total taxable sales and purchases for Jamestown went down from $71.4 million in 2013 to $65.8 million in 2014. Retail sales dropped from $32.4 million in 2013 to $32 million in 2014.
public information officer for the Office of State Tax Commissioner, Jen Raab, says the biggest declines in total sales were in wholesale trade, which dropped about $2 million, and miscellaneous trade, which was down about $4 million.
Raab says the year-end report, due in April, would provide a better picture of the sales climate in Jamestown.

BISMARCK, N.D. (AP) – Police are investigating the death of a 50-year-old man found in his vehicle outside of a retail store in Bismarck.
Police say the man found dead in the parking lot of Wal-Mart on Sunday afternoon was homeless. Authorities say employees had seen the man in the parking lot before but didn’t know how long he had been staying there.
Authorities say an autopsy will be conducted by the state to determine the cause of his death.
Police say the dog found in the man’s car is not being cared for at the Bismarck Animal Impound.
GRAND FORKS, N.D. (AP) – All of the injured students admitted to Altru Hospital in Grand Forks after a fatal collision involving a Larimore school bus and a freight train have now been released.
Altru says the last of the seven patients was discharged Friday.
Three other injured students were transferred out of the hospital earlier, but officials haven’t said where. Their conditions aren’t known.
The crash at a crossing outside Larimore on Jan. 7 killed 62-year-old bus driver Max Danner and 17-year-old student Cassidy Sandstrom, and injured 12 other students.
Highway Patrol Lt. Tom Iverson says the crash’s cause is still being determined. An autopsy has been conducted on Danner but results aren’t yet available. Investigators also have reviewed video from a camera on the train and conducted interviews with most students on the bus.
BISMARCK, N.D. (AP) – The Burleigh County Sheriff’s Department is investigating an accident that sent four people to the hospital after the vehicle they were riding in fell through ice.
Sgt. Mike Stoltz says three men and one woman were injured early Sunday morning when the SUV fell into the Missouri River. He says the incident was reported around 7:40 a.m. but authorities believe it occurred before then.
Stoltz says the vehicle went through the ice off a sandbar near Bismarck. He says occupants of the vehicle weren’t ice fishing.
The driver was arrested for reckless endangerment.
MINOT, N.D. (AP) – The suspect in a North Dakota homicide has made his initial court appearance after being extradited from Pennsylvania.
The bond for 37-year-old Anthony Campbell has been set at $500,000 cash. Campbell was arrested in November in Philadelphia on a murder warrant and an unrelated burglary warrant.
Campbell has been accused in the slaying of 25-year-old Shannon Brunelle, who was found dead in a garage at an apartment building on Sept. 15.
The murder charge carries a maximum punishment of life in prison without parole. Campbell’s next court appearance is scheduled for Feb. 12.
It was not immediately clear whether Campbell has an attorney.
MINOT, N.D. (AP) – Officials in Minot say a building boom following the 2011 Souris River flood is leveling off.
The city issued $182 million in building permits last year, down from $261 million in 2013. City Building Inspector Mitch Flanagan says one of the reasons for the drop was that major projects including an airport terminal were permitted in 2013.
But officials in the construction materials business say fewer new homes and apartments also are being built. Flanagan says supply is catching up with demand.
The flood damaged or destroyed more than 4,000 homes and other structures in the city. Officials announced last week that design work has begun on the first three phases of a flood control plan for the city.
MAX, N.D. (AP) – Residents of Max will vote next month on a proposed $8 million school bond issue.
The money would pay for building renovations, classroom additions and a $3.3 million heating and electrical system upgrade. Superintendent Craig Eraas says the state has condemned the boiler system in the 55-year-old school.
The bond issue would mean about $335 more in taxes each year for the owner of a $100,000 home. The election is Feb. 20.
BISMARCK, N.D. (AP) – Officials have advertised for construction bids for a $70 million jail for Burleigh and Morton counties.
The project will be divided into general, electrical and mechanical contracts. Burleigh County Sheriff Pat Heinert says there also will be a specialized contract for jail security.
The deadline to submit bids is Feb. 18. Construction is to start in the spring.
Voters in both counties in June 2014 approved an additional sales tax to pay for the 475-inmate jail. It’s expected to start holding prisoners in early 2017.
BISMARCK, N.D. (AP) – A so-called roast and toast is being held for former state Sen. John Andrist, who resigned his seat last year due to poor health.
The event is being held on Monday night at the Radisson in Bismarck. Attorney General Wayne Stenehjem will be the master of ceremonies. Speakers include Gov. Jack Dalrymple and North Dakota Supreme Court Justice Gerald VandeWalle.
Andrist is a retired newspaperman and publisher from Crosby. He was first elected to the Senate in 1992.
Andrist resigned his seat in November.
The 83-year-old Andrist was the Senate’s oldest member.
Andrist has been known for being an advocate of rural North Dakota and a leader in helping to solve problems created by the rapid growth of western North Dakota’s oil and gas industry.

VALLEY CITY (VCSU/CSi) – Head volleyball coach Adam Longmore has turned to some hometown talent to help take the Valley City State University program to the next level.
Clarissa Olson, a senior at Valley City High School, signed a letter of intent Friday morning to attend VCSU and play volleyball for the Vikings starting this fall.
A 5-foot-9 athletic middle hitter, Olson excelled on the volleyball court as a Hi-Liner the past three seasons, earning All-EDC three times and Team MVP three times. In her senior season, she led the Hi-Liners to a 22-16 record and an appearance in the EDC Tournament.
Longmore says, “We are extremely excited that Claire is joining our program,” Longmore, was on hand Friday as Olson signed her letter of intent at VCHS.
He went on to say, “I had the opportunity of watching her play several times throughout the season, and every time I watched her play I was more and more impressed with her. As our volleyball seasons neared the end I knew she was someone that we wanted to have on our team.”
Olson tallied 423 kills (11.1 per match), 309 digs (8.1 per match), 67 blocks and 42 assists in her senior season. She led the team in kills the past two seasons and helped the Hi-Liners win the Optimist Tournament championship this year. Longmore says she has almost all the qualities he looks for when recruiting pointing out that “Athletically, she is quick, jumps well, and has a nice arm,” he said. “Her work ethic is great, and her attitude is unbelievable. She plays with such excitement that it is contagious. She loves the game and loves to celebrate; not only when she gets a kill but maybe even more when her teammate makes a great play. She has some great attributes you can’t coach.”
Outside of volleyball, Olson is also a standout in tennis and basketball for the Hi-Liners. She had a few different options to play college basketball or tennis, but ultimately chose to play volleyball at VCSU.
Longmore added, “Claire has a very high ceiling when it comes to potential and we are excited to see what she can do once she focuses on volleyball year-round.”s
Olson plans to major in math education while at VCSU. She has been named a distinguished student and received a STEM (science, technology, engineering and math education) scholarship to VCSU. She is the daughter of Al and Trisa Olson.
Valley City State University finished last season 15-18 in Longmore’s first year as head coach, tying the program’s most wins in a season since 2006. The Vikings compete in the National Association of Intercollegiate Athletics (NAIA) and play their conference games in the North Star Athletic Association.
BISMARCK, N.D. (AP) – North Dakota is making 202 any-deer bow hunting licenses available to nonresidents this year, up 30 from last year.
The state Game and Fish Department says March 1 is the deadline to apply. A lottery will be held if more applications are received than there are licenses available. Any remaining licenses after March 1 will be issued on a first-come, first-served basis.
The number of nonresident any-deer bow licenses is 15 percent of the previous year’s mule deer gun license allocation. Game and Fish issued 1,350 antlered mule deer licenses in the 2014 deer gun lottery.
BISMARCK, N.D. (AP) – Wildlife officials in North Dakota are conducting a winter creel survey in the south-central part of the state in an attempt to learn who is fishing and what people are catching.
Scott Gangl with the North Dakota Game and Fish Department says employees will be hitting various small district lakes, primarily in Logan and McIntosh counties and northern Kidder County. The survey is expected to last several weeks.
Gangl says the department wants to find out the size, catch rates, species and the quality of the fishing experience.
Anglers who agree to be interviewed will be asked a number of questions and department employees will then measure harvested fish. Anglers will also be given a card to fill out and drop off when they finish fishing for the day.
BISMARCK, N.D. (AP) – North Dakota officials have awarded $5.2 million to 16 outdoor recreation and conservation projects.
The Industrial Commission has approved the funding through Outdoor Heritage Fund grants. The commission is chaired by Gov. Jack Dalrymple and includes Attorney General Wayne Stenehjem and Agriculture Commissioner Doug Goehring.
The projects that received a grant include the Fox Island boat ramp bank stabilization project in Bismarck and the handicap-accessible fishing pier at Sheep Creek Dam in Grant County.
The most generous award went to the state’s Department of Agriculture. The $1.2 million grant was awarded for the North Dakota Waterbank Program.

PANGKALAN BUN, Indonesia (AP) – Searchers know where one black box is and have retrieved the other from the wreckage of AirAsia Flight 8501 at the bottom of the Java Sea. The voice and data recorders are expected to be a key aid that should help investigators unravel what caused the aircraft to crash, killing 162 people.
CANBERRA, Australia (AP) – The ten-month search for a Malaysia Airlines jet in the remote and deep Indian Ocean is being bolstered with some specialized underwater sonar equipment. An Australian official says a ship carrying an autonomous underwater vehicle is on its way to the search area. Not a single trace of Malaysia Airlines Flight 370 has been found so far. The plane carried 239 people.
CAPE CANAVERAL, Fla. (AP) – It’s Christmas in space where the crew of the International Space Station used a robot arm to grab a SpaceX Dragon capsule containing much-needed groceries and belated presents. The space station’s six astronauts were getting a little low on supplies. That’s because the previous supply ship – owned by another company – was destroyed in an October launch explosion.
