BISMARCK, N.D. (AP) – People in parts of the Dakotas could have a slick commute early Tuesday.
The National Weather Service says there is a chance of freezing rain late Monday and early Tuesday from northwestern North Dakota to southeastern South Dakota.
Forecasters say one tenth of an inch of ice could accumulate in some areas.
The system also is expected to bring snow to some areas. North central North Dakota could see up to half a foot of snow.
Stark County Sheriff’s Department has issued a no travel advised due to black ice this Monday morning.
Jamestown (CSi) The Jamestown/Stutsman Development Corporation (JSDC) Board of Directors has approved a $785,000 loan to to the Spiritwood Energy Park Association (SEPA) to fund an automatic rail switch to connect the SEPA rail loop to the BNSF main line.
The loan from the JSDC to SEPA is interest free for 12 years with no payments for the first two years. It will be funded from the uncommitted economic development funds of the city of Jamestown and Stutsman County.
The JSDC loan to SEPA still needs approval by the Jamestown City Council and Stutsman County Commission. The payment to BNSF must be made by March 31 for it to provide service to Dakota Spirit AgEnergy in April when it begins operation.
Previously, BNSF changed its requirements for the switch in November. SEPA had paid about $500,000 to install a manual switch. BNSF is now requiring an additional $785,000 for a heated and automated switch or it will not provide service to the rail loop. The upgraded switch required by BNSF is intended to improve efficiency along the line and speed shipments.
The meeting was after a special meeting of the SEPA Board of Directors as the Great River Energy representative on the SEPA board, Greg Ridderbusch, explained why the current SEPA business plan did not include payments of return on investment to the JSDC or GRE.
SEPA is a partnership between the JSDC and Great River Energy. It owns and operates the SEPA industrial park which includes a rail loop providing rail access for Dakota Spirit AgEnergy, an ethanol plant that will begin operations this spring, and possible future tenants in the park. The ethanol plant is also owned by GRE.
Dakota Spirit AgEnergy so far is the only tenant in the SEPA industrial park.
A term sheet was approved that established the economics of what the lease agreement with Dakota Spirit AgEnergy would be. Those economics showed a 5 percent return after there were two tenants at the SEPA industrial park.
Business Developer for GRE, Sandra Broekema, said SEPA’s finances were reviewed with the JSDC Executive Committee during a May 2013 Executive Session and notes of the meeting showed the committee was informed no dividends or return on investment would be made until a second tenant occupied the SEPA industrial park.
Jamestown Mayor Katie Andersen said by JSDC loaning the money to SEPA, it guaranteed the funds would be repaid, adding that the removal of the 5 percent return on investment was not approved and it appears the removal is different of what taxpayers were told.
Ridderbusch said, DSA has two years to plan for a doable number and possibly get a second tenant along the way.

Valley City (CSi) The Barnes County Museum in Valley City will be hosting a traveling exhibit, “Lincoln: The Constitution and the Civil War.”
The dates are March 18-May1, 2015.
The exhibition is organized by the National Constitution Center, and the American Library Association Programs Office.
The traveling exhibition has been made possible by a major grant from the National Endowment for the Humanities.

Robert E. Hanson, 67, Bismarck, died Feb. 4, 2015, at Essentia Health, Fargo. Services will be held at 10:30 a.m. Monday, Feb. 9, at Church of Corpus Christi, Bismarck. Further arrangements are pending with Eastgate Funeral Service, Bismarck.
BISMARCK, N.D. – Gov. Jack Dalrymple Friday provided the following statement in response to the death of Robert Hanson, former state treasurer, tax commissioner, and commissioner of veterans affairs. Hanson passed away Wednesday February 4, 2015, at the age of 67.
“Betsy and I are saddened by the news of Robert’s passing. He served the state of North Dakota well as treasurer, tax commissioner and commissioner of veterans affairs and made important contributions on behalf of our people, especially our veterans. We are grateful for his many years of service to our state. Robert’s family and many friends are in our thoughts and prayers.”
BISMARCK, N.D. (AP) – Authorities say icy conditions caused at least two crashes in southern North Dakota over the weekend.
The Bismarck Fire Department reports a pickup truck caused about $50,000 in damage after the driver lost control and crashed into a home early Sunday. The department says neither the driver nor the homeowner was injured.
According to the North Dakota Highway Patrol, icy roads and freezing rain also caused a semi-trailer carrying diesel to slide off Interstate 94, overturn and spill about 500 gallons of fuel in Stark County.
The trailer detached from the truck and landed on its side, puncturing the tanker hauling 9,000 gallons of diesel fuel. The 56-year-old driver from Bismarck wasn’t injured.
The Hebron Fire Department assisted with the cleanup.
BISMARCK, N.D. (AP) – A Zap man is accused of causing a fatal two-vehicle crash while he was under the influence of alcohol and amphetamines. Rocky Lynn Stein was charged last week with criminal vehicular homicide in the September 2013 incident. A police investigation determined Stein’s vehicle crossed the median on state Highway 200A near Hazen and struck the vehicle driven by Justin Schuette.
BISMARCK, N.D. (AP) – North Dakota National Guard soldiers who served in Afghanistan have been formally recognized for their service.
The Guard held a “Freedom Salute” ceremony on Sunday for about 40 members of the Bismarck-based 814th Medical Company. Gov. Jack Dalrymple was one of the officials on hand at the Raymond J. Bohn Army in Bismarck.
The unit began serving in Afghanistan in January 2014 and returned home last fall. During their time overseas, the soldiers treated or met with more than 5,550 patients and helped conduct 76 training events for other forces.
WISHEK, N.D. (AP) – A manufacturing company in the southeastern North Dakota town of Wishek is closing after nearly half a century of business.
Wishek Steel and Manufacturing was founded in 1969 and in 1972 moved into a new facility that has been expanded several times through the years. The plant is scheduled to close at the end of April, putting 36 people in the town of 900 out of work.
CEO Mitch Bosch says demand for the company’s agricultural products has diminished, and what work remains is being moved to parent company Wil-Rich LLC in Wahpeton.

FARGO, N.D. (AP) – The number of cattle and calves in North Dakota is down 6 percent from last year.
The Agriculture Department says there were 1.65 million cattle and calves in the state on Jan. 1. Beef cows totaled 904,000 head, down 2 percent over the year. Dairy cows were down 6 percent, to 16,000 head.
The 2014 calf crop in the state totaled 860,000 head, down 3 percent from 2013.
All cattle on feed for slaughter in North Dakota feedlots totaled 45,000, up 13 percent.
FARGO, N.D. (AP) – The number of sheep and lambs in North Dakota is at a record low.
The Agriculture Department says there were 64,000 sheep and lambs in the state on Jan. 1, down 2,000 from the previous year.
The breeding sheep inventory was unchanged at 50,000 head. Market sheep and lambs were down 2,000 head over the year, to 14,000.
North Dakota’s 2014 lamb crop totaled 55,000 head, unchanged from 2013.
Shorn wool production last year was a record low 460,000 pounds, down 30,000 pounds from 2013.

The airport in Williston has received the highest honor granted by the Transportation Security Administration to facilities across the country.
Sloulin Field International Airport received TSA’s 2014 Airport of the Year award. More than 400 airports across the country qualify for the recognition, except for large facilities at metro areas such as Minneapolis, Denver and New York.
The award recognizes how effectively TSA operates at the facility, including passenger security and response to incidents, as well as the positive feedback received from customers.
More than 234,000 passengers walked through the facility in 2014, a sharp contrast to the 30,000 total passengers that used the facility in 2010.
Flights are now offered to Minneapolis, Denver and Houston, and starting in March, the number of daily departures will increase to 11.

Jamestown (CSi ) North Star Athletic Association announced its academic scholar-athletes for the fall season on Friday.
66 University of Jamestown Jimmies, doubled up any other school in the six-team conference.
The University of Jamestown is the only school in the NSAA to field four fall sports — football, volleyball, cross country and soccer and had the most athletes honored in football and volleyball, the only two sports all six schools compete in.
After the 66 Jimmies honored, Presentation College was next with 32 scholar athletes. Dakota State had 26, Mayville State and Valley City State 19 and Dickinson State 15.
The Jimmie football team had 26 players honored, nine more than Presentation’s 17.
The UJ volleyball had 16 athletes selected, also the most of any school.
The UJ men’s soccer and men’s and women’s cross country teams each had six honorees. The women’s soccer team had five.
Jamestown (CSi) University of Jamestown head men’s football coach Shawn Frank has announced the signing of Cameron Scrimgeour of Arlington High School who will join the Jimmies in the 2015-2016 season.
Scrimgeour (Arlington, Wa) is 6’2″ tall and weighs in at 215 pounds. He runs the 40 yard dash in 4.6 seconds. He has 122 season and 233 career tackles under his belt. Scrimgeour has had 1 interception and 3 fumble recoveries this season. He also made All League 1st Team MLB. His team awarded him MVP and linebacker of the year.
Coach Frank says of Scrimgeour, “Cameron plays the game in a very physical manner. He has nice size and strength and runs to the ball well. We project him to play linebacker with some added position flexibility within the linebacker group. We loved how the way he handled himself when he visited campus. Cameron comes from a great family. He is a welcome addition to our program and campus. He has a very high ceiling and we look forward to coaching him when he arrives on campus.”
Scrimgeour, son of Darrell and Heide Scrimgeour, plans to major in Exercise Science.

BISMARCK, N.D. (AP) – North Dakota wildlife officials say interest in darkhouse spearfishing this winter is at an all-time high.
State fisheries chief Greg Power says mild weather conditions coupled with very little snow have allowed unlimited lake access. However, Power is reminding anglers that they must register with the North Dakota Game and Fish Department before participating in the activity.
Darkhouse spearfishing season is underway on most state waters and runs through March 15th. Legal fish are northern pike and nongame species.
Darkhouse spearing is allowed for all residents with a valid fishing license and for residents under age 16. Nonresidents may darkhouse spearfish in North Dakota if they’re from states that offer the same privilege for North Dakota residents.

GREEN BAY, Wis. (AP) – Australia’s Jason Belmonte won his record third straight United States Bowling Congress Masters title yesterday. He beat McKendree University senior AJ Johnson 202-157. Belmonte also beat Hall of Famer Pete Weber 232-210 in the semifinal.
Basketball…
UNDATED (AP) – Basketball Hall of Fame coach Dean Smith died at 83 on Saturday with his family in attendance. Smith won two national championships with North Carolina along with an Olympic gold medal. He left the game in October 1997 having surpassed Kentucky’s Adolph Rupp as the winningest coach in Division I men’s history with 879 in 36 seasons.
OKLAHOMA CITY, Okla. (AP) – The Los Angeles Clippers have lost the services of All-Star Blake Griffin. Coach Doc Rivers says Griffin needs to have surgery to remove a staph infection in his right elbow and that there is no timetable as to when he’ll be able to rejoin the team. Griffin is averaging 22.5 points, 7.5 rebounds and 5.1 assists a game this season.
NEW YORK (AP) – Trail Blazers guard Damian Lillard has been added to the All-Star team in place of Clippers forward Blake Griffin, who needs surgery for a staph infection in his right elbow. Lillard is averaging a career-high 21.6 points, 6.3 assists, 4.6 rebounds and 1.49 steals this season.
It is the second All-Star nod for Lillard, who also played in the game last season.

SAN DIEGO (AP) – Jason Day won the PGA’s Farmers Insurance Open in a four-man playoff, sinking a par putt on the second extra hole at Torrey Pines. Day and J.B. Holmes each birdied the 18th in the playoff, eliminating Scott Stallings and Harris English. Day closed with a 2-under 70 for a 9-under total. He’s No. 4 in the world rankings following his third PGA victory.
BOCA RATON, Fla. (AP) – Paul Goydos won the Champions Tour event in San Diego, the first full-field event of the year. Goydos shot a final round 3-under-69 to finish 12-shots under par, one in front of Gene Sauers. Three players wound up two shots off the lead at 10-under, Fred Funk, John Huston and Michael Allen.

BRUSSELS (AP) – European Union foreign ministers are shying away from suggestions by some U.S. lawmakers that defensive weapons should be given to Ukraine to help against Russian-backed separatists. The ministers meeting in Brussels today are getting behind the latest diplomatic efforts to blunt the fighting in eastern Ukraine. The officials also have decided to hold off on additional sanctions against Russia while peace negotiations are continuing.
NIAMEY, Niger (AP) – Residents say the Nigeria-based Boko Haram (BOH’-koh hah-RAHM’) Islamic militant group has again crossed the border to attack a town in the neighboring country of Niger (nee-ZHEHR’). It’s the third such attack in recent days. Boko Haram has said it is targeting Nigeria’s neighbors who have pledged to join the military effort to subdue the extremist group blamed for killing 10,000 civilians.
KABUL, Afghanistan (AP) – Officials say a drone strike carried out by Afghan forces has killed a senior Islamic State group commander in southern Afghanistan. The deputy provincial governor in Helmand province says the commander, identified as Abdul Rauf, was killed along with four other militants when a drone-fired missile struck their car. Afghanistan’s intelligence service says six people were killed.
BOSTON (AP) – The third major snowstorm in two weeks has descended on New England, threatening to bring up to two feet of snow before it ends tomorrow. The National Weather Service issued winter storm warnings for central New York, the western Catskills and much of New England. Schools and municipal offices in many communities are closed and parking bans are in effect.
SWALL MEADOWS, Calif. (AP) – With power poles down and hot spots smoldering near propane tanks, it’s unclear when officials will lift evacuation orders for roughly 250 residents of Swall Meadows, California and nearby Paradise along the eastern slope of the Sierra Nevada. It’s all because of a wind-blown wildfire that consumed 40 homes and buildings. Fire crews increased containment to 75 percent.
