Jamestown (CSi) The petition drive to get enough signatures for a public vote on the proposed Two Rivers Activity Center (TRAC) is about half way to the goal. That, according to TRAC Board member and leader of the petition drive, Mindi Schmitz.
If the petition has enough signatures the city would be able place a one percent city sales tax question on the ballot, going toward construction of the proposed recreation center near Jamestown High School.
City Administrator Jeff Fuchs says the petition needs to have 1,053 signatures of qualified voters.
The proposed center would cost about $40 million. The TRAC Board is considering building the center in phases, depending on how much money is available for the center.

The Jamestown City Park Board, has been working on the proposed activity center for at least the last eight years along with Jamestown Public Schools, James River Family Fitness, Jamestown Tennis Association and Jamestown Gymnastics Club.
Jamestown (CSi) Two teams from Jamestown will be among seven teams of students from four North Dakota High Schools will compete in the LifeSmarts state finals today, in Bismarck. The LifeSmarts competition tests students in grades 9-12 about personal finance, health and safety, the environment, technology, and consumer rights and responsibilities.
The Attorney General’s Office hosts the annual event.
The competition will be held inside the Heritage Center on the capitol grounds in Bismarck, beginning at 9:00am and continuing for much of the day. The teams will compete in a series of elimination rounds to reach the final round, which should begin at approximately 2:00 PM.
This is the 18th year for the competition.
The winning state team will advance to compete in the national finals in Seattle, Washington later this year. The high schools competing in the state competition are:
Central Cass, Flasher (2 teams), Jamestown (2 teams) and Kindred (2 teams).
The Consumer Protection Division organizes the annual state competition, which is supported by many North Dakota entities, including Gate City Bank, N.D. Securities Department, Capital Electric Cooperative, Inc., N.D. Association of Rural Electric Cooperatives, Dickinson State University, and Capital Trophy. The public is invited to watch the competition.
BISMARCK, N.D. (AP) – North Dakota Superintendent of Public Instruction Kirsten Baesler is accepting applicants for her new student cabinet.
The group will provide ideas and opinions about how to improve education in the state. Public and private school students in grades 4 through 12 are eligible to apply. The cabinet will have 18 members.
The application deadline is March 10. Baesler hopes to name her cabinet appointments by March 31.
Valley City (CSi) Spring enrollment numbers for Valley City State University has been announced.
VCSU has attained its third highest headcount enrollment after last year’s record enrollment.
VCSU enrollment had a total headcount of 1,297 students. The figures include 1,159 undergraduate students, the second highest undergraduate headcount after last year’s record enrollment.
VCSU President Tisa A. Mason, says, “Students, faculty and staff come together at Valley City State to produce an outstanding teaching and learning environment. Our strong enrollment numbers over the years indicate that students, and their families, are attracted to the type of education we provide rigorous and personable, and yet accessible and affordable.”
Gwinner (CSi) Cenex Harvest State’s Inc (CHS) is reviewing plans to break ground on a 196-acre campus in Gwinner.
The proposed facility’s plans include a grain shuttle loading facility with 2.2-million bushel storage and a 27,000-ton dry fertilizer hub plant.
The fertilizer facility, with 1,200 ton-per-hour receiving system, will be part of CHS Dakota Plains, based in Valley City.
The fertilizer plant is expected to open in the spring 2016 and the grain facility in the fall of 2016.
The grain handling services would be jointly managed by CHS Dakota Plains and CHS Dakota Ag, based in Kindred.
A 120-car loop track with an internal 3,800-foot spur track is planned which would allow the facility to load 25-car sets from the Red River Valley and western transfer cars directly into BNSF shuttle trains.
Region director of CHS Country Operations Gary Goodroad said this investment on behalf of owners will bring much needed speed and space to area farmers.
BISMARCK, N.D. (AP) – North Dakota’s Tax Department is seeing more fraudulent returns this year than it did in 2014.
Tax Commissioner Ryan Rauschenberger (RAW’-shuhn-bur-gur) says his office suspended work on income tax refunds last Thursday to catch up on dealing with fraudulent returns and put additional safeguards in place to catch bogus filings before they’re processed.
The Tax Department resumed work on tax refunds Monday night. Rauschenberger says he appreciates the patience of taxpayers.
Taxpayers can check the status of their refunds at www.nd.gov/tax with the “Where’s My Refund?” tool.
BISMARCK, N.D. (AP) – The state-owned Bank of North Dakota is proposing a financial services campus.
The bank is asking the Legislature for approval to invest $17 million in bank assets in the project.
The bank in 2011 bought two parcels of land next to its new location near the Missouri River in Bismarck with the intention of creating the campus. The bank building already houses other financial service organizations, such as the U.S. Small Business Administration. Bank President Eric Hardmeyer says the financial services campus would expand on that.
If built, the center could house state agencies including the departments of commerce and financial institutions and the state Housing Finance Agency. Their rent would be lower than market rate, saving the state money and earning the bank money.
BISMARCK, N.D. (AP) – North Dakota’s Senate is considering a bill that would allow dental hygienists with advanced training to conduct certain procedures now done by dentists.
Supporters of the measure told the Senate Human Services Committee on Tuesday that the aim is to improve access to dental care in rural North Dakota and on American Indian reservations in the state.
Backers say 40 percent of North Dakota counties have one or fewer dentists.
The bill would create new positions called advanced practice dental hygienists. They would be supervised and employed by dentists but could work outside the office to reach underserved populations.
The North Dakota Dental Association and the state Board of Dental Examiners oppose the idea.
Several dentists told lawmakers that they’re concerned about patient safety.
BISMARCK, N.D. (AP) – Bismarck officials are seeking to remove a word from the city’s ordinance against aggressive panhandling.
The city commission revised the ordinance Tuesday with preliminary approval. But a final decision cannot be made until a public hearing is held during a meeting later this month.
Aggressive panhandling was previously defined as intentionally intimidating a person into giving away money or goods, and commissioners have omitted the word intentionally form their revision.
City Commissioner Parrell Grossman says the original ordinance made prosecution difficult, and the revised ordinance changes the degree of responsibility from intentional to reckless disregard. He says the revision will make aggressive panhandling a punishable offense if a person does so in prohibited areas or makes someone feel threatened.
The ordinance was approved by commissioners in October 2012.

FARGO Western Carolina has backed out of a football contest with the NDSU Bison.
The Catamounts bought out of the 2016 season opener, the third time the team will fail to show up on the Bison schedule.
Instead Western Carolina is playing an FBS game at Eastern Carolina.
The school is going to pay a buyout of $200,000.
In 2013 NDSU replaced Western Carolina on its schedule with Delaware State, which was part of ESPN’s “College GameDay” pregame show in Fargo.

MINNEAPOLIS (AP) – The Minnesota Timberwolves have acquired rookie Adreian Payne from the Atlanta Hawks for a protected future first-round pick. Payne was the 15th overall pick in the draft last summer. He has played in only three games this season because the Hawks have surged to the top of the standings and have not been able to offer him enough playing time.
MINNEAPOLIS (AP) – The Charlotte Hornets have acquired veteran point guard Mo Williams from the Minnesota Timberwolves for guard Gary Neal. The Hornets will also get shooting guard Troy Daniels and will send a second-round pick to the Timberwolves. Williams is averaging 12.2 points and 6.4 assists per game in 41 games.
MIAMI (AP) – Dwyane (dwayn) Wade has backed out of Sunday’s NBA All-Star Game. The Miami guard has missed his team’s last six games with a hamstring injury and says he needs the time off to get better.
NBA Commissioner Adam Silver revealed that Atlanta’s Kyle Korver will be Wade’s replacement on the Eastern Conference roster. Wade said he thought Milwaukee’s Brandon Knight, who was born in Miami, would have been a fitting choice.
Korver, who was All-Star weekend bound anyway for the 3-point contest, is the record-tying fourth Atlanta player on the East roster. The Hawks are the runaway leaders in the East.
Wade will still go to New York for All-Star weekend, with a number of events planned with business partners.

NEW YORK (AP) – Alex Rodriguez has met with Yankees officials and apologized to the team following his season-long suspension for violating baseball’s drug agreement and labor contract.
Rodriguez is preparing to report to spring training.
The team says in a statement that the 39-year-old met at Yankee Stadium with owner Hal Steinbrenner, team president Randy Levine, general manager Brian Cashman and assistant general manager Jean Afterman.
A joint statement issued by the team said “Alex initiated the meeting and apologized to the organization for his actions over the past several years.”

ST. ANDREWS, Scotland (AP) – Swedish golf great Annika Sorenstam and Britain’s Princess Anne are among the first seven women admitted to the Royal and Ancient Golf Club in St. Andrews, Scotland. The club voted in September to end 260 years of male-only exclusivity by voting in favor of inviting women to join.
Sorenstam is a 10-time major champion. Princess Anne competed in equestrian for Britain at the 1976 Olympics and is an IOC member.

HARRISBURG, Pa. (AP) – A new poll says Pennsylvanians overwhelmingly want a statue of former Penn State football coach Joe Paterno back up on campus. The statue was removed after former assistant coach Jerry Sandusky was convicted of child molestation. A Quinnipiac (KWIN-uh-pe-ack) University poll out today says 59 percent of people want the statue displayed again in a prominent place on campus, while just 25 percent do not. The poll says Pennsylvanians also strongly support a recent deal with the NCAA that restored Paterno’s status as winningest coach in major college football.

ROME (AP) – The U.N. refugee agency says as many as 300 people are unaccounted-for in the latest tragedy among migrants crossing the frigid Mediterranean. A U.N. spokeswoman says survivors have confirmed the existence of a fourth rubber boat that left Libya Sunday, which means about a hundred more people have likely died on the voyage. The U.N., Save the Children and other aid organizations are sharply criticizing a new EU border patrol operation, saying it’s inadequate for saving lives. The EU took over Italy’s Mediterranean Sea operation last year, but now only patrols close to Europe’s coast.
BRUSSELS (AP) – Greece’s new government is set to clash with its eurozone creditors today at an emergency meeting over the country’s effort to ease the terms of its bailout. Greece’s new radical leftist government won elections last month on a promise to get the country’s creditors to ease budget austerity measures. It’s an uphill battle, though. Germany, the biggest and most influential creditor, has taken a hard line on the talks.
TAIPEI, Taiwan (AP) – Taiwan’s aviation authority is ordering the suspension of 10 TransAsia Airways pilots who failed a proficiency test after a deadly crash early this month. The pilots were among a group of about 50 who were given an oral exam on handling emergency situations after the Feb. 4 crash. The Civil Aviation Administration says the pilots must be retrained. Another 19 pilots who did not take the test will be suspended until they pass.
BAGHDAD (AP) – Iraqi officials say mortar shells have struck a Shiite neighborhood in Baghdad, killing at least seven civilians and wounding 19 others. It’s not yet clear who’s behind the attack, but it bears the hallmarks of the Islamic State group, which often targets Shiite Muslims.
