The Jamestown High School Number One team will represent North Dakota at the LifeSmarts National Championships in Seattle in April.

Second and third place went to Kindred High School’s two teams.

Captain of the Jamestown team Number One, Kelsey Becker, says this year’s competition  featured the final round extending to two final rounds because of the double-elimination style.

The state championJamestown  team members are Becker, Andrew Breidenbach, Jessica Vandal, Dan Reimers and Sierra Schlenker.

Seven high school teams competed in several elimination rounds before the top three teams advanced to the final rounds. Students answered questions in five subject areas — personal finance, health and safety, environment, technology and consumer rights and responsibilities.

Parrell Grossman, director of the Attorney General’s Consumer Protection Division and question master for the competition, said he was impressed with all of the participants.

FARGO, N.D. (AP) – A Finley woman who admitted to killing her husband at their home a year ago has been sentenced to 20 years in prison.

Sherry Midstokke (MID’-stock) pleaded guilty last month to murder for the slaying of 66-year-old Lyle Midstokke. Prosecutors say she drugged and smothered him to death last February.

Steele County State’s Attorney Charlie Stock tells KFGO radio that he’s satisfied with the sentence because it’s what family members wanted.

Midstokke was ordered to serve 10 years of probation when she gets out of prison.

BISMARCK, N.D. (AP) – North Dakota’s Health Department says two of three suspected cases of measles in the state have tested negative for the disease.

Test results are pending on the third suspected case. Health officials say the person has been advised to avoid contact with others.

Measles is a highly contagious respiratory disease caused by a virus. It spreads through the air through coughing and sneezing. An outbreak in the U.S. began at Disneyland in December and has since been spreading beyond California.

No measles cases have been confirmed yet in North Dakota. Health officials are reminding the public about the importance of being vaccinated for the disease.

BISMARCK, N.D. (AP) – North Dakota’s lone U.S. Representative has voted to approve a bipartisan bill to construct the Keystone XL oil pipeline. Republican Representative Kevin Cramer was one of the 270 representatives who voted yesterday in favor of sending the bill to President Barack Obama’s desk. The president has said he will veto any Keystone legislation that comes to him.

U.S. Sens. Heidi Heitkamp and Senator John Hoeven both voted for the bill when it passed in the Senate in January.

The Canadian government has accused a U.S. federal agency of a dishonest intervention in the Keystone XL pipeline debate, voicing its displeasure in a combative diplomatic letter.

Ambassador Gary Doer said the Environmental Protection Agency used out-of-date data, worst-case scenarios, and erroneous comparisons in its submission on the pipeline.

BISMARCK, N.D. (AP) – North Dakota’s House has killed a bill to remove the state from an organization created to develop an assessment system for the Common Core education standards. The House narrowly defeated the bill 46-43 on Wednesday. The measure aimed to terminate the state’s membership from the Smarter Balanced Assessment Consortium.

BISMARCK, N.D. (AP) – BNSF Railway says it plans to spend about $326 million this year on improving rail capacity and maintenance in North Dakota.

The 2015 projects include construction of double track between Minot and Williston; installation of traffic control signaling operations near Devils Lake, Dickinson, Hillsboro and Jamestown; and extending siding between Mandan and Glendive, Montana.

Company spokesman Tom Albanese says the work will help connect North Dakota products to key markets and improve Amtrak’s Empire Builder, which operates on the BNSF network.

North Dakota producers say a backlog of railcars in the last year added to the costs for agriculture shippers.

BISMARCK, N.D. (AP) – A legislative committee is slated to hear testimony on a bill that would prohibit the governor from appointing a successor to a vacant North Dakota congressional seat.

The House Government and Veterans Affairs Committee has scheduled the hearing Thursday.

Republican Rep. Roscoe Streyle (STRY’-lee) has called the measure a “pre-emptive strike” should freshman North Dakota U.S. Sen. Heidi Heitkamp consider a run for governor next year – and win.

The legislation would require a special election to be held 60 days after a seat is vacated.

Streyle says the goal is to allow voters to choose the successor instead of the governor.

Heitkamp won’t be up for re-election in the Senate until 2018. Republican Gov. Jack Dalrymple hasn’t said whether he plans to seek another term as governor.

BISMARCK, N.D. (AP) – North Dakota’s House has killed bipartisan legislation to require performance audits of two state agencies that regulate oil and gas activity.

The House defeated the measure 67-22 on Wednesday.

House Democratic Minority Leader Kenton Onstad of Parshall sponsored the bill that would have required performance audits of the state Department of Mineral Resources and the state Department of Health. Both agencies have departments that regulate oil and gas activity in the state.

FARGO, N.D. (AP) – U.S. Senator John Hoeven (HOH’-ven) says the Federal Aviation Administration has approved a request to expand North Dakota’s airspace for drone testing.

The move announced Wednesday paves the way for increased unmanned aircraft testing at Grand Forks Air Force Base, which was the first of six national test sites to begin operations.

The area covers about two-thirds of the state. Hoeven says it makes North Dakota the most versatile range in the country and positions Grand Forks as a hub for drone research and business.

DUNSEITH, N.D. (AP) – Workers at the Benchmark Electronics plant in Dunseith and area officials say they’ve been notified by the company that the factory will close by the end of the year.

The shutdown will put 140 people out of work in the northern North Dakota town of fewer than 800 residents. Officials with Texas-based Benchmark did not immediately respond to an Associated Press request for comment on why the Dunseith facility is being closed.

The Catamounts bought out of the 2016 season opener, the third time the team will fail to show up on the Bison schedule.

Instead Western Carolina is playing an FBS game at Eastern Carolina.

The school is going to pay a buyout of $200,000.

CANTON, Ohio (AP) – The Minnesota Vikings and Pittsburgh Steelers will open the 2015 NFL preseason in the Hall of Fame game. The August 9th game will be televised by NBC. The teams will close out the enshrinement weekend a day after two of their former players will be enshrined into the Hall of Fame. Jerome Bettis and Mick Tingelhoff are among the eight-man class recently elected to the Hall.

Tarkanian…

LAS VEGAS (AP) – Naismith Hall of Fame coach Jerry Tarkanian has died at 84, two days after he was hospitalized with an infection and breathing difficulties. The towel-chewing Tarkanian won the 1990 NCAA championship with UNLV, took the Runnin’ Rebels to four Final Fours and was 509-105 in 19 seasons at the school. He also had great success at Fresno State but was constantly at odds with the NCAA during his 31 years as a Division I head coach.

GOLF…

PEBBLE BEACH, Fla. (AP) – Tiger Woods says his golf is not acceptable for the PGA Tour and he will not return until it is. He says on his website that he wants to play the Honda Classic that starts Feb. 26, but he won’t if he’s not tournament-ready. He was playing poorly at Torrey Pines last week when he withdrew after 11 holes because of tightness in his back, although he says the injury is not related to the back surgery he had last spring.

LITTLE LEAGUE…

CHICAGO (AP) – Little League International has stripped Chicago’s Jackie Robinson West of its national title after finding the team falsified its boundary map. The league made the announcement and said the Chicago team violated regulations by placing players on the team who didn’t qualify because they lived outside the team’s boundaries.

MLB…

UNDATED (AP) – Pitcher James Shields has finalized his four-year, $75 million contract with the San Diego Padres, the biggest free agent deal in club history. Shields helped Kansas City reach the World Series last season but declined a $15.3 million qualifying offer from the Royals. The right-hander is 114-90 with a 3.72 ERA in nine seasons, including a 14-8 mark with a 3.21 earned run average last year.

In world and national news…

MINSK, Belarus (AP) – There’s a peace agreement for eastern Ukraine, though it’s not clear if all parties agree on its terms. The deal reached after 16 hours of talks includes a cease-fire that will start early Sunday, local time, and the removal of heavy weapons from the frontline of the conflict. But the plan is full of potential pitfalls. In announcing the deal, Russia and Ukraine disagreed over the status of a key town under rebel siege and whether rebel groups will be given autonomy.

CAIRO (AP) – An Egyptian judge has ordered two Al-Jazeera English journalists released on bail. Mohamed Fahmy, a Canadian, and Baher Mohamed, an Egyptian, have been in jail for more than a year. They were arrested along with a third colleague on charges of terrorism and spreading false news. The third colleague was deported two weeks ago. The three were initially sentenced to at least seven years in prison before a retrial was ordered.

BRUSSELS (AP) – European Union leaders are getting set to debate a range of ambitious anti-terrorism measures today following the recent terror attacks on France. The steps include tightening border controls, exchanging flight passenger manifests and fighting extremism online. The Latvian foreign minister, whose country currently holds the EU’s revolving presidency, says the 28-nation bloc has reached a broad consensus on which measures to take and shares a “strong will” in implementing them.

SEOUL, South Korea (AP) – The inflight tantrum dubbed “nut rage” has culminated in a one year prison sentence for a Korean Air heiress. Cho Hyun-ah achieved worldwide notoriety after she ordered the chief flight attendant off of a flight last year when she got macadamia nuts in a bag instead of on a dish.  A Seoul court found Cho guilty of forcing a flight to change its route, obstructing the flight’s captain in performing his duties, forcing a crew member off a plane and assaulting a crew member.

AMSTERDAM (AP) – An intimate image of a gay couple in Russia has been named the World Press Photo of the Year for 2014. The photo, which was taken by Danish photographer Mads Nissen, is part of a larger project called “Homophobia in Russia,” which highlights how life is increasingly difficult for sexual minorities the country. Nissen says he sees the image, shot in St. Petersburg, as “a modern-day Romeo and Juliet story” about two people in love but facing outside forces who want to deny them their feelings.
