Update…
BISMARCK, N.D. (AP) – A Jamestown lawmaker is pushing a measure that would exempt dairy and swine operations from North Dakota’s anti-corporate farming law.
Sen. Terry Wanzek says dairy and hog farm operations are in serious decline in North Dakota and his bill is aimed at saving those industries.
The legislation would allow corporations to operate dairy and hog farms, as long as the operations don’t take up more than 640 acres of land.
North Dakota Farmers Union President Mark Watne says his group is against the legislation. Watne says “individuals should own the land and animals in North Dakota.”
The state’s anti-corporate farming law dates back to 1932. It now allows corporations with as many as 15 shareholders to own farms or ranches, as long as the shareholders are related.
LINCOLN, N.D. (AP) – The embattled mayor of Lincoln says that what’s best for the city on the outskirts of Bismarck has always been his top priority.
A committee of residents unhappy with Bob Johnston’s leadership is trying to recall him from office. Opponents accuse him of misusing city money and ignoring water issues.
Johnston says he has done nothing wrong. He says, “every town has people that are not happy no matter what you do.”
Johnston says he won’t run for re-election when his term is up in 2016 – but that was a decision he made before hearing about the recall effort. If there is a recall election, he will be on the ballot.
WILLISTON, N.D. (AP) – A Williston man has pleaded not guilty to embezzling from an auto dealership.
29-year-old Jon Kelly is accused of embezzling more than $121,000 from Select Ford by pocketing customer down payments on vehicles. He also is accused of writing bad checks to pay for vehicles from the dealership.
Defense attorney Kevin Chapman tells The Associated Press that one count against Kelly has been dismissed and that his client will fight the other charges at trial.
WASHINGTON (AP) – Congress’ Republican leadership has made it official, formally enrolling legislation to build the Keystone XL pipeline and urging President Barack Obama to sign it.
In a ceremony on Friday, Speaker John Boehner put his signature on the bill and called on Obama to “do the right thing” and add his name.
While the next stop for the measure is the White House – where Obama has threatened to veto it – Republicans will delay sending it over until after their weeklong recess. That’s because they want to be in town when Obama vetoes it.
First proposed in 2008, the pipeline if approved would connect Canada’s tar sands to Gulf Coast refineries.
The White House has said repeatedly it will wait to make its decision until after a State Department review.
BERTHOLD, N.D. (AP) – A traffic stop for erratic driving in Berthold resulted in a drug bust that netted 11 pounds of methamphetamine.
Police Chief Al Schmidt says he found a pound of meth and $20,000 in cash in the vehicle during the Wednesday stop. He arrested a Williston woman and two men from Arizona.
Schmidt says jail interviews led to a search warrant at a Minot hotel, and authorities uncovered 10 pounds of meth, marijuana, $900 in cash and a handgun. Authorities also seized a package at a Williston hotel that contained two more handguns – in a Valentine’s Day box with chocolates and teddy bears.
Schmidt says the drug seizure is believed to be one of the largest in state history. The three suspects could face life in prison if convicted.
BISMARCK, N.D. (AP) – North Dakota’s Senate has killed a bill that would have barred the state’s energy regulators from promoting oil development.
The legislation was defeated 32-15 on Friday.
North Dakota law says the state regulators also are charged with encouraging oil development in the state.
Grand Forks Democratic Sen. Connie Triplett sponsored the measure that would separate the roles and shift promotion to the state Department of Commerce. She says the current law has the appearance of a conflict of interest.
North Dakota regulators say 16 states and one Canadian province have similar language written into their laws. North Dakota adopted the law in 1953, when oil was first discovered in the state.
BISMARCK, N.D. (AP) – North Dakota has landed its first unmanned aircraft manufacturing operation.
Gov. Jack Dalrymple says that ComDel Innovation Inc., and Altavian are partnering to manufacture drones and components at ComDel’s plant in Wahpeton.
Officials with the joint venture say the aircraft will remain in the state and be used by research institutions and North Dakota-based companies.
Dalrymple says the announcement is an important step in growing the unmanned aircraft industry in the state. North Dakota is home to one of six national test sites working on the safe integration of drones into the nation’s airspace.
Altavian is based in Gainesville, Florida. The company provides unmanned aircraft and associated data collection services.
BISMARCK, N.D. (AP) – Frontier Airlines plans to offer seasonal service between Bismarck and Denver, beginning April 15.
Frontier announced last fall that it would suspend service in North Dakota’s capital city effective Jan. 5, saying passenger numbers weren’t strong enough to support year-round service.
Beginning in mid-April, Frontier will fly out of Bismarck on Sundays, Tuesdays and Thursdays. Bismarck Airport Manager Greg Haug says Fargo and Minot will not get seasonal service, making Bismarck Frontier’s only North Dakota destination.
Jamestown has regular service to and from Denver year ’round on UnitedExpress/SkyWest Airlines.
In world and national news…
ARTEMIVSK, Ukraine (AP) – There’s no sign of a cease-fire in eastern Ukraine — where hostilities are supposed to end over the weekend under a peace plan worked out this week in Belarus. Russian-backed separatists have mounted a sustained offensive to capture a strategic railway hub ahead of the truce. Officials say at least 25 people were killed across the region.
HAVANA (AP) – Experts say the decision by the Obama administration to allow Cuba’s private businesses to sell goods to the United States won’t mean that Cuban products will start flowing here in large quantities. For one thing, nearly all Cuban exports are produced and shipped by state-controlled enterprises. And there’s no indication Cuba’s government is ready to loosen controls and allow private businesses to start trading with firms overseas.
INDIANAPOLIS (AP) – Anthem Inc. is offering two years of free credit monitoring and identity-theft repair. This, as the nation’s second-largest health insurer continues to investigate how hackers broke into a database storing information for about 80 million people. The Blue Cross-Blue Shield insurer has said hackers evaded several security layers to reach the database. The nonprofit Identity Theft Resource Center says that attack was easily the largest it has recorded against a health care company.
WASHINGTON (AP) – The top official at a military prison in Fort Leavenworth, Kansas, says convicted leaker Chelsea Manning can get hormone therapy for her gender identity disorder, but she can’t grow out her hair. A memo spells out the military’s first approval of that treatment for an active service member. The army private formerly known as Bradley Manning is serving 35 years for sending classified documents to the WikiLeaks website.
WASHINGTON (AP) – Supreme Court Justice Ruth Bader Ginsburg has a confession: She “wasn’t 100 percent sober” when she fell asleep at the president’s State of the Union address last month. Ginsburg told an audience Thursday that she drank some wine at dinner before attending the speech, where cameras repeatedly caught her nodding off. The 81-year-old justice says she had dined with Justice Anthony Kennedy and couldn’t resist the California wine he brought.
