BISMARCK, N.D. (AP-CSi) – The Aeronautics Commission says the state’s eight commercial airports are continuing to break passenger boarding records.

The commission released its summary of January boarding statistics on Wednesday.

Jamestown boardings on UnitedExpress/SkyWest this year were at 584 compared to just 135 with Great Lakes Airlines in 2014, and 224 with Great Lakes in 2013. The recent high number of boardings were 599 in 2012 with Delta.

In North Dakota there were almost 3,900 more boardings this January over last year during the same period. That 4 percent increase brings passenger totals for the month to almost 101,000, the most ever recorded in January.

The state’s commercial airports have continued to see steady increases over the last decade. Aeronautics Commission data show there were only about 54,000 boardings statewide in January of 2006.

The commission says passenger boardings for 2014 were up 9 percent, bringing the total to 1.2 million.

 

Jamestown (CSi) The Jamestown Regional Airport Authority re-elected its officers Wednesday night.

The authority approved re-electing Jim Boyd as chairman, Jeff Wilhelm as vice chairman and Airport Manager Sam Seafeldt as secretary/treasurer.

Boyd said he has enjoyed being chairman for the last four years, but he wanted to “open the floor” to other authority members who might be interested in serving as chairman.

No one spoke up to be nominated.

The authority also re-appointed its committee assignments.

Mayor Katie Andersen continues to serve on the political committee; Andersen and Jeff Wilhelm will serve on the financial committee; Keith Veil and new authority member Trent Sletto will serve on the operations committee; and Jim Boyd , Wilhelm and Brent Harris will serve on the human resources committee.

Boyd, Harris and Andersen will serve on the commercial air service committee;

Veil, Wilhelm and Sletto, the general aviation service committee; and Andersen, Neys and Harris will serve on the economic development growth committee.

It was noted that the authority will hold its annual strategic planning meeting from 9 a.m. to noon Saturday at the airport manager’s office.

 

Jamestown (CSi) A county-wide test of the CodeRED notification system will be held on Friday February 20, 2015 between 11-a.m., and noon.

CodeRED alerts residents of emergency events and sends notification to the public immediately. The system will call all land line telephones and send messages through email and text in the selected warned area. Residents will not need to respond to the message.

The service is provided free of charge.

The system will only be used to keep the community safe and informed and has been used in the past during the times of tornado warnings that effect residents in a specific calling area.

 

Jamestown (CSi) The James River Valley Library System Board of Directors Wednesday evening, renewed the contractof Bill Kennedy as Development Director and approved the purchase of a new bookmobile.

Kennedy said he was continuing to work at fundraising and advocacy for the library as well as organizing a “Friends of the Library” group.

It will be about a year until the new bookmobile is operational.

Library system director Joe Rector, says the vehicle currently is priced at $215,400.

The new bookmobile will be 6 feet shorter than the current 36-foot bookmobile. Thte bookmobile includes portable book racks that can be wheeled on or off the bookmobile to easily change the books for different destinations.

Kennedy, says some grants may be available now that the vehicle is on order.

 

Jamestown (CSi) Preliminary talks have started to bring Missouri River water to the Jamestown area.

North Dakota State Water Commission, Development Director, Bruce Engelhardt says, engineering firms are looking at different ways, adding that there is no leading alternative, but they are all pipelines.

The project “Central North Dakota Water Supply Project,” is in response to the water needs of the planned $3 billion CHS nitrogen fertilizer plant at Spiritwood, which would use about 3,800 gallons of water per minute in the manufacturing of nitrogen farm fertilizer.

CHS, Vice President for Northern Pipelines and Terminals John Traeger, says the company would like to have a decision on water availability in March and won’t start construction until they receive a commitment for a water source.

 BISMARCK, N.D. (AP) – Authorities have identified a man shot in the leg by a Bismarck police officer.
 
     Twenty-two-year-old Paul Smith II, of Grand Forks, was shot following a traffic stop Tuesday evening. Authorities allege that Smith removed the officer’s gun from its holster during a scuffle outside the vehicle, and the gun went off during the struggle.
 
     The officer regained control of the gun and arrested Smith. Smith has not been formally charged, but he was wanted on a probation violation relating to a 2014 misdemeanor conviction in Grand Forks for assault.
 
     His attorney in that case did not immediately respond to an Associated Press request for comment.
 
     The officer involved in the shooting is on leave while local and state officials investigate. That is normal procedure.

 

BISMARCK, N.D. (AP) – A North Dakota man faces a felony assault charge after allegedly head-butting a sheriff’s deputy during his arrest.
 
     Nicolas West was charged Tuesday with assault, disorderly conduct and driving with a suspended or revoked license. He’s accused of head-butting a deputy who was taking West into custody following a domestic disturbance.
 
     According to deputy Levi Marshall, authorities were called to a home Monday after West had been drinking and arguing with his two sisters. Reports both of them told deputies they feared for their well-being, and West was arrested.
 
     Marshall says deputies attempted to restrain West when he began striking the cage in the back of the squad car with his forehead. He then allegedly head-butted one of the officers.
 
     Online court records don’t list an attorney for West.

 

 BISMARCK, N.D. (AP) – North Dakota’s House has defeated a bipartisan bill that would legalize medicinal marijuana in the state.
 
     The House voted 67 to 26 on Wednesday to kill the measure.
 
     Freshman Democratic Representative Pam Anderson of Fargo sponsored the bill that would allow pot or cannabis-related products for medical use.
 
     People suffering chronic pain and parents of critically ill children pleaded with North Dakota lawmakers earlier this month to pass the legislation to legalize medicinal marijuana in the state.
 
     Health officials and Attorney General Wayne Stenehjem (STEN’-jem) opposed the measure. Stenehjem says the bill does not address numerous regulatory and public safety concerns.
 
 
     BISMARCK, N.D. (AP) – North Dakota’s Legislature has snuffed a pair of bills aimed at increasing tobacco taxes.
 
     The Senate voted 30-17 on Wednesday to kill a bill that would raise the state’s 44-cent cigarette tax to $2 per pack.
 
     North Dakota’s House last week voted 56-34 to reject a measure that would raise the state’s cigarette tax to $1.54 a pack. Tax on a can of snuff would jump from 60 cents to $2.72.
 
     North Dakota ranks 46th among states in the amount of tax smokers pay.
 
     Retailers have successfully fought off several attempts to raise the state’s tobacco tax in the past two decades. The last increase was imposed in 1993.
 

 

 BISMARCK, N.D. (AP) – A nominating committee has named three finalists for a vacant seat on the state Board of Higher Education.
 
     The committee has chosen Alice Hoffert, of Grand Forks; James Odermann, of Belfield; and Mike Ness, of Hazen. Hoffert is a retired University of North Dakota administrator. Odermann is a rancher and owner of a public relations firm. Ness is school superintendent in Hazen.
 
     Gov. Jack Dalrymple will choose one of them to replace departed board Chairwoman Kirsten Diederich and serve the remainder of her term, which expires June 30, 2018. The state Senate must confirm the choice.
 
     Diederich resigned last month after some lawmakers threatened to block her confirmation for a second term. Seven people applied for her seat.
 
     The Higher Education board oversees the state’s 11 public colleges and universities.

 

 BISMARCK, N.D. (AP) – North Dakota’s Senate has voted to study the idea of a new home for North Dakota’s first family.
 
     The Senate voted 47-0 Wednesday to wait before building a new governor’s residence.
 
     Beulah Republican Sen. Jessica Unruh pushed a bill that would appropriate $5 million to build a new governor’s residence on the state Capitol grounds. Lawmakers say there are too many unknowns about oil prices to build a new home for the governor now.
 
     The current home was completed in 1960. Officials say the current home has security issues, is not handicap-accessible and likely contains lead paint and asbestos.
 
     Lawmakers have defeated measures in the past two sessions for a new governor’s home.

 

FARGO, N.D. (AP) – North Dakota political leaders including Governor Jack Dalrymple (DAHL’-rimp-ul) are celebrating a lease agreement that paves the way for an unmanned aircraft business park. The military is providing 217 acres on the Grand Forks Air Force Base for Grand Sky, which will have aerospace and defense technology giant Northrop Grumman as its anchor tenant. The park could create thousands of jobs.

 

 BILLINGS, Mont. (AP) – Federal regulators issued a $1.3 million civil penalty to a subsidiary of Exxon Mobil Corp. for failure to provide information related to an oil and gas lease audit in North Dakota.
 
     The federal Office of Natural Resources Revenue said Wednesday that Texas-based XTO Energy, Inc. did not fully comply with the 2013 information request from state officials until a year later.
 
     Audits are used to ensure companies pay the appropriate royalties on oil and gas produced from publicly-owned energy leases.
 
     XTO spokeswoman Suann Guthrie says the company will appeal the fine.
 
     She says XTO attempted to provide all the information but had difficulty immediately obtaining some contracts sought by officials.
 
     XTO was penalized $684,000 two years ago over a similar case in Kansas. An appeal is pending.

 

In sports…

 BISMARCK, N.D. (AP) – Hunter success during last fall’s limited pronghorn hunting season in North Dakota was 89 percent.
 
     The first open season since 2009 was held only in the far southwestern part of the state, where state wildlife officials determined there was a surplus of bucks. The Game and Fish Department issued 249 licenses, and 235 hunters took 210 pronghorn.
 
     The pronghorn that were killed included 199 bucks, five does and six fawns. Ten percent of the harvest occurred during the early bow-only part of the season, with 90 percent occurring during the 16  1/2 days when hunters could use guns.

 MINNEAPOLIS (AP) – A person with knowledge of the discussions says the Timberwolves have had exploratory discussions with the Brooklyn Nets about possibly bringing back Kevin Garnett to Minnesota. Garnett spent his first 12 years in Minnesota before being traded to Boston. He is in the final year of his contract with the Nets but has a no-trade clause that gives him all the leverage.

 PHOENIX (AP) – Goran Dragic (DRAH’-gihch) says he has made up his mind to leave the Phoenix Suns, preferably by today’s trade deadline. The 28-year-old points guard’s points and assists are down considerably from last year, in part to the team’s depth at the position. If he remains with the Suns past the deadline, Dragic has made it clear there is no way he would re-sign with the team when he becomes a free agent after this season.
 
     GREENBURGH, N.Y. (AP) – New York Knicks forward Carmelo Anthony has opted for season-ending surgery on his left knee. The procedure will be performed this week and include a left knee patella tendon debridement and repair. President of Basketball Operations Phil Jackson says Anthony could be ready to play again in four to six months.
 
     DALLAS (AP) – Amare Stoudemire has joined the Dallas Mavericks two days after the Knicks let him out of his contract with a buyout. The six-time All-Star signed for the prorated veteran minimum of about $460,000.

 Former NBA forward Jerome Kersey has died at 52. Kersey helped the Portland Trail Blazers reach two NBA Finals and won a title with the San Antonio Spurs in 1999. He averaged 10 points and 5 1/2 rebounds in 17 seasons with six different teams.

     EDEN PRAIRIE, Minn. (AP) – The Minnesota Vikings have claimed tight end Brandon Bostick off waivers from the Green Bay Packers. Bostick became best known for mishandling an onside kick in the NFC championship game last month that helped Seattle complete a big comeback. Bostick made the practice squad with Green Bay in 2012 after going undrafted out of Division III Newberry College in South Carolina.
 

 UNDATED (AP) – The Minnesota Vikings still have a jersey waiting for Adrian Peterson.
 
     In the strongest statement yet, Vikings general manager Rick Spielman says he expects the star running back to stay with the team after his suspension is lifted.
 
     Peterson’s last carry came more than five months ago, before the child-abuse case involving his young son became public in his native Texas.
 
     Spielman says Peterson has admitted his mistake, adding: “I’m sure he’s doing everything he can to not only make himself better as a football player but also a better person off the field.”

 DEBALTSEVE, Ukraine (AP) – Rebel fighters, many of them Cossacks, are roaming the streets of Debaltseve in eastern Ukraine. Yesterday, government troops began withdrawing from the besieged town. Ukraine’s military says more than 90 percent of its forces have been withdrawn the strategic rail hub and its surroundings. In Paris, French President Francois Hollande (frahn-SWAH’ oh-LAWND’) says he and German Chancellor Angela Merkel spoke today with the leaders of Ukraine and Russia about cease-fire violations and their consequences.
 
     COPENHAGEN, Denmark (AP) – Denmark’s government is putting $130 million into strengthening anti-terrorism measures. The announcement follows weekend attacks against a free speech event and a synagogue that left two people dead and five wounded in Copenhagen. The measures include boosting foreign and domestic intelligence gathering, and efforts to monitor Danes joining Islamic militant groups abroad.
 
     WASHINGTON (AP) – The president’s annual economic report to Congress says the U.S. has managed to kick start a lasting and growing recovery, but modest wage gains are far from making up for decades of paycheck stagnation for middle-class workers. The report dates weaknesses in wages back to 1973 when productivity slowed and income inequality between the top 1 percent and the bottom 90 percent expanded. It also warns that slowdowns abroad could end up hurting the U.S. economy.
 
     LOS ANGELES (AP) – The UCLA Medical Center says it has notified 179 patients that they may have been infected with an antibiotic-resistant “superbug” during endoscopic procedures between October and January. They say contaminated medical instruments are to blame. Seven patients were infected, including two who died.  UCLA says the bacteria may have been a “contributing factor” in the deaths.
 
     SYDNEY (AP) – Northern Australia is about to get chomped in a “cyclone sandwich.” Two powerful storms are on track to smash into the eastern coast of Queensland state and the Northern Territory early Friday. Officials are urging residents to flee coastal areas or take shelter in anticipation of drenching rains, fierce winds and possible flooding. Both storms are expected to hit remote areas when they make landfall, about 1,500 miles apart.
