Valley City, ND (KCSi-T.V. News) — The Valley City/Barnes County Development Corporation Friday morning (November 2, 2012) held a news conference at City Hall, unveiling a major private sector announcement, an economic development initiative and a major private sector investment.

The land in Valley City, will establish the I-94 Regional Development Corridor, near I-94, and has been annexed into Valley City. It includes the extension of all utilities from John Deere Seeding Group, to the east exit interchange of I-94.

 

On hand Friday morning were John Deere Seeding Group, General Manager, David Bradford, North Dakota National Guard Colonel Steve Tabor, and from the Valley City/Barnes County Development Corporation Jennifer Feist.

Ms. Feist said the site, containing 77 acres will be a $9- 9.5 million investment, with 20 acres dedicated to the National Guard facilities, pointing out that the Valley City/Barnes County Development Corporation was the lead agency in developing the project.

The remaining land will be available for private sector development and infrastructure. The $9 million, to $9.5 million investment includes extension of the City’s water main, sanitary and storm sewers, lighting and concrete road to the interchange. Depending on funding, the goal is to bore under I-94 to bring water/sanitary sewer lines to the south side of the interstate and closer to adjacent land. This may enhance the City’s ability to loop its water lines in the future. Natural gas and telecommunications providers have also been contacted about Valley City’s Corridor plans.

Potential funding sources include: Economic Development Administration (EDA), Community Development Block Grant (CDBG) funds, South Central Dakota Regional Council-Jamestown, Lake Agassiz Regional Council-Fargo, Department of Transportation (DOT), Transportation, Community, and System Preservation Program (TCSP), tax increment financing (TIF), private land sales, and local economic development funds.

The land purchase will close no later than December 14, 2012. The project is slared for planning and design in 2013, bidding in 2013/early 2014, and completion by the fall of 2014.

 

Colonel Tabor is the National Guard Director of Facilities.

He said the Guard has been looking for a Valley City location, working with local officials.

He said the site selected gives the National Guard direct access to I-94 and eliminates some traffic safety issues.

He added the National Guard is committed to staying in Valley City, with $30 million in project costs provided by the federal government.

The present Valley City National Guard facility is half the size of what’s needed.

The new Readiness Center is projected to cost $20. 2 million and will include a 52,641 Readiness Center, and a 30,815 square foot unheated enclosed storage building for equipment.

The project is projected to be in the 2020, or 2021 Military Construction National Guard Appropriation, subject to funding available.

The new Field Maintenance Shop (FMS) project will have a total cost of $11.6 million and will include a 30,000 square foot FMS and a 15,000 square foot unheated enclosed Vehicle Storage Building.

The FMS project is programmed for Fiscal Year 2015 Military Construction National Guard Appropriation.

The architect and engineering selection is currently being advertised and the intent is to have the design team selected and under contract in January of 2013.

 

Ground Breaking is set for the spring of 2013.

The present FMS facility will be transferred to the City of Valley City, once the new FMS is completed.

 

With that, John Deere Seeding Group, General Manager, David Bradford, said John Deere Seeding Group which has been in Valley City the past 15-years, will invest $20 million in the Valley City factory, to meet worldwide needs for their product.

He said the present facility will expand from 100,000 square feet to 300,000 square feet, and will continue year ‘round production in Valley City.

He said the expansion will lead to 50 to 100 new Valley City jobs in the next five years.

Ground breaking will occur late this year, and is expected to be occupied by the fall of 2013.

Economic Development spokesperson George Gaukler pointed out, the National Guard worked with Valley City officials in looking at 6-7 location for that facility.

Gaulker added that the November 6, 2012 Valley City Sales Tax extension vote is critical to pass to keep the long term financial commitment in place.

Valley City Mayor, John Werkhoven said the city is excited with the project, and the largest ever economic development project for Valley City.

He said the project will maintain and grow more jobs in Valley City, with a positive impact for future business growth.

Valley City Voters will cast ballots on November 6, 2012 to decide if the City Sales Tax will be extended, for the economic development projects.

Jennifer Feist says, the Sales Tax extension would keep the tax in effect through December 31, 2029.

Ms. Feist added the tax extension affords for long term financing, for long term needs.

With the Valley City Sales tax, 70 percent of the 1 percent tax goes to economic development, 25 percent for property tax relief, and 5 percent for service and retail image enhancement.

 

Valley City Auditor, Avis Richter reminds voters, that absentee ballots for the City Sales Tax extension, Advisory vote are at City Hall, through 5-p.m. Monday, November 5, 2012.

The absentee ballots for the General Election are at the Barnes County Courthouse.

On election day Valley City residents will vote at their regular precincts, for both the advisory vote and the General Election.

 

Valley City, ND (KCSi-T.V. News) — On Friday, (Nov 2, 2012) 9th Avenue Northwest in Valley City was opened to traffic, with the first phase of the street project completed.

KLJ’s Project Manager Chad Pedersen says permanent signage is expected to be up by Tuesday of next week.

Cleanup of the area should cause minimal traffic distruptions.

The final phase of the 9th avenue northwest project will begin in spring of 2013.

 

Jamestown, ND (KCSi-T.V. News Nov 2, 2012) While most people in the U.S. are preparing for holiday activities, Jamestown volunteers with Operation Christmas Child—the world’s largest Christmas project of its kind—are filling shoe box gifts with toys, school supplies and hygiene items for needy children overseas.

This year-round project of international Christian relief and evangelism organization Samaritan’s Purse, headed by Franklin Graham, is ramping up as local businesses, churches and community groups prepare to collect 850 gift-filled shoe boxes during National Collection Week (Nov. 12 – 19).

On Friday’s Wayne Byers Show on CSi Cable 2, local spokesman, Dave Patzer said, in Jamestown, drop off a packed shoe box at Temple Baptist Church.

Then, using whatever means necessary—trucks, trains, boats, bikes and even elephants—the shoe box gifts will be hand-delivered to hurting children in 100 countries around the world.

Jamestown, ND (KCSi-T.V. News Nov 2, 2012) — Ave Maria Village in Jamestown has announced the naming of the MCCoy Family Suite.

Rev. N.E. McCoy and his wife Lillian began their broadcasts on KSJB Radio on March 14, 1937. Today, McCoy’s children and grandchildren carry on the ministry.

Arva Dell Tahran, who with her son, Bryce, is on the air every morning, says, “I don’t think my father dreamed it would last this long.”

McCoy read from Scripture, and he and Lillian sang hymns. They aired their message together every day until 1992, when the Rev. N.E. McCoy died.

Arva Dell’s minister husband, Elmo, stepped in to continue the ministry. Lillian too, carried on the tradition until she was 91 years old.

She sang on the air for the last time the day she went into the hospital. She died in 2000.

Each morning during their years on the radio, McCoy shared the names of people in the hospital asking the radio community to pray for them.

Bryce said his grandfather visited the hospital every morning before his broadcast so his information was up to date on the patients.

The reason, Bryce said, was simple: There weren’t many telephones in the area and farmers couldn’t spend a lot of time driving back and forth to town if their loved ones were hospitalized. “So my dad started giving the hospital report,” Arva Dell said.

Arva Dell continued, “We are honored to have mom and dad’s name on the Family Suite,” “It will be a quiet and peaceful place for family and resident in their last days. Mom and dad would be proud to be associated with this project. They were ministers to all people, no matter what their faith, just as this new chapel, transport center and family suite serve all faiths.”

Tim Burchill, AMV CEO, said, “We are honored and excited to dedicate a space at AMV to Rev. & Mrs. McCoy. The McCoy’s had a positive impact on thousands of lives in the Jamestown area, many or whom were residents of our facility.”

 FARGO, N.D. (AP) – Lawyers say the trial for a Fargo surgeon
accused of drugging his wife with a powerful anesthetic and
sexually assaulting her could last until Thanksgiving.
     Dr. Jon Norberg is accused of having sex with Dr. Alonna Norberg
after giving her propofol, a medication that gained notoriety
during the trial against the doctor who treated pop star Michael
Jackson.
     Jon Norberg has pleaded not guilty to charges of gross sexual
imposition and reckless endangerment. He faces a maximum penalty of
life in prison.
     Jury selection in the case is slated to begin today.
     The Associated Press typically does not identify victims of sex
crimes, but Alonna Norberg has spoken publicly, once to deny claims
by her husband that she agreed to the medication as part of
treatment for a debilitating disease.

BISMARCK, N.D. (AP) – North Dakota’s secretary of state says
although North Dakota doesn’t have voter registration, its voting
rules aren’t that much different from other states.
     To be eligible to vote in North Dakota, someone has to be a U.S.
citizen, at least 18 years old and live in the same voting precinct
for a month.
     Jaeger says the 30-day residence requirement is the same one
many states use as a cutoff point for voter registration. And he
says some states allow registration on Election Day.
     North Dakota’s political parties have been trying to interest
people in voting who have moved to the state to work in the oil
industry.
     Jaeger says that’s not much different from efforts to recruit
out-of-state college students to vote in North Dakota.

 

 MINOT, N.D. (AP) – A Houston-based petroleum company is
proposing a pipeline that would transport North Dakota crude to
Superior, Wis.
     Enbridge officials say the Sandpiper Pipeline would cover more
than 500 miles and could transport about 225,000 barrels per day.
The company’s current capacity in North Dakota is 275,000 barrels
per day.
     The pipeline would run from the Beaver Lodge area south of Tioga
to the main Enbridge terminal in Superior.
     Bob Steede, general manager of Enbridge Pipelines North Dakota,
says the pipeline would expand export capacity and increase market opportunities.
     Steede says the pipeline would be the company’s largest project
in North Dakota. If approved, the earliest it could go into service
would be late 2015.
     Enbridge operates about 50,000 miles of pipelines in North
America.

 

 MINOT, N.D. (AP) – Architects for a new passenger terminal at
the Minot International Airport say the facility will be three
times the size of the current building.
     City officials say the expansion is needed due to increased
travel activity in the region due primarily to the oil boom. The
airport that typically had about 70,000 passengers per year is
expected to go over 220,000 passengers this year.

 SEATTLE (AP) – Marshawn Lynch ran for 124 yards and a touchdown
yesterday as the Seattle Seahawks overcame 182 yards rushing by
Adrian Peterson in a 30-20 win over the Minnesota Vikings.

 Rookie Russell Wilson threw three touchdown passes in the first half for
Seattle. Peterson had two TDs for the Vikings, while Christian
Ponder threw for just 63 yards.
   GREEN BAY, Wis. (AP) – Randall Cobb caught two touchdown passes
yesterday as the Green Bay Packers beat the Arizona Cardinals
31-17. James Jones and Tom Crabtree also had scoring receptions for
the Packers. The Cardinals have lost five games in a row.

recent win came at the expense of Tennessee as Jay Cutler passed

INDIANAPOLIS (AP) – An NFL referee lost his temper and used an
obscenity during the Dolphins-Colts game, and it was obvious to
everyone inside Lucas Oil Stadium and those watching on television.
It occurred when a member of referee Tony Corrente’s crew asked for
a conference following a penalty with 5:22 left in the game. Indy’s
defense had just been called for having 12 men on the field, and it
appeared the question was about where to spot the ball.
     As a second official called over to the referee, and with
Corrente’s microphone on, Corrente shouted the obscenity.
     That part was heard by the crowd of 66,479, but did not make it
on the air.

 TORONTO (AP) – Kyle Lowry and DeMar DeRozan each scored 22
points last night as the Toronto Raptors beat the Minnesota
Timberwolves 105-86.

Alan Anderson added 18 points for the Raptors,

     Alabama remains No. 1
     UNDATED (AP) – Alabama remained unbeaten Saturday night with a
thrilling win over LSU, 21-17. The new AP poll came out has the
Tide remaining No. 1, unanimously. In fact the top four picks
remained the same as last week with Oregon No. 2, Kansas State No.
3 and Notre Dame No. 4.
     The fifth spot in the poll is shared by Georgia and Ohio State.
They replace LSU.
     Rounding out the top-10 this week are Florida, Florida State,
LSU and Clemson.

 

CHAMPIONS TOUR
     Lehman goes back-to-back
     SCOTTSDALE, Ariz. (AP) – Tom Lehman (LAY’-muhn) won the Charles
Schwab Cup Championship to become the first Champions Tour player
to win the season points title two straight years.
     After shooting 68-63-62 to take a one-stroke lead into the final
round, Lehman birdied four of the last five holes for a 5-under 65
and a six-stroke victory.
     Lehman wins a $1 million annuity in addition to the $440,000
first-place check.
     
     HSBC CHAMPIONS
     Poulter comes out of nowhere to win
     SHENZHEN, China (AP) – Ian Poulter shot a 7-under 65 to rally
from four strokes back to win the HSBC Champions. Poulter, the
Ryder Cup star for Europe’s winning team this year, won by two
strokes. He finished at 21-under-par, two shots in front of Ernie
Els, Scott Pierce, Jason Dufner and Phil Mickelson.
     After the event, organizers said that the HSBC Champions will
become an official PGA Tour event next year.
    
     LPGA-MIZUNO CLASSIC
     Lewis winds up on top
     SHIMA, Japan (AP) – American Stacy Lewis won the Mizuno Classic
in Japan. She shot a final round 8-under-64 to finish 11 shots
under par, one shot in front of Japan’s Bo-Mee Lee. The round by
Lewis consisted of 8 birdies and two bogeys.
    

 TENNIS-PARIS MASTERS
     Ferrer wins
     PARIS (AP) – David Ferrer (feh-REHR’) beat Polish qualifier
Jerzy Janowicz 6-4, 6-3 to win the Paris Masters, clinching the
first Masters title of his career.
     The fourth-seeded Spaniard lost his three previous Masters
finals, twice to Rafael Nadal (rah-fay-ehl nah-DAHL’) and once to
Andy Murray, but this time he didn’t have a Grand Slam winner in
front of him and never looked in real danger.
     The 69th-ranked Janowicz made an incredible run to the final,
eliminating five top-20 ranked players in a row, including
third-ranked Andy Murray.

 

 NHL-LABOR
     There’s a gleam
     NEW YORK (AP) – A secret, long-awaited bargaining session on
Saturday has done some good in the NHL labor fight – so much so
that the sides already have plans to get back to the bargaining
table early this week.
     NHL deputy commissioner Bill Daly and players’ association
special counsel Steve Fehr (feer) met for long stretches Saturday
in an undisclosed location, marking the first time the sides had
gotten together for talks in more than two weeks.

 

In world and national news…

 NEW YORK (AP) – There are signs of some regular activity in
storm-hit New Jersey today with about half of school districts
preparing to reopen and a greater percentage of train and bus
service restored for the workweek.

There’s also more transit available in New York City today, though none of it is back to full strength. Complicating matters is a developing nor’easter expected to hit on Wednesday.
     
     MADISON, Wis. (AP) – Whoever wins Ohio has a simpler path to the
270 electoral votes needed to claim the presidency and the fact is
not lost on President Barack Obama or Republican Mitt Romney on
election eve.

Both men will hit the important battleground state
today, along with other key stops. Obama holds rallies Wisconsin
and Iowa while Romney has events in Florida, Virginia and New
Hampshire.
     
     FORT BRAGG, N.C. (AP) – A hearing is scheduled today against a
high-ranking military officer, Brig. Gen. Jeffrey A. Sinclair.

It’s expected to provide the first details of alleged sex crimes and
other charges.

The general was deputy commander in charge of
logistics and support for the 82nd Airborne Division in Afghanistan
before being abruptly relieved.
     
     ELK GROVE, Calif. (AP) – California authorities say four people
were killed and seven more were injured in a head-on car crash on
Interstate 5 in Elk Grove.

The Sacramento Bee reports a vehicle carrying nine people veered out of control and into oncoming traffic. Both vehicles flipped and people were thrown from both of them.
    
     BEIRUT (AP) – Activists say the capital, Damascus is the scene
of more heavy fighting between rebels and Syrian government troops
backed by Palestinian fighters.

Other Palestinians support the uprising. A Damascus-based activist says the fighting began last night and went on continuously into today.
