Update…

Jamestown (CSi) As CHS officials continue to look at starting construction this summer on its planned $3 billion nitrogen fertilizer plant at Spiritwood, questions remain on the project,

That includes establishing a water supply and a final design plan and a construction schedule.

The plant will reportedly use 4,000 to 5,000 gallons of water per minute.

A water plan and a water reuse facility near Spiritwood are under review by the North Dakota State Water Commission, and could, if approved, provide enough water for the planned CHS nitrogen fertilizer plant.

Additional capacity for future projects, could also benefit.

The State Water Commission’s Jon Patch, says, a water plan option would draw water from the Jamestown and Spiritwood aquifers based on the levels of the aquifers.

The Jamestown Aquifer runs under the James River and James River Valley and is quite shallow. Its levels vary with the changes in river flows. The Spiritwood Aquifer is a larger and deeper aquifer with a larger supply of water.

It might also be supplemented by Missouri River water delivered by pipeline.

Stutsman Rural Water District is applying for permits to draw water from the Spiritwood and Jamestown aquifers to supplement the greywater.

A regional water reuse facility would take in a significant amount of wastewater from Cargill Malt for about one third of the water supply with about two thirds coming from groundwater.

The reuse facility would take in greywater from Cargill Malt, Dakota Spirit AgEnergy and Great River Energy’s Spiritwood Station.

Greywater is treated wastewater and is commonly allowed to flow into the James River.

Construction would be timed so that completion of the water reuse plant would coincide with the completion of the CHS nitrogen fertilizer plant.

During plant construction crew camps are likely to spring up, near Spiritwood, with arrangements the contractor’s responsibility, with about 1,800 construction workers anticipated to be in the area during parts of the three-year construction process.

CHS is a farmer-owned Fortune 100 corporation involved in agricultural product marketing. It is headquartered in Inver Grove Heights, Minnesota.

Total damages to the building and vehicle were estimated at $25,000.

WING, N.D. (AP) – A Wing woman is dead after a two-vehicle crash at the intersection of two gravel roads north of Bismarck.

The Highway Patrol says the 38-year-old woman was driving a pickup truck that failed to yield to another pickup truck. The vehicles collided about 6:20 p.m. Wednesday, and the woman’s pickup rolled in the ditch.

The driver and a passenger in the other truck were taken to a Bismarck hospital for treatment of injuries the patrol said were not life-threatening. Both men are from Wilton.

Authorities did not immediately identify any of the people involved.

MINOT, N.D. (AP) – Trial has been set for two of four men accused of planning to commit a murder in Minot.

Judge Gary Lee on Wednesday scheduled trial to begin Sept. 24 for James Robinson and Charles Tomlin. Both have pleaded not guilty to conspiracy to commit murder. Robinson also is charged with attempted murder.

Authorities allege Robinson, Tomlin and two others traveled to Minot in July 2013 seeking revenge for an acquaintance following a fight at a Minot bar.  The shooting injured Christopher Docher, who was shot twice in the neck but survived.

Authorities allege the four suspects are members of a California-based street gang.

FARGO, N.D. (AP) – A woman has been charged in North Dakota after she attempted to retrieve a vehicle that authorities have linked to a suspected human trafficking operation.

25-year-old Tara Ridley is facing two counts of human trafficking. Court records show the Milwaukee traveled to Fargo to retrieve a rental car that law enforcement impounded over the weekend after the driver was arrested and charged with human trafficking and drug possession.

A North Dakota Highway Patrol trooper pulled over driver Kurtis Johnson Saturday. During the investigation, authorities determined that the Milwaukee man was transporting two women to work as escorts in Bismarck.

Court records don’t list an attorney for Ridley. Johnson’s attorney did not immediately return a call seeking comment on the charges.

LINCOLN, N.D. (AP) – A group of North Dakota residents trying to recall the mayor of the city of Lincoln have submitted more than 200 signatures as part of their effort.

The petitioners on Wednesday submitted 219 signatures to the city’s auditor. The petitioners are hoping to oust Mayor Robert Johnston and hold a special election.

Organizers say they question Johnston’s credibility, his handling of city funds, as well as his use of the mayor’s position. Johnston has had disagreements with city council members since October over groundwater and drainage issues, and his plans to work with the Burleigh County Highway Department.

Johnston says the allegations are “unfounded.”

The auditor has 30 days to verify the signatures. Johnston would automatically be on the ballot if an election is held.

MINOT, N.D. (AP) – Minot police used spike strips to catch a man who fled from officers trying to arrest him following a domestic violence incident.  Police are investigating.

Chief Scott Thorsteinson says people who handle money should look for irregularities in bills and also rely on their sense of touch. He says bogus bills usually don’t feel real.

BISMARCK, N.D. (AP) – North Dakota lawmakers are again deciding if they want closer oversight of themselves.

House assistant Democratic leader Corey Mock of Grand Forks has been pushing since 2011 to establish an ethics commission to investigate alleged acts of wrongdoing by politicians. But legislation to create such commissions was soundly defeated by the Legislature in the past two sessions.

Mock says North Dakota is one of the few states that lack such panels.

Opponents have argued that an ethics commission isn’t required because the Legislature already follows high standards of conduct.

Mock now is sponsoring a resolution that would let voters decide whether the state Constitution should be changed to form an ethics panel.

The resolution is slated to be considered by the House today.

GRAND FORKS, N.D. (AP) – The National Weather Service says the spring snowmelt in the Red River Basin is nearly completed.

The report released Wednesday says the melt should result in a “minimal response” in streams and rivers throughout eastern North Dakota and western Minnesota – and flooding is unlikely.

The weather service says the only snow left in the basin can be found in tree lines and shelter belts north of Grand Forks.

Forecasters say dry and warm weather is expected to continue in the next week.

A report out today says the U.K.’s electronic spy agency accesses traffic on “a very small percentage” of the Internet. It says a smaller portion of that is collected, and even less is read.
