Jamestown, ND (KCSi-T.V. News) — Jamestown Police reports a Jamestown woman was injured when she was purportedly struck by a car, on Saturday (Nov 3, 2012), about 6:30-p.m., in the 500 block of 12th Avenue Southeast.
16 year old Kami Schumacher, of Jamestown, was driving her passenger car northbound on 12th Avenue.
The report says 15 year old Lily Cizadlo, of Jamestown was walking the same direction.
Cizadlo said she believes she was struck by the car and rolled over the top of it.
Schumacher told police that she did not see Cizadlo and struck her and immediately stopped.
In the accident report police said the vehicle location and damage were not consistent to Cizadlo being on the left side of the roadway.
She was transported by ambulance to Jamestown Regional Medical Center.
The damage estimate was $1,500 to the car. I
It’s not known if Schumacher was wearing a seat belt.
Police did not issue a citation.
Jamestown, ND (KCSi-T.V. News) — On election day, Tuesday November 6, 2012,
the polls in Stutsman County will be open from 7-a.m., to 7-p.m.
All county voters may cast ballots at the Jamestown Civic Center.
Polling sites are also available in Medina, Kensal, and Pingree.
In Valley City on election day, Valley City residents will vote at their regular precincts, for both the City Sales Tax advisory vote and the General Election.
The vote is “advisory” in nature meaning the vote results will go to the Valley City Commission for action.
The ballot question asks if the Valley City Sales Tax will be extended, for the economic development projects.
The Sales Tax extension would keep the tax in effect through December 31, 2029.
70 percent of the 1 percent Valley City sales tax goes toward economic development, 25 percent for property tax relief and 5 percent for service and retail image enhancement.
Polls in Vallley City will be open from 7-a.m. to 7-p.m.
North Dakota does not have voter registration, but in order to vote, you must be;
- A U.S. Citizen
- At least 18 years old on election day
- A legal North Dakota resident
A resident in the precinct for 30 days preceding the election.
BISMARCK, N.D. (AP) – North Dakota’s most competitive U.S.
Senate race in almost three decades is a campaign fight to the
finish.
Democrat Heidi Heitkamp toured the Red River Valley on Monday on
a final swing through Park River, Grafton, Grand Forks and
Mayville. She was scheduled to finish up Monday night in Fargo.
Republican Rick Berg spoke at a West Fargo engineering firm and
a Minot civic club Monday. He was scheduled to stop at Republican
campaign offices in Bismarck and Fargo to finish out the day.
North Dakotans on Tuesday will be picking a new U.S. senator and
House member. They’ll be deciding a governor’s race, and whether
they should approve five statewide ballot measures.
Secretary of State Al Jaeger says more than 65,000 North
Dakotans have already voted.
Jamestown, ND (KCSi-T.V. .News) — The Jamestown City Council met in Regular Session on Monday (Nov 5, 2012) at 5-p.m., at City Hall. All Council Members were present.
No Consent Agenda items were discussed separately.
Two items approved included were:
A Resolution to rescind its previous action of acceptance of the offer from Tim Dabill to purchase Lots 1 & 2, Block 2, Beverly Hills 6th Addition, and Lot 19, Beverly Hills 3rd Addition.
And a Resolution to accept the proposal from Leo and Kari Ness for a standstill period to April 30, 2013, regarding their intent to enter into a purchase agreement with the City on all city-owned lots contained in Beverly Hills 6th Addition, after which date if the lots remain available, the City would proceed to allow Tim Dabill thirty (30) days to enter into a purchase agreement with the City for Lots 1 & 2, Block 2, Beverly Hills 6th Addition, and Lot 19, Beverly Hills 3rd Addition.

Following a presentation by Schauer & Associates, PC, the City Council voted to accept and approve the 2011 City Audit.
The City Council then considered the plat of Berndt’s Addition, a portion of Blocks 39, 40 & 47 and a portion of vacated 18th Ave. adjacent to Block 32 together with a portion of those unplatted lands within Government Lot 12 of Section 26, T140N, R64W.
A spokeman for Interstate Engineer suggested returning the plat to the City Planning Commission.
Mayor Andersen said she has concerns with the plat complying with the City Ordinance, including access relative to bringing the road to grade, public access, and water and sewer issues.
The City Council voted to return the request to the Planning Commission.
Also considered was corrective action for the reclamation of filter bay backwash water at the Water Treatment Plant.
City Engineer Reed Schwartzkopf said $15,000 needs to be set aside for it to remain a ground water treatment facility. He also proposed developing a 15 year capital improvement plan, to cover an emergency design to submit to the State Health Department.
The Council voted to appropriate $15,000.
The action will help bring the city into compliance with the State Health Department mandate.
Council Members than considered, the Alternate 4B of the Concept Alternatives Report, relating to the Sanitary Sewer Improvements project, and selection of routes for sewer mains resulting from the project.
Mayor Andersen said the recommendations come from the recent presentation by Interstate Engineering.
Darrell Hournbuckle from Interstate Engineering was on hand to re-explain the options.
Council Member Brubakken suggested the option of using the route of the least amount of pipe, with not as many properties involved, which Mayor Andersen agreed with.
The City Council voted to approve that option.
That option is projected to cost $8.8 million, the least expensive option.
The project is expected to be started in the spring of 2013.
The City Council then discussed the request from Nancy Williams for the vacation of the portion of north-south alley adjacent to the N.29.76’ of Lot 6, All Lots 7 thru 15, Tahran’s 2nd Addition, and Lot 1, Block 1, Alana Addition, all to the City of Jamestown.
The re-vote by the City Council to reconsider including all members present was approved.
Then the vote to approve the request was approved on a 4-1 vote, with Mayor Andersen voting against, as she did during the first vote….not wanting the alley vacation.
At a prior meeting one Council member was not present, and so the passage was not legal even though it passed at that meeting on a 3-1 vote.
Requests were considered for curb cuts along 13th Avenue Southwest to satisfy drainage requirements, with a lower curb cut for vehicle access.
No formal action was taken by the City Council at this time, but the consensus was to approve a plan, individually, with funding approval to come at a future City Council meeting.
The Council approved entering into an agreement with Interstate Engineering, Inc., for engineering services on Wastewater Treatment Plant System Improvements, Influent Piping, (CWSRF No. 380752-02.)
The vote was 4-1 with Council Member Brubakken opposed.
City Administrator Jeff Fuch says the action puts the agreement in writing as required to receive SRF Funding.
Committee Reports:
The City Council awarded the lowest and best bid for the purchase One (1) New Single Axle Truck (Cab & Chassis) for the Jamestown Sanitation Department to State Truck Center in the amount of $ 70,121.00.
The Council then awarded the lowest and best bid for the purchase One (1) New Heavy Duty Commercial Type Packer Body for the Jamestown Sanitation Department to Olympic Truck, in the amount of over $58,000.
The First Reading of an Ordinance, was discussed, concerned to amend and re-enact Section 8, Appendix B, of the City Code, concerning city planning. Some changes in the guidelines language draft was suggested to be made by City Attorney Ken Dalsted, and approved by the City Council.
Council Members Buchanan said the Ordinance needs more changes and be reviewed before approved.

Home buyout update, including new properties to be purchased was reviewed.
City Administrator Schelkoph, said four additional properties will be added to the list, that have expressed an interest to sell or have already signed paperwork for a buyout.
Two buildings destroyed by fire are included, and the city will only purchase the land.
Approved was a Change Order in the amount of $1,090.84 for the Water Treatment Plant.
Administrator Schelkoph pointed out the amount was an over-run for the purchase of furniture.
Approved rejecting all bids for the Main Street Riverbank Restoration and authorize to rebid the project.
KLJ reported the bids were rejected as a portion of the publication process, on the part of the South Central Regional Council, had an error, which required a re-publication. The bids will be re-advertised.
The rejection will cost the city an additional $4,000.
City Administrator Report
KLJ gave a progress report on projects wrapping up, and looked at 2013 projects which will be posted at City Hall, and is posted on the city’s web site.
On another topic, Administrator Schelkoph said the city has entered into an agreement with the State Historical Society to document historical homes.
The Barnes County Historical Society will assist in the documentation.
The documentation will somewhat slow the demolition.
The employee policy and procedure manual has been updated.
The sale of Audi may include the adjacent parking lot.
The city is working with the NDDOT in clarifying what areas are the responsibility of the city and what areas are the responsibility of the NDDOT.
Access to Main Street is an issue and will address future access issues.
The city is working on revising the policy of delinquent utility bills.
John Deere Seeding has requested changing electrical entrances, when the new building is constructed.

LUVERNE, N.D. (AP Nov 5, 2012) – A preliminary autopsy has found that a
53-year-old rural Steele County woman found dead in a ravine died of drowning.
Rhonda Gjesdal (JESS’-dahl) of rural Luverne was found Saturday in one to two feet of water about 200 yards from her farmstead.
Sheriff Wayne Beckman says Rhonda Gjesdal left her farmstead Thursday en route to Wahpeton.
Her car was found Saturday at the bottom of a ravine about a mile from her farmstead.
Beckman says it appears she went into the ditch Thursday night and walked the ravine area for quite some time.
He says it was very muddy at the bottom of the ravine and she may have been exhausted from her walk.
He says the preliminary autopsy shows no signs of foul play.
MANDAN, N.D. (AP) – An injured man who was dropped off at a
Bismarck hospital late last month died over the weekend, and Mandan
police say they are investigating the case as a homicide.
Authorities say two men brought 30-year-old Derek Oshkeshequoam
(awsh-KEESH’-kuh-wawm), of Bismarck, to the hospital in a
wheelchair on Oct. 28 and then left.
Police believe he had been assaulted at a house party in Mandan. Deputy Chief Paul Leingang says an autopsy was planned Monday.
Police have identified the two men who brought Oshkeshequoam to
the hospital as well as other witnesses and have interviewed a
23-year-old Bismarck man they say struck Oshkeshequoam the night of
the party. No arrests have been made.
BISMARCK, N.D. (AP) – Authorities say 25 minors have been cited
for consuming alcohol at a house party in Burleigh County.
An anonymous caller reported a loud party on and early Sunday morning.
Burleigh County Sheriff’s Department Sgt. Trent Wangen says when
the five deputies arrived, the person in charge of the residence
allowed deputies to come inside.
The homeowner wasn’t at home at the time of the party. Wangen
says the children of the homeowner were hosting the party.
No one was cited for providing alcohol to those underage.
FARGO, N.D. (AP) – Fargo police say an ex-girlfriend of O.J.
Simpson has been arrested on a robbery charge.
Lt. Joel Vettel says officers were called to the West Acres Shopping Center Saturday night and found mall security officers holding two women.
Vettel says officers believe that 37-year-old Christie Prody, of
Moorhead, Minn., tried to steal the other woman’s purse and the two
women ended up on the ground. Mall security officers stopped the
fight.
In April, Prody was charged with stealing painkillers from a
Moorhead couple while working as an in-home nursing assistant. That
case is pending.
FARGO, N.D. (AP) – Jury selection is under way in the trial of a
Fargo surgeon accused of drugging his wife with a powerful
anesthetic and raping her.
Lawyers say the case of Doctor Jon Norberg could last until Thanksgiving. He faces up to life in prison if convicted.
FARGO, N.D. (AP) – North Dakota’s late-season crop harvest is
winding down as farmers make preparations for next year.
The U.S. Department of Agriculture says in its weekly crop,
livestock and weather report that the corn harvest is virtually
complete at 98 percent, and sugarbeets are 95 percent harvested.
The sunflower crop is 89 percent harvested, ahead of 78 percent
last year and the five-year average of 60 percent.
Fertilizer application progressed in areas where moisture was at
suitable levels.
Topsoil moisture supplies are rated 10 percent very short, 35
percent short, 53 percent adequate and 2 percent surplus. Subsoil
moisture supplies are rated 20 percent very short, 43 percent
short, 36 percent adequate and 1 percent surplus.
Livestock producers are preparing for the winter feeding season.
DRAYTON, N.D. (AP) – A public meeting is set Nov. 15 in the
northeastern North Dakota town of Drayton on a $9.3 million
proposal for a new dam on the Red River.
The project is tied into the proposed river diversion in the
Fargo area. The design and review process is to be completed by
June but construction can’t begin until Congress authorizes money
for the $2 billion diversion.
The current Drayton dam was built in 1964 to supply water for a
nearby sugar beet plant and for the city.
In sports…
FARGO, N.D. (AP) – The North Dakota State University athletic
department is sponsoring a tailgating contest ahead of this
weekend’s football game against South Dakota State.
The seventh annual tailgating event will begin Saturday morning in the west
parking lot of the Fargodome.
Prizes will be handed out for best tailgating setup, best food, best custom vehicle, Bison pride award and fan favorites.
FARGO, N.D. (AP) – North Dakota State once again is atop both of
the Football Championship Subdivision Polls.
The defending national champion Bison are ranked No. 1 in both
the coaches’ poll and The Sports Network poll following their 21-17
win over Missouri State on Saturday. NDSU had been No. 1 in the TSN
poll last week but No. 2 in the coaches’ poll.
South Dakota State has moved from No. 25 to No. 20 in the
coaches’ poll and from No. 21 to No. 16 in the TSN poll, following
a 16-12 win over Southern Illinois.

rookie Mike Trout for player of the year as voted on by their

David Ortiz and the Boston Red Sox have finalized a two-year,
$26 million contract. The soon-to-be 37-year old Ortiz gets a deal

NEW YORK (AP)- Hockey fans have some reason for optimism that
the NHL season might be beginning and the 51-day lockout ending.
Both sides are resuming formal talks today in hopes of hammering
out a new collective bargaining agreement.

Djokovic, Murray wins opening match at ATP finals
LONDON (AP) – Novak Djokovic (NOH’-vak JOH’-kuh-vich) and Andy
Murray won their opening matches Monday at the ATP finals, setting
up a showdown between two of the top three players in the world.
The top-ranked Djokovic beat Jo-Wilfried Tsonga (SAHNG’-guh) 7-6
(4), 6-3 in Group A, hours after third-ranked Murray rallied to
defeat Tomas Berdych (TOH’-mahs bur-DEEK’) 3-6, 6-3, 6-4. Djokovic
and Murray will play Wednesday.
The ATP finals is the season-ending tournament for the top eight
players in the world. Fourth-ranked Rafael Nadal (nah-DAHL’),
however, pulled out because of injury.
Group B, which includes six-time champion Roger Federer, will
play Tuesday at the O2 Arena.

BRISTOL, Conn. (AP) – ESPN radio announcer Jim Durham, who
called NBA games for the network, has died. He was 65.
ESPN said Monday that Durham died over the weekend at his home
in Tomball, Texas. A cause of death was not announced.
In 2011, Durham received the Curt Gowdy Media Award from the
Naismith Memorial Basketball Hall of Fame for his contributions to
the sport.

patient and slightly injured three others at Durham Regional
Hospital.
Officials say the hospital’s sprinkler system worked
properly and the fire was controlled as about 30 firefighters
arrived. Other patients in the unit, a separately licensed
facility, were moved to other parts of the hospital.
NEW YORK (AP) – Government officials are still fighting on
multiple fronts in New York City and New Jersey areas hard hit by
Superstorm Sandy.
Besides trying to figure out where displaced people will live, officials are trying to make sure they also get to the polls to vote today.
And another storm is approaching the hard hit area. Forecasters say some models show the nor’easter tracking farther out to sea than originally predicted.
JOHANNESBURG (AP) – Photographic evidence presented at an
official inquiry suggests South African police may have altered the
scene and planted weapons after they shot dead 34 striking miners
in August.
Photographs taken by police at night show more weapons
by the dead bodies than there were in photographs taken immediately
after the violence in August.
Video evidence shown Monday also indicated that some of the slain miners may have been handcuffed.
CLEVELAND (AP) – A woman caught on camera driving on a sidewalk
to avoid a Cleveland school bus that was unloading children will
have to stand at an intersection wearing a sign warning about
idiots.
Court records show a Cleveland Municipal Court judge on
Monday ordered 32-year-old Shena Hardin to stand at an intersection
for two days next week. She will have to wear a sign saying: “Only
an idiot drives on the sidewalk to avoid a school bus.”
