A preliminary hearing date has not been scheduled.

Local law enforcement early Tuesday were involved with a high speed pursuit, that led to the suspect  ramming patrol cars and the shooting of the suspect.  Ellingson was treated for his injuries at Jamestown Regional medical Center and has been released.

Bismarck (CSi) North Dakota Insurance Commissioner Adam Hamm is encouraging homeowners, business owners and renters to know their flood risk when thinking about purchasing flood insurance. Although there isn’t much snow on the ground this winter, North Dakotans should be aware of their flood risk.

The floodplain is broken down into zones. Zone A has the highest risk for flooding; however, 25 percent of all flood insurance claims are paid out to policyholders in lower-risk zones outside of zone A.

Hamm says, “The most important thing you can do is to find out what zone your property is in. Take a minute to look at a floodplain map and identify your zone and your risk.” Floodplain maps, also known as FIRMs (flood insurance rate maps), can be found at www.msc.fema.gov<

http://www.msc.fema.gov/>. Enter your address in the box on the left side of the screen.

Flood insurance policies are most affordable in low- to moderate-risk zones B, C and X, which are outside the 100-year floodplain. Homes located within A zones may be required to carry flood insurance if purchased through a federal loan. Flood insurance is offered and underwritten by the National Flood Insurance Program (NFIP). Several insurance companies in North Dakota write and service flood policies through the NFIP.

Homeowners’ insurance policies do not cover flooding.

Hamm says, “Consumers should remember that there is a 30-day waiting period before a flood insurance policy kicks in. I encourage consumers to learn what zone they’re in, and to fully educate themselves about flood insurance and whether to purchase it.”

BISMARCK, N.D. (AP) – A new revenue forecast says North Dakota could see a nearly $1 billion shortfall in oil tax revenue over the next two years due to the slumping price of crude.

State budget analysts and the economic consultancy Moody’s Analytics on Wednesday presented a new budget forecast to Legislature.

Wednesday’s estimates assumed an increase since a January forecast of $131 million to the state’s general fund, which is financed mostly by taxes on sales, income, corporations, tobacco and gambling.

The figures still must be accepted by the House and Senate appropriations committees, which will use the data to finish their work for the next two-year budget for state government.

Lawmakers have idled major spending bills this session until the new economic assumptions are adopted.

WILLISTON, N.D. (AP) – The Williams County Sheriff’s Office is investigating an incident in which bullets were fired into an occupied parked car, apparently at random.

Authorities say two females were sitting in the parked car off a rural roadway Tuesday when a pickup truck drove by, and two gunshots fired from the pickup hit the car.

Neither female was hit by a bullet but one was injured by flying glass.

Sgt. Detective Caleb Fry says there is no indication that the people in the two vehicles knew one another.

FARGO, N.D. (AP) – Bids for a proposed new City Hall in Fargo have come in 10 percent higher than expected.

There were more than a dozen bids, and the lowest was $30.4 million.

Mayor Tim Mahoney says he’s disappointed and that the engineering team will now have to work with architect Terry Stroh to determine where costs can be cut.

Stroh says the next step is to go to a couple of the lowest bidders and determine if anything can be adjusted. Potential cuts include a geothermal heating and cooling system.

Final decisions rest with the City Commission.

BISMARCK, N.D. (AP) – North Dakota officials are keeping an eye on two potentially troublesome weeds as they take public comments on whether to amend the list of the state’s most problematic plants.

Palmer amaranth is strong enough to stop combines. It was confirmed in South Dakota for the first time last year. To the east, Japanese knotweed is an issue in Minnesota.

North Dakota Agriculture Department Noxious Weeds Specialist Chelsey Penuel says those weeds are “on our horizon.”

The department is holding a public hearing Thursday on the state’s list of noxious weeds, which are required by law to be controlled. There are 11 of them currently listed.

Agriculture Commissioner Doug Goehring says state law requires a public review of the list every five years. The last review was in January 2010.

In world and national news…

WASHINGTON (AP) – The White House is accusing Israeli Prime Minister Benjamin Netanyahu’s political party of using anti-Arab rhetoric ahead of Israel’s election. In its first public response to Netanyahu’s victory, the White House says it’s “deeply concerned” about divisive language emanating from Netanyahu’s Likud (lee-KOOD’) Party. Social media postings by the party had warned Israelis about the danger of high turnout by Arab voters.  White House spokesman Josh Earnest also says the U.S. will have to re-evaluate the best way to bring about a two-state resolution to the Israeli-Palestinian conflict after Netanyahu said he now opposes the creation of a separate Palestinian state.

WASHINGTON (AP) – The Federal Reserve apparently isn’t quite ready to raise interest rates. It’s released a statement signaling that it needs to see further improvement in the job market and higher inflation before it raises rates from record lows.  At the same time, the Fed has at least opened the door to a rate increase later this year by no longer saying it will be “patient” in starting to raise its benchmark rate.

WASHINGTON (AP) – The IRS says budget cuts won’t require the tax agency to shut down for two days after all. IRS Commissioner John Koskinen (KAHS’-kihn-ihn) had warned in January that spending reductions could force a temporary shutdown later this year, resulting in unpaid furloughs for employees and service cuts for taxpayers. But today he said in a message to employees that furloughs will not be necessary because the agency has been able to reduce costs in other ways.

WASHINGTON (AP) – An intelligence agency employee whose drone crashed on the White House lawn earlier this year won’t face criminal charges. The U.S. attorney’s office in Washington says the operator, who works for the National Geospatial-Intelligence Agency, was piloting the drone near the White House early on Jan. 26 when he lost control of it. Assuming it had crashed somewhere on the National Mall, the unidentified man went to bed. The drone was later found on the White House lawn. The Federal Aviation Administration is reviewing the case.

WASHINGTON (AP) – The U.S. military says it bombed an Islamic State drone aircraft in Iraq that was being used for battlefield surveillance. A spokesman for the U.S. military command in charge of the conflict against the Islamic State says the drone was a small, unarmed hand-held type of the sort that can be purchased commercially. He says Islamic State fighters had been flying it for a short time before placing it in a vehicle. A U.S. airstrike hit the vehicle near the western city of Fallujah.
