Bismarck (CSi) – Gov. Jack Dalrymple Monday extended an executive order to protect against fire outbreaks in North Dakota.
Dalrymple’s original executive order was in effect until Wednesday, but today he extended the statewide fire emergency until April 30. The governor can extend the statewide fire emergency beyond April 30 if necessary.
In his executive order, Dalrymple issued a burn ban for areas in the North Dakota Fire Danger Rating designated as “High,” “Very High,” or “Extreme,” and/or when a Red Flag Warning has been issued for an area. Burning will be allowed in designated areas with a “Low” or “Moderate” Fire Danger Rating if approved by the local fire response authority that has jurisdiction over the area.
Dalrymple has also activated the North Dakota State Emergency Operations Plan to make state assistance available to local and tribal officials in the event of a fire emergency. In addition, the governor has authorized the Adjutant General to activate and make available North Dakota National Guard resources in support of local and tribal governments.
“This executive order is an important step in our ongoing work to protect against the threat of fire outbreaks in many areas of the state,” Dalrymple said. “Our state agencies have been directed to be at the ready should local and tribal officials need assistance in protecting life or property.”
Dalrymple’s executive order was issued in response to extremely dry conditions, burn ban and fire restrictions declared throughout the state, Fire Weather Watches and Red Flag Warnings issued by the National Weather Service (NWS), unseasonably warm temperatures, low humidity and high winds. The NWS has documented below average precipitation across the state, leaving many natural fuels such as tall grasses very dry and susceptible to fire outbreak.
The North Dakota Army National Guard launched two UH-60 Black Hawk helicopters in support of a request by emergency responders battling a wild fire south of Bismarck, near the residential area of Briardale.
Today, Gov. Jack Dalrymple extended an executive order which authorizes the adjutant general to activate North Dakota National Guard resources in support of local and tribal governments responding to wildfires.
The first Black Hawk launched at 3:57 p.m. (CST) from the Guard’s Army Aviation Support Facility south of the Bismarck airport. The second helicopter launched at 5:00 p.m.
The Black Hawks are assigned to the Bismarck-based Company C, 2nd Battalion, 285th Aviation Regiment and will use 600 gallon water buckets to help control the wildfire. The helicopters will scoop water out of the Missouri River and will assist as fuel and flying conditions allow or until the mission is complete.
Jamestown (CSi) Friday afternoon, April 10, a rural fire was reported east of the airport, north of 34th St SE (old number 10) and east of 87 Ave SE. Stutsman County is currently under a burn ban.
Stutsman County Emergency Manager, Jerry Bergquist says, when the fire occurred, Stutsman County was in the “moderate” fire rating. He says the land owner was doing a controlled burn of a slough. No acreage involved was available. with the rural fire department on the scene about one hour.
Jamestown (CSi) — The Jamestown City Fire Department was called to two shed fires about 2:35 p.m., Monday that was caused by a broken electrical conductor.
The conductor fell between two sheds located in the rear of properties at 410 4th Avenue Northwest, and 403 and a half 3rd Avenue Northwest which caused the sheds to catch fire.
Otter Tail Power Company, Jamestown Operations Director, Charles Krebs says about 820 Otter Tail customers were without electricity, the majority between 2:27 p.m. and 2:42 p.m. He said, late Monday afternoon a handful of Northwest Jamestown customers were without power, and they were expected to come back on line by 5-p.m.
He said the location was difficult to reach to replace the conductor, requiring a special piece of equipment to be brought in that was out of town.
City Fire Department Lt. Sheldon Mohr says no other structures were involved, with the sheds extensively damaged.
No injuries reported with five city fire units and 32 fire fighters on the scene about an hour.
Valley City (CSi) Valley City Police have made arrests stemming from thefts that occurred on Saturday shortly after midnight.
The investigation started with the report of motor vehicle thefts, where the vehicles were entered and items taken.
About 30 minutes later another theft report indicated a wallet containing money credit cards and personal items were taken.
Police stopped a speeding vehicle and found the missing items in it, and police subsequently found that the vehicle did not belong to the occupants.
The owner was contacted and gave permission for a search, which police say turned up several credit cards and a piece of drug paraphernalia
Both occupants, 20 year-old Jesse Hildebrant and 22 year-old Chanda May Grant were taken into custody and placed in separate patrol cars.
Hildebrant was read his Miranda rights and officers attempted to question him about the thefts. Hildebrant allegedly began kicking and flailing at the officers and spit at one of officer and purportedly struck him in the face.
After having her rights read, Grant refused to speak to police.
Both were arrested and taken to the Barnes County Correctional Center,
and charged with three counts of theft from a motor vehicle and three counts of possession of stolen property.
Hildebrant was also charged with assault of a police officer and preventing arrest.
Grant was also charged with possession of drug paraphernalia.
Additional charges stemming from the incident are possible.
Omaha (CSi) The U.S. Army Corps of Engineers reports that Pipestem Reservoir is currently at pool elevation 1445.0 feet, which results in 1.7 percent of the flood pool occupied. Inflows are currently 40 cubic feet per second (cfs) with no reservoir release.
Jamestown Reservoir is currently at pool elevation 1430.0 feet, which is one foot below the base of the flood pool. Inflows are currently 10 cfs with no reservoir release.
The maximum combined release from the reservoirs is not expected to exceed 200 cfs; however, significant rainfall could necessitate higher release levels.
The upper James River basin is currently in abnormally dry to moderate drought conditions according to the US Drought Monitor, which could decrease rainfall runoff into the reservoirs.

Valley City (CSi) The Valley Development Corporation has announced that a Minnesota company plans to build a 40 unit apartment complex just west of an existing 36 unit along Winter Show Road in Valley City. Economic Development Director Jennifer Feist, says, pending final approval S.W. Design Inc. based out of Luverne & St. Joseph, Minnesota plans to start building the apartment complex on July 1zt.
Members of Faith Lutheran Church held a ground breaking ceremony at the site of the future home of the new church located on the former Smith Lumber Company property in Valley City.
Pastor Jolene Knutson-Hanse says according to the contractor Enterprise Sales of Valley City the new structure should be completed by February of 2016. She says a few pews and stain glass windows from High Prairie Church near LaMoure will be used in the new church one the old church closes.
Jamestown (CSi) The Jamestown City Planning Commission has recommended SRF Consultants develop the wording of a possible ordinance to define the types of elderly housing and recommendations for parking requirements.
The Planning Commission has also approved a final plat for the Anne Carlsen Center 2nd Subdivision, located east of Jamestown Regional Medical Center; a final plat for Schumacher Acres Addition, located south of the Jamestown Regional Airport; and Edgewood First Addition located near Schumacher Acres Addition. It also approved a zoning change from single-family homes to one- to six-family residences for the area adjacent to Edgewood.
The Planning Commission has scheduled a special meeting for 5 p.m. on May 18 in the lower-level meeting room at City Hall. The meeting will be the first that allows public comments on the draft version of the Land Use and Transportation Plan. The Jamestown City Council will also hold hearings on the LUTP at its June 1 meeting.
Jamestown (CSi) The Jamestown City Park Board, has approved trying to sell alcoholic beverages at Hillcrest Municipal Golf Course for the 2015 golf season.
The Park Board directed Jamestown Parks and Recreation Director, Doug Hogan, along with Business Manager Sheila Harr, and Pro Shop Manager, John Ruff, to develop terms for a contract with Andrea Huus,with Shady’s Lounge in the Gladstone Inn & Suites, to set up and run a bar and beverage carts that will supply alcoholic beverages to golfers and others of legal age at Hillcrest Municipal Golf Course.
The Park Board also approved an 18-year bond contract with Dougherty & Co. LLC of Bismarck to sell $1.835 million at a 0.9 percent interest rate to fund improvements to Hillcrest Municipal Golf Course and pay off $290,000 in bonds owed for the winter sports building that was built in 2007.
The Park Board is also considering increasing the ice rink rental rates for the 2015-16 hockey/ice skating season. The current rates are $45 an hour nonprime time and $50 an hour prime time.
The rates would increase by $15 each to $60 an hour for nonprime time and $65/hour for prime time. The regular rental rate for an hour would increase to $100 an hour.

Also, please remember that it is illegal to dump trash, grass clippings and other debris into the river. With the lack of snow this winter and the recent continued dry conditions, there is no flow being released from the reservoirs. Any debris dumped in the river will likely remain there for some time and will eventually begin to decay causing odor problems.

BISMARCK, N.D. (AP) – Burleigh County authorities have lifted home evacuation orders for an area south of Bismarck where a wildfire scorched about a square mile and came close to the University of Mary campus.
National Guard helicopters with large water buckets helped douse the flames on Monday. No one was hurt and no structures burned, but about 20 homes were evacuated as a precaution.
The cause of the fire wasn’t immediately determined.
BISMARCK, N.D. (AP) – A man living in the North Dakota oil patch is accused of distributing large quantities of methamphetamine. Dean Wheeler is charged with conspiracy to possess with intent to distribute methamphetamine and distribution of at least 500 grams of meth. Authorities say a search of residence near Ray in October discovered meth, a digital scale, drug paraphernalia, and other controlled substances.
BISMARCK, N.D. (AP) – A Bismarck woman has pleaded not guilty to embezzling $12,500 from a high school dance team. Melissa Weltz is charged with felony theft of property. She faces up to 10 years in prison and a $20,000 fine if convicted. Weltz is accused of stealing the money from the Bismarck High School Demonettes Booster Club.
MANDAN, N.D. (AP) – An arrest warrant has been issued for a Mandan woman charged with felony child neglect after her child missed too much school.
Authorities say the 8-year-old child of Samantha Lindgren accumulated 19 days of unexcused school absences. They allege Lindgren also failed to attend mandatory meetings with school officials.
Lindgren faces a felony charge that carries a maximum punishment of five years in prison. Court documents do not list an attorney for her, and a home telephone listing for her could not be found.
Lindgren has multiple misdemeanor convictions in the past three years relating to failure to ensure her child’s school attendance.
BISMARCK, N.D. (AP) – House and Senate negotiators have reached an agreement on the amount of funding to help identify and provide services to Vietnam veterans who were exposed to Agent Orange.
Foreman Democratic Rep. Bill Amerman says the conference committee voted 6-0 on Monday to fund the program at $50,000 over the next two years. Both chambers still must approve the recommendation.
Democratic Sen. Richard Marcellais says there are about 15,000 Vietnam veterans living in North Dakota, and many of them may have been exposed to the jungle defoliant.
Amerman and Marcellais are both Vietnam veterans.
The bill originally asked for $100,000 in funding over the next two years. The House cut the sum to $50,000, while the Senate wanted $75,000.
BISMARCK, N.D. (AP) – North Dakota’s House has removed funding from a bill aimed at preventing rape victims from having long waits for sexual assault exams. The measure would allow hospitals lacking a sexual assault nurse program to begin one. Hospitals also would be allowed to work with groups that perform the exams. The measure now goes to a House-Senate conference committee to see if a compromise can be reached.
BISMARCK, N.D. (AP) – North Dakota’s Senate has approved a $198.9 million two-year budget for the state Health Department.
The Senate unanimously approved the budget on Monday. The House earlier approved $188.5 million for the agency’s two-year budget.
The measure now goes to a House-Senate conference committee to work out a compromise.
BISMARCK, N.D. (AP) – North Dakota’s House has killed a measure that would have allowed parents to decide if their children could opt out of some standardized tests. The measure would have allowed parents to opt out of certain tests, including the ACT college entrance exam, and another test designed to assess job skills called WorkKeys. The Senate amended the bill to exclude those tests.
BISMARCK, N.D. (AP) – North Dakota lawmakers are looking at a project to treat and recycle the drilling waste for road building and other uses. The measure would set aside about $65,000 for the state Health Department to monitor a project and develop standards. State Environmental Health Chief Dave Glatt says the idea has promise if it can be done in “an environmentally safe manner.”
BISMARCK, N.D. (AP) – North Dakota’s House wants to build a new home for the state’s first family.
The House voted 71-21 on Monday an amended bill to build a new $5 million governor’s residence, with $1 million of the cost to be raised from private sources.
Leaders from both parties sponsored a Senate bill early in the session that would have appropriated $5 million to tear down the old governor’s residence and build a new one. With declining oil revenue, the Senate decided against funding the project and decided to study the idea instead.
The measure now goes back to the Senate, with the House’s amendments.
FARGO, N.D. (AP) – Warm, dry weather in North Dakota over the past week has helped farmers in the field and ranchers who are calving and lambing.
The Agriculture Department says in its weekly crop progress report that the seeding of small grains and dry peas is about equal to the average pace. All crops are still under 10 percent seeded.
Planting of sugar beets is well ahead of the average pace, at 12 percent complete.
Calving is 56 percent done. Cattle and calf conditions statewide are rated 88 percent good to excellent. Stock water supplies are 92 percent adequate to surplus.

BISMARCK, N.D. (AP) – North Dakota lawmakers have approved Legislation that increases the snowmobile “trail tax” that’s used to maintain state trails.
The House approved the Senate measure on Monday that increases the trail tax from $35 to $45. It now goes to Gov. Jack Dalrymple for his signature.
The bill also raises the trail access fee for out-of-state snowmobilers from $15 to $25.
The Legislature estimates the increase will result in an additional $214,000 that will be deposited into the State Snowmobile Fund over the next two years.
The figure is based on 15,500 licensed snowmobiles in the state and 400 non-residents who pay fees.
GRAND FORKS, N.D. (AP) – The University of North Dakota men’s hockey team has finished third in both national polls.
UND made it to the NCAA Frozen Four but lost in the semifinals to Boston University. UND finishes third in both the USA Today/USA Hockey Magazine poll and the USCHO.com poll.
National champion Providence is first and runner-up Boston is second in both polls. Nebraska-Omaha, which lost to Providence in the Frozen Four semifinals, is fourth. Denver rounds out the top five.
GRAND FORKS, N.D. (AP) – University of North Dakota senior hockey forward Mark MacMillan has signed a two-year entry-level contract with the NHL’s Montreal Canadiens.
Terms of the deal weren’t immediately disclosed.
The standout from British Columbia was a fourth-round draft pick of the Canadiens in 2010. He was named defensive forward of the year in the National Collegiate Hockey Conference this past season.
MacMillan was leading the conference with a career-high 16 goals when he suffered a fractured knee cap while blocking a shot during a game on Feb. 28. He missed UND’s playoff run to the NCAA Frozen Four.
MacMillan finished his college career with 46 goals and 53 assists in 151 games.

MINNEAPOLIS (AP) – Anthony Davis had 24 points, 11 rebounds and six blocks to move the New Orleans Pelicans one step closer to a playoff berth with a 100-88 victory over the Minnesota Timberwolves last night. Tyreke Evans added 22 points and five assists for the Pelicans. Zach LaVine had 24 points, seven assists and five rebounds for the Timberwolves.
There could have been a three-way tie for first in the NBA’s Southwest Division heading into the final day of the season . Instead, the Houston Rockets share the top spot with San Antonio, while the Memphis Grizzlies are one game back.
The Pelicans will make the Western Conference playoffs with a win Wednesday against San Antonio or a Thunder loss at Minnesota.
James Harden was 14 of 16 from the line while scoring 29 points in the Rockets’ 100-90 win at Charlotte. Josh Smith added 16 points and 11 rebounds for the Rockets, who have seen the Spurs rise from seventh seed in the West to division co-leaders.
The Grizzlies are sixth in the West after Klay Thompson scored 26 of his 42 points in the second quarter of Golden State’s 111-107 triumph against Memphis.

WASHINGTON (AP) – Defeating the Islamic State militants is number one on the agenda as Iraqi Prime Minister Haider al-Abadi (HY’-dahr ahl ah-BAH’-dee) makes an in-person appeal today to President Barack Obama for more aid. He says U.S. airstrikes and other aid have already made a difference and that additional help could put Iraq over the top and “finish” IS.
WASHINGTON (AP) – The Senate Foreign Relations Committee is on course to help set up a clash between Congress and the White House over the Iran nuclear deal. The committee is voting on legislation today to give lawmakers a voice in any final agreement reached by the end of June deadline. The legislation has drawn a veto threat from President Barack Obama.
UNDATED (AP) – More apartments are on the way but so is higher rent because supply can’t keep up with demand. Commercial property tracker Reis Inc. says the average U.S. rent has climbed 14 percent to $1,124 since 2010. That’s more than inflation and more than double the rise in U.S. home prices over the same period. The main reason: More people than ever are apartment hunting. Reis says the broader upward trend isn’t going away.
BERLIN (AP) – The forecast for global trade growth this year is contracting. The World Trade Organization forecasts that trade will expand by 3.3 percent this year, down from its forecast in September of 4 percent. The WTO also says trade growth last year was only 2.8 percent. The WTO blames sluggish economic growth in emerging economies, the uneven recoveries taking place in developed economies as well as geopolitical tensions.
LAGOS, Nigeria (AP) – Nigerian President-elect Muhammadu Buhari (moo-HAH’-mah-doo boo-HAH’-ree) has issued a gloomy update on the 219 schoolgirls abducted by Islamic extremists one year ago in the northeastern part of his country. Speaking on the anniversary of the abduction, he says he can’t make any promises and doesn’t know if they can be rescued. But a hopeful message comes from Pakistani activist Malala Yousafzai (mah-LAH’-lah YOO’-suhf-zeye), promising the girls scholarships and saying they must never lose courage.
