Jamestown (CSi) The Two Rivers Activity Center’s Board of Directors has heard from Jamestown Public Schools, Superintendent Rob Lech, who has presented a draft plan that outlines what services the school could expect in exchange for its donation of 7.75 acres of land for the proposed TRAC facility.

TRAC Board Treasurer Amy Walters said the plan was not a signed agreement but rather the start of discussions about how the TRAC facility could be utilized by the school, if it is built.

Lech said the document was developed in discussions with Walters and the athletic directors at Jamestown High School and Jamestown Middle School, adding that the draft use plan was an effort to project what uses the school might require from the TRAC facility.

The TRAC facility would replace the existing James River Family Fitness Center, which is shared with the University of Jamestown, which owns the space where the Fitness Center is located.

Voters will go to the polls on June 2 to decide on a 1 percent sales tax to pay for the construction of the planned $28 million community and activity center. An additional phase of construction could follow and be financed by donations.

The next informational community forum on the proposed Two Rivers Activity Center will be this evening… May 15, 2015, at the North Dakota Farmers Union headquarters. The forum begins at 7 p.m.

Valley City (CSi) Due to rain Thursday, deteriorating gravel road surfaces,

the Barnes County Highway Department closed Barnes County Highway 32 some two miles west of County road Number 7 about two and a half miles east of the Stutsman County line for one.

Motorists are advised to seek alternate routes and use caution while traveling on all county gravel roads during periods.

 

Jamestown (CSi) Otter Tail Power Company reports a duck was in the Southwest Jamestown substation and caused a 15 minute power outage between aboutt 7:30 and 7:45 a.m., Thursday.

Charles Krebbs says, the substation has a covering, however the duck and a squirrel on Monday morning entered the facility causing the two separate outages.

About 11:35 a.m. Thursday a momentary bump caused an outage in Southwest Jamestown in the area of the post office.

Krebbs also says a three second outage occurred about 10:30-a.m., on Wednesday, in Southeast Jamestown, with the cause not officially known, as the circuit reset itself.

 

BISMARCK, N.D. – In accordance with a proclamation signed by President Barack Obama, Governor Jack Dalrymple has declared Friday, May 15, Peace Officers Memorial Day in the state and has directed all state government agencies to fly the American and North Dakota flags at half-staff from sunrise to sunset on that day. The flags will be lowered to honor law enforcement officials who have fallen in the line of duty.

In addition, Dalrymple has declared this week, May 10-16, Police Week in the state to recognize the brave men and women who have dedicated their lives to law enforcement and to keeping North Dakota’s citizens and communities safe.

“This week, we salute our men and women in law enforcement who put their lives on the line every day to keep our communities and our citizens safe,” Dalrymple said. “They have dedicated their lives to serving and protecting others and we thank them for all they do to keep North Dakota one of the safest states in the nation. On this occasion, we also remember those who have laid down their lives for ours in the name of justice and pay tribute to them for their selfless acts of heroism.”

 

Jamestown (CSi) The Jamestown Tourism Board is reviewing and updating its strategic plan.

The board on Wednesday reviewed information that Searle Swedlund, Jamestown Tourism executive director, created to guide the board through the process, as it’s been five years since the plan was updated.

The document is designed to stimulate conversation for board members. Swedlund will meet with each board member individually and review the proposed goals and determine if any board members have more goals or ideas to add to the strategic plan.

The goals in the board’s proposed strategic plan are:

Promote and market the Discover Jamestown brand

Enhance and grow camping and outdoor recreation in Jamestown and the surrounding area

Expand the stories of Jamestown and the surrounding area

Promote Jamestown as a regional hub for tourism and recreation

Be a source to local/regional tourism entities for additional resources, training and operational assistance.

The board discussed growing area camping and outdoor recreation activities and mapping horse-riding trails in the area.

Board members also would like to see better signs or use of photographs to get travelers from I 94 to the Frontier Village/National Buffalo Museum area.

 

Valley City (CSi) The 34th annual North Dakota AMVETS Convention will be held May 15-17, 2015 at the Valley City Eagles Club.

Willis W. Weber AMVETS Post 3, Commander Gary Schlagel and Post 3 Auxiliary President Edna Elsner welcome about 90 delegates representing post and auxiliaries across the state.

A memorial service honoring deceased AMVETS and Auxiliary members will be held Friday evening.

The joint opening session will start at 9a.m. Saturday followed by a noon luncheon to honor the state winners from the Americanism Poster, Essay contest.

Also to be announced will be winners from the AMVETS wrestling tournament,

The state AMVETS convention ends Sunday at noon.

 BISMARCK, N.D. (AP) – Mandan police have identified the man whose body was discovered in a residential bay in the Lakewood area.
 
     Police say the body of 30-year-old Justin Gerou of Bismarck was found floating in the water Wednesday morning by maintenance workers.
 
     Mandan Police Lt. Lori Flaten says the cause of death remains under investigation. She says there was no trauma to the body and police are awaiting toxicology results.
 
     Flaten says Gerou’s last known whereabouts was on May 2 when he was released from the Burleigh County Jail.

 

 BISMARCK, N.D. (AP) – A federal judge has changed his mind about disqualifying the U.S. attorney’s office in North Dakota from a sexual abuse case.
 
     A jury in November found Donald Luger, of Fort Yates, guilty of aggravated sexual abuse by use of force. Authorities say the assault took place against a 12-year-old girl in 1997.
 
     Luger had argued that former U.S. Attorney Timothy Purdon represented him in a 2009 criminal case and that gave the government an unfair advantage in the proceedings.
 
     U.S. District Judge Ralph Erickson last month ruled in favor of Luger, but reversed the decision after receiving additional evidence.
 
     Erickson says adequate screening procedures were in place to ensure that Purdon was not involved in the case and “there is no prejudice” to Luger.
 
     Luger’s sentencing has not been scheduled.

 

 MINOT, N.D. (AP) – Ward County authorities say they’ve uncovered a 35-plant marijuana grow operation in a 41-year-old Douglas man’s trailer. Floyd Hyde has been charged with three crimes, including possession of marijuana and marijuana manufacturing. The Ward County Sheriff’s Department says deputies went to check on Hyde on Wednesday after his family said they were concerned about him.
 

 BENEDICT, N.D. (AP) – Attorney General Wayne Stenehjem says a city council in north central North Dakota violated open meetings law by asking the public to leave while it discussed a contentious issue.
 
     Stenehjem (STEN’-juhm) says the city council in Benedict violated the law when it asked the public to leave while it consulted with the city engineer about bids for a new city lift station.
 
     The city says the lift station improvement project was controversial and wanted to avoid disruptive behavior.
 
     Stenehjem says the public must have access to meetings of a governing body of a public entity but that it does not have the right to participate or speak at a public meeting.
 
     The council must now create detailed minutes of the discussion that took place.

 

BISMARCK, N.D. (AP) – North Dakota Attorney General Wayne Stenehjem has banned a Florida company from doing business in the state. Annual Business Services sent fraudulent letters to businesses in North Dakota. Stenehjem says those letters implied companies were required by law to complete and file certain business forms each year and quoted prices for services.

 

 BILLINGS, Mont. (AP) – A coalition of environmental groups has filed a court challenge to new federal rules aimed at preventing accidents involving trains carrying oil and other flammable fuels.
 
     The groups argue federal officials gave companies too much time to phase out railroad tank cars known to rupture during derailments. It also says the government has backtracked on earlier requirements for railroads to notify state officials about oil shipments.
 
     A petition to set aside portions of the rules was filed Thursday with the 9th U.S. Circuit Court of Appeals by Earthjustice, representing the Sierra Club and other groups.
 
     The oil industry and two Illinois municipalities also have challenged the federal rules put in place on May 1st.
 
     Oil trains have been involved in a string of recent accidents across the U.S.
 

 

 STRASBURG, N.D. (AP) – The State Historical Society of North Dakota is gathering public comments about the management and interpretation of the Lawrence Welk homestead.
 
     The society scheduled a community meeting Friday in Strasburg, the boyhood home of the famous band leader.
 
     The Legislature two years ago included $100,000 in the society’s budget to buy the home. Earlier this year, lawmakers agreed to pay for maintenance and other costs at the home, to the tune of $50,000 annually.
 
     On July 1, the 6-acre Welk homestead outside of Strasburg will become a state historic site managed by the society.
 
     Community conversations about the homestead also are set June 30 in Napoleon and July 14 in Ashley.

 

 BISMARCK, N.D. (AP) – Officials say a design for a new governor’s residence should be in place by Dec. 1.
 
     The  state Capitol Grounds Planning Commission met Thursday to set a tentative timeline for the project
 
     State facilities management director John Boyle says a design team should be selected by July 15.
 
     Feedback also will be gathered from Gov. Jack Dalrymple, past governors and their families.
 

     Lawmakers authorized $4 million from the state’s Capitol Building Fund and $1 million from private donations to construct the new residence. Construction won’t begin until at least $500,000 in private donations are collected.

 

FARGO, N.D. (AP) – A ride-hailing service that has operations in about 300 cities around the world received something unusual when it arrived in Fargo: a welcome mat.
 
     Uber is a mobile application that connects people seeking rides with drivers. The company continues to grow despite numerous legal troubles over regulations, insurance and unfair competition.
 
     Uber spokesman Sagar Shah says Fargo is unique because North Dakota is the only state that passed regulations clearing the way for the service before it came to town.
 
     State Sen. Jon Casper, of Fargo, who worked on the ridesharing services bill, says the legislation ensures that consumers will receive safe, reliable rides.
 
     The first North Dakota ride on Uber was taken Thursday morning by Fargo Mayor Tim Mahoney, who was picked up at the Fargo Theater

The Class A West Region track and field meet has been moved to Friday in Bismarck beause of weather.

The meet was originally planned to be held in Dickinson on Saturday.

The meet will be held at the Bismarck Community Bowl at 3:30 p.m.

     LOS ANGELES (AP) – The Houston Rockets have forced a Game 7 in their Western Conference semifinal series by outscoring the Clippers 40-15 in the fourth quarter of a 119-107 triumph in Los Angeles. Corey Brewer led the comeback by scoring 15 of his 19 points in the final period. Dwight Howard finished with 20 points and a game-high 21 rebounds, while James Harden added a team-best 23 points despite shooting 5-for-20.

 MINNEAPOLIS (AP) – The Minnesota Lynx have signed veteran forward Asjha (ay-ZHA’) Jones. The Lynx finalized their contract yesterday with Jones, who recently finished the winter season with a professional team in Israel. Jones will replace center Janel McCarville, who told the Lynx she won’t play in the WNBA this year.

SHAKOPEE, Minn. (AP) – Canterbury Park is about to open its 2015 racing season. Live racing returns today to the Shakopee track. For the third consecutive season, Canterbury’s nearly 1,600 horse stalls will be at capacity. The live meet runs through September 12th.

(AP) – NFL Commissioner Roger Goodell will personally hear the suspension appeal of New England Patriots quarterback Tom Brady, who challenged the league’s punishment for his role in using deflated footballs during the AFC championship game. League spokesman Greg Aiello has confirmed that Goodell had rejected a request from the Players Association to have the appeal heard by a neutral arbitrator. Brady received a four-game suspension, and the Patriots were fined $1 million and stripped of two draft picks.

PHILADELPHIA (AP) – As Amtrak’s CEO takes full responsibility for a deadly derailment in Philadelphia, the first funeral is scheduled today. U.S. Naval Academy Midshipman Justin Zemser’s funeral will take place in New York on Long Island. The 20-year-old sophomore was traveling home to New York City. Meanwhile, the National Transportation Safety Board is trying to determine if the engineer manually increased speed on the train as it accelerated for a full minute before it went off the tracks.
 
     KATHMANDU, Nepal (AP) – Nepal’s Defense Secretary says a U.S. Marine helicopter that disappeared while on a relief mission is in pieces and there’s no chance of any survivors. Three bodies have been found near the wreckage and officials say the remains were charred. The helicopter carried six Marines and to Nepalese soldiers.
 
     HAGATNA, Guam (AP) – The region around U.S. territory of Guam has begun getting pounded by a powerful Pacific typhoon. Maximum sustained winds from Typhoon Dolphin are hitting 110 mph. There have been no reports of any injuries or damage. Earlier in the day, Guam was getting some surf, with a beach on the eastern coast reporting 16-foot waves. Some airlines have canceled flights.
 
     BEIJING (AP) – Secretary of State John Kerry is about to visit China carrying U.S. objections to Beijing’s actions in the contested South China sea. On the eve of Kerry’s visit, China is reaffirming that it will defend its territorial claims. A Foreign Ministry spokeswoman says China would take determined action in response to any threats or provocations.
 
     LAGOS, Nigeria (AP) – Lead poisoning from illegal gold mining operations in west-central Nigeria has killed 28 children and officials say dozens more are sick. It’s the same area where children are still being treated after a mass poisoning in 2010 that left 400 dead. Doctors Without Borders says it has cured half the 5,500 infected there and has started closing clinics. It’s not known when a clean-up is planned.
