Jamestown (CSi) The Tracy, Minnesota man who allegedly led police on a pursuit through southwest Jamestown on March 17, 2015, was in Southeast District Court in Jamestown yesterday, before Judge Thomas Merrick.

43 year old Lee Charles Ellingson, was accompanied by his attorney, Nicholas Thornton of Minnesota, an initial appearance on four charges, reckless endangerment, criminal mischief and driving while under the influence of liquor or any other drug or substance, all Class C felonies.

He was also charged with fleeing or attempting to elude a police officer, a Class A misdemeanor.

Ellingson waived his preliminary hearing and pleaded not guilty to the four counts during arraignment.

Ellingson’s next court date has not yet been scheduled.

Ellingson said in court wearing an arm brace, that he has been unable to work as a welder since the chase and shooting. Thornton said Ellingson may need further surgeries for the injuries he received from the shooting.

Stutsman County State’s Attorney Fritz Fremgen said last month that the two law enforcement officers who discharged their weapons into the vehicle Ellingson was driving that night will not face any criminal charges.

Ellingson, allegedly led law enforcement officers from Jamestown Police and the Stutsman County Sheriff’s Office and North Dakota Highway Patrol on a chase that started at the Exxon convenience store at 808 20th St. Southewest in Jametown, and ended in the 1000 block of 4th Avenue Southwest, between the Jamestown Motel and Dairy Queen.

Witness accounts and information from law enforcement agencies, indicated that during the pursuit, Ellingson allegedly rammed law enforcement vehicles. When he stopped on 4th Avenue Southwest, Ellingson allegedly tried to run over a police officer. It was at this time that a Stutsman County Sheriff’s deputy and a Jamestown police officer fired their weapons into the vehicle Ellingson was driving.

Ellingson was transported by ambulance to Jamestown Regional Medical Center after the chase ended for treatment of injuries.

He was later flown by air ambulance to a medical facility in Fargo.

 

Jamestown (CSi) With $350,000 in hand, appropriated this session by the North Dakota State Legislature, plans are going forth for additional 1883 Stutsman County Courthouse renovations.

On Wednesday’s Wayne Byers Show on CSi Cable 2, North Dakota State Historical Society, Historic Sites Regional Manager, Guinn Hinman said,

the funds will be used toward installing a new electrical system and plumbing, plus interior painting will be done, plus restoration of the pressed tin ceilings, and restoring interior walls. Future plans include installing an elevator.

She asked if anyone ask photographs of the interior of the courthouse, the way it looked in years past, two let her or Barbara Lang in Jamestown know, and copies will be made and returned. Also being sought is original artifacts from the courthouse.

Also on our show, Barbara, a member of the 1883 Courthouse Committee, said

local funding raising for matching state dollars continues, with the current goal of raising $60,000, and more fundraisers planned in the future.

She noted that an open house will be planned for later this year, when additional restoration work is completed.

She pointed out that when the electrical and plumbing work is finished it will allow interior work to continue year ‘round, in the now heated building.

When further work is completed the 1883 Stutsman County Courthouse is planned to be open for tourists during the summer months, in conjunction with other local tourist sites.

Future plans call for the courthouse to house community events, and may be home to other entities.

Washington (CSi) – Senator John Hoeven has announced that the U.S. Senate Appropriations Committee on Energy and Water has included language and funding in its Fiscal Year (FY) 2016 appropriations bill that supports flood projects for Fargo, Minot and LaMoure.

As a member of the committee, Hoeven worked to secure the provisions, which help these communities move forward on constructing the projects and competing for funding.

Bismarck (CSi) A Public Input Meeting will be held from 6 to 8 p.m. on Tuesday, June 2, 2015 at the Barnes County Highway Department, 1525 12th Street Northwest, in Valley City. The Public Input Meeting will utilize an open house format.

The purpose of the Public Input Meeting is to discuss proposed improvements to the I-94 westbound roadway east of Valley City. The project consists of: a mill and concrete overlay on the I-94 westbound roadway east of Valley City to approximately RP 306 east of the Oriska Rest Area; interchange and rest area improvements within the project corridor; and interchange improvements at Exit 307 (Tower City) and Exit 310. Temporary traffic control techniques will be discussed to determine cost effective strategies.

The meeting will provide opportunity for public input. Representatives from the North Dakota Department of Transportation and Barnes County Highway Department will be available to answer questions.

 WAHPETON, N.D. (AP) – Authorities believe a fire that destroyed several parking garages in Wahpeton was started by a lawnmower inside of them.
 
     Embers from the Wednesday afternoon blaze jumped to adjacent apartment buildings, but firefighters quickly put them out. The fire did melt vinyl siding on one building, and two other buildings had roof damage.
 
     At least one vehicle parked behind the garages was burned, along with numerous lawnmowers and other property. A pickup parked nearby was damaged by the heat.
 
     The  fire destroyed 10 stalls and damaged three other stalls in the 48-unit garage complex.

 

 BISMARCK, N.D. (AP) – A Bismarck man accused of slashing his daughter’s boyfriend’s throat has made his first court appearance.
 
55-year-old Don Kevin White appeared in court Wednesday. White is charged with felony aggravated assault.
 
     Authorities accuse White of using a box-cutter knife to slash his daughter’s boyfriend’s throat on March 19. The victim, who sustained a cut several inches long, told police that he and his girlfriend had been arguing before the incident happened.
 
     White was charged in April.
 
     Judge Bruce Haskell on Wednesday allowed White to remain out of custody on a promise to appear in future hearings, not leave the state and not make contact with the man he is accused of injuring.
 
     Court records don’t list an attorney for White.

 

 BISMARCK, N.D. (AP) – A Bismarck man accused of beating his girlfriend’s two children with an extension cord will spend 1  1/2 years on probation.
 
     Thirty-seven-year-old Lekemia Caster earlier this month changed his plea to guilty on two felony child abuse counts. Court documents show he was given credit for the 12 days he’d already spent in jail, ordered to pay $525 in fees and put on probation for 18 months.
 
     Authorities say Caster whipped a 6-year-old child and a 12-year-old with the extension cord in October 2014, creating welts.

 

 BISMARCK, N.D. (AP) – North Dakota is launching a new system to notify the public when a law enforcement officer is killed or seriously injured. Attorney General Wayne Stenehjem says the “Blue Alert” system is a way to get the word out about potentially dangerous suspects on the loose. Notifications will come through electronic highway signs, text messages and social media.

 

 BISMARCK, N.D. (AP) – State and local officials in North Dakota this week are trying to raise awareness of the emerald ash borer.
 
     The beetles have killed millions of ash trees in 25 states, including neighboring Minnesota. North Dakota has about 78 million ash trees that could be at risk.
 
     State Agriculture Commissioner Doug Goehring says that given the traffic between the two states, it’s more important than ever for North Dakotans to take action to prevent the pest from spreading to the state.
 
     State Forester Larry Kotchman says one way residents can do that is by buying firewood from local sources.
 
     Nearly 50 North Dakota cities including Fargo are placing ribbons and posters on ash trees to raise awareness. State and federal officials also are putting about 180 beetle traps around the state.

 

 BISMARCK, N.D. (AP) – A new survey says the number of homeless people in oil-rich North Dakota increased slightly in the past year but it’s down dramatically from the record set in 2013.
 
     Volunteers counted 1,305 homeless people during a “point in time” survey on Jan. 28. That’s up from 1,258 homeless people counted on a single day in January 2014.
 
     In 2013, volunteers counted a record 2,069 homeless people.
 
     Michael Carbone is the executive director of the North Dakota Coalition for Homeless People. He attributes the drop in the past two years to more housing options and improving economies in other states.
 
     Half of the unsheltered homeless people counted this year had jobs and most were found in western North Dakota’s oil-producing region.
 

 

 FARGO, N.D. (AP) – A group of government and business leaders from Belarus is touring North Dakota this week to talk about trade.
 
     North Dakota officials say the delegation of nine people from the Mogilev Region of Belarus is interested in the state’s beef, dairy and agriculture sector, including farm machinery.
 
     This is the second visit by a Belarusian delegation within the last year.
 
     Officials say North Dakota’s exports have grown from $1 billion in 2004 to nearly $5.3 billion in 2014. The state’s top exports include front-end shovel loaders, tractors, wheat and soybeans.

 

FARGO, N.D. (AP) – A New Zealand man who’s biking across America has made it to North Dakota.
 
     Adam Glover made it to Fargo on Wednesday the 76th day of his journey. Glover says  he is crossing the country on his bike to raise awareness of asthma, which he’s had since he was a child.
 
     He began the trip in New Zealand aboard a cargo ship and hopped on his bike in Philadelphia. He’s en route to Alaska.
 
     Glover rides about 60 miles a day, carrying spare parts for his bike, a tent and cooking utensils.
 
     He plans to cross Argentina in 2017.

  Houston Rockets center Dwight Howard is iffy for tonight’s Game 2 of the Western Conference finals against Golden State. Howard suffered a sprained left knee in Tuesday night’s series opener won by the Warriors 110-106.
  Golden State Warriors guard Stephen Curry said he disagreed with the NBA’s decision to fine him $5,000 for violating the league’s anti-flopping rules against the Houston Rockets in Game 1 of the Western Conference finals.

 TAMPA, Fla. (AP)- Nikita Kucherov (KOO’-cheh-rawf) scored at 3:33 of overtime to give the Tampa Bay Lightning a 6-5 victory over the New York Rangers last night. That gives the Lightning a 2-1 lead in that NHL Eastern Conference final with Game 4 Friday night in Tampa.
 
 The Chicago Blackhawks, fresh off their 3-2 triple-overtime victory over Anaheim Tuesday night,  return home for Game 3 of their Western Conference final. That series is tied at a game apiece.

     NEW YORK (AP) – Defensive Player of the Year Kawhi (kuh-WY’) Leonard of San Antonio was the leading vote-getter for the NBA’s All-Defensive first team, where he was joined by Los Angeles Clippers teammates Chris Paul and DeAndre Jordan.
 
     Leonard received 116 first-team votes and 242 points from a panel of 129 writers and broadcasters in the U.S. and Canada. Golden State’s Draymond Green was second with 229 points and 107 first-team votes.
 
     Memphis’ Tony Allen was the other first team member. The second team was New Orleans’ Anthony Davis, Chicago’s Jimmy Butler, Golden State’s Andrew Bogut, Washington’s John Wall and San Antonio’s Tim Duncan.

     SAN FRANCISCO (AP) – The NFL could approve a team move to Los Angeles by the end of the year, with a club playing there by the 2016 season. The league is considering moving the deadline to any applications to relocate a franchise from Jan. 1 to late in the upcoming regular season. The 32 team owners could vote on a team’s relocation after that.
 
     The team would play in an existing stadium until a new one is built.
 
     There are currently two proposed developments of new stadiums in the Los Angeles area.  The Raiders, Chargers and Rams are all involved in the stadium projects.
 
     Meanwhile, Commissioner Roger Goodell (guh-DEHL’) says it is his job to handle Tom Brady’s appeal of his four-game suspension in the deflated football scandal and he intends to handle the hearing.  The players union has asked Goodell to recuse himself.

     CHARLOTTE, N.C. (AP) – Speedway Motorsports Executive Chairman Bruton Smith and two-time Sprint Cup champion Terry Labonte (lah-BAHN’-tay) top the newest group of five headed to the NASCAR Hall of Fame.
 
     NASCAR drivers Curtis Turner and Bobby Isaac and modified series champion Jerry Cook completed the hall’s seventh class announced Wednesday.

GOLETA, Calif. (AP) – Officials in California say efforts to clean up an oil spill along the coast has turned into a 24-hour-a-day operation. Investigators say more than 6,000 gallons of oil that escaped from a broken pipeline has been raked, skimmed and vacuumed so far. They also say that up to 105,000 gallons may have leaked out and as much as 21,000 gallons reached the sea. The chief executive of the company that runs the pipeline has apologized for the incident.
 
     WASHINGTON (AP) – A Florida man who piloted a gyrocopter through heavily restricted space in the District of Columbia before landing at the U.S. Capitol is due back in federal court today. The U.S. Attorney’s Office for the District of Columbia announced yesterday that a grand jury indicted Douglas Hughes on six charges. Those charges carry up to 9 1/2 years in prison.
 
     SEOUL, South Korea (AP) – South Korea says it has confirmed three cases of a respiratory virus that has killed hundreds of people in the Middle East. The Korea Centers for Disease Control and Prevention says that a 76-year-old man was diagnosed today with Middle East Respiratory Syndrome. An agency official tells reporters the patient shared a hospital room with a man who was the country’s first confirmed case of MERS.
 
     WASHINGTON (AP) – Documents seized from the Pakistani compound of Osama bin Laden show that during his years in hiding, the al-Qaida leader urged followers to concentrate on attacking Americans. There’s also a video letter to one of his wives. The documents were seized in the 2011 raid in which bin Laden was killed. The U.S. intelligence community released the documents yesterday.
 
     WASHINGTON (AP) – A new government survey out today says public schools across the country have improved security measures in the wake of the December 2012 massacre at a school in Newtown, Connecticut. The National Center for Education Statistics reports that in the 2013-2014 school year, 88 percent of public schools had a written plan of how to respond to an active shooter.
