Jamestown (CSi) The Jamestown Rescue Squad and Jamestown Rural Fire Department were called to Highway 20, six miles north of Jamestown at 10:24-a.m., Tuesday, to a tanker truck rollover, which punctured the tank and was leaking diesel fuel.

The driver was removed from the vehicle, no official confirmation of that person’s condition was immediately available, and no accident report was issued as of Wednesday morning.  However a co-worker of the driver says the driver died of his injuries, and that his body was taken to Bismarck for an autopsy.  The man may have been experiencing a medical condition at the time of the accident.

The highway was open to one lane until the roadway is cleaned up and the vehicle removed.

The rural fire fighters were on scene, and reports say the diesel spill was contained in a 100 foot area in the east ditch of the highway, and that Central Valley Health was  contacted concerning the hazardous waste.

The one unit cab/tanker was being up-righted for removal later Tuesday.

The spilled fuel cleanup estimated at about 100 gallons was  handled by a contractor,  on Tuesday.

The tanker contained about 8500 gallons of fuel.

Jamestown City Fire Department Lt. Sheldon Mohr says the rescue squad with two units and nine personnel was on the scene about an hour and ten minutes.

Also responding to the scene was the Stutsman County Sheriff’s Office, the North Dakota Highway Patrol, and Jamestown Area Ambulance Service.

 BISMARCK, N.D. – North Dakota Department of Human Services Executive Director Maggie Anderson has appointed Rosalie Etherington, Ph.D., as North Dakota State Hospital Superintendent. In this role, Etherington is responsible for oversight of business and clinical operations for the hospital.

Etherington brings 22 years of experience in quality management, program development, and expertise in operationalizing regulations and requirements in a behavioral health setting. She is currently the Clinical Director for Inpatient Services at the North Dakota State Hospital.

“Dr. Etherington’s experience will ensure the State Hospital, as part of the state’s public behavioral health system, continues to partner with stakeholders to improve access to mental health and substance use disorder treatment,” said Anderson.

Etherington has worked for the department for 20 years serving in multiple clinical and administrative roles. She has a doctorate in clinical psychology from the California School of Professional Psychology with a concentration in program development. She is a native of Center, N.D.

Alex C. Schweitzer, who has been the superintendent of the North Dakota State Hospital since 1995 and the statewide human service center director overseeing the eight regional centers since December 2011, is retiring May 31.

The 304-bed North Dakota State Hospital provides short-term acute inpatient psychiatric and substance abuse treatment, intermediate psycho-social rehabilitation services, forensic services, and safety net services for adults. The hospital also provides residential addiction treatment services for adults referred to the Tompkins Rehabilitation and Corrections Center (TRCC) by the Department of Corrections and Rehabilitation (DOCR). The hospital has a secure services unit that provides inpatient evaluation and treatment services for sexually dangerous individuals.

 

Valley City (CSi) Valley City Police report a taxi driver was robbed at knife point Sunday evening about 10-p.m.

Police Chief Fred Thompson says the black male suspect demanded cash from the South Central Services cab driver’s money bag upon arrival at his destination in Valley City.

No injuries were reported.

The suspect is described as an African American male about 5′ 8″ tall with a thin build and short hair. Anyone with additional information about the robbery or the location of the suspect is asked to contact the police department at 845-3110.

 

Jamestown (CSi) A spaghetti supper will be held on Wednesday May 27, 2015, to support four students and their advisor from Jamestown, who plan on a mission trip to the Dominican Republic in July.

On Tuesday’s Wayne Byers Show on CSi Cable 2, spokesperson Diane Hanson said, Jamestown High School students, and basketball players, Josh Schulz, Ben Hanson, Nolan Love, Andrew Hornung and advisor Ben Smith will leave for the trip on July 7 and return on July 13th of 14th.

She said they will join about 800 representing The Fellowship of Chritianson Athletes, from other states, as they will be teaching basketball skills to young children, sharing God’s love with the kids, and completing projects for the under-priviledges community of San Luis.

She pointed out the spaghetti supper is in addition to previous fundraisers, through area churches, and a garage sale.

Wednesday’s fundraiser is from 5-p.m., to 7-p.m., at the Knights of Columbus Hall in Jamestown, which supplies the hall and the food.

Adult tickets are $7, children 12 and under are $3 and a family ticket is $20.

 

Bismarck (CSi) The North Dakota Forest Service has recognized Valley City as one of 51 towns in the state that received the Tree City USA award this spring.

Valley City Commissioner, and member of Valley City’s Image and Beautification Committee, Dr. Madeline Luke, accepted the award, with a ceremony held at the State Capitol in Bismarck earlier this month.

The Tree City USA program is a national program that provides the framework for community forestry management for cities and towns across America. The communities that achieve this status meet four core standards of sound urban forestry management: maintaining a tree board or department, having a community tree ordinance, spending at least $2 per capita on urban forestry and celebrating Arbor Day.

UNDATED (AP)  Police have identified the man who was killed and the woman who was injured when a U.S. airman walked into a North Dakota Wal-Mart Supercenter and opened fire before turning the gun on himself.
 
     Seventy-year-old Gregory Weiland was killed and 47-year-old Lisa Braun was injured in the shooting shortly after 1 a.m. Tuesday at the store in Grand Forks.
 
     Altru Hospital says Braun is in satisfactory condition.
 
     Authorities say 21-year-old Marcell Willis walked into the store, shot Weiland and Braun and fired but missed at a third employee before killing himself. Lt. Derik Zimmel says police aren’t identifying the third worker.
 
     Zimmel says the shooting appears to have been random.
 
     Willis was stationed at Grand Forks Air Force Base west of the city.
 
     The store remained closed early Wednesday.

Police say an autopsy will determine if Willis who fatally shot one worker and injured a second before killing himself at a North Dakota Wal-Mart, had drugs or alcohol in his system.

 

 BISMARCK, N.D. (AP) – A Bismarck man is accused of sexually assaulting a teenage girl and could face life in prison if convicted.
 
     Thirty-six-year-old Fabian Harrison is accused of raping the girl four times over the course of six months, beginning in December when she was 14. He has denied the allegations to police. Court documents indicate he is applying for a public defender.
 
     Harrison faces four counts of felony gross sexual imposition, including two that carry a maximum sentence of life in prison. His bond is set at $100,000 cash.

 

BISMARCK, N.D. (AP) – A North Dakota man accused of holding up a Williston bank last fall has pleaded guilty in federal court.
 
     Court records show 57-year-old Drew Cahours on Tuesday changed his plea to guilty to one count of bank robbery.
 
     Authorities say Cahours handed a First International Bank teller a note on Nov. 13 that read, “Don’t say anything or there will be trouble.” Investigators say the robbery netted about $1,400.
 
    Cahours told Judge Daniel Hovland he “kind of lost his mind” after returning from seeing his wife in Florida with $7 to his name.
 
     Cahours, of Watford City, says he is ashamed of his actions and plans to repay the money. Cahours says he has 14 children and moved to North Dakota to work in the Bakken in 2013.

 

 BISMARCK, N.D. (AP) – The North Dakota Public Service Commission this week is holding the first of three public hearings on a proposed $3.8 billion oil pipeline that would stretch from western North Dakota to Illinois.
 
     The proposed 1,134-mile Dakota Access Pipeline would move oil from the Bakken formation to a terminal in Patoka, Illinois, for distribution to refineries in eastern states. Dallas-based Energy Transfer Partners wants it operating by the end of 2016.
 
     North Dakota’s Pipeline Authority has said it would be the largest-capacity pipeline for the state’s crude to date.
 
     The PSC is holding a public hearing Thursday at the Baymont Inn in Mandan. Hearings also are scheduled June 15 at the High Plains Cultural Center in Killdeer and June 26 at the Ernie French Center in Williston.

 

  FARGO, N.D. (AP) – Cold, wet weather over the past week has hurt some farmers and ranchers in North Dakota.
 
     The Agriculture Department says in its weekly crop progress report that frost damaged some canola and soybean crops, and some sugar beet crops in the northern Red River Valley will need to be replanted due to either frost or flooding.
 
     There also were some reports of calf and lamb losses due to the cold and wet conditions.
 
     Ranchers in the state are busy moving herds to summer pastures. Farmers are wrapping up the seeding of small grains, with only about 12 percent of the durum wheat crop still to be seeded. Potato planting is about two-thirds done.

 

  BISMARCK, N.D. (AP) – Some North Dakota lawmakers will be back at the Capitol selecting study topics that could spur legislation for the 2017 Legislature.
 
     Legislative Management committee chairman Sen. Raymon Holmberg says the 17-member panel will meet Wednesday to select subjects that legislators will study to prepare for the next session.
 
     Lawmakers in the session that ended last month requested study of 111 resolutions. That’s a record and about 30 more than the average.

 

BISMARCK, N.D. (AP) – North Dakota State Treasurer Kelly Schmidt says high school students will have a new tool to help them learn about credit cards, student loans, savings and taxes. Schmidt is slated to travel across the state next week to launch the computerized financial literacy program. Schmidt says her office will partner with local businesses and financial institutions to bring the program to local students at no cost to schools or taxpayers.
 

 

BURLINGTON, N.D. (AP) – Donors from around the country and a local fisherman have come to the aid of a Burlington church that was targeted by thieves. The break-in at Peace Lutheran was part of a rash of church burglaries in the region around Easter last month. The thieves took Peace Lutheran’s safe. Among the missing items were church records and $300 that children had spent weeks collecting to pay for mosquito bed nets that can help prevent people in tropical climates from getting malaria.

   CLEVELAND (AP) – The Cleveland Cavaliers are in the NBA Finals for the first time in eight years after completing a four-game sweep in the Eastern Conference finals.
 
     LeBron James scored 15 of his 23 points while the Cavaliers were building a 17-point halftime lead in a 118-88 thrashing of the Atlanta Hawks. James is heading to the NBA Finals for the fifth straight year as he tries to help the city of Cleveland claim its first championship since the 1964 Browns won the NFL title.
 
     Kyrie Irving was effective after missing the previous two games with tendinitis in his left knee, contributing 16 points and five assists in less than 22 minutes.
 
     The Cavs shot 13-for-31 from 3-point range, with J.R. Smith going 4-for-10 in scoring 18 points. Kristan Thompson furnished 16 points and 11 boards in the rout.

     OAKLAND, Calif. (AP) – Houston Rockets center Dwight Howard will not be suspended for Game 5 of the Western Conference finals against the Golden State Warriors after the NBA decided to uphold his flagrant 1 foul.
 
     NBA President of Basketball Operations Rod Thorn says in a statement Tuesday night that Howard was trying to free himself from Andrew Bogut when Howard “recklessly hit him in the face with an open hand.” Thorn says the contact was deemed unnecessary by game officials and the league doesn’t “see a reason to modify that call.”
 
     The Warriors lead the series 3-1, with the next game this evening.

 TAMPA, Fla. (AP) – The New York Rangers have forced another Game 7 in the Stanley Cup playoffs by improving to 4-0 when facing elimination this year.
 
     Derick Brassard recorded a hat trick and had two assists as the Rangers thumped the Lightning 7-3 at Tampa to stretch the Eastern Conference finals to the limit. Brassard put the Blueshirts ahead to stay 3:36 into the game before tallying twice in the Rangers’ five-goal assault in the third period.
 
     It was the Rangers’ first playoff hat trick since Michael Nylander (NEE’-lan-dur) had three against the Atlanta Thrashers more than eight years ago.
 
     Rick Nash and J.T. Miller each had a goal and three assists to back Henrik Lundqvist, who finished with 36 saves. Miller, James Sheppard and Brassard scored during a 4:12 span to put New York in front 5-1 less than 7  1/2 minutes into the final period.
 
     Nikita Kucherov (KOO’-cheh-rahv) had two goals for the Lightning, who were trying to wrap up their second Stanley Cup finals appearance.

     PARIS (AP) – Rafael Nadal (rah-fay-ehl nah-DAHL’) is off and running at the French Open. The nine-time champ won his opening match in straight sets, defeating an 18-year old wild-card entry from France who was ranked 296th. Nadal has won 67 of his 68 career matches in the French Open, including the last 36 in a row.
 
     Top-seed Novak Djokovic (NOH’-vak JOH’-kuh-vich) won his opener in straight sets as well.  Americans John Isner (IHZ’-nur) and Jack Sock advanced. Sock pulled off a first round upset with a straight-sets win over 10th-seed Grigor Dimitrov (GREE’-gohr DIH’-mih-trahv).
 
     On the women’s side top-seed Serena Williams was a winner in her first match as were two-time Wimbledon champion Petra Kvitova (kuh-VIHT’-oh-vuh) and two-time U.S. Open runner-up Caroline Wozniacki (wohz-nee-AK’-ee).
 

In world and national news…

WIMBERLEY, Texas (AP)  Police say emergency personnel could shut down a highway if a dam southwest of Dallas breaks.

Water was flowing over the top of the earthen dam at Padera Lake, near Midlothian, early Wednesday morning following days of heavy rain.

If the dam breaks, Highway 287 could flood with a couple of feet of water.

Midlothian police Capt. John Spann says officials will divert traffic if that happens, but for now they must “just wait and see.”

He says it’s mostly a rural area, but that residents of around a dozen homes have been warned they could be in jeopardy of flooding if the dam breaks. He says they are not in danger of being swept away and that there’s no mandatory evacuation order.

Midlothian is some 25 miles southwest of Dallas.

The National Weather Service forecasters say there’s a 20 to 40 percent chance of thunderstorms through the rest of the week in Houston, and more storms are also in store for Central Texas, two areas devastated over the holiday weekend.

 
     ROME (AP) – A U.N. report finds that sub-Saharan Africa still has the highest levels of undernourishment in the world with almost one in four people not getting enough food to live an active and healthy life. Overall, the report says the number of hungry people around the world has dropped to 795 million from more than a billion a quarter-century ago. And 72 out of 129 counties have met ambitious goals to halve undernourishment by 2015.
 
     KIEV, Ukraine (AP) – Troubles in eastern Ukraine continue. Ukrainian government and rebel officials say seven people have been killed over the last day of fighting between armed forces and separatists. Shelling diminished following a February cease-fire deal, but fighting has worsened in recent weeks.
 
     BAGHDAD (AP) – A human rights official says two elderly Syrian Christian women have been freed by the Islamic State group. They had been held along with dozens others since February in northeastern Syria, where IS kidnapped more than 220 Assyrian Christians after overrunning several farming communities. Meanwhile, the extremists unleashed a wave of suicide attacks targeting the Iraqi army in western Anbar province, killing at least 17 troops.
 
     ZURICH (AP) – A spokesman for the international soccer federation known as FIFA (FEE’-fuh) says it was the damaged party as Swiss authorities made arrests in relation to a corruption probe involving the world soccer body. Dozens of soccer officials are in Switzerland this week for the FIFA congress and presidential election, where FIFA President Sepp Blatter is widely expected to win re-election. Blatter was not among those arrested.
