Jamestown (CSi) The Jamestown/Stutsman Development Corporation (JSDC), Executive Committee recommends a 5 percent increase to the JSDC budget for 2016, bringing the proposed budget to $457,102

The 5 percent increase maintains the same budget level for marketing and a 12 percent decrease in recruiting.

The recruiting budget, currently at $34,000, would be reduced to $30,000.

The marketing budget will remain at $35,000

JSDC, CEO Connie Ova says the budget includes a 5 percent increase in staff wages and a 62 percent increase in benefits and health insurance because an employee who left the JSDC did not carry health insurance through the JSDC and a new hire may.

The draft budget now moves to the JSDC Board of Directors for discussion during June 8 meeting before action by the Jamestown City Council and Stutsman County Commission.

The JSDC has approved the sale of three lots in the I-94 Business Park to Magnum for use as a 12 door freight terminal, where goods being shipped could be transferred to different trucks for local delivery.

Officials say construction could start later this year, and the freight terminal will create two jobs when it opens and seven jobs within one year.

Bismarck (CSi) The North Dakota Public Service Commission has approved the proposed 150-megawatt wind farm in McIntosh and Dickey counties,on a split vote.

The ruling Wednesday was based on the information from an earlier hearing.

The plan is amended to use 75 2-megawatt turbines rather than 100 1.5-megawatt turbines that were included in the initial plan.

The Merricourt Wind Farm is being developed by San Diego-based EDF Renewable Energy, formerly known as enXco, which had received a site permit from the PSC in 2011 but had not constructed the wind farm.

Commissioners Brian Kalk and Julie Fedorchak voted in favor of the amended order approving the siting plan while Commissioner Randy Christmann opposed the certification.

EDF, received PSC approval of the project in 2011, when Xcel Energy had contracted to purchase the power.

Xcel canceled the contract and was sued by EDF. Xcel received a court ruling in its favor in 2013.

The man was taken to a hospital to be treated for injuries he suffered in the altercation in the apartment and then taken to jail on charges of attempted murder, terrorizing and reckless endangerment. Formal charges were pending.

Police did not immediately release details of the shooting incident.

GRAND FORKS, N.D. (AP) – Police say a U.S. airman who fatally shot one worker and injured another at a Grand Forks Wal-Mart before killing himself did not use a military-issued weapon.

Lt. Derik Zimmel says 21-year-old Marcell Willis personally owned the Smith and Wesson M&P 9mm semi-automatic handgun. Zimmel says Willis legally bought the gun, though the officer didn’t provide details on when and where.

The gun was found near Willis at the scene.

Willis was a senior airman stationed at Grand Forks Air Force Base. Police say he walked into the store about 1 a.m. Tuesday and shot and killed 70-year-old overnight cashier Gregory Weiland.  BILLINGS, Mont. (AP) – U.S. transportation officials are extending an order for railroads to notify states about shipments of hazardous crude oil shipments. Emergency responders had raised worries over a new rule that did away with the requirement. Trains hauling crude from the Bakken region of North Dakota have been involved in multiple fiery derailments in recent years.

BISMARCK, N.D. (AP) – Rising oil prices in recent weeks mean North Dakota oil producers won’t be getting a tax break.

That’s because May’s average price for a barrel of crude will be higher than needed to trigger a tax cut.

If oil prices had averaged below $55.09 a barrel in May, it would mark the fifth straight month that they will lag below the trigger price and the tax break would have gone into effect.

But oil prices have been about $4.50 above the benchmark this month. The final price will be tallied Friday and will hold through the weekend.

If the tax cut had been triggered, analysts estimated it would decrease state tax collections by about $80 million a month through November.

MANDAN, N.D. (AP) – A company that’s planning North Dakota’s largest-capacity crude oil pipeline to date says it still needs permission from about half of the landowners along the route in North Dakota.

Energy Transfer Partners spokesman Chuck Frey told North Dakota’s Public Service Commission Thursday that 56 percent of the easements needed along the North Dakota route have been obtained.

Frey says the company has a goal of obtaining permission from all landowners along the route. But says the company would seek eminent domain authority to access the land if it’s “forced” to do so.

The company wants to build the 1,100-mile pipeline to move 450,000 barrels of North Dakota crude daily to Illinois. The $3.8 billion pipeline also would pass through South Dakota and Iowa.

Wade could opt out of his current contract, which calls for him to make about $16.1 million next season. The person said Wade has not decided anything, including whether he will opt out.

NHL…

UNDATED (AP) – The NHL coaching carousel continues. The Devils’ former coach will be behind the Sharks’ bench, while the Penguins’ ex-coach will take over the Sabres’ roster.

The Sharks have announced the hiring of coach Peter DeBoer (deh-BOHR’) as the replacement for the departed Todd McLellan, who is the new coach of the Oilers. The decision to hire DeBoer ends a search that started when the team announced April 20 that McLellan would not be back for an eighth season.

DeBoer has coached seven seasons in the NHL with the Panthers and Devils. His best season came when he led New Jersey to the 2012 Stanley Cup finals before falling to Los Angeles.

Dan Bylsma  (BYLZ’-muh) has secured a new job as coach of the Sabres. He coached the Sidney Crosby-led Penguins to win the 2009 Stanley Cup championship and captured three division titles in 5  1/2 seasons before he was dismissed last spring. He takes over a franchise coming off consecutive last-place finishes.

Bylsma replaces Ted Nolan, who was fired last month.

     FIFA-CORRUPTION…

UNDATED (AP) – FIFA (FEE’-fuh) head Sepp Blatter says the recent bribery arrests and raids have shamed and humiliated the sport of soccer.

Blatter rejected a demand from the European soccer association UEFA (yoo-AY’-fuh) to resign in the wake of the scandal.  Blatter is running for a fifth term as FIFA president with the election set for Friday.

Blatter says individuals were responsible for tarnishing soccer’s governing body and says he intends to restore trust in the organization.

FIFA major sponsor Visa is threatening to sever its ties with the organization unless it cleans up its act.

In world and national news…

ZURICH (AP) – Members of soccer’s governing body FIFA (FEE’-fuh) will decide today whether to stick with Sepp Blatter, who’s been president of the organization for 17 years. But two corruption investigations have cast a new shadow on his reign. Blatter told the FIFA congress today that if two other countries had been chosen to host the World cup besides Russia in 2018 and Qatar in 2022, “I think we would not have these problems today.” But, he says “we can’t go back in time.” The countries were picked amid widespread allegations of wrongdoing.
