Jamestown (CSi) The U.S. Army Corps of Engineers Monday made changes in the releases at Jamestown and Pipestem Dams.
Bob Martin at Pipestem says the release there has started, and is at 160 cfs.
At Jamestown Dam the release was decreased from 300 cfs. to 125 CFS, for a combined release of 285 cfs.
He says on Monday the flood storage area at Jamestown Dam was evacuated.
He added that on Monday Pipestem Dam was 10 feet into the flood storage area.
Pending any significant rain events, Pipestem would stay at that release until about September to evacuate the flood storage area.

Jamestown (CSi) The Jamestown City Engineer’s Office informs motorists that on Tuesday, June 2, 2015, 4th Ave SE, between 2nd St & 3rd St SE, will be closed to traffic, due to utility work. The work is expected to be completed on Thursday, June 4, 2015 contingent on weather conditions. The street is expected to be re-opened to traffic on Friday, June 5, 2015.
Motorists and other traffic should use extreme caution when entering road construction areas. The public should consider alternate routes if possible.

Taxis is a 51 year old white male, 5-feet 6 inches tall, weighing 140 pounds with hazel eyes, and blonde hair.

The City Council passed a Resolution to recognize the University of Jamestown Booster Club as an other public spirited organization and to authorize the issuance of a Raffle Permit on October 10, 2015.
Approved a Resolution to approve the payment to Artekta, Inc., for engineering services on Jamestown Civic Center Seating Replacement Project, in the amount of $353.09.

Jamestown (CSi) City Engineer Reed Schwartzkopf has announced that the city has received the final comments from the Federal Highway Administration on the Land Use & Transportation Plan.
Schwartzkopf says , there is no substantial changes indicated from the previous version and he will be waiting to send out the final draft until June 12th.
The City Council is scheduled to discuss the plan during their July 6th regular meeting.
Once the city has reviewed and discussed the plan, the City Engineering Department will conduct open house meetings to allow the public to discuss and review the city’s 1- and 5-year Transportation Improvement Plan.
The new time line is as follows:
· On or before Friday, June 12, 2015: Final Electronic Draft of LUTP to be received by Engineering by 1:00 pm; to then be distributed to all included in this email and placed into the Dropbox.
· Monday, June 22, 5:00 pm: Special Meeting of the Jamestown Planning Commission – Public Hearing on the LUTP; Planning Commission (and public) make any comments and decisions need to be made on recommending to Council about incorporating any comments into the Plan.
· Tuesday, June 23, 4:00 pm: Regular Planning and Zoning Committee Meeting – There is no need to hold or advertise a formal Public Hearing, but obviously discussion can and should take place, and public input should be allowed as deemed fit by the Committee Chair.
· Monday, July 6, 5:00 pm: Regular City Council Meeting including a Public Hearing on the LUTP; The City Council should direct the consultants to incorporate whatever comments deemed appropriate (from the Planning Commission, the Council and the Public) and to proceed with finalizing the LUTP.

As before, once this is done, the City Engineering Department is planning to conduct between 2 and 4 “town hall” or “open house” meetings to allow the public to come in and view the LUTP and to discuss issues related to revising the City’s 1- and 5-year Transportation Improvement Plan (CTIP). The Engineer’s Office will take any comments received in these meetings and prepare a revised plan expanding the CTIP to the 20-25 year horizon and hopefully present it at the August Planning Commission Meeting and the Planning and Zoning Committee Meeting, and finally present it for approval and submission to the NDDOT at the September Regular City Council Meeting.
WEST FARGO, N.D. (AP) – West Fargo police have identified a man and woman found dead in an apparent murder-suicide.
Authorities say 44-year-old Lance Rick and his wife, 44-year-old Sharon Rick, were found dead early Sunday at a home in West Fargo. Police say the Ricks were married but had been separated.
Police say the female victim appeared to have suffered two gunshot wounds, one to the body, one to the head. Police say the man appeared to have one gunshot wound to the head.
A handgun and other evidence were collected at the scene.
The bodies have been sent to Grand Forks for autopsy.

FAIRMOUNT, N.D. (AP) – Authorities say two men have been killed in a rollover crash in Richland County, near the South Dakota border.
It happened Sunday on a county road, nine miles southwest of Fairmount.
The Highway Patrol says both men, 33 year old Dustin Krause of Wahpeton, and 37 year old Ryan Ginsbach of Lidgerwood, were ejected from a car when it landed on its top in a drainage ditch. Troopers say the bodies were swept away by the current.
The patrol says one occupant was ejected and located approximately 1/2 mile north of the vehicle. Several hours after the crash, the second occupant was located a mile north of the crash scene.
At this time, it is unknown who was operating the vehicle when it crashed. Both occupants were transported to the medical examiner’s office for autopsy.
BISMARCK, N.D. – The State Board of Animal Health has lifted quarantines that have been in place in Dickey and LaMoure counties since the confirmation of highly pathogenic avian influenza (HPAI) H5 in poultry flocks there in April. The quarantines restricted the movement of poultry and poultry products in the control zones, 6-mile radius around the infected premises.
Teams comprised of staff from the North Dakota Department of Agriculture’s Animal Health Division, the United States Department of Agriculture Animal and Plant Health Inspection Service Veterinary Services and local extension offices visited multiple locations in the quarantined areas and tested samples from birds at 20 premises.
After two negative rounds of avian influenza testing, the quarantines have been lifted and movement of poultry and poultry products is no longer restricted in the control zones. The two originally infected premises remain quarantined until the cleanup process is complete.
Statewide bird movement to shows, exhibitions and public sales is still halted until further notice.
North Dakota Agriculture Commissioner Doug Goehring said, “the virus is a serious threat to the livelihood of poultry farmers and the poultry industry as a whole. We sympathize with other states that have been dealing with this on a much larger scale.”
North Dakota has had two cases of HPAI H5N2 in Dickey and LaMoure counties, affecting well over 100,000 birds combined. In the U.S., over 47 million birds have been affected in approximately 20 states. No human infections with the viruses have been detected in the U.S. and birds from infected flocks do not enter the food system.
Poultry owners should continue to immediately report death loss to their local and state veterinarian, restrict access to their property, prevent contact between their birds and wild birds and practice enhanced bio-security.

BISMARCK, N.D. (AP) – Diesel sales have started at a new oil refinery in western North Dakota.
Bismarck-based MDU Resources Group and Indianapolis-based Calumet Specialty Products Partners built the $430 million Dakota Prairie Refinery near Dickinson.
Officials said Monday that some diesel was sold last month. But they say June is expected to be the first full month of production at 20,000 barrels per day. A barrel is 42 gallons.
Crews broke ground on the refinery in March 2013.
The only other refinery producing fuel in North Dakota is the Tesoro Corp. plant at Mandan.
FARGO, N.D. (AP) – The North Dakota Supreme Court says a man who was kicked out of a Grand Forks curling club should be allowed to sue the club in an attempt to retain his membership.
C.T. Marhula filed an appeal with the state’s highest court after a district judge dismissed the suit. Marhula’s lawyer, David Thompson, argued that the club did not meet the state’s requirements for terminating membership in a nonprofit corporation.
Thompson believes the ruling could help ensure the rights of all members of nonprofits in North Dakota.
The attorney for the club, Theodore Sandberg, says the club is confident that a judge will uphold Marhula’s termination.
The club says it ended Marhula’s membership because he approached various agencies about plans for a new curling facility without approval from the board.

BISMARCK, N.D. (AP) – Time is running out for deer hunters in North Dakota to apply for licenses for the 2015 gun season.
The state Game and Fish Department says Wednesday is the deadline. It applies to muzzleloader, regular gun, gratis and nonresident landowner, and youth antlered mule deer applications.
Hunters are encouraged to apply online at the Game and Fish website, www.gf.nd.gov . State law requires residents age 18 and older to prove residency on the application by submitting a valid North Dakota driver’s license number or a North Dakota photo identification number.
Game and Fish is making 43,275 licenses available to hunters this fall, 4,725 fewer than last year and the lowest number since 1978.
MINOT, N.D. (AP) – Otters have made a comeback at Roosevelt Park Zoo in Minot.
The otter exhibit was damaged during Souris River flooding in June 2011. Zoo officials last Wednesday held a ribbon-cutting for a repaired exhibit and celebrated International Otter Awareness Day.
There is only one otter on display, a male named Loki. Staff hope to add a female named Cinnamon this week.

WASHINGTON (AP) – The Senate’s majority leader is outlining his strategy for re-authorizing some government surveillance programs that have now been allowed to expire. Mitch McConnell says he will look to add three amendments to a measure passed by the House. As it stands now, that bill would end the National Security Agency’s bulk collection of phone records after a six-month transition, but it would allow the agency to search the records held by phone companies. One proposed amendment would extend the transition time to 12 months.
CENTRAL, S.C. (AP) – As he launches his presidential campaign, South Carolina Sen. Lindsey Graham is describing himself as more qualified on foreign policy than his fellow Republican candidates — and Democrat Hillary Rodham Clinton. Graham, who is in his third term, is a prominent Senate voice in seeking a more muscular foreign policy. He says Americans may have grown tired of fighting Islamic radicals — but the Islamists, he warns, “are not tired of fighting you.”
SANAA, Yemen (AP) – A freelance journalist who was among several Americans held by Shiite rebels in Yemen has been set free. The State Department identifies the American as Casey Coombs. He’s now been taken to Oman, which mediated the deal to win his release.
CHICAGO (AP) – Former House Speaker Dennis Hastert is due in court Thursday in Chicago, for arraignment on charges connected to a hush-money case. An indictment alleges that he agreed to pay someone $3.5 million to keep quiet about some undisclosed matter. The individual is from the Illinois town where Hastert was once a teacher and coach. And a person familiar with the allegations says the payments were intended to conceal claims that Hastert had sexually molested someone decades ago.
CORPUS CHRISTI, Texas (AP) – A fast-food chain is limiting its breakfast hours — citing egg shortages resulting from the Midwest bird flu crisis. Whataburger says it will serve breakfast only until 9 a.m. on weekdays, and until 11 a.m. on weekends. The Agriculture Department says confirmed outbreaks in the Midwest have cost chicken and turkey producers over 44 million birds. Egg prices have soared.
