The Regular Session of the Stutsman County Commission will be held Thursday June 4th, 2015 due to the Special Election on Tuesday June 2nd, at 3-p.m.
Jamestown (CSi) The Jamestown City Engineer’s Office informs motorists that on Tuesday, June 2, 2015, 4th Ave SE, between 2nd St & 3rd St SE, will be closed to traffic, due to utility work. The work is expected to be completed on Thursday, June 4, 2015 contingent on weather conditions. The street is expected to be re-opened to traffic on Friday, June 5, 2015.
Motorists and other traffic should use extreme caution when entering road construction areas. The public should consider alternate routes if possible.
Jamestown (CSi) The U.S. Army Corps of Engineers Monday made changes in the releases at Jamestown and Pipestem Dams.
Bob Martin at Pipestem says the release there has started, and is at 160 cfs.
At Jamestown Dam the release was decreased from 300 cfs. to 125 CFS, for a combined release of 285 cfs.
He says on Monday the flood storage area at Jamestown Dam was evacuated.
He added that on Monday Pipestem Dam was 10 feet into the flood storage area.
Pending any significant rain events, Pipestem would stay at that release until about September to evacuate the flood storage area.
Jamestown (CSi) Jamestown Police report a man was arrested after an altercation involving a taxi driver in Jamestown Monday evening just before 8-p.m., in the 500 block of 1st Avenue South.
An intoxicated male passenger allegedly attempted to strangle the taxi driver from the back seat of the cab.
The taxi driver defended himself with a baseball bat, however, one was hurt in the incident.
The passenger was arrested for assault and disorderly conduct.
His name was not immediately available.
He was transported to Jamestown Regional Medical Center for possible detoxification.

The City Council passed a Resolution to recognize the University of Jamestown Booster Club as an other public spirited organization and to authorize the issuance of a Raffle Permit on October 10, 2015.
Approved a Resolution to approve the payment to Artekta, Inc., for engineering services on Jamestown Civic Center Seating Replacement Project, in the amount of $353.09.
The meeting was shown live on CSi 67 followed by replays.
Jamestown (CSi) City Engineer Reed Schwartzkopf has announced that the city has received the final comments from the Federal Highway Administration on the Land Use & Transportation Plan.
Schwartzkopf says , there is no substantial changes indicated from the previous version and he will be waiting to send out the final draft until June 12th.
The City Council is scheduled to discuss the plan during their July 6th regular meeting.
Once the city has reviewed and discussed the plan, the City Engineering Department will conduct open house meetings to allow the public to discuss and review the city’s 1- and 5-year Transportation Improvement Plan.
The new time line is as follows:
· On or before Friday, June 12, 2015: Final Electronic Draft of LUTP to be received by Engineering by 1:00 pm; to then be distributed to all included in this email and placed into the Dropbox.
· Monday, June 22, 5:00 pm: Special Meeting of the Jamestown Planning Commission – Public Hearing on the LUTP; Planning Commission (and public) make any comments and decisions need to be made on recommending to Council about incorporating any comments into the Plan.
· Tuesday, June 23, 4:00 pm: Regular Planning and Zoning Committee Meeting – There is no need to hold or advertise a formal Public Hearing, but obviously discussion can and should take place, and public input should be allowed as deemed fit by the Committee Chair.

As before, once this is done, the City Engineering Department is planning to conduct between 2 and 4 “town hall” or “open house” meetings to allow the public to come in and view the LUTP and to discuss issues related to revising the City’s 1- and 5-year Transportation Improvement Plan (CTIP). The Engineer’s Office will take any comments received in these meetings and prepare a revised plan expanding the CTIP to the 20-25 year horizon and hopefully present it at the August Planning Commission Meeting and the Planning and Zoning Committee Meeting, and finally present it for approval and submission to the NDDOT at the September Regular City Council Meeting.
WEST FARGO, N.D. (AP) – West Fargo police have identified a man and woman found dead in an apparent murder-suicide.
Authorities say 44-year-old Lance Rick and his wife, 44-year-old Sharon Rick, were found dead early Sunday at a home in West Fargo. Police say the Ricks were married but had been separated.
Police say the female victim appeared to have suffered two gunshot wounds, one to the body, one to the head. Police say the man appeared to have one gunshot wound to the head.
A handgun and other evidence were collected at the scene.
The bodies have been sent to Grand Forks for autopsy.
BISMARCK, N.D. (AP) – The State Board of Animal Health has lifted quarantines in Dickey and Lamoure counties that it put in place following confirmation of two bird flu outbreaks.
The orders that restricted the movement of poultry in the six-mile zones surrounding two North Dakota turkey operations were lifted after two rounds of negative testing.
The two operations that have been affected by avian influenza are still quarantined and statewide movement of birds to shows, exhibitions and public sales is still prohibited until further notice.
The two cases of bird flu in North Dakota have led to the deaths of more than 100,000 birds combined. In the U.S., more than 47 million birds have been affected.
TIOGA, N.D. (AP) – A Tioga man is accused of two felonies after investigators say he hit his brother with a pickup and drove off.
Williams County Detective Caleb Fry says that 47-year-old Jeffery Moe allegedly fired a shotgun over the head of his brother following an argument and then used his pickup truck to ram him.
Moe is charged with aggravated assault and reckless endangerment. It is not clear if he has retained an attorney.
A preliminary hearing is slated for July 9.
BISMARCK, N.D. (AP) – Diesel sales have started at a new oil refinery in western North Dakota.
Bismarck-based MDU Resources Group and Indianapolis-based Calumet Specialty Products Partners built the $430 million Dakota Prairie Refinery near Dickinson.
Officials said Monday that some diesel was sold last month. But they say June is expected to be the first full month of production at 20,000 barrels per day. A barrel is 42 gallons.
Crews broke ground on the refinery in March 2013.
The only other refinery producing fuel in North Dakota is the Tesoro Corp. plant at Mandan.
MINOT, N.D. (AP) – A North Dakota man has been sentenced to 10 years in prison on a federal drug charge.
Guy Willie Johnson pleaded guilty in January to possession with intent to deliver a controlled substance. Authorities say he had 475 grams of methamphetamine in his vehicle when he was arrested in Williston in April 2013.
U.S. District Judge Daniel Hovland sentenced Johnson to the mandatory minimum sentence of 10 years, to be followed by five years of supervised release.
Johnson’s lawyer could not be reached for comment.
BISMARCK, N.D. (AP) – North Dakota’s Agricultural Products Utilization Commission is funding nine projects this quarter.
The group better known as APUC funds developers of North Dakota farm products. It’s a program of the state Commerce Department.
The largest grant this quarter is going to Bison Compost LLP of Leeds. The company is getting awarded $135,100 to develop a North Dakota-based bison manure compost business.
MINOT, N.D. (AP) – Minot’s liquor ordinance has been amended to restrict the hours of operation for businesses with supper club licenses.
The city council amended the liquor license ordinance Monday night.
The new ordinance says businesses with supper club licenses may only sell liquor for one hour after kitchen operations cease.
The rule also requires supper clubs to provide annual financial statements proving they meet the requirement that more than half of their business comes from food sales.

MINNEAPOLIS (AP) – Adrian Peterson is returning to the Minnesota Vikings, and the star running back tells The Associated Press that he hasn’t lost his love for the team.
Peterson sent an e-mail to the AP early Tuesday morning saying he’s excited to put on a uniform again after missing the final 15 games of last season while addressing child abuse charges in Texas. The Vikings open their second set of three voluntary practices on Tuesday.
Peterson skipped all three practices last week. He tells the AP that he had a family commitment that caused him to be absent. But he tweeted last week that he was looking for more long-term security. He tells the AP that “it’s normal procedure for any player in my position to want to secure his future.”

Iowa State coach Fred Hoiberg is leaving college ball and will be introduced as the Bulls’ head coach at a news conference on Tuesday. Hoiberg was 115-56 with the Cyclones, including four straight NCAA Tournament appearances and back-to-back Big 12 tournament titles. He had long been rumored as the replacement for Tom Thibodeau (THIH’-boh-doh), who was fired last week after five seasons in Chicago.
MINNEAPOLIS (AP) – The Minnesota Timberwolves will play two preseason games in Canada as part of the fourth annual NBA Canada Series. OAKLAND, Calif. (AP) – Golden State Warriors guard Klay Thompson has returned to practice after suffering a concussion last week. He was a full participant in today’s practice, a major step in the All-Star shooting guard’s recovery. Thompson suffered a concussion after getting kneed in the head by Houston’s Trevor Ariza (ah-REE’-zuh) Wednesday night.
INDEPENDENCE, Ohio (AP) – Cleveland Cavaliers point guard Kyrie Irving did not participate in a full practice on Monday. Irving has been slowed by left knee tendinitis and a sprained right foot throughout the playoffs and says he won’t be 100 percent against the Golden State Warriors when the NBA Finals start Thursday.

(AP) – A person close to the negotiations tells The Associated Press that the Panthers and Cam Newton are close to finalizing a contract extension that could be completed within the next two days. Newton is expected to command a contract in excess of $20 million per season, which would be in line with what several other starting quarterbacks have accepted. The 26-year-old Newton is entering his fifth season with the Panthers and has led them to back-to-back NFC South championships.

PARIS (AP) – Top seed Serena Williams got off to a sluggish start before winning her fourth-round match at the French Open. Second seed and defending champ Maria Sharapova wasn’t as fortunate.
Williams dropped her opening set for the third straight match before ousting fellow American Sloane Stephens, 1-6, 7-5, 6-3. The 19-time major champion had to shake off 43 unforced errors in winning the two-hour match.
Sharapova was seeking her third French Open championship in four years until she was dispatched in the fourth round by 13th seed Lucie Safarova, 7-6, 6-3. It is Sharapova’s earliest defeat at Roland Garros since 2010, when she was beaten in the third round.
Monday’s other upset victim was fourth seed Petra Kvitova (kuh-VIT’-oh-vuh), who was a 2-6, 6-love, 6-3 loser against Timea Bacsinszky (bah-CHIHN’-skee).

MOSCOW (AP) – The Russian maker of the Buk air defense missile system has concluded that Malaysian Airlines flight 17 was downed by an older version of the missile, which isn’t in service with the Russian military but is in Ukrainian arsenals. The analysis is based on photographs of the wreckage available to the public. Controversy continues over who shot down the plane last summer over eastern Ukraine, killing all 298 people aboard.
PARIS (AP) – Iraq and international allies are meeting in Paris to re-evaluate their approach to combating the Islamic State group. More than 4,000 airstrikes by the U.S.-led coalition have failed to stem gains by the group in Iraq and Syria. Iraq’s prime minister is calling for more intelligence and more action from international allies.
WASHINGTON (AP) – Secretary of State John Kerry is scheduled to have surgery on his broken leg this morning at Massachusetts General Hospital in Boston. But first, he’s participating by telephone in an international gathering in Paris on how to combat the Islamic State group. He had planned to attend the meeting before breaking his leg in a bicycle accident on Sunday.
WOBURN, Mass. (AP) – A Massachusetts prosecutor has scheduled a news conference today to discuss her office’s investigation into the April 2013 shootout that left one of the Boston Marathon bombers dead and nearly killed a police officer. Middlesex District Attorney Marian Ryan will make a statement regarding the investigation. The confrontation in the Boston suburb of Watertown ended with the death of bomber Tamerlan Tsarnaev (TAM’-ehr-luhn tsahr-NEYE’-ehv) and left MBTA Officer Richard Donohue clinging to life.
JACKSON, Miss. (AP) – Voters in northern Mississippi are deciding who will fill a vacant congressional seat. The winner of today’s special-election runoff between Republican Trent Kelly and Democrat Walter Zinn will serve most of the two-year term started by Republican Rep. Alan Nunnelee, who died of brain cancer in February.
